Thcre is undoubtedly a tendency among ali peoples to study conditions in foreign countries. But the Soviet Union, a land of social ism nnder construction, a land governed by the proletariate, attracts the attention oi ali mankind with peculiar force. At the same time v/e must know about ali the attainments of foreign science and engineering. VOKS represents these two tendencies. It helps foreign countries in their study of Soviet cultural conditions and it informs the Soviet Union of the mosl important phenomena of foreign culture. The idea of international cultural relations tramcends lhe limilations of separate «departments». It can be realised only through a general mobilisation of social forces at home and abroad. Therefore VOKS has organised its work on lhe basis of wide public coopera tion. What are the forms and inethods of work used by VOKS in biiiiHiii» about cultural relations between USSR and foreign countries? The first of these — and lhe most important—is based on lhe printed word. THE VOKS MAGAZINE In order to give systematic information on the Soviet Union VOKS publishcs a magazine, which has mulergonc considerable evolution during the course of its cxistence. In the beginning it was a mimeograph leaflet, afterwards it bccame a Bnlletin, and it now appears as a large magazine with the word «V.O.K.S.» printed on the cover. In the same way its contents have undcrgone á complete transformation: at íirst, It consisted of news notes, but now it is made up of spccial articles and even series of articles on various questions, such as the «Turkestan-Siberia Railway», the «Olympiad» and so forth. The magazine is published In English, German and French. The press of the whole world makes use of material printed in it. What do foreigners think of the VOKS magazine? In the English «Manchester Guardian» of February 22, 1927, we find: «It ■=»*• MWPW is easy to say, and in ali probabilily it will be said, that these Bulletins, which describe the cultural lifc and reconstructibn of Russia, contuin only Information that the Soviet Government considers desirahle for its own ends. But an objective analysis of ali the informalion given in the Bulbítins would convince even the most suspicious person that this information is based on actual facts and reflects actual work that is bciug done in the new Rússia.» We alrcady have some expressions of opinion concerning the new VOKS magazine: «This magazine is devoted to the economic and cultural construetion of the Soviet Union. Nowadays, as the chãos in the East wears away, one can take stock of the position. The task accomplished was only possible bccause of the extraordinary tempo and intensity of the work. Each person interested in the contemporary life of the Soviet Union (and cverybody oughl 8 to l>e fnterested in it) should subscribe to this magazine» (Própria C u r e s, the oldest student magazine in lhe Netherlands. June 17, 1930). The VOKS sends its magazine to ali lhe countries of the world and receives in exchange more than 150 íoreign periodicals. The contents of the VOKS magazine touch upon the most important questions in the life of the USSR. Naturajly, the majority of the articles and sketches are devoted to problems of public instruetion, to scientific attainmints, to art and proletarian literature. In the course of 30 mounths (1928— 1930), 359 articles on these subjects were published. During the same period, 83 articles on economies and agriculture were published. 9 ■' " SPECIAL ART1CLES In ordcr to obtain more dctailedinfonnaüon on different subjects, foreign pcriodicals, scientific and cultural societies, and individuais apply to lhe VOKS with requesls for various articles. During the period ot 30 months mentioned above, 520 illustrated articles have been sent abroad. Somelimes lhey are reprintcd in full and sometimes abstracts from them are published. The articles are written in five languages (English, ílcmian, French, Russian and Esperanto). Supplying Material to Foreign Periodicals. In response to reqnests from abroad VOKS i!atliers materiais for si)ecial numbcrs of various periodicals; among them thc American magazine «Labor Defender» (Novcmber, 1929), the Belgian art magazfne «Variété» (March, 1930), the French magazine «Evolution» (1928), the Scandinavian magazine «Mond» (October, 1929). These numbers were entirely devoted to the Soviet Union. The most eminent foreign journalists publish books on the USSR, based on material obtained from the VOKS. Therc are already enough books of this sort to make a fairly large library. VOKS hclps in the composition of the Soviet sections in International handbooks of 13 information conccrning lhe most important branclies of science, such as the Minerva H a n d b o o k, published in Germany. TRANSLATIONS Translalions are means oi popularising scientific í,ul cultural knowledge. VOKS has a slaff of experienced workers Io translate from ali European languages into Russian and vice versa, as well as from many oriental languages into Russian. These translalions cover various specialties and branches of knowledge, particularly science and (edmical subjects. 