- „big“ research universities (> 20,000 students)

- Technical Universities (regardless of size)
- „big“ univ. of applied sciences (> 5,000 students)
- „small“ UAS (> 5,000 students)
- colleges of arts and music

 Annual publication of main results for all HEI and

Caveats and Unintended Consequences
 Consider context: not every institution is, or can be,
alike
 What figures cannot measure: innovation, originality,
many dimensions of quality
 Indicators may reflect the results of your actions, but
your actions should not aim at producing indicators
