PUBLIC PARTICIPATION IN THE REELABORATION OF
Solid Waste Integrated Management Plan (PGIRS)
In 2013, we hold a “Call to the Municipal Conference on Environment and creation of the
Intersecretarial Committee for the Solid Waste Municipal Policy”, through five work groups (WG) with
the following missions:
WG-1 – Municipal Plan of Environmental Education and Communication in Solid Waste;
WG-2 – Solid Waste Integrated Management Plan and Selective Collection System Planning;
WG-3 – Solidary Selective Collection Program with the inclusion of waste collectors;
WG-4 – Civil Construction Waste Management - RCC;
WG-5 – Legal instruments for the Municipal Solid Waste Policy.
The public participation process had more than 7,000 people in 58 events:
• 31 pre-conferences
• 6 thematic meetings
• 1 conference for the indigenous and two other conferences
• 9 preparatory meetings with 800 representatives
• Municipal Conference
• 10 technical workshops with production chains – proposition of goals.

CONTENT
• It reflects the decisions from the IV Municipal Conference on
Environment, embodies strategies, goals and programs defined in
technical workshops;
• It includes the Selective Colletion and Landfill Waste Reduction
Plan;
• It includes every kind of waste, from every origin, whether they
are public or private responsibility;
• It adopts the priorities defined by the National Solid Waste Policy
as a central guideline;
• It also complies with the Federal Law of Basic Sanitation and the
National Climate Change Policy.

Central concepts
The execution of the National Solid Waste Policy in the City of São Paulo
for the next 20 years up to 2034.
• Selective Collection – it is plural, applicable to every kind of
waste, from every origin.
• Reverse Logistics – it is a responsibility of producers,
importers, distributors and traders.
• Shared Responsibility – to implement waste policy is a
responsibility of everyone: producers, importers, distributors,
traders, consumers and public managers.

Project goals:
1. Data collection and establishment of the current scenario of
municipal urban solid waste management in São Paulo.
2. Identification and engagement of stakeholders in future actions.
3. Action Plan aligned with the Solid Waste Integrated Management
Plan.
4. Identification of the mentor city and establishment of the
relationship between São Paulo and the institution.

1. To set a strategy for separation of organic waste and help the implementation
of a pilot plant to treat organic waste.
The work plan will present various options and technical guidelines on an operational
strategy for the management of organic solid waste including collection, treatment,
recycling and market as well as a manual for plant operation.
2. To improve organic solid waste management in schools and raise awareness of
teachers and children.
To raise awareness about solid waste management in schools by offering a manual
focusing on the use of the organic waste. To create and perpetuate a platform where
ideas and initiatives on the theme are encouraged and exchanged between schools.
3. The use of gardens, public parks and fairs for recycling green waste and
environmental education.
To assist AMLURB in their planning for the installation of small-scale plants for
composting.

4. The management of separation at the source of the organic solid waste fraction.
Definition of pilot project for a selected area (5,000 inhabitants) to test the selective
collection of the organic fraction of household waste.
5. Public awareness of recycling and selective collection.
Communications strategy development aiming the increasing awareness about recycling
and selective collection of urban solid waste, contemplating the proposition of a public
campaign for the municipality.
6. Capacity building and knowledge transfer on the management of organic solid
waste.
Two days training for operation of organic solid waste treatment plants and one day
training in public communication for the promotion of organic solid waste management.
