António Rendas is Rector of Universidade Nova de Lisboa. He was Dean of the Faculty of Medicine and he is Professor of Physiopathology. He has a PhD from the Cardiothoracic Institute of the University of London. He was Research Associate in Pathology at the Harvard Medical School and at the Children's Hospital Medical Center, in Boston, USA. The Fundação Calouste Gulbenkian supported his work as a Research Fellow and Honorary Registrar Brompton Hospital, Cardiothoracic Institute, University of London. He is currently member of the Executive Committee of the Association of Medical Schools in Europe. Horst Hippler: Professor Dr. sc. tech. Horst Hippler is Full Professor for Physical Chemistry and since 2002 Rector of the University of Karlsruhe (TH). Among other positions, he was at Ecole Polytechnique Fédérale de Lausanne (Switzerland) and held a Postdoctoral Fellow, IBM Research Laboratory in San José (California, USA), and was Professor at the Universities of Göttingen, Karlsruhe and Lille 1 (France). His principal research interests are pressure and temperature dependence of unimolecular and of bimolecular complex- forming reactions. Ralph A. Eichler is President at ETH Zurich. He studied Physics at ETH Zurich. He did his PhD-thesis at the SIN (Swiss Institute for Nuclear Research). After research positions in USA and Germany he became Associate Professor in 1983 and Full Professor for Experimental Physics at the Institute of Particle Physics of ETH Zurich in 1993. Between 1995 - 1997 he chaired an international collaboration of 400 researchers at DESY, Hamburg. In 1998, he was elected Deputy Director and in July 2002 Director of the Paul Scherrer Institute, Villigen. Ewan McKendrick is Pro-Vice-Chancellor and Professor of English Private Law at the University of Oxford and a barrister of Gray's Inn, London. He is a widely published author of numerous books and articles in the areas of contract law, commercial law and tort law and is an editor of Chitty on Contracts. He holds a BCL, MA, LLB (Edinburgh) and is also of Fellow of Lady Margaret Hall. Formerly he was a Professor of English Law, University College London, Fellow of St Anne's College, Oxford and Linnells Lecturer in Law in the University of Oxford; Lecturer in Law, London School of Economics and Political Science, Lecturer in Law, University of Essex, and Lecturer in Law, University of Central Lancashire, 1984-1985. He is a member of the Editorial Committee of Current Legal Problems and the General Editor of the Oxford Journal of Legal Studies. He is a member of Chambers at 3 Verulam Buildings, Gray's Inn. 1 Axel Horstmann is a member of the Executive Management as Head of the Division “Humanities and Social Sciences” at the VolkswagenStiftung in Hanover and Professor of Philosophy at the University of Hamburg. He studied classics, philosophy and Evangelical Theology at the University of Münster where he received his doctorate in 1971. He was Assistant Professor at the Institute of Philosophy at the University of Bochum before joining the VolkswagenStiftung in 1979 where he became member of the Executive Management in 2000. He has also been teaching philosophy since 1981 at the University of Hamburg where he completed his Habilitation in 1986. He is a member of the academic advisory board of the journal Mythos, of an advisory council at the University of Oldenburg, and of the board of trustees of the Hanns-Lilje-Stiftung in Hanover as well as of the steering committee of the “Jahr der Geisteswissenschaften 2007”, initiated by the German Federal Ministry of Education and Research. Diogo Lucena is a Member of the Board of the Fundação Calouste Gulbenkian. He is a Full Professor at the Universidade Nova de Lisboa. He has a PhD in Engineering Economic Systems from Stanford University. He has been a Professor at the Instituto Superior Técnico, the Universidade Nova de Lisboa and a Visiting Professor at Stanford University. Paul A. David is Professor of Economics and Senior Fellow of the Institute for Economic Policy Research at Stanford University. He is Professor Emeritus of Economics and Economic History in the University of Oxford, Emeritus Fellow of All Souls College, Oxford and currently Senior Fellow of the Oxford Internet Institute. David is the author of more than 150 journal articles and contributions to edited volumes, as well as of the author and editor of several books including Technical Choice, Innovation and Economic Growth (1975) and The Economic Future in Historical Perspective (2003). He was among the pioneering practitioners of the “new economic history,” and is known internationally for