A QUESTÃO DA PRODUTIVIDADE DO SETOR TÊXTIL DO MÉDIO VALE DO
ITAJAÍ: UM ESTUDO ECONOMÉTRICO

Resumo
Este trabalho tem como objetivo elaborar indicadores de produtividade para o
Complexo Têxtil do Médio Vale do Itajaí, região pertencente ao Estado de Santa Catarina,
no período de 1990 a 2001, em uma abordagem que considera aspectos sociais e
econômicos, efetuando-se análise positiva e normativa. O desenvolvimento desse trabalho
da-se no âmbito da Teoria da Produção. (METODOLOGIA) Utilizaram-se dados
secundários de fontes como IBGE (Instituto Brasileiro de Geografia e Estatística), RAIS
(Relação Anual de Informações Sociais), Secretaria de Estado da Fazenda - SC e SINTEX
(Sindicato das Indústrias de Fiação, Tecelagem e do Vestuário de Blumenau). Foram
selecionados dezoito municípios pertencentes à base territorial do SINTEX como amostra
para o referido estudo. A análise é qualitativa (indutiva e dedutiva) e quantitativa,
apoiando-se na econometria. (RESULTADOS) Esta pesquisa revela o comportamento do
setor em busca de uma maior competitividade, bem como seu ajustamento às exigências do
mercado nacional e internacional. Assim, constatou-se crescimento linear no número de
estabelecimentos do setor e também investimentos expressivos, porém, não lineares, em
máquinas e equipamentos, isto no momento em que se observa grande oscilação no número
de empregados, com produtividade marginal decrescente da mão-de-obra ao final do
período; os salários médios apresentaram queda, contrastando com o nível de escolaridade
dos trabalhadores, que se elevou no período observado. Todos estes fatores contribuíram
para o aumento da produtividade do setor e desenvolvimento econômico da região,
deixando, contudo, transparecer um alto custo social.
THE QUESTION OF PRODUCTIVITY WITHIN THE TEXTILE SECTOR IN THE
MIDDLE ITAJAÍ VALLEY: AN ECONOMETRIC STUDY
Abstract
The objective of this work was to elaborate productivity indicators for the Textile
Complex in the Middle Itajaí Valley, a region within the state of Santa Catarina, from 1990
to 2001, in an approach that considers social and economic aspects, making for an effective
and normative analysis. Development of this work fell within the scope of the Theory of
Production. (METHODOLOGY): Secondary data obtained from sources such as IBGE (the
Brazilian Institute of Geography and Statistics), RAIS (the Annual Report of Social
Information), the State Secretary of the Interior – SC and SINTEX (the Union of Textile
Mill, Weaving and Garment Industries of Blumenau) was used. Eighteen municipalities
belonging to the territorial base of SINTEX were selected as a sample for the referred to
study. The analysis made is qualitative (inductive and deductive) and quantitative, relying
for its support on econometrics. (RESULTS): This research reveals the behavior of a sector
in search of greater competitiveness, as well as its adjustment to the demands of both the
national and international markets. Thus, the presence of linear growth in the number of
establishments in the sector, along with expressive, and therefore non-linear, investments in
machines and equipment may be verified, this at a moment in which great oscillation in the
number of jobs, with a marginal decrease in labor up to the end of the period, may be
observed; average salary presented a drop, in contrast to the level of schooling of the
workers, which rose during the period observed. All of these factors contributed to the
increase of productivity within the sector and economic development of the region, leaving
however, a high social cost in its wake.