14 EXHIBITIONS The best method of visual documentation is the exhibition. It reílects the creative growth oi the Union and refutes the calumny of our enemies with facts. The exhibition work of the VOKS abroad is being carried out both by participation in International exhibitions and by the organisation of independent exhibitions of the USSR. In sending objects abroad for exhibition purposes the VOKS aims to show them in as many places as possible, and the same exhibits are forwarded from one town to another. Thercfore. in making up the total, one has to reckon not only the number of exhibitions, but also the number of places where they have been shown. In ali 104 exhibitions in the USSR and abroad have been arranged, ond shown in 172 places. There were 5,'124J980 visitors to the exhibitions. The greatest demand is for exhibitions of Soviet art. But evcn here the loreigner is above ali interested in exhibitions that reflect the new topics oi Soviet art preferring them to the formal art of the painter or designer. The opinion cxpressed by T i d e n s T e g n, in an arlicle entitled «Painting in the Land of Stalin. Propaganda as art and art as propaganda», about the exhibition of Soviet art in Nonvay, is most characteristic. «The VOKS, which is really an institution of propaganda, has now sent into the wide world a collection of original productions of Soviet art. Art has entercd the service of the Five-Year Plan» (April 25, 1930). The same paper says on April 26, 1930: «The Soviet exhibition tells more of men, than of painting. It is a political art.» The Philadelphia Record' an American paper, evaluates the exhibition organised by VOKS in NewYork in 1928 as follows: «This exhibition has opened the eyes of many people, and it compels us to rcvies our ideas of eonlemporary Rússia. A country which could send out such an exhibition cannot be in a stete of disorganisation». The catholic paper Maasbode in Holland says: «The Russian communists are exclusive masters in the art of attracting the interest of western countries to the results of their new conception of the world. No propaganda, but only documentation, — this is the slogan under which the exhibition has been arranged» (June 14, 1930. The subj'et of the article is the exhibition «School and Every-day Life in the USSR»). 19 18 The programme oi exhibition work, which began almost exclusively with arl shows, now includes public instruction, economics, construction, the press, tours, and so forth. Tlierc is much interest abroad in the Five-Year Plan. VOKS takes this fact into account, and always shows material connectcd with the constructive work oi the Five-Year period in its various phases. It frequently happens that a VOKS exhibition appears in a country where «white emigres» have already shown a so-called «Russian» exhibition. Then even the most reactionary press characterises these «Russian» shows as «prerevolutionary humbug», whilst the Soviet exliibits are highly praised. «The roots of Soviet art reach deep into the people, and are in striking contrast to the anaemic art of the emigres who have visited Copenhagen with thcir miserable exhibitions» (The Danish paper Werden och vi, July 2, 1930). 20 BOOK EXCHANGE The book was the pioneer in the exchange oi cultural values between the USSR and íoreign countries. In the beginning more books were sent than received. But gradually ex21 port and import were balanced. Nowadays many prominent foreign institutions themselves take the initiative in establishing an exchange with the USSR. Our circle of correspondents on the subject of book exchange both at home and abroad grows larger year by year: 1925 1926 1927 1928 1929 1930 . . . . . . . . . . . . . . . . . 118 correspondents » 406 » 1,484 » 2,349 » 3,072 » 3,469 During the whole period of book exchange 854,246 publications from seventy different countries have been exchanged. Germany, with 453 correspondents, holds íirst place while the United States has nearly as many (419). With regard to volume of exchange, America oecupies the first place, with 357,437 books. The exchange with Germany amounts to 133,271 volumes. With passage oi years the problem of the quantityof books exchanged gave way to the problem of their q u a-* 1 i t y with regard to subject and contents. The percentage of social and political works forwarded abroad was increased, and at the same time the number of books on engineering and industrial subjects grew larger. Thus, both partners to the exchange are getting the books they need. In order to make its exchange operations efficient, VOKS has established permanent business contacts with book-exchange centres in ali the largest countries. «We beg you to accept our sincere thanks for your assistance», writes the Geographical Society of Hungary on March 21, 1929; «we think it our duty to state that of ali similar foreign institutions with which we are connected, your íSociety realises its lofty aims with |the greatest suecess, giving the closest attention to our needs and carrying out with tireless energy to its 22 23 ■ üflaiM m —i. work oi mediation between scientific tinstitutions.» The volume of the book-exchange is clearly illustrated by the «norms of output»: in 1924 three books per hour passed through the VOKS.and in 1930 — 96 books per hour. EXCHANGE OF PHOTOGRAPHS The general development of cultural and economic achievement in the Unions is clearly shown by means of photography. VOKS constantly uses this method oí demonstration, photography being its regular stand-by in its work. In 1924, for purposes of photo-exchange with foreign^ countries, "VOKS organised «R u s s-P h o t o», the first photographic agency in the USSR. Further development of the work led to the reorganisation of this agency into a special company — «U n i o n-P h o t o». 