WORDS OF WELCOME
From August 26th to September 1st, 2013, the whole international judo
family will gather together in Rio de Janeiro for the most important
moment of the season: the World Judo Championships, Senior Individuals and
Teams.
For seven days, the best judoka in the world will compete for the ultimate
World Champion title in the 14 engaged weight categories. Nations will also
compete for the world title in the team competition, an event that we hope will
integrate the Olympic program in 2016.

The city of Rio de Janeiro is symbolic because after the success of London
2012, the next Olympic Games will be held in the Brazilian magapole in
2016. It was important for us to position ourselves early in the international
calendar and the Judo World Championship will be the first worldwide event to
be held in this early Olympic period. World Championships 2013 will therefore
represent a perfect rehearsal of the 2016 Olympic tournament.
But Rio also marks the end of the testing period of the new refereeing and
organizational rules that we have put in place last January. After the world
championship, all the modifications that have been made will be analyzed
and the final decisions will be taken for the uppcoming Olympic qualificaiton
period.
We expect a huge turnout in Rio this summer. On behalf of the IJF, I would
already like to thank and congratulate the Brazilian Judo Confederation, its
President, Paulo Wanderley, and his team for the tremendous work that has
been done so far to make this event which will be worldwidly followed by the
media, a new success for the international judo.

“World Championships - Individual and Team”, being the first major event of
our sport in this new Olympic cycle that certainly fulfill an important role in
the preparatory process of Rio January for the 2016 Olympic Games.

The Organizer will provide free of charge transportation for the competing delegations: Transfer to and
from the Aeroporto Internacional Galeão - Antônio Carlos Jobim. Av. 20 de Janeiro, s/no – Rio de Janeiro –
to the hotels and a shuttle service to and from the competition venue.
Transportation will be provided (shuttle service) every day from August 23rd through September 2nd between
accredited hotels and Hotels Royal Tulip, Rio Othon Palace and the competition Venue, places where the
training will take place as well as the weigh-in.

Each National Federation is responsible for its competitors (the control of non-pregnancy as well
as the gender control are placed under the responsibility of the National Federations) and must
assume all responsibility for accident and health insurance as well as the civil liabilities for their
competitors and officials, during the World Championship Judo Team.
The organizer of the World Championship & Teams and the IJF will not be responsible for any
insurance related to the above mentioned matters. Nevertheless the National Judo Federation
staging the World Championship & Teams shall take all necessary actions to provide insurance
coverage against civil liability for the entire duration.
The organizer of the World Championship & Teams and the IJF have no liability for any claims
of injury, illness or death arising out of the participation and travelling in connection with these
events.

system at https://www.judobase.org until August, 5th 2013 23:59 CET!
Nations missing the registration deadline will not be allowed to start.
No exceptions will be made!
All competitors, coaches and officials must be entered on time. After the deadline no additional
persons can be added.
NOTE: It will be allowed to replace already registered coaches or officials; competitors only in the

9. CONTROL OF ENTRIES AND ACCREDITATION
The control of entries and issuing of accreditation cards will take place at ROYAL TULYP
on Saturday, August, 24th 2013 from 09:00 to 21:00
At least one country official must attend on time to confirm the entries of all athletes and officials with
his/her signature. A delayed appearance or no-show at control of entries may result in the exclusion
of all participants from the draw and the event. In the case of an unforeseen delay of the arrival the
Federation must contact immediately the organizer and the IJF registration team ([email protected]).
An accreditation card with a photograph will be issued to competitors, officials and media. This
accreditation card should be carried at all times.
Passports or photocopy of passports from all competitors must be available on request.

13. REFEREES
Referees are appointed by the IJF Refereeing Commission.

a. The weigh-in will be carried out in accordance with the IJF SOR, Article 16.

Competitors should wear an IJF approved judogi supplied by one of the following manufacturers:
Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film, Budo Sport
AG, ESSIMO, MATSURU B.V.
b.Judogi Control:
It will be operated with a sokuteiki by IJF Education Commission prior to each fight. Judogi must have an
IJF Official Label “APPROVED JUDOGI” with an optical code which cannot be falsified. The label will be
controlled with an optical lamp. Each of the competition clothing articles (jacket, trousers and belt) must
have an IJF official label.
c.Reserve Judogi
The reserve judogi will be supplied only to replace any torn or blood stained judogi which may occur
during a fight.

d.Backnumber:
Each competitor is obliged to have sewn on the back of his judogi a backnumber bearing his surname
and his National Olympic Committee abbreviation.
The backnumbers must be fixed horizontally and centered on the back of the judogi. They must be
placed at a distance of 3cm from the bottom of the collar.

e.Advertising:
Competitors must carry on the back of their jacket the IJF and organizer dedicated sponsors of the event.
Advertising on the judogi must be in compliance with the IJF regulations. Refer to Guidance of Judogi
Control Document published on 15.06.2011.

