ORDINANCE No. 104/DPC, OCTOBER 11, 2007.
Approves the Maritime Authority Standards
for accreditation of institutions providing
courses of non-crewmember professionals
and non-seafarer crewmembers NORMAM–24/DPC.
THE DIRECTOR OF PORTS AND COASTS, using his attributions granted by
Ordinance No. 156/MB/2004, in accordance with art.4-I-c and art. 38 of Law No. 9,537 of
December 11, 1997 (LESTA) and considering the Recommendations contained in Resolution
A.891(21) of November 25, 1999 of the International Maritime Organization and the STCW1978 International Convention, as amended, seeking to ensure the safeguard of human life at sea
and the navigation safety, resolves:
Art. 1 - To approve the Maritime Authority Standards (NORMAM–24/DPC) for
accreditation of institutions providing courses of non-crewmember professionals (PNT) and nonseafarer crewmembers (TNA), attached hereto.
Art. 2 - Institutions already accredited shall, within 90 days from the date of entry
into force of this Ordinance, forward to the DPC the documents cited in item 3.2 of NORMAM24/DPC and the respective course curricula, observing the instructions contained in item 24 of
said NORMAM.
Art. 3 - This Ordinance enters into force on the date of its publishing in the DOUOfficial Diary of the Union.

CHAPTER 1
PURPOSE AND DEFINITIONS
1.1 - PURPOSE
To set forth standards for accreditation of institutions as herein defined, for providing
courses related to the safeguard of human life at sea and the safety and protection
of ships and maritime facilities, contributing to the fulfillment of legal attributions of
the Brazilian Maritime Authority (AMB). These courses, not addressed in Law No.
7,573 of 12/23/1986, which provides for the Maritime Professional Education (EPM),
are listed in Annex A.
These Standards set forth the process of application, documentary analysis, survey,
checking of fundamental requirements, granting, accreditation cancellation,
certification, besides guidance for preparing and updating course curricula.
1.2 - DEFINITIONS
a) Institutions - legal persons of internal public law, as defined by the Brazilian Civil
Code, and those of private law, encompassing the associations, societies,
foundations and public companies of private law.
b) Specialty Courses - means, for the purpose of these Standards, courses not
encompassed by the EPM Law, with special qualifications required for the
performance of activities on offshore units, passenger ships and shipping
companies. They result from International Resolutions and Conventions and from
specific AMB standards focused on the safeguard of human life at sea and the
safety and protection of ships and maritime facilities.
c) Interested party - means a legal person seeking accreditation for providing the
courses dealt with in these Standards.
d) Accredited - means a legal person authorized to provide courses dealt with in
these Standards, specified in an accreditation ordinance, and in a certain
jurisdictional area.
e) Certificate - (Article II, subparagraph (c) of the "Standard of Training, Certification
and Watchkeeping for Seafarers" - STCW-1978 Convention, as amended) means a valid document, no matter the name it may be known by, issued by an
authority from the Administration (Brazilian Maritime Authority, in this case) or
subordinated to it, or still, recognized by it, authorizing the bearer to serve on
board as expressed in the document or as authorized by the national legislation.
f) Vessel (Law No. 9537 of 12/11/1997, which provides for the Waterways Traffic
Safety – LESTA) - means any construction including floating platforms, and fixed
platforms when towed, subject to enrollment with the Maritime Authority and
susceptible of locomotion in the water, by own means or not, carrying people or
cargo.
g) Non-Crewmember Professional (PNT) (LESTA) –
all those who provide
eventual services on board, without having attributions directly connected to the
vessel's operation.
h) Non-Seafarer Crewmember (TNA) – a professional who is not a seafarer but