wide-ranging contributions in the fields of American economic history, economic and historical demography, and the economics of science and technology. Ian Leslie is Pro-Vice-Chancellor of Research, University of Cambridge, United Kingdom since 2004. Professor Ian Leslie was Head of the Computer Laboratory and Director of Studies in Computer Science at Christ's College. His research interests are in computer networks and operating systems, with particular interest in performance guarantees. He is a co-founder of Nemesys Research Limited, producing hardware and software to allow cost effective video connection to ATM networks and CPlane Inc which exploited work concerned with network control. Fernando Seabra Santos is Rector of the University of Coimbra and President of the Council of Rectors of the Portuguese Universities. He is a Full Professor of the Faculty of Science and Technology at the University of Coimbra. He has held various positions Professor at Université Scientifique et Médicale de Grenoble, at the Faculty of Sciences of Universidade de Lisboa and at the Institut National Polytechnique de Grenoble. He holds a PhD in Hydraulic Engineering from the Institut National Polytechnique de Grenoble.” 2 Rolf Rossaint is Professor and Head of the Department of Anaesthesiology at the University Hospital (since 1997) and Vice-Rector for Finances and Construction Affair at the Rheinisch-Westfälische Technische Hochschule in Aachen (since 2002), Germany. Dr. Rossaint studied medicine at the University of Düsseldorf and is board certified in Anaesthesiology. Prior to his present appointment, he was Associate Professor in the Clinics for Anaesthesiology and Surgical Intensive Care at the Humboldt University of Berlin. Dr. Rossaint was the recipient of the E.-K. Frey Prize (1993), the Pulmedica Prize (1996), the Annual Scientific Award (1996) from the European Academy of Anaesthesiology and the Poster Award of 25th International Symposium on Intensive Care and Emergency Medicine 2005. He has (co) authored over 260 articles in peer-reviewed journals. His clinical and research interests include pulmonary pathophysiology, ALI/ARDS/sepsis treatment, liver replacement therapy, xenon anaesthesia and factor VIIa. Cyrille Van Effenterre is President of ParisTech and Director of ENGREF (Ecole Nationale du Genie Rural et des Eaux et Forets. He was Director for Rural Space and Forestry in the Ministry of Agriculture, Forestry and Fisheries (1998-2000). He was technical adviser at the ministerial cabinet of Louis Mermaz (Minister of Agriculture and Forestry 1991-92) and of Jean-Pierre Soisson (Minister of Agriculture and Rural Development (1992-93). He also was Director of Agriculture and Forestry of the Department of Savoie (1993-98). Gunnar Landgren Vice-President for Research at the Royal Institute of Technology (KTH), Sweden. He holds a Ph.D. by the Chalmers Technical University/University of Gothenburg and his mains fields of expertise are semiconductor technology and devices, photonics, microelectronics, materials physics, nanotechnology. José Encarnação is Chairman, INI-GraphicsNet Foundation, and Technical University of Darmstadt, Germany. José Encarnação is a Professor of computer science at the Technical University of Darmstadt, head of its Interactive Graphics Research Group, chair of the board of the Darmstadt Computer Graphics Center, and Director of the Darmstadt R&D institute of the Fraunhofer Research Society. He serves as a consultant to government, industry, and several international institutions, and was a founder of EUROGRAPHICS. Alberto Amaral is Professor at the University of Porto and Director of CIPES. He was chair of CHER until 2007, is member of the board of IMHE, life member of IAUP, and member of EAIR, SCUP, SHRE and CIES. He is member of the editorial boards of Quality Assurance in Education, of Studies in Learning, Evaluation, Innovation and Development and the Springer Series Higher Education Dynamics. He is editor and coeditor of several books, including Governing Higher Education: National Perspectives on Institutional Governance (2002), The Higher Education Managerial Revolution? (2003), Markets in Higher Education: Rhetoric or Reality? (2004), Reform and Change in Higher Education: Analysing Policy Implementation (2005). 