Apresentação
A Secretaria de Comércio e Serviços (SCS) do Ministério do Desenvolvimento,
Indústria e Comércio Exterior (MDIC) publica anualmente o Panorama do
Comércio Internacional de Serviços. O objetivo desse trabalho é ampliar as
fontes de informações sobre o comércio exterior de serviços brasileiro, dando
uma maior visibilidade econômica do setor, além de auxiliar as negociações
internacionais em serviços e a gestão e monitoramento das políticas públicas.
Essa publicação reúne informações sobre o comércio exterior de serviços
no Brasil, os principais mercados para os serviços brasileiros, a evolução
da balança comercial de serviços, o desempenho exportador dos estados
brasileiros, exportações e importações de serviços por porte de empresa e
setor CNAE e outras informações relevantes. Os dados são coletados junto
ao Banco Central do Brasil – BACEN, Instituto Brasileiro de Geografia e
Estatística – IBGE, Ministério do Trabalho e Emprego – MTE e Organização
Mundial do Comércio – OMC.
A SCS possui outras iniciativas importantes para o setor de serviços, como o
Siscoserv - Sistema Integrado de Comércio Exterior de Serviços, Intangíveis
e Outras Operações que Produzam Variações no Patrimônio - e a NBS Nomenclatura Brasileira de Serviços, Intangíveis e Outras Operações que
Produzam Variações no Patrimônio.
O Siscoserv foi instituído pela Portaria Conjunta RFB/SCS nº 1.908, de 19
de julho de 2012, e consiste em um sistema informatizado que permite a
prestação das informações relativas ao registro das operações de comércio
exterior de serviços e de intangíveis do Brasil, para auxílio à gestão dos
mecanismos de apoio ao comércio exterior de serviços e intangíveis, assim
como para a divulgação de estatísticas tempestivas e apuradas sobre
esse comércio. A NBS é o classificador nacional para a identificação dos
serviços e intangíveis como produtos, possibilitando a adequada elaboração,
fiscalização e avaliação de políticas públicas e outras ações do governo de
forma integrada. A NBS e suas Notas Explicativas (NEBS) foram instituídas
pelo Decreto Presidencial nº 7.708, de 02 de abril de 2012.
A SCS acredita que o Panorama do Comércio Internacional de Serviços,
o Siscoserv, a NBS e outras medidas que estão sendo adotadas no âmbito
do Plano Brasil Maior, contribuam para o aperfeiçoamento da produção
de estatísticas do comércio exterior de serviços do País. A disponibilidade
de informações é essencial para apoiar as empresas brasileiras do setor
de serviços a aproveitar as oportunidades e superar os desafios e em seu
processo de internacionalização, e para aperfeiçoar a consecução, a gestão
e o monitoramento das políticas públicas para esse setor.
Presentation
The Secretariat of Commerce and Services (SCS) of the Ministry of
Development, Industry and Foreign Trade (MDIC), publishes annually the
Overview of the International Trade in Services. The scope of this work is to
expand the sources of information about Brazilian foreign trade in services,
giving more economic visibility to the sector, and also assisting international
negotiations in services and the management and monitoring of public policies.
This Overview provides data on the Brazilian foreign trade in services, its
mains markets of acquisitions, the evolution of Brazilian balance of trade
in services, the exports evolution in Brazilian states, exports and imports of
services by company size and ISIC sector and other relevant information. Data
are collected from the Central Bank of Brazil (BACEN), the Brazilian Institute
of Geography and Statistics (IBGE), the Ministry of Labor and Employment
and the World Trade Organization (WTO).
Other initiatives of the SCS/MDIC to provide information on foreign trade
in services are the Integrated System of Foreign Trade in Services and
Intangibles (Siscoserv) and the Brazilian Nomenclature of Services and
Intangibles (NBS).
The Siscoserv was instituted by the Joint Act RFB / SCS nr. 1908 of July
19, 2012. It consists of a computer system, created to provide information
regarding the registration of Brazil’s foreign trade operations of services and
intangibles, to assist the management of mechanisms that supports foreign
trade in services and intangibles, as well as for the dissemination of timely
and accurate statistics on this trade. The NBS is a harmonized classifier that
allows services and intangibles to be identified as products, enabling the
adequated elaboration, monitoring and evaluation of public policies and other
government actions in an integrated way. The NBS and its Explanatory Notes
(NEBS) were established by the Presidential Decree 7.708 of April 2nd, 2012.
The SCS believes that the Overview of the International Trade in Services,
the Siscoserv, the NBS, as well as other measures being adopted under the
“Brasil Maior” Plan, contribute to improve the production of statistics of foreign
trade in services in the country. The availability of information is essential to
support Brazilian companies of the services sector to overcome challenges in
their internationalization process and to the orientation of public policies for
this sector.