makes part of the maritime crew of mobile offshore units or platforms, exercising
functions defined in AMB standards and related to the operation of those units.
i) Maritime Crew of an Offshore Mobile Unit - (IMO Resolution A.1079(28),
adopted on 04/12/2013) – consists of the offshore installation manager, vessel
supervisor, ballast control operator and maintenance supervisor, besides all deck
and engine officers, radio operators and sailors, as established in regulation I/1 of
the STCW Convention, as amended.
j) Platform (LESTA) – means a fixed or floating facility or structure intended for
activities directly or indirectly related to the research, exploration and exploitation
of resources coming from the bed of inland waters and its subsoil or from the
seabed, including the continental shelf and its subsoil.
k) Mobile Offshore Units (UOM) (IMO Resolution A.1079(28)) – vessels that may
be quickly positioned at other places and may perform an industrial function
involving operations conducted offshore, besides those traditionally performed by
the vessels addressed in Chapter I of the International Convention for the Safety
of Life at Sea - SOLAS Convention, 1974. These UOM consist of at least one of
the following units:
I) Column-Stabilized Unit - a unit with the main deck connected to the live works
or supporting feet through columns or caissons;
II) Unit without self-propulsion - a unit that does not carry a certificate for
independent navigation;
III) Self-Elevating Unit - a unit provided with moving legs, capable of elevating
its hull above the sea level;
IV) Self-Propelled Unit - a unit carrying a certificate for independent navigation;
V) Submersible Unit - a ship-shaped unit, barge-type or provided with a singular
hull design (other than a self-elevating unit), intended for operating while
standing on the bottom; and
VI) Surface Unit - a unit with a ship- or barge-shaped hull, of single or multiple
configuration, intended for operating afloat.
l) Mobile Offshore Drilling Unit (MODU) (IMO Resolution A.1079(28)) - a unit
capable of performing drilling operations for prospection or exploration of
resources existing under the seabed, such as liquid or gaseous hydrocarbons,
sulfur or salt.
m) Mobile Offshore Lodging Unit (IMO Resolution A.1079(28)) - a unit intended
mainly for lodging the personnel working on offshore units.
n) Other Offshore Unit (IMO Resolution A.1079(28)) - a unit that may be engaged
in any isolated activity or association of such activities, such as:
I) construction;
II) maintenance (including well maintenance);
III) lifting operation;
IV) pipe laying and related operations;
V) readiness for emergencies/eventualities, including firefighting;
VI) offshore production systems;
VII) accommodations;
VIII) storage systems; and
IX) diving.

o) Shipping Company or Company - a shipping company operating under the
Brazilian Law, headquartered in the Country, with the objective of waterways
transportation and duly authorized by the competent body (National Agency of
Waterways Transportation – ANTAQ) and registered at the Harbormaster
/Delegate/Agent office (CP/DL/AG office) of the corresponding jurisdictional area.
p) Ship Security Officer - SSO (ISPS Code Part A, item 2.1.6) - a person on board
the vessel, assigned by the company, to be responsible before the Master for the
vessel's security (including the implementation and maintenance of her security
plan) and for the connection with the Company Security Coordinator and with the
port facility security officials.
q) Company Security Officer - CSO (ISPS Code Part A, item 2.1.7) - an official
assigned by the Company, for ensuring an effective evaluation of the vessel's
security, and also ensuring the preparation, approval, implementation and
maintenance of the vessel's security plan. The CSO is responsible for the
connection with the security personnel of port facilities and vessels' Security
Officers.
r) Maritime Security Professional (PPM) - a person who successfully concluded
the Course for Professionals of Maritime Security (CPPM), in compliance with
these Standards.
s) Onboard Observer from the National Program of Onboard Observers of the
Fishing Fleet - Probordo/MPA (Joint Normative Instruction MMA-SEAP/PR No. 01
of 29/SET/2006) - a non-crewmember professional duly qualified and licensed in
the condition of Brazilian State Agent.

COURSES
2.1- COURSE CONTENTS
The courses listed in Annex A are originated from the implementation in Brazilian
Jurisdictional Waters (AJB) of Resolutions and Conventions of International
Organizations of which Brazil is a party, and specific standards of the Brazilian
Maritime Authority (AMB). Fundamentally, the course contents are based on the
following documents:
a) Brazilian Maritime Authority Standards applicable to each course;
b) IMO Resolution A.1079(28) of 04/12/2013, for the personnel performing activities
on UOMs (Mobile Offshore Units);
c) Regulation V/2 of the STCW-1978 Convention, as amended, for NonCrewmember Professionals working on passenger ships;
d) SOLAS Convention (Chapter XI-2), Regulation VI/5 of the STCW-78 Convention,
as amended, International Ship and Port Facility Security Code (ISPS Code) and
Circular MSC/1154 of 5/23/2005 of the IMO Maritime Safety Committee, for the
personnel working in the company security coordination;
e) Sections and Tables of the STCW-1995 Code, as amended, where applicable to
non-seafarer personnel (PNT and TNA);
f) Model Courses issued by the IMO; and
g) Basic curriculum proposed by the Directorate of Ports and Coasts (DPC) for each
course.
2.2 - COURSE FOLLOW-UP
a) In order to enable control and monitoring of the courses, the accredited
institutions shall forward to the course sector of the CP/DL/AG offices, by e-mail
or fax, the following data from each course to be provided, with a minimum 3
(three) working days in advance:
I) beginning and ending dates;
II) expected number of students; and
III) acronym of the planned course.
b) To enable course statistics, the accredited institution shall forward to the DPC
until March 15 of each year, a brief report of courses provided in the previous
year (Jan 01 through Dec 31), with the following information:
I) number of approved and failed students, dates of starting and end of each
course provided;
II) situation of the board of instructors/teachers (report changes made after the
survey);
III) situation of the instruction and support resources (report changes made after
the survey); and
IV) relevant facts and suggestions, based on standards in force.
c) Attendance lists, enrollment sheets with addresses and evaluation
spreadsheets shall be filed in a safe place and remain available for inspection
when requested.