24 26 In the period írom 1925 to 1930, 49,619 photographs were taken. The negatives íorm a valuable fund oi material for study of the USSR and for cxhibition to foreigners. The object of «U n i o n-P h o t o» is to provide photographs for the press at home and abroad. Photographs relating to the USSR are being sent abroad to illustrate ali the problems of the Five-Year Plan, electrification, natural ressources, Soviet industry, collectivisation of agriculture, culture of various nationalities of the USSR, and cultural life. Photographs received in exchange from abroad are turned over to the Soviet papers. The output of photographs for the last five years amounts to 804,265 copies. Encyclopedias, special scientific works, books of sketches and impressions of the USSR, are for the most part illustrated by «U n i o n-P h o t o», either directly or through Its foreign sections, which include independent sections (in Gennany, France, Belgium and Hol2V land) and representativos or agencies acting under contract. Thus, in Ameaça the representative of «Un i o nP h o t o» is the Hearst News Company with agencies ali over the world. This company furnishes photographs oi the USSR to more than 2,000 pubhcations. The English agency is the P 1 a n e t News, the Hungarian — Santo, and so forth. Besides this photographs are sent directly to ali interested publications, institutions, individual scientists, public men and tourists. The VOKS magazine and articles sent abroad are also illustrated by photographs. Regular exchange of photographs is being carried on with 24 countries, in the interests of mutual cultural Information. 28 CULTURAL SERVICE FOR FOREIGNERS Foreigners come to the USSR in order to get immediate knowledge of the real life of the Soviet Union. Varied programmes for the study of scientific and cultural problems have been worked out by the cultural service of VOKS. Extensivo work is done with every foreigner in accordance with his needs and his circle of interests. According to the latest figures, in ali 6,373 foreigners have been served by the VOKS, these foreigners having made 23,172 visits to the Society. In this number are included 81 excursions, with 1,340 persons. Foreign guests have come trom~ ali the parts of the world — from 60 different countries. They were people of varied occupation and social position: Scientists 21 % Manufacturers 18% Writers and Journalists .... 17% Men Active in Public Affairs. 10% 29 Artists g<y Official Representatives of Foreign Countries 6% Persons without defini te occupations 5% Workmen and other EmPloyees 6% Students go/ Military Men 1% The impressiona of the foreigners, their appreciation oí what they have seen and of the methods used for gett ing them acquainted with the USSR are often expressed in letters and statements. Thus, Albert Valentin, joumalist, and Robert Serre, assistant in the clinic of Brussels, state: «In leaving Rússia we think it our duty to express our deepest thanks for the kind hospitality you have shown us. It has given us the possibility of getting acquainted with the situation in your country. Be sure that on our return to our nativa country we shall tell of everything we have seen» (December 17, 1927). 30 EVENINGS OF RAPPROCHEMENT Direct intercoursc belween foreign guests and the representatives of Soviet culture and social life takes place at the evening entertainments and meetings organised by the VOKS. «The great social revolution was an entirely unintelligible thing for ali the old world», said the president of the Czecho-Slovakian delegation Mr Bartoshek at an evening party for cultural rapprochement on October 20, 1925. «Here the problem of establishing cultural and economic relations with the Soviet Union assumes first place. Our journey is the first step along this path; we want a movemenf based, not on imagination, but on concrete knowledge». At the evening of rapprochement between the Soviet Union and Germany (October 11, 1926) the head of the East Prussian delegation Mr Prayer said: «It is a great pleasure for each of us to be in Moscow, and we welcome with ali our hearts the prospect of a closer connexion with you. Cultural and economic bonds have long cxisted between Rússia and East Prússia. Now we should hke to develop and strengthen thcnr ali difficulties on this path will have to bc overcome.» The subjects treated at the evening entertainments of the VOKS are mosl varicd. First place is taken by rq.orls on scientific questions. whicli were made at 30% of the whole mimber of meetings. Oíten subjects are treated extemporaneously. Thus, at the meeting wherc the Turkish economist Ahnul Munir Neshid Bey made his report, Khafifa-Khanum, onc of the most progrcssive women of Turkey, was among the presiding officers, and the dry businessüke report was transfonned in an unexpected way into a declaration of rights of the women of the emancipated East. Khafifa-Khanum said: «I look forward into the future with hope. A number of evening parties and meetings have been organised by the VOKS directly on the mills and factories. Thus the problem of cultural relations with foreign countries