Comercial Brasileira
No Brasil, o comércio de bens é preponderante na balança comercial.
Entretanto, a participação do setor de serviços tem aumentado
gradativamente nos últimos anos. As exportações brasileiras de bens
e serviços atingiram US$ 280,7 bilhões em 2012, valor 4% menor que
o registrado em 2011. Enquanto as exportações de bens caíram, as
exportações de serviços cresceram 4,6%, totalizando US$ 38,1 bilhões.
Entre 2008 e 2012 as exportações de serviços aumentaram 32,3%,
passando de 12,7% para 13,6% do total das exportações brasileiras.
As importações de bens e serviços tiveram um crescimento moderado em
2012, totalizando US$ 300,9 bilhões. No que se refere exclusivamente às
importações de serviços, o valor total foi de US$ 77,8 bilhões, montante
6,5% superior ao registrado no ano anterior. Entre 2008 e 2012 essas
importações cresceram 75,1%, passando de 20,4% para 25,8% do total
importado em 2012. Como consequência, o déficit na balança de serviços
tem aumentado significativamente. Entre 2008 e 2012, esse déficit se elevou
em 154,5%, atingindo US$ 39,6 bilhões em 2012.
Overview of The Brazilian Trade Balance´s Services Account
Brazil’s trade in goods is responsible for the majority of exports and imports in
the overall balance of trade. However, the services sector´s participation in the
current account has increased significantly over the last years. Brazil’s good
and services exports reached US$ 280.7 billion in 2012, a figure 4% smaller
than 2011. While goods exports have dropped, services exports increased
4.6%, to a total of US$38.1 billion. Between 2008 and 2012, services exports
rose by 32.3%, going from 12.7% to 13.6% of Brazil´s total exports.
Goods and services imports had a moderated growth in 2012, registering
US$ 300.9 billion. Regarding exclusively services imports, the total value was
US$77.8 billion, amount 6.5% superior to the one registered in the previous
year. Between 2008 and 2012, services imports advanced 75.1%, elevating
its participation in the total amount imported from 20.4% to 25.8%. As a result,
the deficit in services trade has increased drastically. Between 2008 and 2012,
this deficit displayed growth of 154,5%, to a sum of US$39.6 billion in 2012.

Capítulo 2 - As Contas Brasileiras de Serviços
As contas de serviços brasileiras são historicamente deficitárias, e grande
parte deste déficit pode ser atribuído a três contas: viagens internacionais,
aluguel de equipamentos e transportes. O déficit na conta de viagens
internacionais pode ser explicado pelo crescimento e consolidação da
classe média na última década, que foi acompanhado pelo aumento do
número de turistas brasileiros no exterior. O desempenho negativo da conta
de transportes pode ser relacionada à destacada performance do país
como exportador de commodities agrícolas e minerais. O crescente déficit
na rubrica de aluguel de equipamentos resulta dos fortes investimentos que
vem sendo efetuados nas áreas de infraestrutura no Brasil, em especial as
obras do Plano de Aceleração do Crescimento - PAC.
O déficit brasileiro nas contas acima é parcialmente compensado pelo
forte superávit em serviços empresariais, profissionais e técnicos, que em
2012 registraram mais de US$ 20 bilhões em exportações. Dentre as contas
deste grupo, se destacaram os serviços de arquitetura, engenharia e outros
serviços técnicos e manutenção e instalação de escritórios e aluguel de
imóveis, além de honorários de profissionais liberais.
Os referidos dados foram obtidos das receitas e/ou despesas da Conta
de Serviços do Balanço de Pagamento excluídos os dados da Conta de
Serviços Governamentais, conforme definido pelo Manual de Estatísticas
do Comércio Internacional de Serviços.
Brazilian Services Accounts
Brazil’s services account has a history of deficit, mostly attributed to three
accounts: international travel, rental of equipments and transports. The trade
deficit in international travel can be linked to the growth and establishment of
the middle income class over the last decade, which was accompanied by
an increase in the number of trips abroad. The negative performance of the
transports account is closely related to Brazil’s performance as an exporter
of agricultural and mineral commodities. The growing deficit in the rental of
equipments account is a result of the large amount of infrastructure investments
carried out in Brazil, particularly the actions of the Growth Acceleration Plan
- PAC.
The negative balance in these accounts is partially counterbalanced by the
trade surplus in the Business, Professional and Technical Services account,

which registered US$ 20 billion in revenues. Within this account, architecture,
engineering and other technical services; office installation and maintenance,
real estate rental and compensation of professionals had prominent position.
The referred data were obtained from the Revenues and/or Expenditures
Categories of the Balance of Payments Services Account (with the exclusion
of the data from the Government Services Account), as defined by the Manual
on Statistics of International Trade in Services.

