promete trabalhar com Brasil
A
Nigéria prometeu trabalhar junto com o Brasil uma
vez que os dois países se preparam para assumir os
seus lugares como membros não-votantes do Conselho de
Segurança das Nações Unidas em janeiro de 2010. O Vice
Ministro de Assuntos Estrangeiros, Embaixador Bagudu
Hirse, fez essa declaração na ocasião em que recebeu a
Representante Permanente do Brasil nas Nações uNidas,
Maria L. R. Viotti.
A Embaixadora brasileira esteve na Nigéria para realizar
consultas em questões que deveriam receber prioridades
no Conselho de Segurança das Nações Unidas durante o
mandato dos dois países. A Nigéria e o Brasil foram eleitos
para o Conselho de Segurança em 15 de outubro de 2009,
durante a 64ª Sessão da Assembleia Geral das Nações
Unidas em curso que finadará em dezembro de 2009. O
Embaixador Bagudu Hirse notou que as questões relativas
à paz, segurança e solução de conflitos no Continente
Africano seguirão recebendo maiores atenções no Conselho,
e chamou a atenção às situações em países como a Sudão,
Somália, Guinê e República do Níger, entre outros.

UN Security Council- Nigeria pledges to
work with Brazil
igeria has pledged to work closely with Brazil as the
two countries prepare to take their seats as non-voting
members of the United Nations Security Council in January,
2010. The Nigerian Minister of State for Foreign Affairs,
Ambassador Bagudu Hirse, gave this assurance when he
received the visiting Brazilian Permanent Representative to
the United Nations, Maria L.R. Viotti.
The Brazilian Envoy was in Nigeria to consult on issues that
should bre given priority at the UN Security Council during
the tenure of the two countries. Nigeria and Brazil were
both elected into the Security Council on October 15, 2009,
on the wings of the on-going 64th Session of the United
Nations General Assembly which will end in December,
2009. Ambassador Bagudu Hirse observed that the issues
of peace, security and conflict resolution on the African
Continent will continue to receive a lot of attention in the
Council, drawing attention to situations in countries like
Sudan, Somalia, Guinea and Niger Republic, among others.
It was, therefore, agreed that Nigeria and Brazil should
work closely together to ensure that during their tenure,
the work of the Security Council will help the process of
the resolution of conflicts and the search for peace in these
areas.

do Programa(SAGE) Ganha Concurso no Brasil
A Equipe da Escola do Primeiro Grau de Jikwoyi, Abuja- Nigéria do Programa
Estudantes para o Desenvolvimento do Empreendedorismo Global (SAGE) ganha
a Copa do Mundo do SAGE ficando no primeiro lugar em um concurso realizado
no Brasil em julho de 2009.
Posterior a esse feito, a Equipe do SAGE da Nigéria visitou a Embaixada da
República federal da Nigéria em Brasília, Brasil, onde foi calorozamente recebida
pelo Embaixador, S. E. Sr. Kayode Garrick e seus oficiais. A Equipe do SAGE, que
veio à Embaixada junto com os seus coordenadores, apresentou a Copa que
ganhou ao Embaixador, receberam aplausos de todos presentes na ocasião.

Dando um breve disurso após a apresentação da Copa, S.E. Embaixador
Kayode Garrick se congratulou com a Equipe e os seus coordenadores pela
extraordinária realização. Ele pediu ao grupo que não parasse só com essa
realização, mas que continuasse a procurar subir bem mais alto, acrescentando
que com esse tipo de concursos, o espírito e a essência de um empreendedorismo
bem sucedido está sendo inculcado na mente de jovens alunos nigerianos para
que aquilo possa se tornar de imenso benefício ao país no fim da conta.
Depois da festa oferecida e a presentação de brindes da Embaixada aos
jovens empreendedores, o Embaixador e seus oficias realizaram sessões de fotos
com o grupo.

