show a sustainable event to the world
• ‘Green Games for a Blue Planet’ – named by the Brazilian
Authorities, intending to celebrate a more just and green
development. An opportunity to minimize social differences in
the country and exhibit a sustainable and low impact game

Introduction
HISTORY OF THE PLACE
• 1959 – decreed as a Biological Reserve of Jacarepagua
• 1991 – created the Environmental Protection Area (APA) of Marapendi
(total area of over 930 hectares)
APA means by Brazilian law - area of ​environmental conservation is a category of
conservation unit, focused on protection of natural resources that are embedded
within a context of human occupation.

The Olympic Package
• Eduardo Paes (current mayor) announced two Olympic
Packages
1st – Golf Course and Hyatt Resort
2nd – Upgrade of the previous package which increased
dimension of the constructed area and changes in the
urban policies.

• The city has two other golf courses. However, none of them
were presented as an options
So Why there?
• According to news papers:
- Eduardo Paes’ elections was supported by Mr. Pascale the
previous owner of the protected area.
- Mr. Pascale is the main owner the majority of available land
in Barra da Tijuca, including the surrounding area of the APA.

Consequencies
• Restricted area for green public space
• Misrecognition against the equity of political rights: lack of the
right to a voice over project’s of decision making
• Ecological value to the city’s environment is ignored and its
importance minimized
• Protests against this intervention has been happening
• Major environmental impact since there was no impact
assessment studies

Conclusion
• Possible agreement between a business man and the mayor
are the key reason to this impact.
• Loss of green area will result into a possible extinction of
endangered species.
• Increase of real estate value will select which social-class to
live there
This rare piece of land that is still standing in between all
development pressure in Barra da Tijuca, will suffer a major
impact to satisfy those in power.
