1.INTRODUCTION
This document (still work in progress) intends to provide some general guidelines regarding
the implementation of the DELI project in Lisbon, specifically in what concerns the different
meansthatareusedtodisseminatetheDELIprojectamongstrelevantstakeholderswithinthe
Lisboncity,aswellastoawideraudience.Migrantentrepreneurs,largecorporations,business
organizations,NGOsworkingwithmigrantpopulations,aresomeofthestakeholdersthatwill
beinvolvedinthisproject.
More specific goals such as raising awareness, facilitate dialogue and promoting an active
participationofallthoseinvolvedinthisprojectwhilesharingrelevantinformation,validated
through a collective process of commitment, are also inscribed in the communication and
outreachstrategydevisedforLisbon.
This document also includes a timetable with all the activities that the Lisbon team seeks to
develop during the project's lifetime. Furthermore, it also describes the communication tools
that will be used in Lisbon ‐ printed materials and online communications ‐ and presents a
proposalfortheLisboncitylocalpartnershipplatform.
2.KEYPRINCIPLESANDOBJECTIVES
DELIisajointprojectoftheCouncilofEuropeandtheEuropeanCommissionandiscarriedout
in co‐operation with the Migration Policy Group. It involves ten European cities ‐ Bucharest,
Cartagena, Dublin, Getxo, Lisbon, London Lewisham, Munich, Reggio Emilia, Rotterdam, and
Vienna.Itismainlyaboutrealizingthepotentialofthediversityamonglocalentrepreneursand
enhancetheinclusionofmigrantentrepreneursinthelocaleconomy.
DELI is anchored on a human rights approach that intends to: i) create awareness about the
socio‐economic rights of migrants; ii) foster awareness about diversity and equality issues
(migrants’ equal access to public and private contracts); iii) encourage the development of
policies and strategies that are inclusive for all community members; iv) encourage
participation of local stakeholders on issues of inclusive entrepreneurship; v) stimulate the
rightoflocalstakeholderstoparticipateinthecurrentaffairsoflocalauthorities.

DELI has a tripartite focus aimed at: i) supporting the development of local partnership
platforms based on a multi‐stakeholder and cross‐departmental approach; ii) facilitating the
access of migrant‐owned SMEs to public and private procurement; iii) developing quality
managementstandardsandassessmenttoolsforlocalgovernmentssupportingthedesignand
implementation of economic policies consistent with the principles of equal treatment,
integrationanddiversitymanagement.
Within the Lisbon municipality DELI is carried out by a cross‐departmental team gathering
elements from the Municipal Department of Economy and Innovation (DMEI), the Lisbon
CrossroadofWorldsOffice(GLEM),andtheLocalSupportOfficeofMouraria(GABIP‐Mouraria)
as well as the Procurement and Social Development Departments, and the Human Resources
Central. Moreover, in order to support and improve the implementation of this strategy,
revisingitifnecessary,andenhancethedisseminationofrelevantinformationproducedwithin
the scope of the DELI project, a decision has already been made to contract an external
communicationoffice.
3.COMUNICATIONTOOLS&ACTIVITIES
3.1.ACTIVITIES
DiversityandEconomyRoundtables
Lisbonwillheldtwodifferentroundtables‐23/24thOctober2014|10/11thFebruary2015‐
focusedontheDELIQualityManagementStandards(QMS)andontheon‐lineself‐assessment
tool.
Thematicworkshops
Lisbonwillheldfourthematicworkshops.Besidesthevariousthemes,eachworkshopwillbe
oriented towards different stakeholders (e.g. NGOs, Immigrant PMEs, etc.) and use different
methodologicalstrategies(e.g.focusgroups,worldcafé,etc.).
i) November 2014 (one‐day event) ‐ Migrant Entrepreneurship in Lisbon: Challenges and
Opportunities in a Time of Crisis. With this event Lisbon seeks to understand better the main
trends in terms of migrant entrepreneurship, present and discuss the results of the Lisbon
socioeconomic profile, and create the conditions for different stakeholders to further
communicatebetweenthemselves;

ii)February2015(half‐dayevent)‐InnovationandCreativityinProcurementProcesses.Inthis
eventthefocusisonprocurementprocesses,andthedifferentwaysstakeholdersdealwithit,
namelyintermsofdiversitymanagementandinclusiveapproaches.Goodpracticesintermsof
procurementwillbesharedamongstparticipantsinordertopromoteareflectionthatcanbe
mobilizedtoredesignprocurementprocedureswithintheLisbonmunicipality;
iii)February2015(half‐dayevent)‐TheLisbonMunicipalityasEconomicAgent:Obstaclesand
Necessities. This event is mainly oriented towards the internal functioning of the Lisbon
Municipality and the way it relates to other economic agents and to the Lisbon economy as a
whole. It will also be important to acknowledge the ways other agents look at the Lisbon
municipalityandthemainsourcesofcontentionintheirrelationshiptowardsit;
iv) April 2015 (one‐day event) ‐ Migrant Economies in Lisbon: Scenarios and Prospects. This
event intends to look at the future economic possibilities of Lisbon as an intercultural and
diverse city. It is also focused on promoting the Local Partnership Platform continuity and its
futuresustainability.

Prior to the first Diversity and Economy Roundtables, a number of bilateral meetings with
differentstakeholderswilltakeplaceinordertopresenttheproject,assessthelevelofinterest
andcommitmentofdifferentstakeholdersaswellastogetasenseofthemainchallengesand
obstaclesthattheyareabletoidentifyregardingtheeconomicintegrationofmigrants.

3.2.PRINTEDMATERIALS
DELIbrochure
Abrochurewithashort‐presentationoftheprojectmaingoalsandobjectives,plannedactivities
andcontactinformationwillbeproducedandmadeavailableinallDELIactivities.Additionally
it will also be made available to download directly from the project's website. This document
willbetranslatedintoanumberofforeignlanguages,namely:English,Chinese,Ukrainianand
Hindi.

It will be regularly updated with a newsletter containing relevant information about the