2.3 – CURRICULUM COMPOSITION
The curriculum is a basic document defining the course and regulating the way it is
ministered, ensuring the uniformity of training and standardizing the preparation
provided to the student.
Curricula are composed by a General Course Syllabus and Summaries of the
Disciplines.
General Course Syllabus is the document containing a summarized presentation of
the course contents. In it are established, in a general sense, the course objective,
guidelines regarding its structuring, adequate teaching techniques to be applied,
attendance to classes, assessment of the students' learning efficiency and
capability, extra-class activities, selection of disciplines and workload determination.
Discipline Summary is a document presenting the detailed contents of the discipline
to be ministered. It lists the contents' main divisions (Teaching Units - UE), in the
sequence in which the subject is developed. It aims at facilitating a vision of the
discipline as a whole, and the location of its parts. A Summary for each discipline of
each course shall be prepared.
It is for the DPC to prepare and update the curricula of courses listed in Annex A, in
compliance with these Standards. The approved curricula shall be made available
on the DPC website, for consultation. These curricula serve as models and
minimum knowledge standards established by the Brazilian Maritime Authority.
Going from these models, the institutions may amplify the subjects related to the
course objective, adding quality to the course.
2.4 – CURRICULUM CONFORMITY
The preparation of each curriculum by the institution shall encompass, at least, the
learning topics provided in the minimum knowledge standard proposed by the DPC.
2.5 - EVALUATION INSTRUMENTS
Evaluation instruments shall consist of tests, works and/or exams, which may be
written, oral and/or practical. These instruments shall be rigorously in accordance
with the specific objectives set forth in the discipline summaries.
The learning assessment shall be expressed through grade or concept, according to
the criteria established in each discipline summary. The numeric scale of 0 (zero)
through 10 (ten) rounded to decimals, or the concept satisfactory/unsatisfactory
shall be used, according to the case.
2.6 - EVALUATION CRITERIA
The learning assessment of courses provided shall follow the following criteria:
a) disciplines with workload of up to 40 class-hours shall have one assessment; and
b) disciplines with more than 40 class-hours shall have at least two assessments, so
that the learning of their contents can be gradually checked during the course.
After the last assessment, the average of each discipline shall be obtained by an
arithmetic mean;
c) the student who misses an exam, work or test without a justified reason shall
receive grade 0.0 (zero). A 2nd call exam, work or test shall be admitted if missed
due to a justified reason in one of the following occurrences:
I) health reason;

II) death of a family member of up to 2nd civil degree; and
III) other reasons deemed relevant by the institution's Principal.
d) in intervals between exams, tests of works may be required covering parts of the
contents.
The results of these assessments may integrate the exam grade, participating with
up to 40% of the exam's maximum value; and
e) the exams shall cover all Teaching Units, in order to check if the students have
reached the proposed objectives. The course syllabus shall specify the
assessment criterion adopted and set forth the condition in which a recovery
exam shall be admitted.
2.7 – COURSE EXECUTION AND RESPONSIBILITY
a) During the course period, all aspects related to the student's physical safety and
the eventual occurrence of accidents, incidents and material or installation
damages shall be of the accredited institution's responsibility. For such reason,
the institution shall:
I) have the means of assistance and first aid, mainly during practical activities;
II) have qualified and skilled personnel to conduct the practical activities;
III) warn and instruct the students about safety procedures; and
IV) take other measures deemed necessary, such as, for example, buying
accident insurance for the students covering the course periods.
b) The curricula provide the workload, class time and recommended class interval.
However, during practices of lifesaving, firefighting and some UE, the class times
may be adapted to provide the proper sequence to the learning purpose, with
flexibility of intervals at the instructor's discretion.
c) The courses shall be provided in an adequate environment for the transmission of
knowledge by the instructor, favoring the students' concentration and perception
of the subjects.
d) An adequate teaching technique shall be used for each subject type.
Psychomotor skill requirements shall be preceded by demonstrations and
warning on safety procedures. Therefore, the presence of assistant monitors is
necessary for ensuring correct procedures.
e) The CP/DL/AG offices shall conduct course checking on accredited institutions
within their jurisdictional area. If required by the DPC, they shall participate in
Survey Teams. The surveyors on occasion of this checking shall observe the
following aspects:
I) do not interrupt an ongoing class/activity (use time breaks);
II) check if the number of students exceeds that allowed in the synopsis;
III) check if the instructor is the one approved in the accreditation; and
IV) check if all the curricular procedures provided are being followed
(protection gear, jump test, raft, lifejacket, lifeboat, first aid kit, etc.).