Competition In BraziL
The Students Advancement for Global Entrepreneurship (SAGE) Team of
Junior Secndary School, Jikwoyi, Abuja, Nigeria, won the SAGE World Cup by
coming first in a competition which took place in Brazil in July, 2009.
Following this achievement, the SAGE Team paid a visit to the Embassy of
the Federal Republic of Nigeria in Brasilia, Brazil, where they were warmly received
by the Ambassador, H.E. Mr. Kayode Garrick and his Officers. The SAGE Team, who
came to the Embassy with their handlers, proudly presented the Cup which they
won to the Ambassador, to the applause of everybody present at the occasion.

Giving a short speech after the Cup was presented to him; H.E. Ambassador
Kayode Garrick congratulated the SAGE Team and their handlers for the
extraordinary achievement. He implored them not to rest on their oars with
this achievement, but to continue to endeavour to soar to even greater heights,
adding that with this type of competition, the spirit and essence of successful
entrepreneurship was being engendered in young Nigerian students which
would be of immense benefit to Nigeria in the long run.
After feting the budding young entrepreneurs and presenting them with
some souvenirs from the Embassy, the Ambassador and his Officers posed with
them for some group photographs.

O Centro para as Artes e Civilização Negro-Africanas realiza
Colóquio Internacional em Brasília, Brasil
O Centro das Artes e Civilização Negro-Africanas da Nigéria (CBAAC) junto com a Secretaria
Especial de Políticas de Promoção da Igualidade Racial do Brasil (SEPPIR) realizaram um Colóquio
Internacional em Brasília, Brasil, de 9 – 12 de dezembro de 2009, O tema do Colóquio Internacional
foi “O Ensino da História e Cultura da África e Diáspora” realizado na Universiadade dos Correios em
Brasília. Foi um seguimento ao Colóquio semelhante organizado pelo CBAAC no Rio de Janeiro em
novembro de 2008.
O Colóquio foi um grande sucesso pois reuniu estudiosos africanos em ambos o continente
africano e a Diáspora, como também os descendentes africanos e os interessados em assuntos
relacionados com a África deliberando sobre as questões de interesse mútuo. O Colóquio
foi melhor do que o mesmo realizao em 2008 em número de participantes e no que tange ao
entusiasmo dos professores que atuam na área do ensino da história e da cultura da África nas

escolas brasileiras conforme os preceitos do Decreto nº. 10639/3 promulgado no Brasil em 2003.
O Colóquio conseguiu identificar os principais desafios ao ensino da história e da cultura da
África, e iniciar o processo de preencher a lacuna existente entre as elites na África e na Diáspora,
como também marcar o início do processo pelo qual os africanos do continente e da diáspora
eliminariam os falsos conceitos que mantinham sobre cada lado passando a pensar e atuar
juntos como um grande povo unido. Os trabalhos apresentados durante o Colóquio também
eram de alta qualidade. O Colóquio registrou a participação de algumas autoridades nigerianas
a saber o presidente da Comissão do Senado da Nigéria em assuntos da Cultura, do Turismo e da

Nigeria holds International Colloquium in Brasilia, Brazil
Nigeria’s Centre for Black and African Arts and Civilization (CBAAC), in
conjunction with Brazil’s Secretaria Especial de Politicas de Promocao da Igualdade
Racial (SEPPIR), held an International Colloquium in Brasilia, Brazil, from 9th12th November, 2009. The theme of the International Colloquium was “Teaching
African and Diaspora History and Culture” and it took place at the Universidade
Corporativa Dos Correios in Brasilia, Brazil. It was a follow-up to the Colloquium
similarly organized by CBAAC and which took place in Rio de Janeiro, also in Brazil,
The Colloquium succeeded in identifying the major challenges in the teaching
of African history and culture, started the process of bridging the gap between
elites in Africa and the Diaspora as well initiated the process by which Continental
and Diaspora Africans would eliminate the misconceptions which they have about
one another and start thinking and acting together as one, big, unified people. The
Papers presented at the Colloquium were also of commendable high quality. The
Colloquium was attended by some Nigerian dignitaries including the Chairman
of the Senate Committee on Culture, Tourism and National Orientation, Senator
Dahiru Bako Gassol, his Vice-Chairman, Senator Yisa Braimoh, the Chairman of the
House Committee on Tourism, Culture and National Orientation, Honourable K.G.B.
Oguakwa and the Permanent Secretary in the Federal Ministry of Tourism, Culture
and National Orientation, Alhaji Sheidu Ozigis.