3 Paulo Santiago, a Portuguese national, is a Senior Analyst in the Directorate for Education, OECD, where he has been since 2000. At present he assumes responsibility for OECD’s Thematic Review of Tertiary Education, a 3-year cross-country review involving 24 countries, which seeks to formulate directions for tertiary education policy development. He has led reviews of tertiary education policy in several countries. Previously he assumed responsibility for a major cross-country review in the area of teacher policy. He holds a PhD in Economics from Northwestern University, United States, where he also lectured. With a background in the economics of education, he specialises in education policy analysis. António Camara, Chief Executive Officer, António Câmara is a Professor at Universidade Nova de Lisboa and has been a Visiting Professor at Cornell University (1988-89) and MIT (1998-99). He was a Senior Consultant to the Expo98 project and Senior Advisor to the National Geographical Information System. He has been YDreams CEO since the company was founded in June 2000. Karin Markides, is the President and CEO of Chalmers University of Technology, Sweden since 2006 and holds a PhD in Analytical Chemistry, by the Stockholm University. Previously she was Vice Director General at Vinnova (Swedish Governmental Agency for Innovation Systems) from 2004-2006, Chair Professor and Dean at Uppsala University between 1989 and 2004, and Research Professor at Brigham Young University, Utah, USA, 1984 – 1989. Thierry Coulhon, is President of the University Cergy-Pontoise, Paris, France since 15 June 2004. Since 1992 he has been a researcher at this university and held several posts, such as advisor for research to the president and advisor of culture to the president of the university. Between 1991-1992 he has held a position at CNRS. His academic background includes the “Habilitation to direct research in mathematics”, Paris VI, 1991and DEA de philosophie, Université Paris I, 1985. Since December 2006, he is also Vice-President of the Conférence des Présidents d'Université. Hannemor Keidel, is Vice President of the Technische Universität München (TUM), Germany, responsible for International Affairs, since 2000. In 2005 she received the order "Chevalier dans Ordre des Palmes Académiques" and in Sept 2002 was a Fulbright-Scholar. She holds a doctorate Dr. Phil. with the thesis “Political Aspects of Broadcasting Control in the Federal Republic of Germany” and has worked as an assistant at the Institute for Social Sciences of the Technical University in Munich and as a Lecturer and Senior Lecturer (Wissenschaftliche Mitarbeiterin.) at the same institute. 4 Winfried Heinze is Director for International and External Affairs of the Technical University of Darmstadt, Germany. He holds a PhD in Political Sciences and History of Science and has been appointed Academic Director at TU Darmstadt in 1986. He has been appointed Professor honoris causa by the Mongolian University of Technology Ulaan Baatar, the Hessian Ministry of Science and Technology and the Ecole Centrale Paris. He took up a post in the Akademischer Rat (AR) in 1986 and in the Akademischer Oberrat (AOR) in the following year. He is also advisor for the CESAER President (Conference of European Schools of Advanced Engineering, Education and Research). Jean-François RICCI trained as a civil engineer at Ecole Polytechnique Fédérale de Lausanne, Switzerland (EPFL) where he got his diploma in 1989. From 1989 to 1991 he worked as a teaching and research assistant in the civil engineering Department of EPFL. He then spent a year in Japan as a visiting scientist and returned to Switzerland in 1992 to work as a structural engineer on various large construction projects. He joined EPFL in 1997 as head of strategic planning. Since 2000 he has been a member of the management team of EPFL. He is deeply involved in the strategic management of the School, the conduct of major structural reforms and the leading of strategic projects both intern or in close relations with external institutions. Jean-Pierre Contzen, Chairman of the Board of the von Karman Institute for Fluid Dynamics in Belgium and Special Adviser to the Portuguese Minister for Science and Technology. He is also Member of the Scientific Advisory Committee of the International Science and Technology Centre in Moscow and Senior Adviser at the Institute of Advanced Studies of the United Nations University in Tokyo. Previously, he held several positions in nuclear and space research organisations before joining the European Commission where he became Director General of the Joint Research Centre (JRC). João Sentieiro, is President of the Foundation for Science and Technology in Portugal. He is a Full Professor in Instituto Superior Técnico and holds a PhD in Electrotecnic Engineering by the University of London (Imperial College). He was Director of the Institute for Systems and Robotics (ISR-Lisbon), and Secretary