De acordo com fonte oficial que informou no
dia 3 de Novembro, tratar-se das missivas do
Presidente do Paquistão, Asif Ali Zardari; do
Presidente da República Federal Democrá-
tica da Etiópia, Girma Wolde Giorgis; do 1º
Ministro de Timor-Leste, Xanana Gusmão; do
Secretário-Geral da ONU, Ban Ki-moon, e da
directora da UNESCO.
Refira-se que na sequência das eleições gerais de 31 de Agosto ganhas pelo MPLA e
seu cabeça de lista, José Eduardo dos Santos,
realizou-se a 26 de Setembro a cerimónia de
investidura do Presidente e Vice-Presidente da
República.

week messages of congratulations
from several Heads of State and government and international organizations on
the occasion of his inauguration to the
position following the elections of 31 August this year.
According to an official source that reported on November 3, it concerns the
missives of the President of Pakistan, Asif
Ali Zardari; of the President of the Federal
Democratic Republic of Ethiopia, Girma
Wolde Giorgis, the 1st Minister of TimorLeste, Xanana Gusmao, UN Secretary
General, Ban Ki-moon, and the Director
of UNESCO.
One should note, following the general
elections of 31 August, won by the MPLA
and its Head of the list, José Eduardo dos
Santos, held on September 26, the ceremony of investiture of the President and
the Vice-President of the Republic.

Discursando no acto central alusivo ao 37º
aniversário da Independência Nacional, Manuel Vicente disse que nesta perspectiva, o

Orçamento Geral do Estado de 2013 vai dedicar uma atenção especial aos sectores da
Saúde, Educação, Ensino Superior, Habitação
e Assistência Social, conforme orientação do
Chefe do Executivo.
Para maior rigor e transparência na execução
do OGE, foram definidos mecanismos e regras
que permitam avaliar a eficácia e à qualidade
da despesa relativa à estes sectores.
Outra prioridade, frisou, será o sector de energia e águas, por ser uma das áreas que tem re-
flexos no quotidiano das populações.
Reconheceu que apesar dos esforços e das
melhorias observadas, sobretudo em algumas
regiões do interior, ainda se regista um déficit
significativo na capacidade de fornecimento
de energia eléctrica.
Anunciou que está a ser implementado um
vasto programa de projectos estruturantes
de curto e médio prazos nos domínios da produção, transporte e distribuição de energia
a nível dos sistemas norte, centro e sul, bem

como a respectiva interligação do qual resultará uma melhoria significativa deste serviço.
Acrescentou que o programa “Água para todos” vai alcançar níveis de execução superiores a 80% nas zonas urbanas e periurbanas e
40 % nas zonas rurais, onde o objectivo passa
por assegurar o acesso à água potável a pelo
menos 80% da população.
O Vice-Presidente adiantou que o programa
proposto pelo partido vencedor das eleições
gerais será implementado em benefício de
toda a sociedade, sublinhando que os interesses do povo e da nação estão acima de todas
as contradições e diferenças de opinião existentes entre os distintos actores da vida política do país.
Disse que muito foi feito para consolidar a paz
e que “estamos em condições de conservar as
realizações do passado e perspectivar o muito
que ainda falta fazer para consolidar o estado
democrático e de direito".
Manuel Vicente considerou importante a criação e implementação de políticas económicas
que posicionam Angola como um país com
maior índice de crescimento em África e no
mundo.
“O nosso objectivo, enquanto governantes,
eleitos pelo povo, é de conferir maior dignidade de vida as populações mais carenciadas,
garantir o progresso social e o desenvolvimento do país”, realçou.

Speaking at the main event, commemorating the 37th anniversary of National Independence, Manuel Vicente said that, viewed
from this perspective, the State Budget of
2013 would have to aim especially at the
sectors of Health, Education, Higher Education, Housing and Social Services, as directed by the Chief Executive.
For greater accuracy and transparency in the
implementation of GBS, mechanisms and
rules for evaluating the effectiveness and
quality of expenditure on these sectors were
defined.
Another priority, he said, would be the sec-
tor of energy and water, as one of the areas
being reflected in the everyday life of people.
He acknowledged that, despite the efforts
and the improvement, especially in some
interior regions, a significant deficit is still
recorded in the capacity to supply electrical
energy.
He announced that an extensive program
of structural projects of short and medium
term is being implemented in the areas
of generation, transmission and distribution of energy in the systems: north, center
and south, as well as their interconnection,
which will result in a significant improvement of this service.
He added that the program "Water for All"
would achieve levels of performance above
80% in the urban and peri-urban areas, and
40% in rural areas, where the objective is to
ensure safe access to drinking water to at
least 80% of the population.
The Vice-President said that the program,
proposed by the winning party of the general elections, would be implemented for the
benefit of the whole society, stressing that
the interests of the people and of the nation
were, above all, the contradictions and differences of the opinion between the various
actors in political life of the country.
He said that much has been done to consolidate the peace and that "we are able to preserve the achievements of the past and look
to the lot that remains to be done to consolidate the democratic state of law."
Manuel Vicente considered important the
creation and the implementation of economic policies that position Angola as a
country with the highest rate of growth in
Africa and in the world.
"Our goal, as governors, elected by the nation, is to give more dignity of life to the
neediest people, ensure social progress
and the development of the country", he
stressed.

do Reino Unido, Mark Simmonds, com quem
analisou questões inerentes ao reforço da cooperação bilateral.