The Colloquium was a huge success because it brought together African
scholars, both in the Continent and in the Diaspora as well as people of African
descent and people interested in African affairs to sit down and deliberate on
matters of mutual interest. The Colloquium was also an improvement on the one
that took place in 2008 in terms of the attendance, participation and enthusiasm of
teachers involved in the teaching of African History and Culture in Brazilian schools
as mandated by Decree No. 10639/3 which was promulgated in Brazil in 2003.

FIFA elogia a Copa Mundial Sub-17 de 2009 na Nigéria
A
organização mundial do futebol, FIFA, apontou os
nigerianos como uns dos melhores organizadores
de eventos internacionais. Consequentemente a
FIFA classificou a Copa Mundial Sub-17 denominada
Nigeria 2009 como a melhor Copa Mundial Sub17 jamais organizada do ponto de vista de vários
aspectos, apoiando com estatísticas esse veredito
positivo. De acordo com o organismo, a Nigéria 2009,
antes da partida final que registrou mais de 60.000
espectadores no estádio, teve em media 13.576
espectadores pagantes em todos os oito locais onde
são realizados os jogos, em comparação com a Coréia
2007 com média pagante de 8.347 e com a Finlândia
2003 que registrou 5.738 espectadores pagantes.
Falando dos gols marcados, a Nigéria 2009 registrou
um total de 150 chutes que alcançaram os alvos,
contrário aos 111 gols marcados em Peru 2005, aos
117 gols de Finlândia 2003 e aos 102 de Trinidad
2001. Apenas a Coréia 2007 registrou mais gols com
165 chutes convertidos em gols. Eis a satisfação
demonstrada pelo Presidente da FIFA Sepp Blatter
ao frisar que a Nigéria teria
demonstrado que as competições
de futebol prosperam em países
com bons seguidores do jogo.
Blatter ainda concordou com
o fato de que a Nigéria tinha
todos os ingredientes para sediar
comptições maiores.
De acordo com o Mandatário
da FIFA, é a segunda vez que a
competição teve a participação
de 24 seleções, o que deu no total
52 partidaes em oito diferentes
cidades e estádios. Também Sepp Blatter
Presidente da FIFA
declarou que o torneio teve
êxito na Nigéria e que a FIFA esteve satisfeita com a
realização da competição na Nigéria, inclusive com
todas as seleções que participaram uma vez que se
mostraram satisfeitas com a organização e a execução
da competição. Além do mais, o Vice-Presidente da
FIFA, Sr. Jack A. Warner, declarou que a Nigéria 2009
teria ensinado a ele que sempre se pode continuar
acreditando na capacidade dos seres humanos
melhorarem o seu empenho em momentos mais
importantes. Ele disse que com a realização exitosa
da Nigéria 2009, a Nigéria se mostrou que tem o
entusiasmo e a capabilidade de sediar a Copa Mundial
da FIFA de grupo com faixa etária mais avançada.

he world football governing body, FIFA, has
described Nigerians as some of the best organizers
of international events. FIFA has consequently rated
Nigeria 2009 as one of the best ever organised
Under-17 World Cup in several aspects, with statistics
to back up that positive verdict. According to the
football governing body, Nigeria 2009, before the
final match which had over 60,000 spectators in
attendance, averaged match attendance figures of
13,576 across the eight match centres, compared to
Korea 2007 which had 8,347 and Finland 2003 that
recorded an attendance figure of 5,738.
Coming to goals scored, Nigeria 2009 recorded
a total of 150 completed strikes, as against Peru
2005’s 111, Finland 2003’s 117 and Trinidad 2001’s