2.8 – COURSE MANUAL
When preparing the manual/brochure of each course provided in Annex A, the
institution shall follow the contents of the respective discipline summaries, explaining
the purpose of the several Teaching Units (UE) listed in the sequence they are
exposed and addressing all the aspects mentioned therein.
If the institution wishes to add a topic not listed in the DPC-proposed summary, this
may be done within an existing UE or in an annex to the manual, improving its
quality.
The instructor’s commitment to the provided workload in the conduct of each
discipline is here emphasized. However, as the manual is distributed to the students
and will serve as a consultation source in their professional lives, the insertion of
annexes with relevant aspects of the discipline for future knowledge enhancement is
encouraged.

CHAPTER 3
ACCREDITATION
3.1 - ACCREDITATION PROCESS
During the whole process, since the enrollment for accreditation until it is granted,
the interested party shall stay connected to a Maritime Authority Agent –
Harbormaster (CP)/ Delegate (DL)/Agent (AG) office, of jurisdiction over the area
where the course is expected to happen.
Upon receiving accreditation, the institution assumes the legal responsibilities to
bear over the emission of certificates with international reach, and of the
requirements herein established regarding the safeguard of human life at sea, the
safety and security of ships and maritime installations.
The accreditation process of institutions for providing the courses addressed in
Annex A shall follow the phases below:
I) documentation entry at the CP/DL/AG office;
II) documentation forwarding by the CP/DL/AG to the DPC;
III) documentation preliminary analysis;
IV) survey of the entire course structure;
V) accreditation request approval or denial; and
VI) if approved, emission and publishing of the Accreditation Ordinance.
a) The process shall begin with the entry of the institution's accreditation request at
the CP/DL/AG office in the area where the course will be provided. The
application shall carry attached all documents listed in item 3.2 of these
Standards, specifying each one of them, numbering and initialing all pages; and:
I) the course to be provided;
II) the CP/DL/AG office in the area where the course will be provided;
III) the weekly/monthly capacity to prepare the students, meaning, how many
class groups and students can be prepared, considering the instructors,
classrooms and instruction resources available; and
IV) other details clarifying the request.
b) The accreditation of each course shall be specific for each area/municipality of
jurisdiction of the CP/DL/AG office, and shall depend on the teaching support
means, training equipment and facilities, time required to reach the training
center, compatible workload, learning environment, availability of the
teachers/instructors board and the logistical and administrative capacity to make
the course viable. These factors shall be assessed, determined and approved in
an accreditation survey.
c) The CP/DL/AG office shall check the documentation submitted and forward the
process to the DPC for analysis, compulsorily adding an official opinion on the
request (in the case of a DL/AG office, this path shall go through the immediate
superior CP office).
d) After a preliminary analysis of the whole documentation, the DPC will schedule a
survey to check for compliance with the accreditation requirements provided for in
item 3.3, and to follow-up the pilot-course to be conducted by the institution.

e) The compensations and the cost table for services requested by the institution
are described, respectively, in item 6.1 and Annex C of these Standards.
3.2 - DOCUMENTS FOR THE ACCREDITATION
The documents listed below shall be attached to the letter requesting accreditation,
addressed to the CP/DL/AG office for checking and subsequent forwarding to the
DPC for analysis:
a) authenticated copy of the institution's Articles of Incorporation, with its respective
register as legal person, in compliance with the stated Objective;
b) authenticated copy of the Location Permit issued by the Municipality of the legal
person's headquarters. In the Articles of Incorporation, under Objective, and in
the Location Permit, the terms "activities/services of maritime education or
training" shall appear.
c) copy of the Municipal Tax Registration Number (ISS), or the registration at the
State Treasury Secretariat, or CNPJ;
d) copy of the course curriculum, specifying the pedagogical objectives and
workloads, copy of the course manual or booklet and certificate model form;
e) appointment of a responsible technician for the course supervision, bound to the
educational institution and with knowledge and experience in ships or platforms, a
pedagogical assistant, teachers/instructors for each course discipline. Their
technical and pedagogical capability shall be verified in the survey, by means of:
diplomas, certificates, works, articles, books, interview, sea service, etc.;
f) description and verification of equipment, instruments and teaching resources
necessary for the disciplines (attach photographs and documents of ownership,
rent or right of use);
g) description and photographs of training installations or training center. If the
institution utilizes an installation or training center under contract, right of use,
agreement, rent or service provision, attach a copy of the contract, assignment of
use, agreement or statement from the service provider, containing:
I) type of service provided to support the curricular activities;
II) contract, agreement or statement validity period;
III) responsibility for the installation;
IV) installation’s conditions of use;
V) responsibility over material damage;
VI) responsibility over personal incidents and casualties; and
VII) validity period of the statement between the parties;
h) appointment of a local representative of the institution, if there are no permitted
headquarters in the area of jurisdiction of the CP/DL/AG office where the course
is intended to take place. This appointment may be effected through a contract
between institution and representative, or a Power of Attorney. The document
shall state clearly the mailing address, phone numbers, e-mail address and a
description of the powers granted; and
i) copies of the PAS (Service Offer and Approval) issued by the DPC and bank
deposit for the service to be provided (Compensations Table – Annex C).