“Viemos saudar o Vice-Presidente pelo seu
empossamento no cargo, e discutimos profundamente sobre aspectos inerentes ao
reforço da cooperação técnica entre os dois
países, em diversos domínios”, disse o governante à saída do encontro.
Segundo o Ministro, Angola e o Reino Unido
precisam de encontrar vias práticas que permitam o incremento dos laços de cooperação
e o fortalecimento do empresariado angolano, tendo em conta a experiência que este
último detém.
Entre os sectores susceptíveis de assistência,
como os dos petróleos, educação, economia
e outros, Mark Simmonds disse que o da agricultura é o mais relevante para o desenvolvimento do país, devendo a cooperação incidir
neste último.
Durante o encontro, Mark Simmonds entregou uma carta do Primeiro-Ministro britânico,
David Cameron, ao Vice-Presidente da República, Manuel Vicente, na qual aquele o felicita
pelo seu empossamento no cargo.

T
he Vice-President, Manuel Vicente, received on Thursday, 15 November, in
Luanda, the UK Minister of Foreign Affairs for Africa, Mark Simmonds, with whom
he analyzed issues related to strengthening
of bilateral cooperation.
"We came to greet the Vice-President for his
swearing in charge, and discussed deeply
on aspects of scaling up technical cooperation between the two countries in various
areas“, said the ruler off the meeting.
According to the Minister, Angola and the
UK need to find practical ways to enable the
increase of cooperative ties and strengthen
the Angolan business, taking into account
the experience that the latter has.
Among sectors likely to care, such as the oil,
education, economics and other, Mark Simmonds said that agriculture was the most
relevant to the country's development and
that the cooperation should focus on the
latter.
During the meeting, Mark Simmonds delivered a letter of British Prime Minister, David
Cameron, to the Vice-President, Manuel Vicente, in which he congratulated him for his
swearing in charge.
Lançada pedra para construção
da academia militar
A
primeira pedra para a construção da
academia militar da região Sul do país
foi lançada, no dia 1 de Novembro, na
cidade do Huambo, pelo chefe do Estado
Maior General das Forças Armadas Angolanas,
general Geraldo Sachipengo Nunda.
A infra-estrutura, que terá vários compartimentos indispensáveis para o seu normal
funcionamento, será erguida numa zona adjacente à antiga escola dos oficiais do exército
(Nicolau Gomes Spencer), próximo ao quartel-
-general da região militar centro, a cerca de
cinco quilómetros do centro da cidade.
A futura academia militar da região Sul estará
concluída nos próximos 12 meses e será construída por uma empresa chinesa, cujo custo
das obras estão orçadas em 20 milhões de
dólares.
Após a sua conclusão prevê-se que a instituição ministre cursos nas áreas de tecnologia
militar, ciências naturais, humanas e exactas.

Launched the stone
for construction of
the Military Academy
T
he foundation stone for the construction of Military Academy in the
southern region of the country was
launched on 1 November, in Huambo City,
by the head of the General headquarters of
the Angolan Armed Forces, general Geraldo
Sachipengo Nunda.
The infrastructure, which will have several compartments, essential for its normal functioning, will be built in an area
adjacent to the old school of army officers
(Nicholas Gomes Spencer), near the Gen-
eral military headquarters in the central
military area, about five kilometers from
the city.
The future Military Academy in the southern area will be completed in the next 12
months and will be built for the uses of a
Chinese company, and the cost of the works
is estimated at US$20 million.
After its completion, it is expected that the
institution’s primary courses are in the areas
of military technology, natural sciences, humanities and tactics.

em Benguela

m projecto de cidadania denominado
“Rede de Promoção da Boa Governação” foi apresentado, no dia 10 de Novembro, Sexta-feira, na cidade de Benguela,
por dez Organizações Não Governamentais
(ONG) que operam nesta província do litoral.
Durante a apresentação do projecto, o coordenador da rede, João Missele, disse que a
iniciativa visa desenvolver e apoiar as políticas
governativas e ajudar a melhorar a aplicação
prática dos projectos na comunidade.
Segundo o responsável, o programa tem ainda como objectivo promover mecanismos de
diálogo regular entre a população e os gover-
nantes, para desenvolver um processo de governação mais inclusivo e participativo.
“A rede vai trabalhar também na advocacia e
nos aspectos ligados à responsabilidade da
sociedade civil, em questões inerentes aos
princípios e práticas da boa governação, assim
como na criação de estratégias que garantem
um maior dinamismo no processo de consolidação da democracia no país, principalmente
em Benguela”, argumentou.
A rede tem como principais parceiros as associações comunitárias, autoridades tradicionais, igrejas, administrações municipais e comunais, empresas públicas e privadas, grupos
parlamentares, entre outras organizações.

launched in
Benguela
A
citizenship project called "The Network for the Promotion of Good
Governance" was presented on
Friday, November 10, in the town of Benguela, for ten non-governmental Organizations (NGOs) operating in this coastline
province.
During the presentation of the project,
the network coordinator, John Missele,
said that the main initiative aimed at
developing and supporting the governmental policies and help to improve the
practical application of the project in the
community.
According to the responsible, the program also aims to promote mechanisms
for regular-basis dialogue between the
people and the leaders, to develop a
more inclusive and participatory process
of governance.
"The network will also work in advocacy
and aspects of civil society on issues related to the responsibility aspects on issues
relating to the principles and practices of
good governance, as well as in creating
strategies that ensure greater dynamism
in the process of consolidating the democracy in the country, mainly in Benguela", he stated.
Among other organizations, the network's main partners are the community associations, traditional authorities,
churches, municipal and communal administrations, public and private companies and parliamentary groups.
Ministro das Relações Exteriores rubrica ajuste à
acordos com o Brasil

m ajuste complementar ao Acordo de
Parceria Estratégica existente entre Angola e o Brasil foi assinado, no dia 15 de
Novembro, Quarta-feira, em Brasília, entre os
ministros das Relações Exteriores de Angola,
Georges Chikoti, e do Brasil, António Patriota.
O entendimento foi firmado no início de con-
sultas de alto nível estabelecidas pelos dois
dignatários e visa implementar o programa
de parceria estratégica de cooperação técnica
nos domínios da agricultura, energia, transportes, comunicações, educação, saúde, cultura e justiça.
O ajuste complementar para a implemen-
tação do programa de parceria estratégica
entre Angola e o Brasil, estabelece assim as
áreas para a concepção e desenvolvimento de
projectos de cooperação técnica nas áreas já
identificadas.