to the Council of the Associated Laboratories, National Delegate to several committees in the European Space Agency (ESA) and was member of the Council for Science, Technology and Innovation and a member of the Economic and Social Committee. Dagmar Meyer manages the Marie Curie Office at the Irish Universities Association (IUA), acting as Irish National Contact Point for the EU’s "Marie Curie" Researcher Mobility Programme. She has a scientific background in mathematics and physics, where she holds post-graduate degrees from the Universities of Heidelberg and Cambridge. After obtaining her PhD from the University of Heidelberg she went to France as a Marie Curie post-doctoral fellow at the Université Paris 13. In 2001 she returned to her native Germany to take up a position as Assistant Professor of Mathematics at the University of Göttingen. She was a board member of the Marie Curie Fellowship Association for five years and its president from 2003 – 2005, and a member of the European Commission's External Advisory Group on Human Resources and Mobility from 2005 – 2006. 5 Francisco Veloso is an Assistant Professor in the Department of Engineering and Public Policy at Carnegie Mellon University. He also has an appointment with the Portuguese Catholic University. His research focuses on how firms and regions develop and leverage scientific and technical capabilities for economic growth. He has published in leading academic journals and worked with various international organizations in these areas. Francisco Veloso has a PhD from the Massachusetts Institute of Technology, an M.S. from ISEG and a Diploma from IST, both schools of the Technical University of Lisbon. Mary Ritter, is Pro-Rector for Postgraduate Affairs at Imperial College London (UK) including the International portfolio. She headed the Department of Immunology from 2004-March 2006, and from 1999 to February 2006 was Director of the Graduate School of Life Sciences and Medicine (GSLSM) at Imperial. Professor Ritter holds a DPhil in Immunology from the University of Oxford. After Research Fellowships at the University of Connecticut, USA, and Imperial Cancer Research Fund, London UK, she took up an academic post at the Royal Postgraduate Medical School - now the Hammersmith Campus of Imperial College London. She sits on a number of national and international committees including the UK Medical Research Council's NonClinical Careers Training and Development Panel, The Academy of Medical Sciences' Academic Careers Committee, and others. She chairs the UK Research Councils' "UK GRAD" Steering Committee and the UKIERI Evaluation Panel, and is Vice Chair of the recently established Steering Committee of the EUA Council on Doctoral Education. Martin Vetterli, is Vice-President of École Polytechnique Fédérale de Lausanne (EPFL) in Switzerland and responsible for international relations. Martin Vetterli has an Engineering degree from Eidgenoessische Technische Hochschule Zuerich (ETHZ), an MS from Stanford University and a Doctorate from Ecole Polytechnique Federale de Lausanne (EPFL). He was an Associate Professor at Columbia University in New York, and a Full Professor at the University of California at Berkeley before joining the Communication Systems Division of EPFL. He was Chair of Communication Systems, and founding director of the National Centre on Mobile Information and Communication Systems at EPFL. He has won numerous prizes, like best paper awards from EURASIP in 1984 and of the IEEE Signal Processing Society in 1991, 1996 and 2006, the Swiss National Latsis Prize in 1996, the SPIE Presidential award in 1999, and the IEEE Signal Processing Technical Achievement Award in 2001. He is a Fellow of IEEE, and was a member of the Swiss Council on Science and Technology (20002004). 6 Giancarlo Spinelli, Rector’s Delegate for International Relations, Politecnico di Milano, Italy. Giancarlo Spinelli graduated in Nuclear Engineering at the Politecnico di Milano. He has devoted many years to research in continuum mechanics, and in special and general relativity, publishing in international magazines. Since 1980 he is Full Professor of Rational Mechanics: in 1980 at the Università degli Studi di Padova and since 1981 at the Politecnico di Milano. From 1987 to 1994, he was Vice-Dean of the College of Engineering and from 1990 to 1994, Pro-Rector for International Relations. He was President of the Centre for International Relations of the Politecnico di Milano and since 2002 the Rector’s Delegate for International Relations. In 1997, he was also President of EAIE (European Association for International