Additional documents may be submitted if available, such as: pedagogical plan,
teaching methodology, class plans, and contract terms for teachers, instructors and
monitors.
The authenticity and validity of the documents above are of the institution's
responsibility. For example: address change, permit renewal, expiration of contracts
and agreements, change of teachers/instructors, practicing sites, etc. Any alteration
shall be timely reported to the DPC copying the CP/DL/AG office, for surveying and
authorization by the Department in charge.
3.3 - REQUIREMENTS FOR THE ACCREDITATION
The following are fundamental requirements for accreditation:
a) capability of teachers/instructors and monitors, verified through diplomas,
certificates, works, publications, experience in the specialty field and class
performance with a curricular subject;
b) coherence of pedagogical objectives and workloads compatible with minimum
curricula;
c) feasibility of the course within the approved workload, considering the
displacement time of students from the course headquarters to the practical
training area is no longer than 2 (two) hours;
d) to own or rent, at the facility where the course will take place: the instruction
resources for each discipline; manuals; brochures; books; annotations board; CD
player; DVD player and others; a number of IPE as required in each discipline,
enough for all students; a facility containing at least: one classroom capable to
accommodate the maximum number of students established in each course
synopsis; an administrative room for course control and coordination; and
service/support areas for students and employees;
e) pedagogical and school administration structure and capability for:
I) keeping a correct registration of students;
II) processing the course's curricular assessments, planning and execution;
III) data checking, preparation and emission of certificates; and
IV) delivering, to the CP/DL/AG office, of the documents and certificates for
approval within the deadline set forth in art. 4.1, subparagraph b) of these
Standards.
f) an institution intending to provide course(s) in another CP/DL/AG jurisdiction
outside the area of its headquarters (main office) shall have, at least, one local
representative with mailing address to process the documentation related to
approval of certificates and serve as accredited contact before the CP/DL/AG
office in the course area.
3.4 - ACCREDITATION PRELIMINARY ANALYSIS
a) After the documentation is received and checked, a compliance analysis is
performed. In this phase, the correction of data or submission of additional
documents may be requested to the institution. The accreditation request shall not
be approved if the non-conformities persist for more than one hundred and eighty

(180) days, the process being then closed and the documentation returned to the
institution.
b) After the analysis phase, and once the compensation values as provided for in
Chapter 6, are deposited, the survey shall be scheduled.
3.5 - ACCREDITATION WARNING AND CANCELLATION
a) An accredited institution who intends to terminate its education activities related to
the courses addressed in Annex A of these Standards shall communicate this
decision formally to the CP/DL/AG office of jurisdiction over its location. This
communication shall carry attached the list of all courses already provided, with
periods, full name, ID and CPF or passport number, if foreigner, of approved
students, as well as the Accreditation and Renewal Ordinances according to the
case. The CP/DL/AG office shall keep the attachments and forward the
cancellation request to the DPC.
b) An accredited institution who intends to leave the market may cede or transfer its
files and materials to another accredited institution. Both institutions shall report
the fact to the CP/DL/AG office copying the DPC, and disseminate it within the
maritime community in view of the responsibilities and issued certificates.
c) Aiming at the safeguard of human life at sea and the safety and security of ships
and maritime installations, the accredited institution who does not meet any one
of the articles described in these Standards may incur in the following
administrative sanctions, without prejudice to legal measures induced by the
evidence and seriousness of each case:
I) warning, by written notice, for failing to meet a normative requirement. Upon
reception of the warning, the institution shall correct the notified discrepancies
within the established deadline and officially communicate the fact to the DPC;
and
II) cancellation of the accreditation, by written notice, for failing to meet a
normative requirement.
In both cases above, the right of ample defense shall be warranted. The
counter-argument shall be forwarded to the DPC within 10 (ten) days from the
date the notice was received.
d) Once the cancellation of the accreditation is declared, the Navy shall not bear
any type of responsibility over duties, debts, obligations or commitments assumed
by the formerly accredited institution.
3.6- ACCREDITATION RENEWAL
The entry of a renewal request at the CP/DL/AG office of jurisdiction shall occur in
advance of at least ninety (90) days to the expiry date of the accreditation in force,
so the renewal can be timely processed. The procedures and documents shall be
the same as provided for in Art. 3.2 of these Standards.

