Summary of Scope of Contract Awarded: The Consultancy services include the following activities, a.1) Assessment
the current Solid Waste Management system and development of a baseline study, a.2) Solid Waste System
Assessment, a.3) A Baseline study to composition of Solid Waste, consumption and prognostic for the future, b.1)
Development of a System for Solid Waste Management. The Consultant, on the basis of information gathered, shall
propose a System for Solid Waste Management integrating waste reduction, re-use, recycling and composting. This
should build on current practices that ensures the feasibility of the final destination/disposal of solid waste and
should include at least:
a) Study and recommendation (s) of location (s) of each facility and the following types such as Landfill,
Incineration, Composting, Recovery of waste e Transfer stations.
b) The site / space identified should be able to be used to receive solid waste until at least 25 years. The
capacity should also take into account the viability of local of the ground cover for the landfill.
c) Proposal for the feasibility of use of screening and transfer centres based on data available as well as
prospects "in situ" (geophysical, hydro- geological, topographical, etc.).
d) Undertaking discussions and comparisons of the pros and cons of the technical, environmental and socio economical aspects and in the context of site selection, technology and resource recovery measures.
e) Selecting the most viable technology for processing solid waste, including waste to energy, composting,
incineration, etc. in view of local conditions.
f) Identifying all possible revenue streams for the project including the potential for carbon credits.
g) Preliminary design and elaboration of costs for implementation of the project for improving Solid Wastes
management in Sumbe.
In all possible exposure situations, the consultant shall include all equipment and machinery and launch campaigns
to raise public awareness, to ensure the successful implementation of the system of waste management. Also, the
consultant has the opportunity to creatively and objectively propose an appropriate approach to achieving the
specified objectives of the consultancy service taking into consideration the legislation or the international
standards that best suit local conditions.
