The flagship event of the IJF World Judo Tour, the annual World Championships, is
set to take hold of Chelyabinsk from 25-31 August.
Just before the World Championship, Russia will host the third Grand Slam of the
year in Tyumen and their ability to stage the sport’s leading events is only matched
by the accomplishments of their world-class judoka.
The World Championships are a celebration of our sport. A celebration of elite
performers testing themselves on the year’s greatest stage with sports fans around
the world engrossed in the breathless action.

Championships because of years of sacrifice, dedication and values of judo guiding

The 2014 World Championships in Chelyabinsk is the most important event in the
history of Russian judo. I’m glad to invite all judo fans to the main tournament of the
year that will take place in Russia. The great sports country, the USSR and Russia,
hosted the World tournament only twice, in 1983, Moscow and in 2011, Tyumen.

Chelyabinsk is one of the most sporting cities in Russia: every third resident does
physical exercise. Judo is the main sport with a wide range of champions. In spring
2012, Chelyabinsk hosted the European Judo Championships. The level of the
event was highly appraised by guests and international experts.
After the perfect sports festival in the Chelyabinsk region, triumph of the Russians at
the London Olympics and World Team Championships in Salvador, we see the rise of
judo in Russia. New clubs and judo school have been opened everywhere. I wish to
thank the Administration of Chelyabinsk Region for its support of judo. I am sure that

BOOKING INFORMATION
1. On the basis of the accommodation request and invoicing details an invoice for payment will be
made by e-mail.
2. After the receipt of funds (100%) a confirmation letter is issued with all the details of the reservation.
3. 100% payment for hotel reservations must be received on the bank account of
LLC”SportTurServis” by 20 July 2014.
4. Partial and complete cancellations made before 20 July 2014 will qualify for a full refund
on the bank account of a requestor with 10 working days.
5. No refund will be issued for cancellations made after 20 July 2014, 12:00 local time.
6. Hotel check-in time is 14:00, check-out time is 12:00.
7. Early arrival from 00:00 to 12:00 is charged as a full day. Breakfast is provided.
8. Late check-out from 12:00 till 16:00 will not be charged (complimentary gift of the hotel).
Late check-out from 16:00 to 18:00 will be charged as 1/2 of the full day. Check-out after
18:00 will be charged as a full day.

country should not request fee penalties for countries which cannot make bank transfers but

Possible reservations of extra rooms at the check-in will also be surcharged with 10%. NO

8. CONTROL OF ENTRIES AND ACCREDITATION
The control of entries and issuing of accreditation cards will take place at MALAKHIT HOTEL
on 23 August 2014 from 09:00 to 21:00
At least one team official must attend in time to confirm the entries of all athletes and
officials with his/her signature. A delayed appearance or no-show at control of entries
may result in the exclusion of all participants from the draw and the event. In case of
unforeseen delay of arrival the Federation must contact immediately the organizer and the IJF
registration team ([email protected]). An accreditation card with photograph will be issued
to competitors, officials and media. This accreditation card should be carried at all times.
Passports or photocopy of passports from all competitors must be available on request.

a) 1 – 4 competitors : 4 officials
b) 5 – 9 competitors : 6 officials
c) More than 10 competitors : 7 officials

Extra accreditation for delegation members 250 Euros for 7 days.
9. NUMBER OF PARTICIPANTS
9 entries in total for men and 9 entries for women. The maximum of 2 athletes per category
for men and the same for women. Maximum of total delegation men and women, 18 athletes
Age: Participating athletes must be born in 1999 (15 years in the calendar year) or before.

10. COMPETITION RULES
a. The competition will be conducted in accordance with the latest IJF SOR, IJF Refereeing Rules
and IJF Anti-Doping Rules. Especially refer to the New Uniform IJF Tournament System Quarterfinal
(last 8) repechage.

