Profile After five years leading discussions for the implementation of intelligent networks in Latin America, with the participation of the greatest specialists on the subject worldwide, the Latin American Smart Grid Forum is honored to hold the 5th SMART GRID LATIN AMERICAN FORUM on November 27, 28 and 29, 2012, in São Paulo, Brazil, announcing important advances in the introduction of smart energy systems though the engagement of local governments in implementing this technological transformation. In the last Forum Conference held in November 2011 it was consensus that there is a pressing need for defining national energy policies, which would effectively consider new smart grid technologies, so that the new networks can start being effectively built according to advanced technological standards, at competitive costs, without overly burdening tariffs, but ensuring technological longevity to new infra structure. To do so, Government´s energy planning should aggressively encourage the use of technological standards, the rational use and conservation of energy, the use of renewable energy sources, closer to consumers ventures with lower environmental impact , as well as advanced sensing, control and measurement systems to provide pricing and reasonable return on investments, so that energy can become accessible and affordable to everyone. The new focus in energy planning must be preceeded by a clear national energy policy that encourages the development, deployment and expansion of advanced technologies in the entire business chain, including production (or generation)-(G), transport (transmission)-T, distribution-D, and commercializationC. This policy should also foster R&D, innovation, and incentives for the industry and trade, with appropriate financing mechanisms and lines of credit, since significant amounts of investments are required on a primary infrastructure sector, with long-term return and and great contribution to social and environmental advances and by improving the quality of life for the population. The Conference, which is already part of the world circuit of the major Smart Grid meetings, will address on the first two days (November 27 and 28, 2012), the global level best practices, such as Government engagement, public-private partnerships, funding sources, regulatory and market practices and the successful cases involving applications of intelligent technologies in critical infrastructure sectors in the entire business chain (G, T, D and C). On the third day (November 29, 2012), the International Workshop will be held: “Integration of Sensing, Control, and Measurement in Utilities and Infrastructure Applications” , aiming at extending the approach of using these technologies in other aditional critical and essential infrastructures such as oil and gas supply, water supply and reuse, telecommunications, urban mobility and emissions control, public safety, ambient and water conditioning, health and other critical services of modern cites. Smart Grid and Dynamic Tariffs in Brazil have a start date The Board of Directors of the National Agency for Electrical Energy (Aneel) approved a new tariff structure for electrical energy on November 22, 2011. The goal was to revise the tariff components of the various voltage levels and establish a more differentiated form of billing, closer to the real cost of supply for the low voltage residential and commercial consumers as well. The changes are part of module 7 of the Tariff Adjustment Procedures (Proret), approved by the agency, and implement the so-called “tariff flags”, which reflect the costs of power generation and that may change monthly, according to the variation of the Operational Marginal Cost (OMC) and the Burden of System Services (ESS). Three flags were adopted: green, yellow and red, reflecting, in this order, the rising costs of energy generation. This cost increase follows the seasons of the year and the higher costs normally occur during drought periods, when the available water capacity for power generation is reduced and a greater number of thermal power plants, with higher costs, are added. The greatest impact, however, is the creation of the “white tariff”, which extends tariffs with hourly rates to lower voltage customers. There will be three tariff tiers, based on peak hours of the concession area for each distributor: peak (lasting 3 hours), off-peak (lasting one hour before peak and one hour after peak) and intermediate (other times of the day). The consumercan choose to adopt the differentiated billing or not (opt in) and shall pay for the cost of replacing the meters. The measures take effect in 2014 and 2013 will be the “test year” for this methodology, when consumers will be able to see how much they would pay in the new structure. Because of this new regulation, all measures necessary for the definition of standards, specifications, protocols, and testing for the new energy meters have now a deadline to be completed. The Smart Grid Latin American Forum – leading the subject for 5 years The Smart Grid Latin American Forum was organized in 2008 and has been leading discussions, dissemination and feasibility of Smart Grids in Latin America. In this process, the Forum is responsible for the pioneer organization of the International Conference and Expo in 2008, holding its fifth edition in 2012. The Conference is part of the world circuit of events on this subject. The Forum´s mission is to provide the open, periodic and systematic exchange of information, aiming at: - Implementing an innovative set of technologies; - Reinventing the infrastructure of the industry to support innovation; - Building and communicating the vision to catalyze transformation. The Smart Grid Latin American Forum counts with a massive adhesion of energy professionals in the region, and aims to align public and private agents around a shared vision. The major goal of the Forum is to monitor the global technological progress in smart grids, synthesize results and articulate actions to achieve the proposed vision, aiming at creating conditions for the implementation of technologies that improve living conditions of society in general and effectively contribute to the environment. This articulation involves the mobilization of solution providers, energy companies, regulatory agents and Government policy, financial agents, consumers and society in general. The Forum participates continuously, as a member, of a worldwide network of entities who study and disseminate the subject, and has, therefore, intense interaction and international transit, having participated in international events that are relevant to the development of the subject. In the four previous editions, the Forum brought the leading authorities and world leaders on the subject to Latin America and gathered 1,140 attendees, 146 speakers, being 52 international speakers, 51 sponsors and 42 supporting entities. Hall of the Exhibition (subject to changes) The Exhibition will be held on the same floor as the Forum. The stands are reserved in advance for exhibiters in chronological order until they are confirmed, canceled or another exhibiter shows interest for the stand or a different arrangement of stands that includes the corresponding area. The floor plan is preliminary and subject to changes by the day of the event.