CHAPTER 4
CERTIFICATION AND APPROVAL
4.1 - PROCEDURES
It is of the accredited institution's responsibility to check the data and documents
submitted by the students, which will be transcribed into the certificates. The data
and certificates shall be carefully checked and organized by the institution, prior to
their remittance to the CP/DL/AG offices of jurisdiction, since they will be used by
those offices to process the approval.
Seafarers and non-seafarers who will work on offshore mobile units shall take the
course(s) related to their specific functional activity, as provided for in items 5.5, 5.6
and 6 of IMO Resolution A.1079(28). The certificates shall be issued as described in
these Standards, receiving the normal numbering of the Non-Seafarer Control
System (SISCNA).
a) The accredited institution shall issue the corresponding certificates, according to
the model form and filling instructions of Annex B, with Portuguese and English
texts and observing the regulations of the STCW-1978 Convention, as amended,
the Sections and Tables of the STCW Code, as amended, and IMO Resolution
A.1079(28) of 12/04/2013, according to the Legislation/Reference column of
Annex A.
b) The certificates, duly completed and signed, shall be officially forwarded by the
accredited institution to the CP/DL/AG office of the jurisdictional area within up to
10 (ten) running days counted from the date of conclusion of each course
provided, according to subparagraph f) of Article 4.1.
c) As the PNT and TNA do not carry a CIR (Enrollment and Registration Book),
their control and registration in the SISCNA shall be based on personal data from
the CPF, ID or passport, which appear in the Certificates. The accredited
institution shall forward copies of those documents together with the Certificate, to
allow verification of the entered date by the CP/DL/AG office, prior to signing and
numbering them. Copies of those documents shall be filed at the institution, and
may be requested for checking by the CP/DL/AG office or the DPC, if necessary.
d) The teaching units composing these courses shall be entered on the top part of
the certificates' back, and the bottom part shall show a specific frame for the
approval by the AMB Agent, with the Brazilian Maritime Authority ordinance of
accreditation, the CP/DL/AG signature place and office stamp.
e) The certificates shall be delivered by the accredited institution duly filled, but
without numbering. The latter shall be done by the CP/DL/AG office according to
the following instructions:
I) Upon reception of the certificate, the CP/DL/AG office shall process the
document, checking the procedure and specific legislation for each course as
shown in Annex A. Subsequently the certificate is signed, stamped and
numbered, and receives a bar code on its label, where the certificate number is
entered according to the following sequence:

II) Therefore, the numbering is similar to that adopted for seafarers, differing only
by the addition of a group PNT, TNA or PPM indicating the class of nonseafarer student receiving the certificate.
f) The accredited educational institution shall forward, upon the conclusion of each
course, an official letter to the CP/DL/AG office, containing the following
attachments:
I) A list of approved students discriminating the CPF (or Passport), ID and full name
of each student, sequentially by name;
II) A list of approved students with address and phone number;
III) The certificates of approved students, correctly filled in;
The documents shall contain, on each page, the institution's name and logotype,
course name and course period;
IV) Service Offer and Approval (PAS) with due payment receipt (original and copy);
and
V) Federal Collection Form (GRU) with due payment receipt (original and copy).
The institution shall assign one or more directors/officials as responsible for the
checking and signature of the official letter and its attachments, reporting this
assignment to the CP/DL/AG office.
The signatures shall be notarized.
This
documentation shall be compulsorily kept on file at the institution and the CP/DL/AG
office.

