LULA- UMA ANÁLISE DE SUAS CONTRADIÇÕES E EFEITOS SOBRE A
ECONOMIA BRASILEIRA. (2007.2)
A política econômica aplicada no Brasil desde a implantação do Plano Real não tem
conseguido promover um efetivo crescimento econômico, embora tenha sucesso na função de
estabilizar a macroeconomia, sobretudo, através do controle da inflação e do ajuste fiscal.
Dessa forma, a condução da economia brasileira está fundamentada em três eixos: superávit
fiscal para conter o avanço da dívida do setor público, sistema de metas para inflação com
taxa de juros elevada e regime de flutuação cambial com maior volatilidade de capitais.
Estudos recentes em Economia Brasileira indicam que durante o primeiro mandato do
Governo Lula essas medidas permaneceram como a base dos fundamentos econômicos e
foram utilizadas com maior intensidade, acentuando suas contradições. Apesar disso, a
conjuntura internacional altamente favorável às economias emergentes tem sido capaz de
mitigar a vulnerabilidade externa do país, contribuindo para fortalecer o equilíbrio da
economia.

ABSTRACT
The economic policy implemented in Brazil since the implementation of the Plan Real have
been unable to promote an effective economic growth, although success in the task of
stabilizing the macroeconomy, especially through the control of inflation and the fiscal
adjustment. Thus, the conduct of the Brazilian economy is based on three pillars: fiscal
surplus to contain the advance of the debt of the public sector, system of targets for inflation
with high interest rate and exchange rate fluctuation regime of greater volatility of capital.
Recent studies in Economics Brazilian indicate that during the first term of the government
Lula these measures remained as the basis of economic fundamentals and were used more
intensely, accentuating its contradictions. However, the international climate highly favorable
to emerging economies has been able to mitigate the external vulnerability of the country,
helping to strengthen the balance of the economy.