is being brought near to the great masses of the workers. ■^■■^^■^^M ART CONNEXIONS The Soviet art has brilliant achievements to its credit that make it of peculiar intcrest to foreigners. What is the cssence of our art shown abroad? What is so particularly striking about them from the forcigner's point of view? Undoubtedly it is the departure from a neutral position to an active participation in the building up of socialism — hence, the sharply defined subjects, the extraordinary saturation with social problems and the mode of expression peculiar to the proletarian class. These features are immcdiatcly noticed and appreciated by ali foreigners — not only the parlizans of the USSR, but even its enemies. This naturally detcnnined the basic features of the artistic activities of the VOKS abroad. VOKS considers it necessary to show the achievements of art of various nationalities of the USSR and to exhibit the work of young artists educated by the Revolution. The Soviel ro.ierU.iro «broad 36 37 ■■■n These purposes are realised by VOKS through the organisation of foreign tours for actors, thealer managers, musicians, and others. Any exhibition of Soviet art abroad is usually followed by lively discussions in the press. We shall give some quotations taken at random: «The film Old and New may be considered a master piece. Even with a subject that allows of no poetical development, we get captivating images showing astounding powers of expression. Martha Lapkina is a Jeanne d'Are in her own line — which is getting tractors» (Review by Gaston Thierry, P a r i s - M i d i). The essence of Soviet art is excelJently defined by the well-known journalist Alexander Arnould in an article about the same film: «Old and N e w is the most terrible blow ever levelled at the aesthetes» (Pour Vous. December 25, 1929). 39 The performances of ccrtain Soviet aclors and singers have also met with general approval. A Riga periodical writes about the concerts of V. V. Barsova: «The appearance of the singer was greeted With thunderous applause. After each number on the programme, the applause was redoublcd, intensified, and rose to a storm of encores, shouts, and ovations.» In the meantime VOKS introduces to lhe Soviet Union the most important products of foreign culture in the field of art. To this end, two foreign theatrical troupes have been presented to Soviet audiences: the Japanesc National Theatre K a b o u k i, which preserves the ancient traditions of Far Eastern art (1928); and the German Revolutionary Theatre of Young Actors which strives to make the proletariat of Western Europe familiar with social subjects (1930). VOKS has likewise arranged tours in tlie Soviet Union for many progres40 sive represcntatives of foreign art, especially cinema workers, such as J. Ivens (Holland), T. Kinougasa and I. Fukuro (Japan); musicians including O. Downs (U.S.A.), A. Casella (Italy); of theatre directors, such as K. Osanaia (Japan), F. Gémicr (France), L. Simonsen (U.S.A.), and many others. These foreign guests have made reports on the art of thcir respective countries and at the same time have gaincd a knowledge of Soviet artistic life. Their sojourn in the USSR will undoubtedly form a foundation of serious and prolonged study for the artistic connexions cstablished bv VOKS. 41 SCIENTIFIG RELATIONS Scientific and technical relations make up an important share of the work oi VOKS. Its aim is to make the experiences of foreign science and engineering available for the building up of socialism. VOKS helps Soviet scientific institutions to get from abroad available Information on latest achievements of science and technic and selects suitable scientific technical literature in foreign languages to be translated and published in Russian. At the same time the VOKS passes on to foreign countries informations on the state of scientific and technical work in the USSR, on the activities of societies and institutes, on the works of individual scientists, on technical progress and inventions. •- VOKS has succeeded in rallying about it the most eminent of those men of science who are interested in public work, as scientific collaborators. More than three_hundred highly trained spe- 1 42 43 cialists are at work in various sections and committees of the VOKS. They participate in the organisation ot reports and lectures by foreign scientists who offer the benefit of their experience to the USSR. Through VOKS the Soviet Union lias taken part in international scientific conferences such as the Pacific Confcrence in Kioto, the Meeting of Historians in Cambridge, the Philosophical Congress in Oxford, the International Meeting of Historians in Oslo. the International Slavonic Conference in Prague, and so forth. 