Education). From 2000 to 2004 he has served on the board of ETS/Toefl. Hans Beunderman is Director of Strategic & Management Support of Delft University of Technology, Netherlands since 2006. As policy advisor to the Executive Board of the University he is responsible for the strategy process of the Delft University of Technology. In 1998 he became Dean and Professor at his home school, Faculty of Architecture, Urbanism and Building Sciences, where he amongst others founded the “Delft School of Design” in 2003. As Dean he was a member of the TU Delft University Advisory Council and Chairman of the Board of the Research Institute OTB. From 1985-1998 he was employed by the Dutch Ministry of Spatial Planning, Housing and Environment in Hague, in several senior policy and management positions. Inge Knudsen is the Director of the Coimbra Group Office in Brussels. Prior to that, Ms Knudsen has worked as Senior Project Manager of the European University Association (EUA) (2001-2005).A graduate of the Denmark's University of Aarhus, she taught in its Faculty of Arts, was Chairman of its Faculty of Arts Study Board and a member of the Board of the University. She also served on other several university appointments. She is a former chairman of the European Association of Universities Public Relations and Information Officers. Following a period in the ERASMUS Bureau in Brussels (1989-1993), she was appointed Director of the Confederation of European Union Rectors' Conferences. She was closely associated with all steps of the Bologna-Salamanca-Prague-Berlin process, being responsible for the Trends I and Trends II reports, and participated actively in the work of the follow-up group that steered the process from Bologna to Prague. António Mourão Dias is Director General for Higher Education in Portugal since 2004. He is a Full Professor at the Faculty of Sciences and Technology of the University of Coimbra and holds a Doctoratès- Physics (Doctorat d’ État), University of Paris XI, and a PhD in Engineering Sciences, in the area of Mechanical Engineering, from the University of Coimbra. Previously he was Head of the Group of Residual Tensions from the Centre of Studies for Materials by Diffraction of X-Rays, R&D U, Head of the Group of Control and Management from the Centre of Mechanical Engineering Studies, University of Coimbra, as well as Scientific Director for a great number of national and European R&D projects, and for contracts celebrated with industrial companies. He is also Member of the Executive Commission of the Ibero-American Federation of Mechanical Engineering. 7 Koen Geven is the President of the European Student’s Union (ESU) and a student in political sciences at Amsterdam University. The ESU aims at representing and promoting the educational, social, economic and cultural interests of students at a European level. Through its members, the 47 National Unions of Students from 36 European countries, ESU represents 10 million of students in Europe. Georg Winckler is President of the European University Association Professor Georg Winckler is President of the European University Association since 2005. He is Rector of the University of Vienna and President of the Austrian Rector’s Conference in 20002005. Ian Halliday is President of the European Science Foundation and Chief Executive of SUPA (The Scottish Universities Physics Alliance). Chief Executive of the UK Particle Physics and Astronomy Research Council (PPARC) from 1997 to 2005; Professor of Physics, he has published numerous papers in the field of Particle Physics Theory. Abrar Hasan, a Canadian national, and Ph.D. in Labour Economics, is a Visiting Fellow at the International Institute for Educational Planning, UNESCO, Paris. Dr. Hasan recently retired as Head of Education and Training Policy Division in the Directorate for Education, OECD, a position he had held since 1994. In that capacity, he coordinated the team of OECD experts that directed work on all aspects of comparative education policy. He led the OECD team that produced the report “Reviews of national policies for education –tertiary education in Portugal” requested by the government last year. Prior to OECD he was senior economist with the Economic Council of Canada. Earlier in his career, he also lectured at the University of Illinois, Chicago Campus. Manuel Heitor is Secretary of State for Science, Technology and Higher Education in Portugal. He is Professor of Mechanical Engineering at Instituto Superior Técnico (IST, Technical University of Lisbon) and he was the founding director of the “Centre for Innovation, Technology and Policy Research”. 8