11. REFEREES
Referees are appointed by IJF Refereeing Commission.
12. WEIGH-IN
a. The weigh-in will be carried out in accordance with the IJF SOR, Article 16.

b. The athlete’s official weigh-in will be scheduled the day before the competition at 20:00.
• Unofficial weigh-in: 19:30 to 20:00 (the day before)
• Official weigh-in: 20:00 to 20:30 (the day before)
c. The weigh-in will be held in the hotels MALAKHIT and VICTORIA.
13. DRAW
a. The draw will be conducted at 14:00 on 24 August 2014. (Place: Hotel Radisson)

b. Each National Federation must send at least one delegate to attend the draw. A maximum of three
(3) delegates per National Federation (2 officials and 1 athletes’ delegate) will be authorized.
c. The top eight (8) from the entered competitors in each weight category will be seeded according to
the current World Ranking List.
14. JUDOGI CONTROL
a. Approved judogi: Competitors should wear an IJF approved judogi supplied by one of the
following manufacturers: Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas,
HAYAKAWA, Fighting Film, Budo Sport AG, ESSIMO, MATSURU B.V, KAPPA, DAO Korea.
b. Judogi Control: It will be operated with a sokuteiki by IJF Education Commission prior to
the fight. Judogi must have an IJF Official Label “APPROVED JUDOGI” with an optical code
which cannot be falsified. The label will be controlled with an optical lamp. Each of the
competition clothing articles (jacket, trousers and belt) must have an IJF official label.
c. Backnumber: Each competitor is obliged to have sewn on the back of his judogi a
backnumber bearing his surname and his National Olympic Committee abbreviation. The
backnumbers must be fixed horizontally and centered on the back of the judogi. They must
be placed at a distance of 3cm from the bottom of the collar.The backnumber can only be
ordered from www.ijfbacknumber.com or www.mybacknumber.com
d. Advertising: Competitors should carry on the back of their jacket the IJF and organizer
dedicated sponsors of the event.Advertising on the judogi must be in compliance with the IJF
regulations. Refer to Guidance of Judogi Control Document published on 15.06.2011.
e. National Emblem: Athletes can have their national emblem on the left front part of the
jacket within a space of 100cm2.
If an athlete does not respect the judogi rules, the coach who is responsible for the athlete
would be suspended for the rest of the competition of the day. In the case of a repeated
offence the coach would then be suspended for the rest of the competition.
The sponsor part of the back number will be sewn on and delegations should make sure that
they put their judogi in for sewing on arrival in Chelyabinsk. Information concerning this
service will be given during the accreditation.

15. PARTICULAR RULES FOR WOMEN
Female contestants shall wear under the jacket either, a round necked plain white or off-white
tee shirt, with short sleeves, made of non-rigid material, long enough to be worn inside the
trousers, or a plain white or off-white leotard with short sleeves. No marking should be visible
when the judogi is done up. All other regulations must be adhered to.
16. COACHING
Code of behavior of coaches as defined in the Sports and Organization Rules, will be strictly
observed, inclusive the Dress Code.
• Coaches are not allowed to give indications to the competitors while they are fighting.
• Only during the pause time (after matte), will coaches be permitted to give indications to their
athletes.
• After the pause is finished, and the fight continues (hajime), coaches must keep silent.
• If a coach doesn´t follow these rules, they can be expelled from the competition area.
• If the coach persists with this behavior from outside the competition area, they could be penalized.

17. ANTI-DOPING CONTROL
The anti-doping control will include in each category:
• a. the winner of the category
• b. one of the three other medal winners
As per draw (for b) carried out in accordance with the Anti-doping Rules and the Sport and
Organization Rules of the IJF. The competitors have to report to the Doping Control Station
not later than 60 min after signed Notification form, in writing by the Physician mandated
by the IJF must follow the indications leading them to the check station. In that period of
60 minutes, the athletes are allowed to take part in the awarding ceremony and to fill their
press commitments. They will be constantly accompanied by an official chaperone from
the organization from the time they receive their notice until they reach the Doping Control
Station. A person of their choice (team doctor, coach, trainer, delegation head...) may
accompany them. The draw is made during the competition before the start of the finals
block.

19. TRAINING FACILITIES
Planning and scheduling of the training sessions will be organized taking into consideration the
request made by National Federation everyday on the basis first request made first served. If you
are interested in booking training please send a request for a booking sheet to the Organizer.
Trainings will be organized in Sport Palace “Yunost”.

The Organizer is happy to help any country with obtaining visa for athletes and officials. For
nations, who need VISA to enter RUSSIA, please send the Organizer as soon as possible
(latest July,15) list of participants according to visa application form with full names, passport
numbers, date of birth, and positions (MUST send together with scanned Passport Copies
according to the relevant updated requirement of Russian Government).

€ FUNDAMENTAL PRINCIPLE
All National Federations, officials, coaches and athletes participating in the WORLD
CHAMPIONSHIPS have to respect and accept the authority of the IJF officials, the Statutes, the
Sports and Organization Rules, the Refereeing Rules of the International Judo Federation, as
well as the IJF Antidoping Rules. According to the IJF Rules and SOR Provisions (point 23.8),
individuals deemed to have acted against the IJF, its principles or purposes shall be subject to
suspension or expulsion from the event and/or cancellation of their accreditation cards.
22. ATTENTION VERY IMPORTANT
The competitors wearing their white judogi (no shoes, flip flops or socks) will stand behind the podium
according to the following order 2,1,3,3. Every competitor having won a medal has to attend the ceremony to
receive their medal in person. If a competitor is absent during the awarding ceremony for no valid reason they
will lose the right to have the medal. It is strictly forbidden for competitors on the podium to bring national
flags or the similar identification other than the one represented in the regular manner on their equipment. Any
demonstration of religious, political, personal or commercial sign is prohibited and so is wearing a cap or any
other head cover.

2. QUALIFICATION OF TEAMS
There will be 16 teams competing in the men’s competition and 16 teams in the women’s
competition.

If any of qualified team(s) cancel the participation, then his Continental Union has right to

In case of last minute cancellation, i.e. at accreditation, the Continent of organizer will have
the right to nominate reserve team(s).
3. DEADLINE FOR TEAM CONFIRMATIONS
The deadline for team confirmation is 11 July 2014 jointly with the Entry Form by Number
for individual competition. The team confirmation form must be forwarded to the IJF General
Secretariat.
The final list of a maximum 10 competitors per team will be confirmed at accreditation for
the World Championships on 23 August 2014.

4. NUMBER OF PARTICIPANTS
Each team will consist of five (5) athletes (for men as well as for women).
$€A total of 10 athletes can be inscribed with a maximum of two athletes per category

The system of competition will be the elimination system with Quarter Final (last 8) repechage.
6. COMPOSITION OF THE TEAMS
Before each round the team leader must present to the Sports Director the composition of his team.
At each round he has the right to replace one or several athletes by other(s) athletes of the
corresponding weight category or of the next lower category.
All competitors presented for the team contest at the official bow on the mat have to compete. If one
competitor does not compete the team will lose by disqualification!
If one team does not arrive for a match, the other team will be declared the winner by 5-0.

The team contests will be fought in the above order. Each athlete is entitled to fight in his own
weight category or in the next higher category. A reserve is allowed for each weight category. A team
consists of 5 (five) athletes and has the possibility to have up to 5 (five) reserves. A team has to
consist of minimum 3 (three) athletes.
During the contest the non competing athletes must stay within a marked area on the FOP behind
the coaches chair.
The number of contests won will decide the winning team.
If for any reason there is an equal number of wins and an equal number of scoring points, a random
draw will be made and one couple will refight a golden score contest where the first score or penalty
of any kind decides the winning team.
Points will be given as follows:
a. Ippon Gachi/Fusen Gachi/Kiken Gachi 100 points
b. Waza-ari 10 points
c. Yuko 1 point
d. Win by Shido 0 points

The same points apply regardless if they are achieved in regular time or during Golden Score. In
Golden Score the first score wins apart from in the case of a win by osaekomi where the athlete can
continue the hold to gain maximum points.
Duration of contest: MEN 5 minutes & WOMEN 4 minutes (real time).
7. WEIGH-IN
The athlete must be within the weight limits of a category in which they are inscribed.
There is 2kg tolerance for athletes who competed in the individual Championships and NO tolerance
for athletes who are only inscribed for the team competition.
An athlete may compete in one category higher than the category in which they are inscribed.
Before the start of the official weigh-in the coach can update the team list.
a. The weigh-in will be carried out in accordance with the IJF SOR, Article 16.
b. The Weigh-in will be conducted on 30 August 2014.

c. The competitors inscribed in team lists in categories women over 70 kg and men over 90 kg
competing in individual competition women -78,+78 kg and men -100, +100kg on Saturday
will not be required for the official weigh-in for team competition Saturday evening in case they
participate in Individual World Championships.

The draw will be held on 30 August 2014 in the competition venue before the final block. The time
will be specified at the accreditation.
SEEDING FOR THE TEAM WORLD CHAMPIONSHIPS
The seeding will take into consideration the medallists (and if necessary the results) from last Team
World Championships. Up to four teams will be seeded.
