Part 1 - Tool for checking 30% / 50,000 EUA criteria
This tool helps to check for each year which of your sub-installations are to be monitored regarding the partial cessation rule (Article 23 of the CIMs).
A sub-installation is to be monitored if it contributes at least 30% of the installation's final annual amount of emission allowances allocated free of
charge, or at least 50000 allowances. In some cases this may change every year. The correct application of this criterion can be checked with this

This tool helps to extrapolate activity level values from an earlier date to the full annual value.
Note that the use of this tool is optional.

(d) (Projected) Activity levels and adjustment factors
In this section for each sub-installation being monitored the projected activity level for the total calendar year and the projected adjustment factor in accordance with Article 23 of
the CIMs are determined.
Please note that the result here is just a projection under the assumption that the average daily activity level will also be relevant for the days remaining in the
calendar year. Therefore, this section can just be seen as a supporting tool.
Any projected or expected changes of the adjustment factor applied for the current reporting year has to be submitted to the CA by the date specified in section
5(a) of the "procedure" sheet, if such date is specified in your Member State. In any event the final value for 31 December must be reported without undue delay
using the NE&C template (or your Member State's appropriate template for this purpose), if a change is found.
Please enter here for each sub-installation for which the partial cessation rule is applicable, the initial and the current activity level (AL).
The initial activity level is the activity level used by the Competent Authority for allocation (i.e. the activity level used in the NIMs plus all accumulated capacity changes from
approved allocation changes due to significant capacity changes). If your installation has had such capacity changes, you can take the changes in activity levels from the field
"AL new/added/reduced" in sheet K_summary of the relevant NE&C templates.
The current activity level entered should relate to the period from the beginning of the calendar year