102. Only Korea 2007 had more goals with 165
completed strikes. Such was the satisfaction felt
by FIFA President Sepp Blatter that he said that
Nigeria has shown that football competitions
thrived in countries that had good followers of the
game. Blatter also agreed that Nigeria had all the
ingredients to host bigger tournaments.
According to the FIFA helmsman, it is the second
time that the competition has featured 24 teams,
giving a total of 52 matches in eight different cities
and stadia. He also stated that the tournament has
been successful in Nigeria and that FIFA was happy
to have organized the competition in Nigeria,
including all the teams that participated since
they have all expressed their satisfaction with the
organization and execution of the competition.
Furthermore, the FIFA Vice-President, Mr. Jack A.
Warner, declared that Nigeria 2009 had taught him
that one always has to keep believing in the ability
of human beings to become better when it matters
most. He stated that
with its successful
hosting of Nigeria
2009, Nigeria has

Conferência do Clima encerra em Copenhague: Nigéria promete parar
com a queima de Gás; Brasil se diz insatisfeito com o resultado
A
Delegação Nigeriana à XV Conferência das Partes
(COP15) na récem-concluída Convenção-Quadro
das Nações Unidas Sobre Mudança do Clima (CQNUMC)
em Copenhague, Dinamarca, prometeu que a Nigéria
faria um compromisso realísta e final para pôr fim à
queima de gás, como parte do esforço de salvar a terra.
O Ministro dos Asuntos Estrangeiros da Nigéria, Chief
Ojo Maduekwe, que representou o President Umaru
Musa Yar’Adua na Conferência, frisou que a queima de
gás na região petrolífera do Delta do Níger da Nigéria é
um assunto que atrai crítica internacional e afirmou que
a Nigéria estava disposta a levar a termo essa prática .
Entretanto, os negociadores brasileiros, que participaram
da Cúpula do Clima se disseram insatisfeitos com a
incapacidade da Cúpula produzir um Acordo Negociado
sobre a redução de emissão de carbono. O Embaixador
Brasileiro para a Mudança do Clima, Sr. Sérgio Serra, dissese desapontado com a Cúpula e declarou que nenhum
país estava satisfeito com o resultado da Conferência.
O Ministro Brasileiro do Meio Ambiente, Sr. Carlos Minc,
acrescentou culpando os Estados Unidos da América pela
incapacidade da Cúpula alcançar um Acordo concreto e útil.
De acordo com o Ministro, os Estados Unidos foram a
principal barreira da Conferência. O Presidente Brasileiro,
Sr. Luiz Inácio Lula da Silva participou ativamente das
últimas negociações na Cúpula entre as nações mergentes
e as nações ricas. Portanto, o Preisdent não opinou
nenhuma crítica sobre o resultado da Conferência.

Gas flaring in Nigeria
he Nigerian delegation to the 15th Conference
of Parties (COP15) at the just concluded United
Nations Framework on Climate Change Convention
(UNFCCC) in Copenhagen, Denmark, promised that
Nigeria would make a realistic and final commitment
to end gas flaring, as part of the effort to save the
earth. The Nigerian Minister of Foreign Affairs,
Chief Ojo Maduekwe, who represented President
Umaru Musa Yar’Adua at the Conference, noted
that gas flaring in Nigeria’s Niger Delta oil region
is a subject of international criticism and affirmed
that Nigeria was ready to put a stop to the practice.
Meanwhile, Brazilian negotiators who took part in
the Climate Summit have expressed dissatisfaction
with the failure of the Summit to produce a binding
Agreement on the reduction of carbon emissions.
The Brazilian Climate Change Ambassador, Mr.
Sergio Siera, expressed Brazil’s disappointment
at the Summit and declared that no country was
content with the outcome of the Conference. Brazil’s
Environment Minister, Mr. Carlos Minc, went further
to blame the United States of America for the failure
of the Summit to come to any tangible and useful
Agreement.
According to the Minister, the USA was the
main barrier at the Conference. The Brazilian
President, Mr. Luiz Inacio Lula da Silva was actively
involved in the last minute negotiations at the
Summit between the emerging nations and the
rich nations. But the President did not voice out
any criticism of the outcome of the Conference.

