TERMS OF REFERENCE (TOR) Consultant - Program Assistant to EVAW Area Type of Contract: IC/SSA Duty Station: Brasilia/DF Background The Ending Violence Against Women and Girls (EVAWG) thematic area has developed several projects in the Brazil and Southern Cone sub-region. One of the largest ones is “Safe Cities for women and girls, and for all”, a Regional Program financed by AECID, the Spanish Agency of International Cooperation for Development. The main objective of the program is to “strengthen the exercise of women’s rights in Latin America through the reduction of public and domestic gender-based violence in cities”. Started in January, 2006, program activities are being developed in Bogota (Colombia), Rosario (Argentina) and Santiago (Chile), in accordance with its strategic guidelines: knowledge production and documentation; awareness-raising and the training of local actors; development of intervention strategies and implementation of initiatives in cities; and strengthening of networks and the dissemination and exchange of results, nationally and internationally. The EVAWG thematic area also coordinates activities and projects funded by core funds and other donors, like AVON, according to the corporate Strategic Plan and the sub regional work plan. Objective: Under the overall guidance of the RPD and direct supervision of the EVAWG Coordinator, the Program Assistant will provide EVAWG thematic area support services ensuring high quality, accuracy and commitment with the work and causes defended by UN Women. Also, the Program Assistant will work in close collaboration with the operations, programme and project staff at the SRO and UN Women HQ, as required, to exchange information and support programme delivery. Scope (Main duties): Initial screening of project proposals received, reviewing their content and format for submission to approval by EVAWG thematic area Coordinator. Request issuance of NGO Cooperation Agreements and other implementation documents, providing documenting criteria for selection of project proposals and implementing partners. Follow up on implementation of program activities; Assist EVAWG thematic area Coordinator in monitoring and evaluating projects and program activities; Request from partners financial and narrative reports, for review and approval. Request disbursement of payments. Collection, analysis and presentation of data for preparation of UN Women and donors reports. Provision of guidance to implementing partners on project implementation routine and flows; Assist Program Associate in monitoring of project and program financial/budget status; Assist EVAWG thematic area Coordinator in maintenance of the internal expenditures control system which ensures that vouchers processes are matched and completed; transactions are correctly recorded and posted in. Organize meetings and seminars under the scope of the Regional Program and the EVAWG thematic area; Assist the work of EVAWG thematic area Coordinator and Regional Representative; Organize missions on duty, including all related previous and post actions; Organize and keep the EVAWG thematic area files in all required formats; Prepare routine correspondence, faxes, memoranda and reports; Create requisitions and prepare payment approval forms for the finance unit. Develop all activities under the Results Based Management Concepts for the design, monitoring and evaluation of projects. The professional will be based in Brasilia, working on a full-time basis. Required Skills and Experience: Education University Degree in Social Sciences and/or related fields. Experience: Language Requirements: Experience and knowledge on gender equality. Two years of work experience in project management. Previous experience in the UN system is an asset. Experience in the use of computers and Microsoft Office software packages. Knowledge of gender based violence and women’s human rights. Excellent personal and interpersonal communication, in addition to political and professional capabilities. Flexibility and multi-task capabilities in taking up assignments, especially on administrative and financial issues. Working knowledge of Spanish and English. Classificatory Technical Scoring: The Best Value for Money approach will be used as the evaluation method for this process. Financial proposals should be presented using Brazilian Local Currency (BRL – Reais) and a monthly level of remuneration, since products will be evaluated and approved on a monthly basis. The best value for money method will be applied to the evaluation process of this procurement notice. Duration of initial contract: 06 months with possibility of extension.
