Project objective:
The main objective of this project is to enhance cooperation between European and Latin
American countries in Higher Education, through the implementation of students, researchers
and staff mobility. In particular, this project aims at contributing to overcome the constraints of
these countries, through Higher Education cooperation with emphasis in the thematic areas of
strategic/key interest for the involved countries: Agricultural Sciences, Architecture,
Management & Business, Education & Teacher Training, Engineering & Technology,
Geography & Geology, Law, Mathematics & Informatics, Medical Sciences, Natural Sciences,
Social Sciences and Communication. These areas were defined as priority by the European
Commission for cooperation with Latin America. Furthermore it aims at promoting transfer of
know-how and capacity building gained by European Higher Education Institutions (HEIs)
during their 25 years of experience within the scope of the Erasmus Program and also by the cocoordinator (UFRJ), as a consequence of its previous experience in Erasmus Mundus projects
and of its direct contact with the management aspects of the BABEL project.
Brief description:
The partnership is composed of 20 HEIs: 9 European (from Belgium, France, Italy, Netherlands,
Poland, Portugal, Spain and Sweden) and 11 Latin American (from Bolivia, Brazil, Ecuador,
Peru, Paraguay and Uruguay), having as co-coordinating HEI probably the most experienced
Latin American HEI within the partnership in International Cooperation: the Federal University
of Rio de Janeiro (BR). As part of the strategy to disseminate the project over a vast
geographical area, we have also included 27 associates, among which HEIs’ associations
(Santander Group, International Association of Universities, COLUMBUS, Compostela Group,
Asociación de Universidades Grupo Montevideo, FAUBAI, ANDIFES), organisations
developing work among vulnerable people (IPC-IG, Casa América Latina) and other HEIs from
all the 6 countries of the partnership (Universidad Mayor de San Andrés, Universidad Privada
Boliviana, Universidad Privada del Valle, Universidad Técnica de Oruro, Universidade Federal
da Paraíba, Universidade Federal de Minas Gerais, Universidade Federal de Pernambuco,
Universidade Federal do Alagoas,Universidade Federal do Ceará, Universidade Federal do Mato
Grosso, Universidade Federal do Pará, Universidade Presbiteriana Mackenzie, Universidad de la
Cuenca, Universidad Técnica Particular de Loja, Universidad del Cono Sur de las Americas,
Universidad Nacional de Piura, Universidad Nacional Mayor de San Marcos, Universidad Ort
Uruguay). The selection of institutions in Europe was based on their comprehensiveness, on
their quality and on the thematic areas on offer so as to correspond to the thematic needs of the
Latin American countries. The HEIs in Latin American countries were selected regarding their
profile and development stage and their potential to contribute positively to the country’s
socioeconomic development.
The 6 Latin American countries currently experience different realities in terms of development,
but all of them face common challenges and have similar needs and constraints. Therefore, the
mobility activities foreseen within the scope of this project seek to contribute to answer to those
needs and constraints, having also into consideration the priorities identified by the partner
institutions in terms of types of mobility, durations and fields of study. So as to contribute to
overcome the lack of postgraduate programmes in many HEIs, the project foresees a high
number of full degree flows (a total of 38 from the 150, at Master and PhD level). This will also
positively impact the training of teaching staff, which in many cases only have a 1 st cycle
degree. A further need identified by Latin American partners concerned the undeveloped
International Office/academic/financial services’ structures, so through administrative staff
mobility the partnership seeks to contribute to capacity building of the internal staff.
Undergraduate mobility has been given relevance by the partnership so as to raise the awareness
of the students initiating their university course on the importance of having an international
experience. The extremely high percentage of undergraduate students in many of the involved
countries, in comparison to the total percentage of university students, also justifies the award of
52 undergraduate flows.
Overall, the project will award a total of 150 mobility flows: 52 undergraduate (5 and 10
months), 42 master (10 and 24 months), 25 doctorate (10 and 36 months), 10 post-doctorate (6
months) and 21 staff (1 month). This distribution, which has been done in respect with the
EACEA guidelines for this geographical lot and also with the priorities indicated by the partner
institutions, seeks to answer not only to the countries’ needs, but also the partners specific
development needs.
