Na época em que o Brasil sediou a Copa do Mundo, era
comum o comentário, imagina na Copa! Para indicar o
risco de um determinado problema ser potencializado
durante o mega evento. O mesmo pode ser dito a
respeito das olimpíadas do Rio de Janeiro.
By the time Brazil hosted the World Cup, it was common
to comment, “imagine during the Cup!” This to indicate
the risk of a given problem being enhanced during the
mega event. The same can be said about the Olympics
in Rio de Janeiro.
Conforme conceitua Michael Hall, megaeventos são
insustentáveis na sua natureza pois são grandiosos em
termos de público, mercado alvo, nível de envolvimento
do setor público, efeitos políticos, extensão de cobertura
televisiva, construção de instalações e impacto sobre o

A competição acirrada para atrair investimentos tende
a caracterizar uma lógica de jogo soma zero ou pior em
que o ganhador pode, na verdade, se tornar o grande
perdedor, haja vista os potenciais riscos à saúde pública,

A falta de visão de longo prazo pode resultar na assunção
de externalidades negativas não computadas no cálculo
do produto interno bruto. Além disso, grande quantidade
de investimentos governamentais em infraestrutura que
se tornará improdutiva ao longo dos anos, contribui
apenas para aumentar os gastos públicos e desvia
investimentos de áreas mais prioritárias.
Nesse sentido, para inverter tal lógica deletéria de um
megaevento há necessidade de muito planejamento,
gerenciamento, controle e ação rápida para mitigar
eventuais riscos. Concernente à qualidade da água não
é diferente, há necessidade de um plano para melhorar
o desempenho ambiental do uso da água e promover
sua sustentabilidade, reduzindo ao máximo os impactos
negativos sobre o meio ambiente e com isso também
mitigando ameaças à reputação de uma marca ou
empresa que possam ser vinculadas a esse tipo de
incidente.
Durante a Copa do Mundo, por exemplo, a falta de
um gerenciamento adequado da água fez com que a
vigilância sanitária da cidade de São Paulo autuasse
diversos hotéis de luxo que tinham sido recomendados
pela FIFA, entre eles: Renaissance, Maksoud e Pestana.
The escalating competition for business attraction tend
to have the marks of a zero-sum game or worse, a
negative-sum game, in which the winner may become
the loser, considering the potential risks to public health,
the environment and the economy.
The lack of long-term vision can result in the assumption
of negative externalities not computed in the gross

management with sustainability, therefore minimizing to
the maximal the negative impacts on the environment
and thereby also mitigating threats to the reputation of
a brand or company that may be linked to this type of
incident.

of air and water within the buildings is an environmental
responsibility.
No Brasil a matéria tem importância constitucional.
Segundo a mais importante lei brasileira, todos têm
direito a um meio ambiente ecologicamente equilibrado,
que é caracterizado como bem de uso comum do povo
e essencial à sadia qualidade de vida. Por isso deve
ser defendido e preservado para as presentes e futuras
gerações tanto pela iniciativa privada, pelo poder público
e pela coletividade.
According to the most important Brazilian law, everyone
has the right to an ecologically balanced environment,
which is characterized as good of common use to the
people and essential to the healthy quality of life. So it
must be defended and preserved for current and future
generations by private enterprises, by the government
and by the community.
Caso isso não ocorra, um único fato pode gerar a

desestimular outros poluidores potenciais. A reparação,
portanto, deve ser integral compreendendo o prejuízo
efetivamente causado bem como toda extensão de
danos consequentes produzidos.

Usually, in cases of strict liability, there are four causes that
break the causal nexus: fortuitous event, force majeure,
victims or others exclusive fault. However, this does not
apply to the environmental responsibility. In addition,

mais variados lugares como hoteis, ginásios, estádios,
refeitórios, shopping centers. Essa realidade traz

Importante ressaltar que um cidadão americano infectado
pode processar nos EUA empresas brasileiras públicas
ou privadas que tenham sido responsáveis pela sua
