Refugee Crisis: European Commission reports on progress in implementation of priority
actions
Ahead of the European Council of 15 October, today the Commission has put on the table
aCommunication describing the State of Play of the implementation of the priority actions under
the European Agenda on Migration. This Communication to the European Council sets out the
progress made on the operational, budgetary and legal measures which were proposed by the
Commission and endorsed by Heads of State and Government on 23 September. European
Commission President Jean-Claude Juncker said: "As Europe's leaders, we came together three
weeks ago to agree on a concrete list of steps we need to take, and to take urgently. The
Commission has lived up to all its commitments. We have dedicated more money to the refugee
crisis – with our amending budget already adopted by both co-legislators. We have sent our
experts to Greece and Italy to make the hotspots and relocation scheme function, and pushed all
Member States to properly apply the EU's common asylum rules. We have seen concrete results,
but we still need Member States to do more. Noble words need to be followed by concrete actions
back home."A press pack is available online, including a press release, factsheet, and graphs.

European Commission formally proposes €2.4 billion support for EU farmers and refugees
In May 2015, the Commission had adopted the draft budget for 2016. In response to the refugee
crisis, as well as to the particularly difficult situation on a number of EU agricultural markets,
the European Commission has today amended its draft budget - bringing it to €144.4 billion in
payments as compared to €143.5 billion in May. The Commission's concrete proposals are
for €1.68 billion of additional EU funding in 2016 to address the refugee crisis. This includes
the €780 million for relocation of 120,000 people agreed before the autumn and€750 million out
of the €900 million announced in the second half of September. For the other€150 million, at the
beginning of next year the Commission will activate the Emergency Aid Reserve. At the same
time, the Commission proposes that European farmers receive emergency support of an
additional €700 million compared to the draft budget proposed in May. Of them, €500 million
will go to finance a series of measures in response to the particularly difficult situation on a
number of EU agricultural markets, notably the dairy sector. The other €200 million will go to
provide emergency support for fruit and vegetables and some dairy products following the
extension of the Russian embargo on EU imports of EU agricultural products. More information
is available here. The European Parliament and the Council will now work towards agreeing the
budget for 2016.