Athletes can have their national emblem on the left front part of the jacket within a space of 100cm2.
NOTE: It is the responsibility of the judoka to comply with the IJF regulation rules.

Female contestants shall wear under the jacket either, a plain white or off-white tee-shirt, with short
sleeves long enough to be worn inside the trousers, or a plain white or off-white leotard with short sleeves.
The white Tee-shirt should be round necked and made of a non-rigid material. No markings can be visible
when the judogi is done up. All other regulations must be adhered to.
18. COACHING

Code of behavior of coaches as defined in the Sports and Organization Rules, Annex 4 will be strictly
observed, including the Dress Code.
- Coaches are not allowed to give indications to the competitors while they are fighting.
- Only during the pause time (after MATTE), coaches will be permitted to give indications to their athletes.
- After the pause is finished, and the fight continues (hajime), coaches will have to keep silent again.
- If a coach doesn´t follow these rules, he can be expelled from the competition area.
- If the coach persists with his behavior from outside the competition area, he could be penalized.
19. ANTI-DOPING CONTROL
The anti-doping control will include:
Three (3) tests per weight category:
The Gold Medal Winner and another Drawn Medallist from the rest (Silver or one of the
Bronzes) and one Drawn from fifth to seventh (5th-7th).
The competitors have to report to the Doping Control Station not later than 60 min after
signing the Notification form, in writing by the Physician mandated by the IJF must follow the
indications leading them to the check station. In that period of 60 min, it is allowed for the
athletes to take part in the awarding ceremony and to fulfill their commitments to the press.
They are constantly accompanied by persons from the organization from the time they receive
their notice until they reach the check station. A person of their choice (team doctor, coach,
trainer, delegation head...) may accompany the competitors. The draw is made during the
competition before the start of the final block.
For the Teams World Championships the Anti-Doping Control will take place after the
awarding ceremony. From each medal wining team two (2) competitors, having participated in
the last fight, determined by the draw, will be submitted for the control.

21. TRAINING FACILITIES
Planning and scheduling of the training sessions will be organized taking into consideration the
requests made by National Federation everyday on the basis of first request done first served. If

22. VISA
The Organizer is happy to help any country with obtaining a visa for athletes and officials. For

FUNDAMENTAL PRINCIPLE

All National Federations, officials, coaches and athletes participating in the WORLD JUDO
CHAMPIONSHIPS INDIVIDUALS & TEAMS RIO 2013 have to respect and accept the authority
of the IJF officials, the Statutes, the Sports and Organization Rules, the Refereeing Rules of the
International Judo Federation, as well as the IJF Antidoping Rules. According to the IJF Rules and
SOR Provisions (point 23.8), individuals deemed to have acted against the IJF, its principles or
purposes shall be subject to suspension or expulsion from the event and/or cancellation of their
accreditation cards.
24. ATTENTION VERY IMPORTANT
The competitors wearing their white judogi (no shoes) will stand behind the podium according to the following
order 2,1,3,3. Every competitor having won a medal has to attend the ceremony and receive his medal in
person. If a competitor is absent during the awarding ceremony for no valid reason he will lose the right to the
medal. It is strictly forbidden for competitors on the podium to bring national flags or the similar identification
other than the one represented in the regular manner on their equipment. Any demonstration of religious,
political, personal or commercial sign is prohibited and so is wearing a cap or any other head cover.

REGULATIONS (TEAM)
1. TEAMS

2 teams = 2 finalists from African Team Championships 2013
4 teams = 4 medalists from Asian Team Championships 2013
4 teams = 4 medalists from European Team Championships 2013

1 team = winner of Oceania Team Championships 2013
1 team for the organizing country / Brazil
1 extra team from the continent of the last winner (Europe for men and Asia for women)
1 team as an IJF Wild Card
Each team will consist of 5 (five) competitors for Men as well as for Women.
If any of the qualified team(s) cancel their participation, then their Continental Union has the right to
nominate a reserve team(s).
In the case of last minute cancellation, i.e. at accreditation, the Continent of the organizer will have the right
to nominate reserve team(s).
The list of qualified teams men and women is attached to these regulations.