Ministro das Relações Exteriores, Georges Rebelo Chikoti
tiveram um encontro, durante o qual as duas
partes concordaram em dar passos decisivos
no sentido da facilitação da circulação de pessoas entre Angola e o Brasil, nomeadamente, a
questão da extensão do período de vistos para
empresários, estudantes e assistência médica.
Num contacto com os jornalistas, o ministro
George Chikoti agradeceu na oportunidade,
a decisão do Governo Brasileiro de conceder
residência a mil e seiscentos cidadãos angolanos que se encontravam no Brasil na condição
de refugiados.
Na ocasião o ministro António Patriota revelou que o seu país, vai empenhar-se de forma
a contribuir para o desenvolvimento da economia angolana, em sectores como a agricul-
tura, pecuária, indústria, incluindo a indústria
da defesa.
Declarou que o seu país continuará a apoiar
Angola na definição da sua plataforma continental. Durante o encontro as partes aprofundaram o diálogo sobre questões candentes da
actualidade política mundial tendo abordado
questões africanas, onde teve destaque a situação no Congo Democrático, Mali e Guiné-Bissau.
As partes abordaram ainda a cooperação no
quadro da Zona de Paz e Segurança do Atlântico Sul, cuja próxima reunião ministerial terá
lugar em Janeiro do próximo ano no Uruguai.

das relações exteriores de Angola e do Brasil
participou pela parte angolana o embaixador de Angola no Brasil, Nelson Cosme, para
além de outros diplomatas da missão angolana e membros da delegação ministerial
angolana.

Chicoty proferiu numa Quarta-feira uma palestra sobre o Desenvolvimento de Angola
nos últimos dez anos para Estudantes do Instituto de Relações Internacionais Barão do Rio
Branco, que dá formação de pós- graduação
à diplomatas brasileiros e de vários países, incluindo Angola.
The Foreign Relations Minister heading
the adjustment agreements with Brazil
A
complementary agreement to the
Strategic Partnership Agreement between Angola and Brazil was signed
on Wednesday, November 15, in Brazil,
between the foreign ministers of Angola,
Georges Chikoti , and of Brazil, Antonio Patriota.
The understanding was signed at the beginning of high-level consultations, established
by both dignitaries, and aims to implement
the strategic partnership program of technical cooperation in agriculture, energy, transport, communications, education, health,
culture and justice.
The complementary agreement considers the implementation of the program of
strategic partnership between Angola and
Brazil, and also establishes the areas for the
design and development of technical cooperation projects in the areas already identified.
Following the signing of the document, the
Minister Georges Chikoti and his Brazilian

counterpart, had a meeting, during which
the two sides agreed to take decisive steps
towards the facilitation of movement of
individuals between Angola and Brazil, in
particular, the issue of extending the period
of visas for businessmen, students and the
health care.
During the press conference, the Minister
George Chikoti thanked for the opportunity
in the Brazilian government's decision to
grant residency to a thousand and six hundred Angolan citizens who were in Brazil as
refugees.
On that occasion, the Minister Antonio Patriota announced that his country would be
committed to contributing to the development of the Angolan economy, in sectors
such as agriculture, livestock, industry, including the defense industry.
He stated that his country would continue
to support Angola in defining its continental platform. During the meeting, the parties
deepened the dialogue on the pressing is-
sues of current world politics addressing African issues, which had highlighted the situation in DR Congo, Mali and Guinea-Bissau.
The parties also discussed the cooperation
within the Peace and Security Zone of the
South Atlantic, whose next ministerial meeting will be held in January next year in Uruguay.
At the high-level meeting between the foreign ministers of Angola and Brazil, attended
by the ambassador of Angola in Brazil on the
part of Angola, Nelson Cosme, among other
diplomats and members of the mission of
Angolan ministerial delegation.
In Brazil, where George Chikoti has been
since Sunday, the minister gave a speech on
the development of Angola in the last ten
years to students of the Institute of International Relations ‘’Baron of Rio Branco’’, which

Cote D'ivoire e Estados Unidos

Gnome Assamoi Bosson Deseré, respectiva-
mente, foram ao Ministério das Relações Exteriores conversar sobre o estado das relações
dos seus estados com Angola.
Em declarações à imprensa, à saída do encontro, o embaixador americano informou que
abordou com o secretário de estado as eleições presidenciais do seu país, que ditaram a
reeleição de Barack Obama.
O diplomata disse ter sido abordado também

Por seu turno, o embaixador do Zimbabwe,
Ngoni Francis Sengwe, disse que durante a audiência manifestou o desejo do seu país colher
a experiência de Angola na resolução de conflitos e no reforço da reconciliação nacional.
Já o embaixador da Cote D’ivoire, Gnome Deseré, afirmou que o encontro serviu para estudar os aspectos em que a cooperação pode
ser melhorada, tendo considerado Angola
como um país africano com muitas potencialidades.
“Angola é um exemplo para África no concernente a consolidação da paz e da reconciliação nacional, sendo esta a razão que nos leva
a colher a experiência”, realçou.
Apontou a agricultura, a educação e o sector
petrolífero como sendo ramos em que seu
país pretende reforçar a relação com Angola.
Considerou que as relações de amizade e de
cooperação entre Angola e a Coté D’ivoire são
antigas e sólidas.