g) After following the procedures above, the CP/DL/AG office shall release the
numbered, stamped and signed certificates for reception by a representative of
the accredited institution. The administrative procedures regarding the certificates
of courses related with these Standards may be delegated to one or more
responsible officers/officials through a specific Service Order, considering the
documentary security conditions and the high demand of certificates.
h) It is of the institution's responsibility to check the student's data, as provided for in
the Civil Law Code.
i) Certificates that show errors on occasion of the checking by the CP/DL/AG office
shall be rectified by the institution, who shall begin a new process for approval.
j) The professionals (seafarers or not) whose certificates were issued prior to
24/OCT/2007 (publishing date of NORMAM-24 original edition in the Union Official
Diary - D.O.U.) with an expiry date, shall take a new course upon expiration.
k) In the specific case of certificates from the old course of Company Security
Coordinator (CSO) issued prior to the publishing date in the D.O.U. of these
Standards' 1st revision, they shall remain valid if the coordinators are effectively
exercising this function.
l) The instructions for replacement of certificates from the Ship Security Officer
(SSO) course, taken starting 01/JAN/2008 by seafarers in accredited institutions,
are contained in Ordinance No. 82/DPC of 20/JUL/2009.
m) Certificates related to courses originated from Resolution A.1079(28) and the
ISP{S Code, for personnel operating in AJB, shall only be accepted if within
validity and fitting one of the following conditions:
I) issued by the AMB or subordinated organization thereof; or
II) endorsed/approved by AMB Agents (CP/DL/AG), if issued by an AMB-accredited
institution; or
III) issued by a foreign Maritime Authority or by a subordinated organization
thereof; or
IV) issued by an institution accredited by a foreign Maritime Authority, if
endorsed/approved by the latter.
n) The seafarer with an updated certificate of a course addressed in these Standards,
the curriculum of which is declared by the DPC as equivalent to a Maritime
Professional Education course, may request the respective model DPC-1034
certificate provided for in NORMAM- 13, at the CP/DL/AG office of jurisdiction
where the course was taken, attaching copies of the CIR and certificate to the
application.
4.2 - DUPLICATE OF A CERTIFICATE
For obtaining a duplicate of a missing or lost certificate, follow the instructions
below:
I) The person concerned, if Brazilian, shall forward an application containing full
name, ID and CPF to the accredited institution where the course was taken,
requesting a duplicate. If a foreigner, passport number and country of origin;

II) The institution shall check if the applicant appears in its approved students'
registry and prepare the duplicate following the procedures set forth in item 4.1,
where applicable;
III) The institution shall provide the compensation payment as prescribed in
Annex C;
IV) The institution shall forward by official letter the duly prepared and signed
certificate's duplicate, without numbering, to its CP/DL/AG office of jurisdiction,
following the procedures set forth in item 4.1; and
V) The CP/DL/AG office, upon reception of the duplicate, shall consult its internal
registry and check if the interested party's previous certificate has really been
signed, numbered and stamped by that office. Subsequently, it will follow the
provisions of article 4.1, subparagraph f), maintaining the same number as in the
previously issued certificated.
4.3 - LABELS
The security labels are acquired by the DPC and distributed to CP/DL/AG offices to
be applied on the certificates, after the students' data are recorded in the SISCNA.
The CP/DLAG offices shall inform the DPC on their semiannual need for labels, in
March and November of each year. If necessary, they shall request with 30 (thirty)
days in advance a stock replacement of certificate labels. The replacement shall be
based on stock levels and consumption forecast.
4.4 - SECURITY OF FILES AND REGISTERS
a) The institution shall adopt the measures it deems necessary to restrict the
access to files and places where certificates are issued, aiming at the
documentary security, and prevent any attempt to falsify documents. Files of
courses, student classes and approved students shall be kept by the
institutions for utilization in the emission of certificate duplicates or serving as a
base for verifying the trustworthiness of certificates.
b) The institution shall have a written systematic of each sequential phase of
documents, with the person(s) responsible for each step of emission and
processing of certificates.

CHAPTER 5
SURVEYS
5.1 - ON CHECKING FOR THE ACCREDITATION
The interested and accredited institutions shall be subject to the following surveys
conducted by the DPC:
a) Accreditation Survey
Effected with the purpose of checking the fulfillment of requirements for
accreditation and follow-up of the pilot course. It may also be conducted after the
institution corrects a non-conformity noted in a previous survey.
b) Accreditation Renewal Survey
It consists of the same checking as in the Accreditation Survey.
This survey shall be formally requested to the DPC via CP/DL/AG office of
jurisdiction over the course area, if desired by the accredited institution, 90
(ninety) days in advance to the accreditation’s expiry date; and
c) Special Survey
Effected at any time, when deemed as necessary by the DPC. Such surveys may
be directed to certain issues, activities, places or specific sectors.
5.2 - GENERAL PROVISIONS
a) The surveys shall cover, "in loco", all the course structure, instructorship,
curricula, manuals/books/brochures and instruction resources.
b) After the survey and respective report, the DPC may or may not approve the
process and will communicate its decision to the institution. The accreditation
process shall be approved through an Accreditation Ordinance published in the
D.O.U., valid from 03 up to 48 months at the DPC's discretion, considering the
quality of school and pedagogic administration, training facilities, instructors,
owned resources and the course provided. The ordinance may be renewed or
revoked, depending of the performance shown in providing the courses
throughout that period.
c) The fulfillment of a survey program and the institution's organization and
presentation will be seen as part of the institution's logistical and administrative
capability.
d) If the survey detects that a fundamental requirement (item 3.3) is not met, the
request will not be approved and the requesting institution will be informed about
it.
e) All expenses for conduction of surveys (of accreditation and renewal) or other
measures necessary to the accreditation shall be compensated as described in
Chapter 6.

