STATE INCENTIVES OF RORAIMA STATE
1. INDUSTRIAL DEVELOPMENT FUND - FDI - is a state fund to promote the industrial sector, ensuring
fiscal and extrafiscal benefits to industries and agribusinesses, including cooperatives and producers’
associations, as well as their members.
2. FUND FOR ECONOMIC AND SOCIAL DEVELOPMENT OF the STATE OF RORAIMA - FUNDER
is the state fund for financial incentive to the implementation and expansion of micro, small and
medium-sized enterprises, as well as autonomous and rural producers, aiming at the reduction of
economic and social imbalances. BUSINESSMEN and RURAL PRODUCERS can benefit from FUNDER.
3. STATE LAW # 215 - Grants exemption from ICMS and a series of other taxes until 2018, whilst facilitates
the acquisition and the movement of goods.
4. LAW 710, 05/05/2009 – Exemptions on acquisition of machinery , equipment and parts intended for
fixed asset of agricultural or industrial property; Reduction of 17% to 12% of ICMS tax on operations
involving cattle, buffalo, pork, sheep and goat as well as its resulting edible products - in natural,
cooled or frozen states;

Project Description
Physical and Electromechanical Adjustment of Matadouro Frigorífico Industrial de Roraima (Roraima Industrial
Slaughterhouse)
MAFIR was opened 30 years ago. It currently works precariously regarding the performed activities. Lack of
resources for a proper maintenance is one of the primary difficulties. The project aims to recover and update the
refrigerating and electromechanical facilities, raising its beef slaughtering capacity from 4,000 to 8,000 heads of
cattle per month. MAFIR generates an income of R$ 2,400,000.00 (two million, four hundred thousand reais) per
year, creating direct and indirect jobs. The private investor will be able to be a shareholder of the company and
make profit with his activities. The Companhia de Desenvolvimento de Roraima (Codesaima), incorporated by
Brazilian Law No. 6.693, from October 3rd, 1979, is a mixed-economy company with private and legal personality
and tied to the Government of the State of Roraima. The company is governed, as applicable, by the Brazilian Law
no. 6.404 from December 15th, 1976, by the Statute and other applicable legal devices. Its aims to promote rural and
urban development in the State of Roraima, being responsible for, among other assignments: I – participating in
the performance of projects related to the colonization, as well as performing those related to mining, agriculture
and cattle raising and agro-industry; II – performing acts of industry and commerce, services and operations which
might be necessary to achieve its social aims, through social and economic activities; III - signing agreements,
contracts and protocols of intentions with public and private entities, and IV - raising funds, in external and
internal sources, to be applied directly or through its controlled companies in the performance of its schedules.
Finally, in view of the foregoing, Codesaima, through MAFIR, will be able to attract investments from the private
sector and issue shares for the investors in return, paying its capital in the form of subscription in currency, and
develop partnerships and subsidies for the investors in the industrial and commercial sector of the products and
sub-products derived from beef cattle slaughter of the State of Roraima. Codesaima has as its primary source of
income the slaughter rate, the refrigeration rate of the slaughtered beef, the sale of leather, the sale of bonemeal,
the sale of sebum, the gallstone of the ox and sub-products such as panelada, mocotó and dead meat.
Additional Information
MAFIR, in addition to developing its primary cattle and pork slaughter activities, today is the only industrial
slaughterhouse in the state of Roraima with licensed activitie by the Brazilian Federal Inspection Service
(SIF, in Portuguese). MAFIR has great potential to increase its production capacity and stimulate not only
the local industrial sector, but also the neighbouring locations such as Manaus and Venezuela.