T
he aspects, concerning the strengthening of bilateral cooperation, dominated
separate meetings, led by the Secretary
of State for Foreign Affairs, Manuel Augusto,
held on November 9 in Luanda, with the ambassadors of the United States, Zimbabwe
and Ivory Coast.
Christopher Mcmullen, Ngoni Francis Sengwe, Gnome Assamoi Deseré Bosson visited
respectively the Ministry of Foreign Affairs to
talk about the status of the relations of their
states with Angola.
Speaking to the press at the end of the
meeting, the U.S. ambassador said that they
were discussing, with the Secretary of State,
about the presidential elections in his country, which dictated the re-election of Barack
Obama.
The diplomat said they had also been speaking about the commemoration program of
the 20th anniversary of the establishment of
diplomatic relations between the two countries.
Furthermore, he informed that they were
aiming, according to the Embassy of Angola
in Washington, to find a date for the visit of
Foreign Minister Georges Rebelo Chicoty to
America.
Meanwhile, Ambassador of Zimbabwe,
Ngoni Francis Sengwe, said during the hearing that his country expressed the desire to

O programa da celebração do Dia de Angola
na Sérvia teve início a 11 de Novembro, com
um almoço oferecido na residência oficial do
embaixador Toko Diakenga Serão à comunidade angolana em Belgrado, constituída por
bolseiros angolanos e familiares dos funcionários da missão diplomática.
Durante o evento, Toko Serão apelou para que
cada um desse o seu melhor, na sua área de
actividade, com vista a apoiar os esforços do
executivo que têm permitido colocar o país
entre os de maior crescimento económico do
mundo.
Nos diversos momentos das comemorações
foram organizadas exposições fotográficas
em forma de rouletes, exibidos vídeos e música, oferecidos calendários com motivos turísticos e paisagísticos, político-económicos e

de órfãos, durante os 14 anos de luta de Libertação Nacional para que os angolanos pudessem desfrutar dos ganhos da emancipação do
país e colocassem fim há mais de quatro séculos de colonização portuguesa.
Fernando França Van-Dúnem apelou à nova
geração a respeitar e preservar o legado histórico alcançado por todos aqueles que fizeram
com que Angola se constituísse num estado
livre, soberano e dono do seu próprio destino.
Por outro lado, o político referiu-se ao actual

interesses, o público e o privado. A carga do

pois aquela tem um espectro que atinge não
só aquilo que é preocupação institucional do

(dia 11), o gestor do segundo maior banco
em termos de rede de balcões (183 agências,
apenas superadas pelo BPC com mais de 200
balcões, sobretudo nas regiões produtoras de
café, mas hoje há muito mais agências bancárias do que no passado, e também actualmente a concorrência é maior, pois o mercado
conta com 21 bancos comerciais.
Noutra vertente da sua abordagem sobre
o desenvolvimento actual do sector bancário no país, observou que a banca angolana
transformou-se hoje num dos sectores mais
modernos da economia angolana e com as
melhores práticas de governação, ao contrário
do que acontecia no passado em que as operações eram feitas manualmente.
Salientou que, hoje por hoje, as direcções do
sistema de informação são mais evoluídas, as
operações são realizadas em tempo real, há
multicaixas para os clientes realizarem operações em qualquer hora do dia.“No tempo colonial tudo era mais manual, mais mecânico.
A ligação com as sedes dos bancos não era em
tempo real, havia muitas agências onde as comunicações eram difíceis e as operações não
eram efectuadas em on line. Hoje você realiza uma operação no Chinguar ou Camacupa
e logo fica registada no sistema central, com
sede em Luanda.
E copiado em vários computadores, isso é
evolução tecnológica. No tempo colonial não
havia nada disso”- recordou, que hoje a revolução tecnológica está a ajudar a realizar mais
rápido as operações e a servir melhor os clientes.

on the inside to boost

he Angolan commercial banks, especially the four largest (BPC, BAI, BFA
and BIC), currently have offices in districts and communes of the country, being

Citing comparative examples of the expansion of banking in colonial times and now,
he said that at the time the activity was dynamic and had many branches, especially in
coffee producing regions, but today there
are more bank branches than in the past,
and also the competition is greater now, because the market has 21 commercial banks.
Approaching another aspect of its ongoing
development of the banking sector in the
country, noted that the Angolan banking
has become today one of the most modern sectors of the Angolan economy and
best practices in governance, unlike what
happened in the past when the operations
were performed manually.
He stressed that today the directions of the
information system are more evolved, operations are performed in real time, there are
multi boxes for the customers so that they
can perform transactions at any time of day.

à transformação da Sodiam em Sodiam Trading, a empresa de comercialização vai continuar a trabalhar na sua restruturação, tornando-a mais forte nos programas internos e de
internacionalização.

continuidade ao fomento da indústria de joalharia com a criação de um conjunto de incentivos que possam atrair o empresariado local

Quanto à comercialização, disse que o mercado está a recuperar e "vamos esperar que