CHAPTER 6
COMPENSATIONS
6.1 - PROCEDURES
a) In compliance with provisions of art. 38 of Law No. 9,537 (LESTA), of 12/11/1997,
expenses with services provided by the DPC due to the application of these
Standards, such as accreditation process analysis, surveys, certificate
endorsements, transportation and others, shall be compensated by the concerned or
accredited institutions according to instructions and values contained in Annex C.
b) The service compensation values will be periodically updated and published by
the DPC.

8) Certificate No. and Bar Code: to be filled by the CP/DL/AG office in accordance with instructions provided for in Chapter 4 of
these Standards. In this place, a rectangular space of 2.5 cm x 10 cm shall be left blank for affixing a label with the certificate
number and bar code.
Other Instructions:
a) these certificates, as international public documents, shall not contain background figures, drawings or colors. If desired, the
institutions may insert watermarks in their respective certificates to prevent falsification;
b) the institutions shall appose their logotype/logomark to the certificates in the proper space and dimensions, above the word

INSTRUCTIONS:
a) Survey services
The survey services addressed in items 2 through 5, if not requiring lodging of
surveyors, will have their values reduced to R$ 383.00.
b) Support for Surveyors effecting the services addressed in items 2 through 5
The two-way transportation from the surveyors' headquarters to the place where the
survey services addressed in items 2 through 5 will be carried out shall be provided
by the interested or accredited institution (including air or road tickets, depending on
the place of survey, and also two-way transportation to airports and road terminals
and from hotels to survey places).
c) Compensation payments
Payments related to the services of items 1 through 6 shall be effected by bank
deposit, following the information contained in the Service Offer and Approval (PAS)
provided in Annex D of these Standards.
1) For institutions interested in accreditation:
I) The interested institution shall formally communicate to the DPC via CP/DL/AG
office of jurisdiction, its interest in the accreditation in accordance to item 3 of these
Standards;

II) The DPC will inform the interested party on the service to be compensated,
through the PAS;
III) The interested party shall forward to the DPC, via CP/DL/AG office, the
documents provided for in item 3.2 of Chapter 3 of these Standards, together
with a copy of the bank deposit effected regarding item 1 of the compensations
table;
IV) After analyzing the whole documentation, the DPC will schedule an
Accreditation Survey indicating the numbers of surveyors and survey days.
Upon reception of this information, the interested party shall effect the payment
referred to in item 2 of same table;
V) If non-conformities are noticed during the survey, the DPC shall establish a
deadline for their correction. If the return of surveyors will be necessary, the
interested institution shall effect the payment referred to in item 3 of same
table; and
VI) In the absence of non-conformities, the DPC will issue the Accreditation
Ordinance.
2) For accredited institutions interested in renewing the accreditation:
I) The accredited institution shall officially communicate to the DPC, via CP/DL/AG
office of jurisdiction, and with a minimum advance of 90 days to the accreditation
expiry date, its interest in the renewal;
II) The DPC will inform the interested party on the service to be compensated,
through the PAS;
III) The DPC will schedule the Accreditation Renewal Survey and indicate the
numbers of surveyors and survey days. Upon reception of this information, the
interested party shall effect the payment referred to in item 4 of the
compensations table;
IV) If non-conformities are noticed during the survey, the DPC shall establish a
deadline for their correction. If the return of surveyors will be necessary, the
interested institution shall effect the payment referred to in item 5 of same table;
V) In the absence of non-conformities, the DPC will issue the Accreditation Renewal
Ordinance; and
VI) All the documentation provided for in item 3.2 of these Standards shall be
checked during the survey.
3) Processing and endorsement of Certificates by the CP/DL/AG office
I) Upon conclusion of each course, the accredited institutions shall report the
number of approved students to the DPC;
II) When the institution requests the service, the DPC will inform the compensation
value in accordance with the table of Annex C, and forward a PAS to the
institution for approval;
III) When the institution requests a PAS for endorsement of certificates, it shall
inform the course provided, beginning and end dates and the place it was
carried out; and
IV) The accredited institution shall forward the certificates and documentation of
the approved students to the CP/DL/AG office as provided for in Chapter 4 of
these Standards, together with a copy of the bank deposit made referred to
item 6 of the compensations table.
d) Services to be provided
The services here addressed will only be provided by the DPC (items 1 through 5)
and by CP/DL/AG offices (item 6) against effective proof of payment by the interested
or accredited institutions.