45 «FOREIGN LANGUAGES FOR THE MASSES» This is a function of VOKS, which belongs among its scientific-pedagogical activities, although it does not fali strictly within the limits of lhe general methods of our organisation. It includes propaganda among the workers on behalf of the study of forcign languages, and aims at internatíonal educatlon, at the practical utilisation of forelgn scientific and technical experience, and at the training of skilled workers. VOKS directs the study of foreign languages in 349 groups with over 3,000 pupils. The percentage of workmen among the pupils is gradually increasing. The majority of the workmen enrolled are employed in the metal-working and chemical industries. For instruction by means of correspondence special «VOKS Columns» are inserted in the newspapers, and propaganda on behalf of the study of foreign languaes Is being spread throughout 46 the whole Union in this way. Special books, manuais and school-books are published which give not only an elementary knowledge of the various languages, but aid study along special lines (technical, political, etc). As the work grows quanütatively, its quality is constantly being improved. Many of the present teachers are being retrained, while the whole staff is being «rejuvenated» by the addition of young teachers. Courses are also being opened to train young workers for service as guides to foreign visitors. CULTURAL RELATIONS W1TH THE NATIONS OF THE USSR The mighty growth of creative powers in Sovict nationalitics bcars witness to a tremcndous development in their cultural life. VOKS has established a special Bureau of Nationalitics to assure thc^ conncxion bctwccn national cultures, to ascertain their achievements and to give publicity to these achievements abroad. The object of this Burcau is to regulate the work now being done by ali the divisions and sections of VOKS so that their material on the work of construetion in the Republics and Tcrritories of our Union might be made known to the ou ter world. This object is the key-note of the whole work of VOKS. In our magazine about half of the material is devoted to descriptions of the culture of Soviet nationalitics. The Photo-Export Department pays particular attention to the life and customs of separate republics; 48 Whole seclions and shows in lhe VOKS cxhibitions abroad are fiDéd wilh cxliibils from these republics; and the art exchange is chiefly concerned with the art of Soviet nationalitics. At the present time, a veritable flood of material of this kind is pouring in due to the aetive cooperation of the representatives of those nalionalilies whose cultural atlainments are being shown abroad by VOKS. In order to enlarge the field covered by its work VOKS is extending its branches throughout the entire territory Of the USSR. In various republics societies for cultural relations are springing up. These secieties go about the collection of material on national culture on lhe spol; they also see to lhe needs of foreignors who visil lhese republics and ncquaint them with the ciiUiirul situation ôf lhe region. Sueli organisafions exist in the UkrafOe> in llie Transeaucasian States, and |n llie WhiteRussianRepublic. The Ukrainian SSR is particularly energelie in this work. Morcover VOKS has a nuinber of departinents and representaiives in olher cultural centers, as for instance Leningrad. Ali thesc inlra-society organísations cooperate to a fullcr and more universal grasp of the Union's cullures to the end oi interpreting them in foreign lands. THE FOREIGN SOCIETIES FOR RAPPROCHEMENT WITH THE USSR Abroad the study of Soviet culture has also assumed the character of a public enterprise. The public bodies which carry on this work abroad are the Societies for Rapprochement with the USSR which have been organised on initiative of promínent men of sclence, art, literature and social circles. The nuinher of lhese Societies increases every year as is evident from the following figures: 1923 — 2 societies 192.Í — 7 » 1925—11 •> 1926 — 17 » 1927 — 18 » 1928 — 23 » 1929 — 29 » 1930 — 38 » These figuns include sections organised by the parent Societies in various 50 towns, in conformity with the general development of the work. Societies now exist in 16 countries. Some of these Societies are chiefly interested in economic problems, others are occupied with scientific and artistic questions, the fonn of their organisation and the character of their work being to a certain extent determined by the objecls in view. The Societies organise their work with a view to spreading information on the Soviet Union among broad circles of the population. They organise reports and lectures of the Soviet scientists and political men who have an opportunity to visit foreign countries. Each visit írom a Soviet worker is utilised by the Societies as a means of cultural information. The Societies arrange the exhibitions sent abroad by VOKS, transporting them from town to town and initiating press campaigns about them. Systematic information on the USSR is being given by these Societies, through widcly circulated periodicals, published in nearly every country. Individual mcmbcrs of the Societies have published a number of important works on the Union, as wcll as speciah ised books and monographs. In order to create a living bond of union, the Societies arrange excursions into the USSR. Those excursions carry on prolonged work in acquainting foreigners with different branches of Soviet construetive work. These visits have given rise to a great number of arlicles and of reports on present condilions in the USSR and even to motions in foreign parliaments on the question of rapprochement with the USSR. In individual cases the Societies have taken up the defense of Soviet interests; as, for instance, when the fascists broke up the jubilee exhibition of the USSR in Belgium. The most eminent representatives of progressive science and public life are members of these foreign Societies.