Recenseamento Geral da População
e da Habitação ocorrerá em 2014,
aos invés de 2013, como inicialmente
previsto, por inviabilidade da realização do
censo piloto, cujo período coincidiu com a
realização do pleito eleitoral geral, em Agosto último.
A remarcação resulta da aprovação, no dia 20
de Novembro, Terça-feira, pela Assembleia Nacional, com 151 votos a favor, três contra e 31
abstenções, da Lei de Autorização Legislativa
para Alteração do momento censitário, durante a II reunião plenária ordinária, sob orientação do seu presidente, Fernando da Piedade
Dias dos Santos.
Ao fundamentar a alteração do momento
censitário, o ministro da Planeamento e do
Desenvolvimento Territorial, Job Graça, explicou que, tecnicamente, antes da realização
do censo geral se deve proceder a um censo
piloto, com uma antecedência mínima de oito
meses, a contar do momento censitário, pelo
que resultaria inconforme, pois inicialmente
foi previsto para as zero horas do dia 16 de
Julho de 2013.
Nestes termos, de acordo com o governante,
o recente processo eleitoral verificado no país,
condicionou o desenvolvimento de actividades preparatórias, que impediram a realização
do censo piloto a partir de Julho de 2012.
Deste modo, a lei vem conceder ao Presidente da República a autorização para legislar
sobre alterações ao Decreto relativo às Bases
Gerais para a Realização
do Recenseamento Geral
da População, remarcando o dia e o mês em que
será realizado o censo em
2014.
Contudo, anunciou, o Instituto Nacional de Estatística propõem como momento censitário as zero

he Census of Population and Housing
will take place in 2014 instead of in
2013, as originally planned, because of
the impossibility to carry out the pilot census;
the period coincided with the holding of the
general election campaign last August.

given on 20 November, Tuesday, by the National Assembly, with 151 votes in favor, three
against and 31 abstentions, for the Legislative
Authorization Act, namely, for the amendment of census during the Second Plenary
Meeting, under the guidance of its Chairman,
Fernando da Piedade Dias dos Santos.
The Minister of Planning and Territorial Development, Job Graça, explained that, technically speaking, prior to the general census,
a pilot census should be conducted, with an
advance of at least eight months after the
census moment, as it was initially planned for
the zero hour of the day, July 16 2013.
These terms, according to the official, the
recent electoral process in the country conditioned the development of preparatory
activities, which prevented the completion of
the pilot census of July 2012.
Thus, the law should be granted by the President, having the authorization to legislate on
amendments to the Decree on the General

uanda - O Tribunal da Vila Nova de Gaia
(Porto-Portugal), deu razão à TAAG,
determinando "a imediata restituição
e subsequente transferência da quantia de
368.823, 38 Euros para a titularidade da requerente (TAAG-Linhas Aéreas de Angola,
E.P.), cessando de imediato a penhora" que
havia sido movida por um cidadão português.
"Na sequência da constituição da caução, a
TAAG deduziu oposição judicial à penhora
através dos meios processuais adequados.
O Tribunal declarou que a TAAG é alheia ao
processo, não podendo ser apreendida uma
aeronave da sua frota", lê-se numa nota de
imprensa a que a Angop teve acesso, no dia
10 de Novembro.
A TAAG acrescenta ainda que o Tribunal declarou que o Agente de Execução português
agiu em total revelia ao disposto na Lei, forçando a TAAG a assumir uma obrigação que
não lhe pertencia, concluindo que "o meio e
a forma de actuação utilizados pelo Agente
de Execução não estão configurados nem
sequer suportados pelo disposto na Lei, não
constituindo, por isso, meios legítimos, legais
e idóneos de realização do acto de penhora".
No documento lê-se ainda que a TAAG, em
consequência da acção ilegal do exequente,
do seu mandatário e do Agente de Execução, sofreu graves danos na sua imagem e
avultados prejuízos resultantes da repercussão mediática negativa, do constrangimento causado aos seus passageiros, e das
despesas resultantes dos atrasos e cancelamentos de diversos voos, em Portugal, no
Brasil e no Dubai, tem já em curso as acções
destinadas ao ressarcimento dos danos sofridos.
"A TAAG apresenta novamente a todos os
seus passageiros directamente afectados
pela situação, as mais sinceras desculpas pelos transtornos que lhes foram causados por
uma situação cuja responsabilidade, como
ficou agora judicialmente demonstrado, lhe
é totalmente alheia", acrescenta.
No dia 19 de Setembro, a TAAG teve a sua
aeronave Boeing 777-200ER, matrícula D2-TEF, retida por algumas horas no Aeroporto
Sá Carneiro, na cidade do Porto, em consequência de uma acção judicial movida por
um cidadão português contra a República
de Angola.
A aeronave foi libertada cerca das 23H15M,
do referido dia, após a TAAG, confrontada
com a urgência de assegurar a continuidade
do voo, ter assumido o pagamento da caução exigida.

sete medalhas, sendo uma de ouro, uma de
prata e cinco de bronze.
No evento, que decorreu de 1 a 4 de Novembro, naquele país europeu, os representantes
angolanos ficaram com menos uma medalha,
tendo em conta a participação de 2011, em
que obtiveram oito medalhas, sendo duas de
ouro, uma de prata e cinco de bronze.
A presente edição, em que os oito inventores
de Angola apresentaram 17 projectos, contou
com 750 invenções e com expositores provenientes de 54 países.
Durante quatro dias, os projectos apresentados versaram sobre invenções e ou inovações
ligadas às tecnologias, energia eléctrica, máquinas de construção civil, tecnologias médicas e medicinal, higiene, cosméticos, segurança e alarme diversos, trafico, transportes,
acessórios de automóveis, agricultura e floresta e jogos de entretenimento.
As invenções, que mereceram aprovação do

júri, foram a câmara fotográfica com entrada

pelo inventor Hélder Silva.
Os restantes trabalhos, como o aproveitamento industrial da Mucua, a nova forma de
pensamento Mandombe, a arte e cultura angolana, bem como o rato para deficientes dos
membros superiores e a calculadora multi-uso e um software 100 por cento mwangolé,
foram os trabalho agraciados com medalhas
de bronze, respectivamente.
O certame começa por fazer distinção para os
jovens inventores, depois procede a entrega
em dois momentos distintos de prémios de
honra, faz entrega de medalhas e diplomas
aos inventores nas mais variadas áreas do saber.
O evento faz ainda distinção das invenções
desenvolvidas nas instituições de ensino superior. Apesar de Angola fazer-se representar
com as universidades Agostinho Neto, Lueji
A'nkonde, Metodista ainda não concorreu
para esta categoria. A cerimónia termina com
a entrega dos grandes prémios do IENA.

João, que desenvolveu um projecto de mineração de dados e classificação de usuários de
uma rede de telecomunicações.

uma visita que os responsáveis da comitiva

Novos Produtos (IENA) que efectuaram ao
Super Laboratório de Computadores, da Faculdade de Ciências de Computação desta

do mestrado, efectuou-se um bom trabalho
de defesa de tese e daí o orientador sugeriu
que continuasse com o mesmo, sendo que
uma parte foi publicada, suscitando o interesse da Universidade Técnica de Dresden".
"Trata-se de uma das melhores Universidades Técnicas da Alemanha e, neste momento,
está em curso um projecto de investigação
financiado pelo governo angolano e o sul-africano, para promover a mobilidade e o
contacto entre os investigadores destes países", disse.
O referido trabalho, acrescentou, trata da inteligência artificial e comunicações sem fio que
tem a ver com a mineração de dados, estuda
comportamentos a partir de informação de
usuários, propriamente nos registos de chamadas telefónicas, quantas vezes envia mensagens, hora das chamadas, entre outros.
Com estes dados, disse, usa-se modelos computacionais e matemáticos para se prever
comportamentos dos usuários de uma rede
de telecomunicações.
De acordo com o mentor do projecto, o
mesmo pode ser alargado para outras áreas
como por exemplo, já está ser feito, controlo
da qualidade e acesso à água e o uso racional da mesma, tendo em conta as metas do
milénio.

a Kiluanji Kia Henda. Já o grupo teatral Henrique Artes é o vencedor na disciplina de teatro.

he Vice President, Manuel Vicente,
held on the evening of Thursday, November 9, in Luanda, a delivery of the
National Prize of Culture and Arts to the
winners of the various artistic disciplines of
the 2012 edition.
The winners were: Eduardo Paim (music
category), José Mena Abrantes (literature),

Em suas primeiras encarnações era usada por
caçadores para atrair leões com os rugidos
que o instrumento pode produzir.
O seu uso é muito difundido na música popular brasileira. Por volta de 1930, passou a
fazer parte das baterias das escolas de samba.
Depois de integrada no arsenal percussivo
brasileiro, a cuíca ou puíta foi tradicionalmente usada por escolas de samba no carnaval e
grupos de congo capixaba, mas actualmente
é também encontrada no jazz contemporâneo e em estilos funk e latinos.
Para completar a exaltação da Puita, exibiu-se um quarteto de executantes do instrumento.
O evento foi abrilhantado ainda pelos cantores Matias Damásio, Lina Alexandre, dos instrumentistas Sanguito, dos grupos de dança
Muntuenu, os Pescadores, e da apresentação
do escritor Manuel Rui Monteio, que leu alguns poemas, entre outros artistas.
A gala de entrega dos prémios contou igualmente com as presenças da ministra da Cultura, Rosa Cruz e Silva e do ministro da Comunicação Social, José Luís de Matos, entre

The Puita
I
n the photo: The cuíca or puita is a musical instrument, rubbed membranophone,
similar to a drum with a wooden rod
attached to the center of the membrane

instrument of Angolan origin and was also
called the "lion's roar." In its early incarnations it was used by the hunters to attract

de melhor longa-metragem no
FIC-2012

uanda - O filme “A Crença” do realizador
angolano, Dorivaldo Fernando, arrebatou, no dia 22 de Novembro, Quinta-feira,
no Cinema Atlântico, em Luanda, o prémio da
melhor longa-metragem de ficção nacional da
5ª edição do Festival Internacional de Cinema
de Luanda (FIC- 2012).
Na categoria internacional, o prémio de melhor longa-metragem de ficção foi atribuído
ao filme “República de Meninos”, da realizadora guineense Flora Gomes.
Quanto à melhor longa-metragem documental, o júri distinguiu a película “Malangatana é
de Truz”, do cineasta angolano Francisco Pedro, enquanto na mesma categoria (porém internacional), foi atribuída à “Cartas para Angola", de um cineasta brasileiro não mencionado

Quanto às curtas-metragens, o corpo de jurado decidiu não premiar qualquer proposta
nacional por estes não reunirem qualidade
suficiente para o efeito, o que não aconteceu

estrangeira.
O grupo de júri na 5ª edição do Festival Internacional de Cinema de Luanda foi composto
pela brasileira Sandra Maria Ramos Bandeira
(presidente do júri), pelos moçambicanos Noémia Quintas e Djalma Luís Félix, assim como
pelo realizador angolano Nguxi dos Santos.
A gala reservou igualmente momentos para
atribuir certificados de participação a algumas
figuras que melhor se destacaram na presente
edição do FIC.
Em breves notas, a ministra da Cultura, Rosa
Cruz e Silva, garantiu ser objectivo do FIC tornar a indústria cinematográfica em Angola
mais visível e capaz.
“Quero manifestar a nossa satisfação e regozijo pelo trabalho realizado nestes dias, pela
exibição dos filmes que trouxeram os mais
jovens às nossas salas de cinema”.
Durante os cinco dias de festival, os amantes
do cinema apreciaram 35 filmes, dos quais 12

uanda - The movie "The Belief" of

Dorivaldo, snatched, on November
22, Thursday, at Atlantic Cinema, in Luanda, the prize for the best feature film
of national fiction, the 5th edition of the
International Film Festival of Luanda (FIC2012).
In the international category, the award for
the best feature-length fiction was awarded to the film "The Republic of the Boys", of

