Since its accession to E.C., in January 1986, Portugal has
applied, just like the other country members, to this co-financing
instrument which, together with national and private investments,
has become a decisive support to several development actions
that otherwise would never have been possible.

The result of a wide consultation
process, with the participation of
economic, social and institutional
partners and involving more than 18
thousand people from all economic
and social sectors.
Formalises the Community structural
support for the period 2000-2006,
approving the rules and priorities of
future investments.
Characteristics:
The C.S.F. III was signed in March 2000
and come into force for a period of 7
years, from January 2000 to December
2006. It consists of a partnership contract
between the Portuguese Government and
the E.C. and aims to carry out in the field
a wide diversity of programmes, defined
by Sector and by Region and known as
Operational Programmes.

Objectives:
Priority Axes of Development
In 1999, 18 Operational Programmes (OP)
were enforced plus 1 OP for Technical
Assistance. They were grouped in 4 priority
axes of development reflecting strategic
goals of the country’s development policy.
After the mid-term review of 2003 followed
by the allocation of the Performance
Reserve and of the Programming Reserve,
another Programme was added to the first
priority axe.

the high level coordination of the global implementation as well
as of the high level negotiations and is composed by:
-President: Minister for Environment, Spatial Planning and

-Each Minister responsible for each fund at the national level;
- Other Ministers can be asked to participate: Finance,Economy
and Innovation, Foreign Affairs.

Composition
The Management Commission is responsible for the global
management of the CSF III and is composed by:
• Regional Development Director General, who presides
• Representative of the European Regional Development Fund
• Representative of the European Social Fund
• Representative of the European Agricultural Guidance and
Guarantee Fund-Guidance
• Representative of the Financial Instrument for Fisheries

Responsibilities
• To guarantee the implementation of the CSF and respective
Operational Interventions;
• To guarantee the accomplishment of the community policies;
• To organise the mid-term evaluation and cooperate in the
organization of the final evaluation;
• To establish contacts with European Commission regarding
the CSF III

The Monitoring Commission is responsible for the global implementation of
the CSF III.
The CSF III Monitoring Commission is chaired by the President of the CSF III
Management Commission and is composed by:
a) Members of the CSF III Management Commission;
b) Managers of the operational interventions (Management Authorities);
c) A representative of the Government member responsible for
“Environment”;
d) A representative of the Government member responsible for “Public
Administration”;
e) A representative of the Government member responsible for “Equality
of Opportunities”;

Responsibilities
The CSF III Monitoring Commission is responsible for:
• Monitoring the implementation of the CSF III, assuring the
articulation with other community policies and also in transversal
areas common to various operational programmes.
• Analysing the CSF III implementation results, as well as the midterm and its up-date, and final evaluation;
• Analysing and approving the implementation annual reports and
the final report;
• Putting forward to the CSF III Management Commission for
definition of strategies or necessary alterations necessary to
improve interventions management, including the financial
management

Responsibilities
The CSF III Observatory comprises a head office of analysis and support
to the CSF III evaluation and is under the responsibility of the Ministry
of Environment, Spatial Planning and Regional Development.
The CSF III Observatory main tasks are:
a) To support and participate in the thematic working groups which will
act under the orientation of the CSF III Management Commission;
b) To collaborate with the Management Commission in the evaluation
process;
c) To participate in the implementation of conferences or seminaries
about themes respecting the CSF III and operational interventions.