Viagem de Estudos ao Brasil por participantes do 31º
Curso para Executivos Sêniores (2009) do NIPSS
Os participantes do 31º Curso para
Executivos Sêniores do Instituto Nacional
de Estudos de Política e Estratégia
(NIPSS), Kuru, Jos, Nigéria, realizaram
recentemente uma viagem de estudos ao
Brasil. A delegação de 13 Integrantes do
NIPSS foi liderada pelo Profesor Dorayi
Aminu, Diretor do Grupo de Estudos.
Durante a sua estadia no Brasil, a
delegação visitou principais ministérios e
instituições brasileiros em Brasília, Rio de
Janeiro e em São Paulo. Em Brasília, foram
recebidos por oficiais de alto escalão do
Departamento da África do Ministério
das Relações Exteriores (Palácio do
Itamaraty) da República Federativa do
Brasil. Visitarm também o Ministério
da Cultura do Brasil. No Rio de Janeiro,
a delegação do NIPSS foi conduzida a
visitar as instalações da Empresa Naval
Brasileira EMGEPROM e os oficiais da
empresa fizeram apresentações em
3D no local. Da EMGEPROM, seguiram
para a sede da PETROBRÁS, a gigante
estatal de petróleo, onde realizaram
visita às instalações da empresa e
ouviram apresentações em datashow
sobre os procedimentos internos, as
atividades e realizações da PETROBRÁS.
A delegação esteve também
em São Paulo, e visitaram a Federação
de Indústrias do Estado de São Paulo
(FIESP), e receberam o caloroso
acolhimento dos funcionários da
Federação. Em seguida, realizaram uma
visita ostensiva ao Complexo Industrial
de Campinas no Estado de São Paulo,
inclusive a Usina de Bio-Combustíveis
localizada no região. A delegação do
NIPSS se reuniu com os executivos da
Comunidade Nigeriana em São Paulo
antes de regressaram para a Nigéria.

e os seus parceiros do bloco (OML) 130 também conhecido como Campo Offshore
de Akpo, Nigeria, inaugurou as instalações que produzirão 175.000 barris dia de petóleo
assim melhorando o nível de produção e ao mesmo tempo, a capabilidade de reserva de
petróleo da Nigéria. Os parceiros no Campo de Akpo localizado a cerca de 200 kilometros
offshore e nas águas profundas de 1.400 metros incluem a Nigerian National Petroleum
Corporation (NNPC), a CNOOC da China, a PETROBRAS do Brasil e uma operadora local
especializada em exploração upstream chamada South Atlantic Petroleum (SAPETRO).

hidrográfica nas operações da Total Nigeria e que iniciou a entrega de gas à usina de GNL
de Bonny em abril de 2009. De acordo com a empresa Total Nigeria, o início da entrega
de gas do Campo de Akpo não somente aumentará a sua capacidade de atender os seus
objetivos de domesticar o gas como também permitirá maior injeção de gas no campo
de Amenam , aumentando assim a recuperação do campo e o nível de produção.

he French Oil Firm, Total Exploration and Production Company of Nigeria and its partners on Oil Mining Lease (OML)
130 also known as the Akpo Field Offshore Nigeria, has inaugurated the 175,000 barrels per day facilities thereby boosting Nigeria’s
production level as well as reserve capability. The partners in the
Akpo Oil Field which is located about 200 kilometres offshore and
in a water depth of 1400 metres are the Nigerian National Petroleum Corporation (NNPC), CNOOC of China, PETROBRAS of Brazil
and an indigenous upstream operator named South Atlantic Petroleum (SAPETRO).

export 175,000 barrels of oil per day of condensate and
will export, at start up, 320mmscf/d of gas to the Bonny NLNG
plant which is onshore. The Akpo oil field is described as a watershed in the operations of Total Nigeria and had commenced gas
delivery to the Bonny LNG Plant since April, 2009. According to
Total Nigeria, the start up of Akpo oil field gas delivery will not
only increase its capacity to meet its gas domestication objectives
but will also allow more gas injection into the Amenam oil field,
thereby increasing the field recovery and production level.