O também conhecido como “Mensário Angolano de Cultura”, com 27 páginas, já está
na sua segunda edição, tendo iniciado em
Agosto.
O também escritor considera ser um jornal
para coleccionar, por abordar, profundamente, assuntos culturais. De acordo com Jacques dos Santos, O Chá já existiu a cerca de
6 anos, mas por motivos financeira deixou de

ne thousand copies of the book
"This country called woman's
body", of the Angolan writer, José
Luís Mendonça, are being sold as from
November 14 in Luanda. The first session
of sale was held in the Angolan Writers
Union.

mercado a obra "O Regresso da
Rainha Njinga "

m romance intitulado " O Regresso da
Rainha Njinga ", a mais recente obra literária do escritor John Bela, foi lançado,
no dia 5 de Novembro, (segunda-feira ), em
Luanda, na União dos Escritores Angolanos
(UEA), numa apresentação da também escritora Cristina Câmara.
A Obra ora lançada, é uma continuidade do primeiro volume denominado, "Os primeiros passos da Rainha Njinga, "publicado em 2011, comportando 193 páginas e editado em Portugal.
De acordo com a escritora, trata-se, de um
conto histórico que proporciona ao leitor, um
conjunto de informações sobre a trajectória
dessa emblemática guerreira que, se fez baptizar com o nome de Dona Ana de Sousa, a fim
de, com este gesto, ludibriar as autoridades
portuguesas e os seus conterrâneos.
Segundo ainda a apresentadora, a obra é uma
narrativa penetrante e recheada de simbolismo do mundo Mbundu, fazendo uma recom-
posição de uma sociedade tradicional cujas
personagens, localizadas no seu tempo, trazem a superfície um mundo curioso recheado
de lenda e símbolos.
"O Regresso da Rainha Njinga,"é uma manancial de informações combinadas entre fontes
orais e constitui uma contribuição para a historia de Angola", refere a apresentadora.
Escritor Bela começou a escrever aos 12 anos
de idade e ingressou na Brigada Jovem de
Literatura em 1984. Em 1987, frequentou um
curso de literatura brasileira na União dos Escritores Angolanos, em Luanda.
Fez a apresentação este mês, do seu mais recente livro infantil, "As lágrimas do Rei-sol", inserida
no âmbito do projecto “ jardim do livro infantil",
decorrido de 29 de Junho último a 01 Julho no
país, numa promoção do ministério da Cultura.
O acto de lançamento, foi presenciado por
deputados à Assembleia nacional, estudantes
universitários e familiares do autor.

uambo – O veterano músico Jacinto
Tchipa, de 55 anos de idade, foi a grande "estrela da noite" do dia 4 de Novembro, durante a realização da final da 20ª edição
do concurso de música popular angolana, que
decorreu no pavilhão multi-uso Osvaldo Serra
Van-Dúnen, na cidade do Huambo.
Ao ser chamado ao palco para interpretar alguns sucessos seus que o tornaram famoso no
music-hall nacional, Tchipa foi recebido em pé
e sob aplausos e assobios da plateia, que lotou por completo os 2.500 lugares do recinto.
Conhecido como o dono de uma voz penetrante, que devolveu a esperança a milhares
de militares ao longo dos anos de conflito
armado que o país viveu, o músico deu mostras de que, apesar do avançar da idade, ainda
conserva o vigor musical que o levou à conquista do Top dos Mais Queridos em 1988 e
1989.
Com a canção "Cartinha da Saudade", o músico levou a plateia ao delírio. Contagiados com
o romantismo peculiar das letras de Jacinto
Tchipa e as melodias carregadas de emoções e
verdadeira nostalgia, os presentes no pavilhão
cantaram mais alto que o artista, em resposta
eufórica.
A seguir a esta canção, que comoveu uma
das presentes a oferecer uma rosa ao artista
enquanto cantava, Jacinto Tchipa interpretou
o tema “Maié Maié”, referência obrigatória nos

herói”, ao passo que a jovem Lili de Vasconcelos cantou “Trititi”, fazendo o público reviver o
“general” da música popular do Huambo, falecido a 5 de Agosto de 2007, em Cuba, vítima

Bessa Teixeira tirou do seu reportório as músicas “Sulunla” e “Nda ombeta” e recebeu ova-

Segundo uma nota a que a Angop teve acesso, no dia 9 de Novembro, a exposição estará
patente até 30 de Novembro do ano em curso.

Aagard Quarteta actuou, dia 15 de Novembro, Quinta-feira, na Universidade
Lusíada de Angola, em Luanda, no âmbito do
concerto Jazz em Angola, com a participação
de artistas nacionais e internacionais.
O concerto contou com a participação de
Froydis Grorud e do angolano Dodo Miranda,
que interpretaram mais de cinco melodias.
Antes do espectáculo foi passado um painel
via projector sobre a história do nascimento
do jazz afro –americano, começando pelos
blues, sua descendência e sua expansão a
nível mundial, assim como os principais momentos do jazz no mundo e os principais músicos da música blue e do jazz.
O concerto realizou-se no âmbito do intercâmbio cultural entre Angola e a Noruega,
em parceira com a Universidade Lusíada de
Angola.
Pedro Ramalhoso disse ainda ser necessário
que se criem condições para que o cinema
angolano possa ser visto no exterior. “Com a
presença dos estrangeiros criamos laços de
intercâmbio para que o cinema angolano saia
das nossas fronteiras”, salientou.
Acrescentou que o cinema angolano está
numa fase de relançamento e a espera dos
apoios, razão pela qual é preciso que se investe na técnica e nos equipamentos, pois uma
boa cinematografia tem a ver com os equipamentos e a qualidade dos mesmos.

