Presidente Antonio Carlos, 58, Centro, Rio de Janeiro Short Biographies: Ana Paula Zacarias is the Head of the European Union Delegation to Brazil. Before that she was Deputy Permanent Representative of Portugal to the European Union, first resident Ambassador of Portugal to Estonia and Permanent Representative of Portugal to UNESCO. She holds a Degree in Cultural Anthropology from the Universidade Nova de Lisboa. She was also vice-president of the Camões Institute. André de Melo e Sousa is a researcher at the Institute for Applied Economic Research (IPEA), a Brazilian governmental think-tank. He earned a Ph.D. in Political Science from Stanford University, United States. He has previously worked for five years as Professor of International Relations at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio), Brazil. Bettina de Souza Guilherme holds a Master degree in Political Science and International Law from the University of Vienna (1991) and is a European Parliament official. At the institution, she was responsible for monitoring issues of interest to the Institute, such as global and European governance, economy, financial institutions, the BRICS, international trade and energy issues. Brice Roquefeuil is the French General Consul in Rio de Janeiro.He works as a diplomat for over 10 years, working in posts such as Tunis and Turkey of experience in the field. Mr. Roquefeuil worked for France in several positions, such as First Secretary. Carlos Ivan Simonsen Leal (Ph.D. in Economics, Princeton University) is the president of FGV since 2000. He began his activities as a professor at the FGV Graduate School on Economics (EPGE), was Director of FGV-Business from 1992 to 1997, General Director of EPGE from 1994 to 1997, and FGV´s Vice-President from 1997 to 2000. He has also worked as a consultant for the Central Bank of Brazil and is member of several corporate boards. David Spence (PhD, Sciences-Po) is a Visiting Fellow at the European Institute at the London School of Economics. Until 2011, he was Minister Counsellor with special responsibility for human security and disarmament at the European Union delegation to the United Nations in Geneva. Until 2003, he was the Commission representative in the G8 and EU Council Terrorism Working Groups. Elena Lazarou is assistant-professor of the Centre for International Relations of the Getulio Vargas Foundation (FGV) Dr. Lazarou received a Ph.D. in International Relations from the University of Cambridge in 2008. She has held postoctoral positions at the Unversity of Cambridge and the London School of Economis. She is currenltly on leave and working with the European Parliamentary Research Service. Felix Dane completed the Master of Science in European Studies at the London School of Economics and Political Science. From 2004 to 2009 he has worked at the European Parliament. From May 2009 until 2012 he held the position of representative of the Konrad Adenauer Foundation in the Palestinian Territories, and since September 2012 he holds the same position in Brazil. Gregory John Ryan is the Project Coordinator for International Relations from Konrad Adenauer Stiftung (KAS) in Brazil. He is a master candidate student in International Relations at the Pontifical Catholic University of Rio de Janeiro Harald Klein is the current German General Consul in Rio de Janeiro. Mr. Klein has experience in the fields of Political Science and Sociology. In the 80’s he assumed the Project Manager position at the Friedrich Naumann Foundation for Liberty, working with several countries in Latin America, such as Peru and Colombia. Haroldo Machado Filho (PhD, Geneva) is the General Supervisor of the Environment and Development Unit of PNUD/Brazil. Dr. Machado was nominated Brazil’s negotiator at the United Nations Conference on Climate Change in 1998 and Referee (appointed by the Brazilian Government) of the Environmental Panel of Experts on the Permanent Court of Arbitration in The Hague, Netherlands. Kathrin Zeller works as a project coordinator for Konrad Adenauer Foundation. Her focus is economic, social and ecological development. She holds a master degree in Sciences of Latin America from the University of Cologne/ Germany as well as a journalism degree from the Free Journalism School, Berlin. Miriam Saraiva is professor at the State University of Rio de Janeiro (UERJ). She was coordinator of the Graduate Program in International Affairs of UERJ (2009-2012). She was Co-chair of the EU-Latin American Section of the Latin American Studies Association (2009-2012). Her main research interests include Brazilian foreign policy, Mercosur and Brazil-Argentina relations, European foreign policy and South American integration. Oswaldo Biato Jr. is the Director of the Europe Department at the Brazilian Ministry of Foreign Affairs (Itamaraty). In the European Department, Ambassador Biato oversees the political relations between Brazil and 50 European countries as well as the European Union and the Ibero-American General Secretariat (SEGIB), in which he represents Brazil as National Coordinator. Rodrigo Rosa is the Special Advisor to the Mayor of Rio de Janeiro and to the C40 Cities Climate Leadership Group Chairman. Mr. Rosa has experience in the fields of environmental and energetic studies. He also worked as a journalist for Folha de São Paulo and Jornal do Brasil. Rui Ludovino (PhD, Instituto Superior de Agronomia, Lisboa) worked for EMBRAPA from 1994 – 2001, from 2008 – 2014 he was chief from the Assistant Unit for Sanitary and Phytosanitary International Issues and currently he is the First Counselor for European Union Delegation in Brazil regarding Sanitary and Phytosanitary issues, Environment, Climate and Energy. Thanos Dokos (PhD, Cambridge University) is the DirectorGeneral of the Hellenic Foundation for European & Foreign Policy (ELIAMEP). He has held research posts at the Hessische Stiftung Friedens und Konfliktforschung (1989-90) and the Center for Science and International Affairs (CSIA) at Harvard University (1990-91). He served as an Advisor on NATO issues to the Ministry of Foreign Affairs (1998-1999). Thierry Dudermel (PhD, AgroParisTech) is the Head of Development and Cooperation Section of the Delegation of the European Union to Brazil. Has long-time experience in the area of international cooperation in several countries, such as Colombia. Ton Dassen (Master, Eindhoven University of Technology) is program manager, since 2007, at Netherlands Environmental Assessment Agency (PBL), Senior Researcher at the Netherlands Environmental Assessment Agency, since 2005. From 1998 to 2005 he was a Senior Researcher at National Institute for Public Health and the Environment, and researcher, from 1991 to 1998 at the National Aerospace Laboratory. Support:
