Invite the landscape architecture professionals of the United States, in partnership with Brazilian
professionals, to present a draft Landscape Concept Plan for the Praça da Cultura, Lagoa do Oiteiro,
in the historic town of Penedo, State of Alagoas, Brazil by participating in the Third National ANP
(Associação Nacional de Paisagismo) Urban Landscape Architecture Design Competition.
Briefing
The proposed draft Landscape Concept Plan should contain all the guidelines of a landscape plan, but
without detailed construction documents. The competition aims to present the city of Penedo with a
draft Urban Landscape Plan which focuses on environmental conservation, sustainability and sociocultural impact. For its part, the Municipal Government of Penedo will implement the design of the
Competition winner, and in order to ensure fidelity in design implementation, the professional office
or designer will be asked to develop detailed construction documents and supervise the construction
of the project. This year, ASLA (American Society of Landscape Architects) is collaborating in the
Design Competition and the first ten entries can join in partnership with Brazilian firms.

Regulations:
Art.1 - The competition is open to landscape architects, architects, agronomists, and other
professionals who are members of ANP (Associação Nacional de Paisagismo), ABAP,
(Associação Brasileira de Aarquitetos Paisagistas) or ASLA (American Society of Landscape)
or any other association of professional landscape architecture in Brazil.
1.1. Participation in the competition is open to individuals, teams, or firms.
1.2. For the purpose of registration, the team leader (individual or firm) must be
Brazilian and a team member must be legally authorized to sign the Brazilian ART –
Anotação de Responsabilidade Técnica.
1.3. The first ten Brazilian firms registered are eligible to participate in a partnership
with firms of landscape architecture from the United States, provided that this interest
is expressed in writing. The ANP and the ASLA (American Society of Landscape
Architects) will be promoting such partnerships.
1.4. All firms must participate in partnership with Brazilian firms.
1.5. The participation for ANP members is free. The participation of any teams
(including those with professionals from the United States) which include an ANP
member is free.
1.6. Other participants must pay a registration fee in the amount of $ 120.00 Brazilian
Reais (About US$75.00).
1.7. In the case of group membership, if the team does not include a member of ANP,
the fee will be charged only once.

Objective of the 3rd National ANP – Associação Nacional de
Paisagismo Urban Landscape Architecture Design Competition 2011:
Art.2. - The 3rd ANP – Associação Nacional de Paisagismo Urban Landscape Architecture
Design Competition 2011 will select a landscape concept design plan for the Praça de Cultura,
Lagoa do Oiteiro, in the historic town of Penedo, State of Alagoas.
2.1. The budget for the construction of the winning design is R $ 400,000.00 (four
hundred thousand Brazilian reais, roughly US $ 251,809.88 - 9 June 2011). Three
percent of this budget will be dedicated to contracting the winning individual, team or
firm to develop the project’s construction documents and for construction supervision.
Note: if an entrant submits a design with a budget that exceeds R $400,000.00, this entrant should
indicate the names of the sponsor (s) who will pay the excess amount. See Item 3, Article 4.

Art. 3. - Professionals interested in participating in the design competition should send an
email to [email protected] with the Registration Form (Annex A), fully
completed, available at www.anponline.org.br, along with proof of payment of the
registration fee.
3.1. Payment of registration fee of $ 120.00 Brazilian Reais (About US$75.00).

3.2. A maximum of 20 (twenty) entries will be accepted.
3.3. Registration opens April 15, 2011 at 08:00 pm and closes at 5:00 pm on June 30, 2011.
3.4.The first ten Brazilian individuals, teams, or firms that wish to participate in
partnership with individuals, teams, or firms from the United States, should send an
email to [email protected] expressing their interest by no later than June 17,.
2011. The ANP and ASLA will promote the partnership of the interested firms.
3.5 The order of the individuals, teams, or firms interested in partnering with U.S.
individuals, teams, or firms will be confirmed by the registration email date and time.

Art. 4. - Entrants should submit a sealed, labeled envelope with the
information of the registrant, an ID and an alphanumeric code (of your own
choice) that must be present in all materials, containing:
4.1. A flash drive or CD with the following:
4.1.1. In Word or PDF format, a brief resume of the individual, team, or firm,
maximum one page (A4 size sheet);
4.1.2. A group photo in jpeg format or professional high resolution, for possible
publication;
4.1.3. project files in A1 format (59.4 x 84.1 cm), PDF, PLT,
(Maximum 3 boards) with site plan, detail, and section, in metric scale;
4.1.4. Maximum two image files in jpeg or PDF format with photographs, perspectives
and any other information that might contribute to the understanding of the project.
The board must be legible in landscape format A1 (landscape);
4.1.5. A text file in Word or PDF format of the species of plant materials to be used
(scientific name), the reason why they are chosen and any observations
relevant to understanding the project, maximum two pages (sheet size A4). This
material should be sent in two copies: one in Portuguese and another in English.
4.2. The same files as the item "1." Printed / plotted (one copy each);
4.3. Indication of sponsorship (Appendix B) which must be completed if
necessary for project implementation, available at www.anponline.org.br;
4.4. Declaration (Annex C), available at www.anponline.org.br;
4.5. Deadline for delivery of materials: 5:00 pm on August 31, 2011. Submissions will not be
accepted after this deadline.

Materials must be delivered personally or by courier (FEDEX, Federal Express, or similar).
Entries sent by express mail must be postmarked by the deadline. Competitions entries

Panel of Judges:
Art. 6. The Panel of Judges includes leading landscape architects and representatives of the
Municipal Government of Penedo, ANP, ASLA and the Green Building Council - Brazil.
The Judges' decision will be taken by majority vote based on the following

If there is a tie, the Mayor of Penedo will have the deciding vote.
Art. 7. During the period from September 1-10, 2011, a Special Committee organized by the
ANP Executive Board will prepare the submitted material for evaluation by the Panel of
Judges. This Committee does not have the authority to exclude any submitted project, but it
will advise the Judges of any irregularities in the materials submitted, and/or if there any
discrepancies to the requirements listed in the above Regulations. Only the Panel of Judges is
authorized to exclude any projects from the competition.
Art. 8. During the period from September 11 - 22, 2011 Judges will evaluate the projects and
choose the winner. A list of finalists (1st, 2nd and 3rd) will be available at the ANP website
after the awards.

The individual, team or firm with the winning project will be hired by the Municipal
Government of Penedo for a fee not to exceed US$7000.00 plus expenses to develop the
construction documents.

The ANP reserves the right to disclose to the public, without any restriction and free of
charge, the dissemination and publication of the design and all materials submitted, in whole
or in part, in those places and at those times it considers appropriate, and publish them in any
vehicle for the purpose of promotion. No publishing fee will be required from the award
winners. Winning entries will be used by ANP and ILASLA for public relations and traveling
exhibit purposes. I understand that all entries become the property of the ANP and ILASLA
and will not be returned.
Projects may be submitted by an individual or firm. Individuals will not be recognized for
projects done while under employment at a company or firm. In submitting this project
designed by a company or firm, I acknowledge that I am acting on the firm’s behalf and
certify that I have written authorization from the firm to do so. In submitting this project as
an individual I certify that I am the sole copyright owner or that I have obtained written
permission from all interested parties to submit this project for award.
I take full responsibility for proper release of any photographs from their respective
photographers so that they may be used for publication, and for the accuracy of the enclosed
project information, holding harmless ANP and ILASLA. I understand that ANP and

time at the discretion of the ANP Special Committee of the Executive Board.
Art. 10. The following individuals are ineligible to compete: Any participants in the
competition panel of judges, the ANP Executive Board, ASLA Executive Board and State
Chapter Executive Board, their partners or employees, spouses, children, parents, brothers
and cousins (to the second degree). Professionals who were directly linked to the
organization of previous ANP National Urban Landscape Architecture Competitions are also
not eligible to participate.
Art. 11. I have read the complete Regulations for the 3rd National ANP – Associação
Nacional de Paisagismo Urban Landscape Architecture Design Competition 2011 in the City
of Penedo, State of Alagoas in Brazil and certify that this entry is in full compliance. By
participating in the Competition, it is implied that the entrant unconditionally accepts all the
provisions of Regulation 3 of the ANP National Urban Landscape Architecture Competition.

Dear Competitors,
The organizers and panel of judges of the 3rd National ANP Associação Nacional de Paisagismo
Urban Landscape Architecture Design Competition 2011 plan to make a site visit to Penedo to become
familiar with the location of the project and the site’s potential. We recommend that all designers visit
the site if they are able to do so. Recognizing that this is not possible for everyone, on its website, ANP
has posted a video about the city and the project site as well as a site plan; other plans will be posted
shortly which show the location of the plaza project area relative to the city's historical center as well
as provide an architectural reference to four new buildings which will be built adjacent (See 1.a.
below). Even though these buildings are outside the competition project area, the physical proximity
of the structures will impact the project's landscape design. We have added some other information
below:
1) Area to be addressed in landscape design:
The area of the design competition consists of two squares separated by a road; on the site plan posted
on the ANP website, the area designated "Area Verde" (green area) is the design competition project
site. The sire is flat without grade elevation and there are no trees. The only variation in level is in the
old historic center – around 15 meters higher. In one of the two squares of the project site there is a
small pond. The most common mode of transportation by the residents is pedestrian. They also use
bicycles, scooters and motorcycles. Automobiles are less common.
a) On the site plan there are two other areas outside of the competition site:
The first, the area where four new buildings will be built:
Lot 1 - INSS (National Social Security Institute) and PSF (Family Health Clinic)
Lot 2 - Mais Cultura (Cultural facility)
Lot 3 - Forum (Tribunal of Justice)
In the second, larger area, there is a large pond.
These two areas are not part of the competition project area and should not be included in the design;
they are included in the site plan only to provide the design competition designers with a reference to
the physically adjacent areas.
b) The road between the two squares as well as the roads immediately adjacent to the squares should
be considered in the project design. However, the cost of paving the sidewalks and streets should not
be included in the project construction budget.
2) On the theme and use of the Praça da Cultura:
a) The theme is open. It is a public square and the participants may suggest the inclusion or exclusion
of urban facilities, thus determining the future use of the square. It is important to note that although

Penedo is a small town, it has a very strong cultural vein and retains its historic character which is
quite unusual for a small town in Brazil. This should be taken into consideration by the designers as
they decide which, if any, urban facilites should be incorporated. The participants are free to suggest
the urban facilities they think will be more appropriate – taking care with the total budged for the
square (R$400.000,00 – US$235.000,00). Existing urban facilites include a small historical museum
(Casa do Penedo) and a theater. Importantly, the project's socio-cultural impact and sustainability are
questions that must be considered by competitors. Thus, research on the life of the citizens of Penedo,
their needs and desires, it is extremely important.
b) Any large-sized buildings, restrooms, and eating areas may be proposed in the project design, but
these do not need to be detailed for this conceptual design stage and the cost of their construction
should not be included in the budget for the proposed project;
c) The cost of cleaning the pond should not be included in the project construction budget.
3) Possible next steps after construction of the winning design:
The Praça da Cultura project may be LEED certified by the GBC (Green Building Council) of Brazil if it
meets all LEED prerequisites. The checklist for LEED certification is available on the GBC website.
Different credits may be achieved depending on the design strategy adopted by the project team. For
the project to be certified at the basic level, it must meet a minimum of 40 out of a possible 110 points.
LEED certification is desirable. It would not only increase the project's international visibility, but it
also offers many benefits including environmental, economic, and occupant oriented performance and
health advantages as well as reduced operating costs with increased efficiency of water and electricity.

Penedo, Alagoas
Located in the northeastern state of Alagoas, 173 km from the state capital of Maceió, the
historic town of Penedo is one of the colonial jewels of Brazil.
Founded by the Portuguese in 1613 near the mouth of the São Francisco River, Penedo was
named after the rock on which it was built. The town had been occupied by the Portuguese
(and briefly the Dutch) since the 16th and early 17th centuries.

Historically Penedo was an important crossing point and trading center of the São Francisco
River, one of Brazil’s largest and historically, most significant rivers. Affectionately called
"Velho Chico" (Old Chico), the river is 2,700 kilometers long, flowing through five states of
the Brazilian sertão: Minas Gerais, Bahia, Pernambuco, Sergipe, and Alagoas. This region is
the subject of countless Brazilian books, stories, legends, and songs. Some decades ago, the
town lost some of its earlier strategic importance when a road and rail bridge was finally built
across the river at Propriá, around 30 kms upstream from Penedo.
Penedo has many important examples of Portuguese and Dutch colonial architecture as well
as beautiful landscapes. Today the town is a quiet regional center which is well worth a visit
to enjoy the architectural richness of its historic center which retains many houses, and public
and religious buildings from its long and prosperous past.

The Nossa Senhora da Corrente Church was named with a reference to the "chains" of
slavery. The owners, a family of abolitionists, would hide runaway slaves in a secret
compartment until they could escape. This church is lavishly decorated with rare polychrome
tiles and gold leaf
The Casa do Penedo (Town Museum), established in 1992, focuses on the preservation of
the city's artistic and cultural patrimony. Here one can find objects reflecting five centuries
of creativity by the residents of the São Francisco River Valley.
Inhabitants of Penedo are extremely friendly and proud of their heritage and will gladly tell
visitors a variety of stories about the town.

Brazil Design Competition - American Society of Landscape