Thursday, at the Lusíada University of
Angola, in Luanda, at the Jazz concert in Angola, with the participation of national and
international artists.
The concert featured the participation of
Froydis Grorud and the Angolan Dodo Miranda, who played more than five melodies.

Libolo por 90-77, garantindo assim o primeiro
troféu, oficial, da temporada 2012/13. Ao intervalo os "militares" venciam por 46-40.
O 1º de Agosto esteve sempre à frente do
marcador e, tendo em conta a maturidade demonstrada, mereceu a vitória.
Depois de terminar em vantagem no primeiro quarto (29-27) e no intervalo (46-40),
os "rubro-negros" aceleraram e ampliaram a
vantagem no final do terceiro período para 17
pontos (71-54).
O último quarto serviu para o técnico do 1º de
Agosto, Paulo Macedo, que conquistou o seu
primeiro título sobre a égide da Federação
Angolana de Basquetebol (FAB), à frente da
equipa, gerir a vantagem até ao final.

domingo, em Luanda, a dois golos, no estádio 11 de Novembro, na principal partida da
30ª é última jornada do Campeonato Nacional de Futebol da primeira divisão, Girabola
2012.
O desafio opunha a campeã antecipada e o
Petro de Luanda que lutava pelo segundo
lugar que lhe garantia uma vaga nas eliminatórias de acesso à liga dos clubes campeões
africanos.
Petro, que entrou com grandes alterações
nos quatro sectores em relação à equipa que
apresentou quarta-feira diante do Progresso
do Sambizanga, hoje teve a iniciativa de jogo
com dois perigos seguidos.
Mas contra a corrente de jogo, o Recreativo
do Libolo abriu o activo com golo de Quinzinho, depois de receber o passe de Vado e
apanhar Jotabé desprevenido.
No minuto seguinte, Ben Traoré ainda tentou marcar o golo do empate, ao rematar de
fora da área. Volvidos vinte e três minutos, o
central camaronês Etah na zona de ponta de
lança com um forte remate igualou a partida,
depois de concluir um lance iniciado por Job.
No reatamento o campeão nacional mais
esclarecido no jogo criou inúmeras oportunidades de golo mas sem o fazer em função
do esquema defensivo montado pelos "tricolores".
O Petro segurou o jogo já com Love e Mateus em campo no lugar de Ben Traoré e Job
respectivamente. Ao minuto 76 Vado num
remate cruzado que confundiu tudo e todos
marcou o segundo golo do Libolo, jogada em
que o guarda-redes da formação do catetão
nem se fez a bola.
Love testou os reflexos de Landu ao minuto
81 mas este espalmou a bola para fora acabando por ceder ponta-pé de canto.
O Libolo a jogar a campeão obrigou os do
catetão a recuarem no terreno de jogo para
não serem surpreendidos numa jogada de
contra ataque.
Mas coube à Mabina voltar a empatar a partida aos 85 minutos, ele que saiu da esquerda

Com este empate, o Libolo termina com 67
pontos na liderança, enquanto o Petro de Luanda é o terceiro com 54, sendo que as duas
vão estar envolvidas nas competições sob a
égide da Confederação Africana de Futebol

Muita emoção no final da partida pois a mesma serviu para fazer a entrega da Taça de
campeão ao Recreativo do Libolo pela conquista do bi-campeonato pela segunda vez

Champion Clubs in male basketball, to be

According to a statement from the governing body of the sports on the continent, besides the top two of the zone (1st of August
and Petro), third (Libolo) will be also present.

uma Honda CBR 600 venceu domingo,
em Luanda, soube a Angop, no dia 12 de
Nove4mbro, 1º Grande Prémio 11 de Novembro
em motociclismo, enquadrado nas comemorações do 37º aniversário da Independência Nacional, disputado no Autódromo da capital do país.
Em competição caracterizada pela recusa da
maior parte de corredores (19) em se fazer a

pista, em protesto da alegada redução de 15
para 12 voltas numa manga apenas, o representante da TDA-Angola conseguiu o feito ao
cronometrar 22:54.476.
Depois de ter repetido a proeza do Grande
Prémio 28 de Agosto, o consagrado saído das
lides do motocross, onde também já se destacava, deu monstras de estar em grande momento de forma, protagonizando um espec-
táculo que arrancou os aplausos de centenas
de assistentes do evento.
As posições imediatas foram ocupadas por Dimas Cowboy, do Team Angola, em Honda CBR
600, com o tempo de 23:10.287, Ludy Chaves,
da mesma equipa, também em Honda, com
23:31.197. e João Gomes dos Santos, Team Luanda, Honda, cronometrando 23:45.283.
A prova contou com a participação de equipas

de Novembro, em Luanda, a sua nona
taça de Angola em futebol, ao derrotar
na final o Recreativo da Caála do Huambo por
2-0, em partida disputada no estádio 11 de
Novembro.
Os dois golos foram apontados pelo avançado
Mabululo aos 73 e 92 minutos.
Com este triunfo, o Petro de Luanda destronou o Interclube e regressa às vitórias dez
anos depois. O Recreativo da Caála fez a sua
estreia numa final da prova que se disputa
desde 1982.
Os "petrolíferos", que é a formação que mais
vezes conquistou o troféu, venceu pela primeira vez em 1987. Seguiram-se triunfos em 1992,
1993, 1994, 1997, 1998, 2000, 2002 e 2012.
A Taça de Angola começou a ser disputada em
1982 e o primeiro vencedor foi o 1º de Maio
de Benguela.