A Nigéria deve gastar US$76.250 milhões na compra de 25 C25 EMPD locotivas
a diesel da República Federativa do Brasil para o uso da Nigeria Railways Corporation
(NRC) – Empresa Ferroviária da Nigéria em processo de ser concessionada em
junho de 2010. Essa revelação foi feita pela Ministra de
Informação e Comunicação, Professora Dora Akunyili em
companhia do seu homólogo Ministro de Transportes,
Alhaji Ibrahim Bio. A decisão de adquirir as locomotivas
visava endireitar o sistema ferroviário da Nigéria ao se
preparar para a participação do setor privado. Em outras
palavras, o governo da Nigéria quer criar um ambiente
propício e assegurar a viabilidade do sistema ferroviário
antes de convidar o setor privado a investir no sistema.
As locomotivas levarão cerca de oito meses para
ficarem prontas. Elas usarão óleo diesel mas serão
operadas por um sistema de propulsão elétrica. As
locomotivas serão compraradas da General Eletricuma empresa que atua na produção de locomotivas
há mais de 80 anos. O pacote de compra também
incluirá o treinamento de maquinistas como também
a capacitação dos funcionários e engenheiros da
Nigerian Railway para o bom manuseio e a boa manutenção das locomotivas.
Nigeria is to spend US$76.250 million to purchase 25 C25 EMPD
diesel-powered locomotives from the Federative Republic of Brazil for the
Nigeria Railways Corporation (NRC) in preparation for its concessioning
in June, 2010. This was revealed by the Nigerian Minister of
Information and Communication, Professor Dora Akunyili
alongside her counter-part, the Minister of Transportation,
Alhaji Ibrahim Bio. The decision to acquire the locomotives
was to strengthen the nation’s rail system in readiness for
private sector participation. In other words, the Nigerian
government wants to create an enabling environment
and ensure the viability of the railway system before
inviting the private sector to participate in the system.
The locomotives will take about eight months to produce.
They will be diesel-powered but will be using an electric
system to operate. The locomotives will be bought from
General Electric which has been in the locomotive production
business for over 80 years. The package for purchase also
includes the training of the drivers to man the locomotives
as well as building the capacity of Nigerian Railway staff
and Engineers to properly manage and service them.

Brasil anistia imigrantes ilegais
O Ministério da
Justiça do Brasil anunciou nesta quarta, 6 de janeiro de 2010, que nos últimos seis
meses de 2009, anistiou cerca de 41.816 estrangeiros que viviam ilegalmente no
Brasil. Todos esses imigrantes receberam vistos temporários válidos por dois anos.
Quando findar esse período, e se não cometessem nenhum delitos, farão jus a
vistos permanentes.
O maior grupo de povos que se beneficiou desse perdão incluem os bolivianos Romeu Tuma Júnior
Secretário Nacional de Justiça
com 16.881, seguidos pelos chineses (5.492), peruanos (4.642), paraguaios (4.135),
africanos (2.700) e europeus (2.390). Os demais grupos de imigrantes ilegais anistiados incluem coreanos
(1.129) e libaneses (1.042)..
De acordo com os oficiais brasileiros, de agora em diante, o Brasil passará, em vista da magnanimidade
dessa anistia, a exigir que os brasileiros residentes ilegalmente no extrerior sejam beneficiados com o mesmo
indulto. Há uma estimativa de 4 milhões de brasileiros vivendo no exterior.
Brazil grants amnesty to illegal aliens
The Brazilian Ministry of Justice announced on Wednesday,
6th January, 2010, that, in the last six months of 2009, it has
granted amnesty to 41,816 foreigners who were living illegally in
Brazil. All of these people were given temporary visas valid for
two years. At the end of this period, if they did not commit any
crimes, they would be able to receive permanent visas.
The largest group of people given this reprieve were
Bolivians who were 16,881 in number, followed by the Chinese
(5,492), Peruvians (4,642), Paraguayans (4,135), Africans (2,700)
and Europeans (2,390). Other groups of illegal aliens given
amnesty include Koreans (1,129) and Lebanese (1,042)..
According to Brazilian Officials, Brazil will, as a result of Brazilian President Lula and Minister for Justice Tarso Genro
this amnesty magnanimity, now demand that Brazilians living
abroad illegally should be granted the same amnesty. There are an
estimated 4 million Brazilians living abroad.
