Juíza Federal há 17 anos, Mestre em Direito Econômico e Doutora em Direito
Constitucional pela Faculdade de Direito de Lisboa e Universidade Federal de Minas
Gerais.
Autora de livros e artigos doutrinários na área do direito público e internacional, é
professora do Curso de Mestrado em Direito Constitucional do Instituto Brasiliense de
Direito Público - IDP.
Desde 2006 atua como Juíza de Ligação no Brasil para a Convenção da Haia de 1980 e
coordena o Grupo de Trabalho sobre a nova Convenção da Haia relativa à cobrança
internacional de alimentos.

the Law School of Lisbon and Minas Gerais University.
Author of books and doctrine’s law in the area of public law and international, lecture at

Juiz de direito há 11 anos, é bacharel em Ciências Econômicas e em Direito pela
Faculdade Cândido Mendes e mestre em Direito das Relações Econômicas pela
Universidade Gama Filho.
É juiz titular da 5ª Vara de Família da Comarca de Nova Iguaçu, já foi Juiz Auxiliar do
Corregedor-Geral da Justiça do Estado do Rio de Janeiro e, atualmente, desde 2009,
exerce a função de Juiz Auxiliar do Presidente do Tribunal de Justiça do Estado do Rio de
Janeiro.
Judge for 11 years, holds a BA in Economics and in Law from Faculty Candido Mendes
and a Master of Economic Relations from the Gama Filho University. He is the official
judge of the 5th Family Court of the Nova Iguaçu District, has been Assistant Judge of the

G. MOHAN GOPAL
Prof. G. Mohan Gopal is Director of the National Judicial Academy since July, 2006.
The Director, NJA is the Principal Executive Officer of NJA. The Director is
appointed by the Chairman, the Hon'ble Chief Justice of India.
He holds a masters and a doctorate degree in law from Harvard University (Harvard Law
School), USA and a bachelor's degree in law from Delhi University.
He was Director (Vice Chancellor) of the National Law School of India University,
Bangalore (2000-2003).
He taught law at Georgetown University Law School, Washington, DC for nine years as
an adjunct professor (1991-2000).
He served for over 18 years at the World Bank in Washington, DC where he became
Chief Counsel in the Legal Department of the World Bank. Previously, Dr. Gopal
served from 1980-83 as a legal counsel at the Asian Development Bank in Manila.
Dr. Gopal has also taught law for three years at the National University of
Singapore.
He served as a member of the State Planning Board of the State of Kerala in India.,
chaired by the Chief Minister of Kerala, from 2004-2006 upon his return to India in
2004 after resigning his position at the World Bank. He has served as a member of
the University Grants Commission, India's national regulatory body for higher
education, and he was a member of the Oversight Committee on Reservations in
Central Educational Institutions, appointed by the Prime Minister (Moily
Committee).
He is also a member of the Board of Governors of the National Institute for Securities
Management (NISM), established by the Government of India; and a member of
the Governing Board of the Sree Chitra Tirunal Medical Institute, Trivandrum (an
All India Institute of Medical Sciences of the Government of India).
Dr. Gopal's two main areas of academic interest and experience include: (i) the
institutional and conceptual framework for law and justice (including, in particular,
study of the Indian legal and judicial system; changing concepts of law and justice;
the role of legal and judicial systems in national development; and the legal
dimensions of globalization); and (ii) international economic law including
international arbitration. Dr. Gopal has developed and taught courses on
international law, economic law, law and development and the legal dimensions of
globalization. Dr. Gopal is an author of several papers on legal and judicial systems
and their relationship to development as well as on economic law and international
law.

Senior Judge Li Xiao, Research Department of Supreme People’s Court of China.
Her responsibility is to draft judicial interpretation.
In 2004, she drafted Supreme People’s Court and Supreme People’s Procuratorate
“Interpretation on Several Issues of Concrete Application of Law in Handling
Criminal Cases of Infringing Intellectual Property Rights ”, 2006, Judge Li drafted
another very important judicial interpretation; it is Supreme People’s Court

She worked in the Commercial and Civil tribunal in Hubei High Court from 1993 to
2006 and then assumed the office of deputy director of research department of
Hubei High Court.
From 2005, she has become the pluralistic teacher of National Judges’ Institute and
Provincial Judges’ Institute, and has trained more than 10,000 judges, also involved
into the work of compilation of training materials, published treatises and books of
more than 300,000 words.
Till now, she has visited 14 counties and regions for international legal
communication.