The team contests will be fought in the above order. Each competitor is entitled to compete in his own weight
category or in the next higher category. One reserve is allowed for each weight category. A team has to consist
of a minimum of 3 (three) competitors.
2. CONTROL OF THE RIGHT TO COMPETE
During the control (based on the Sports and Organization Rules), identity and weight category in which the
competitors have been entered will be checked.
2.1 NATIONALITY
Competitors must be of the same nationality as the country enters them.
Proof of identity will be established by production of a passport or an official document or its copy from the
country for which the competitor has been entered and then the control card will be issued for the competitor.
If a competitor has more than one nationality, such competitor can only represent one country and thereafter
may not represent any other country, until after a period of three (3) years has elapsed. If the two federations
concerned wish so, they can ask the IJF to reduce or even to suppress this delay in conformity with the Sport
and Organization Rules of the IJF and the Olympic Chart, point 42.
2.2. AGE
Minimum 15 years of age as defined in the SOR
3. WEIGH-IN
a. The weigh-in will be carried out in accordance with the IJF SOR, Article 16.
b. The Weigh-in will be conducted on the day before the team competition, on 31st August.
Unofficial weigh-in: 18:30 to 19:00
Official weigh-in:
19:00 to 19:30
c. The competitors inscribed in the team lists in categories women over 70 kg and men over 90 kg competing
in the individual competition women -78,+78 kg and men -100, +100kg on Saturday will not be required for
the official weigh-in for the team competition on Saturday evening in case they participate in Individual World
Championships.
d. The weigh-in will be held in the following places: Maracanãzinho (competition venue) and official hotels
(HOTEL ROYAL TULIP and RIO OTHON PALACE).
4. COMPETITION SYSTEM
The method of competition will be the elimination system with a Quarter final repechage.
5. COMPOSITION OF THE TEAMS
Before each round the team leader must present to the Sports Director the compositions of the team. At each
round he/she has the right to replace one or several competitors by other(s) competitors of the corresponding
weight category or of the next lower category (see point 1).
All competitors presented for the team contest at the official bow on the mat have to compete. If one
competitor does not compete the team will lose by disqualification!
If one team does not arrive for a match, the other team will be declared the winner by 5-0.

6.1 The draw will be held on Saturday, 31st August in the competition venue before the final block. The time
will be specified at the accreditation.
6.2 The seeding will take into consideration the medallists (and if necessary the results) from the last Team
World Championships 2012. Up to four teams will be seeded.
6.3 Teams of the same Union must be separated where possible, taking into consideration the the ranking in
the Union

Each contest will be of five (5) minutes for both Women and Men Events (real time) and Golden Score without
the time limit.
8. JUDOGI CONTROL
The Judogi control will be under the supervision of the IJF. The same provisions will apply as for the individual
World Judo Championships – see the Regulations.
9. REFEREEING RULES
Refereeing will be conducted by IJF International referees in accordance with the Refereeing
Rules of the IJF. The same provisions will apply as for the individual World Judo Championships – see the
Regulations.
10. DECISION
If at the end of the contest there is not at least a difference of a Yuko or a Shido between the two competitors,
the contest will continue according to Golden Score rule.
REGULATIONS (TEAM)
The number of contests won will decide the winning team.
In the case of a tight score, one category will be drawn for immediate golden score.
Scores will be given as follows:
a. Ippon Gachi / Sogo Gachi / Fusen Gachi / Kiken Gachi 100 points
b. Waza-ari 10 points
c. Yuko 1 point
d. Win by Shido 0.5 point
e. Win by Golden Score 0.5 point
11. ANTIDOPING CONTROL
The Anti-Doping-Control will take place after the awarding ceremony. From each medal winning team two
competitors, having participated in the last contest, determined by draw, will be submitted for the control.
12. ENTRY FEES
National Federation will have to pay an entry fee of five hundred (500) US Dollars for each team before
the event to the IJF General Treasurer. For payment details see the point 9. Entry Fees of the Individual
competition regulations.
13. PROVISIONAL PROGRAM

14. AWARDS
The organizer shall provide for presentation:
First place
1 trophy - 12 gold medals, flowers and gifts - US$ 25.000
Second place 1 trophy - 12 silver medals, flowers and gifts - US$ 15.000
2 third places 2 trophies - 24 bronze medals, flowers and gifts - US$ 5.000 each
15. DEADLINE FOR TEAM CONFIRMATIONS
The deadline for team confirmation is 26th of June 2013 jointly with the Entry Form by Number for the
individual competition. The team confirmation form must be forwarded to the IJF General Secretary.
The final list of a maximum 10 competitors per team will be confirmed at the accreditation for the World
Championships on Saturday 24th August 2013.
