ESTABLISHMENT ACT
OF THE SMILEGOV PROJECT CLUSTER 5
This document establishes the mutual agreement and cooperation between:


of the SMILEGOV Cluster 5.


The Cluster 5 leader through the SMILEGOV project agrees to:

Provide capacity building and good examples from other European islands based on the
Cluster’s needs.
Support local structures with the aim to achieve multilevel governance solutions and enhance
the effective implementation of islands’ sustainable energy action plans.
Provide guidance and training to islands that develop sustainable energy action plans and
invite them to join the Pact of Islands.
Promote penetration of high added value innovative technologies for islands.
Elaborate on sustainable energy projects with the aim to facilitate their implementation.
The members of the cluster agree, as applicable, to:

Participate in training and capacity building activities organized in SMILEGOV project.
Share their experience in relation to multilevel governance and sustainable energy planning.
Initiate the island sustainable energy planning process (if not yet initiated).
Consider joining the Pact of Islands by a political decision (if not yet done).
