VITAE
Rui Manuel Parente Chancerelle de Machete was born in Setúbal, April 7, 1940.
He graduated in Law from the University of Lisbon, and holds a complementary course on
Political-Economic Sciences by the Faculty of Law of the mentioned University (1963).
He is a lawyer since 1964.
He is currently Lecturer at the Catholic University, where he teaches Administrative Procedural
Law.
In September 1975 he was appointed Secretary of State for Immigration, and in December of the
same year, he takes office as Minister of Social Affairs.
Minister of Social Affairs of the 6th Provisional Government (January 1976 to July 1979).
He was responsible for the management of the CPE Legal Services from 1969 to 1976 and
advisor to the Board of Directors of EDP until 2006.
Since May 1981, he acted as Manager of Banco de Portugal (asked for the suspension of the
mandate to take up as Minister of Justice, June 9, 1983), and was relieved at his own request on
August 31, 1989.
Minister of Justice of the 9th Constitutional Government from 02/09/1983 to 02/15/1985.
Deputy Prime Minister and Minister of Defense from February 15 to November 6, 1985 (9th
Constitutional Government).
Representative from December 1985 until 1994.
President of the Parliamentary Commission of Economy, Finance and Plans in the 4th and 5th
Legislatures.
Chairman of the Temporary Committees for the 2nd and 3th Constitutional Reviews from
February 1988 to May 1989.
Chairman of the Executive Board of the Portuguese-American Foundation for Development
from July 1988 until April 2010.
Honorary Doctoral Degree of Humane Letters from the University of Massachussets, Dartmouth,
June 8, 1997.
Doctor honoris causa in Juridical Science from Universidade Católica Portuguesa on February 2,
2007.