no Cenário Internacional
Nos últimos anos, o Brasil tem elevado sua participação no comércio mundial
de serviços. Entre 2008 e 2012, as exportações brasileiras de serviços
cresceram a uma taxa maior que a média mundial, e o país aumentou sua
participação de 0,7% para 0,9% do total das exportações mundiais de serviços.
Nesse último ano, o Brasil ocupou a 29ª posição no ranking dos maiores
exportadores de serviços, com um total exportado de US$ 38,1 bilhões. Em
primeiro lugar ficaram os Estados Unidos, com um montante de US$ 613,8
bilhões e 14,6% do mercado mundial. Em segundo lugar ficou o Reino Unido
(US$ 278,2 bilhões), em terceiro a Alemanha (US$ 254,5 bilhões) e em quarto
a França (US$ 208,2 bilhões), com respectivamente, 6,6%, 6,0% e 4,9% do
total exportado.
As importações brasileiras também cresceram acima da média mundial, e
em 2012 o Brasil atingiu a 17ª colocação no ranking dos maiores importadores
(US$ 77,8 bilhões). Entre 2008 e 2012, a participação brasileira se elevou
de 1,1% para 2% do total das importações mundiais. Em 2012, os Estados
Unidos foram responsáveis por 10,6% do total das importações de serviços,
com um total de US$ 405,9 bilhões. Em segundo lugar ficou a Alemanha
(US$ 285 bilhões), em terceiro a China (US$281 bilhões) e em quarto o Reino
Unido (US$176 bilhões), com respectivamente 7,4%, 7,3% e 4,6% do total
importado em serviços.
Os BRICS, grupo de países emergentes composto por Brasil, Rússia,
Índia, China e África do Sul, avançaram em sua participação no comércio
internacional de serviços nos últimos anos. De 8,6% em 2009, a parcela das
exportações mundiais realizada por esses países aumentou para 10,3% no
último ano. A Índia apresentou, em 2012, superávit comercial em serviços de
US$ 22,5 bilhões. Rússia e China obtiveram os maiores déficits, de US$ 43,8
bilhões e US$ 91 bilhões, respectivamente, enquanto o saldo comercial da
África do Sul foi negativo em US$ 2,3 bilhões.

Performance of Brazilian Trade Services in the International Scenario
Over the past years, Brazil has increased its participation in world services
trade. Between 2008 and 2012, Brazilian services exports grew faster than
the world average, and the country’s participation raised from 0.7% to 0.9%
of total services exported. In the last year, Brazil ranked 29th largest services
exporter, with a total of US$38.1 billion. In first place came the United States,
with US$ 613.8 billion exported and a market share of 14.6%. In second place
came the United Kingdom (US$ 278.2 billions), followed by Germany (US$
254.5 billion) and France (US$ 208.2 billions), with respectively, 6.6%, 6.0%
and 4.9% of market share.
Brazil services imports had also grown faster than the global imports and in
2012 Brazil placed 17th among the world’s major importers (US$77.8 billions).
Between 2008 and 2012, Brazilian share went from 1.1% to 2% of global
imports. In 2012, the United States were responsible for 10.6% of services

The group known as BRICS, composed of the emerging economies of Brazil,

surplus in services of US$ 22.5 billion, while South Africa had a deficit of US$

Capítulo 4 - Parceiros Comerciais
Em 2012, os principais mercados de aquisição das exportações brasileiras
de serviços foram Estados Unidos (48,2%), União Europeia (25,9%), América
Latina (exceto Mercosul) (4,7%), Mercosul (2%) e demais países (19,3%).
Na União Europeia, os três principais destinos das exportações brasileiras
foram Países Baixos, Reino Unido e Alemanha, respectivamente 5,1%, 4,5%
e 4,3% do total exportado em serviços.
Em relação às importações, quase metade foi oriunda da União Europeia
(47,6%), dos quais 23,1% se originaram dos Países Baixos, 6,6% do Reino
Unido e 4,5% da Noruega. Os Estados Unidos foram responsáveis por 31,4%
das importações, América Latina (exceto Mercosul) 1,5%, Mercosul 3,7% e
demais países 15,6%.
Trade Partners
The main markets of acquisition of Brazilian exported services in 2012
were United States (48.2%), European Union (25.9%), Latin America (except
Mercosur, 4.7%), Mercosur (2%) and Other Countries (19.3%). In European
Union, the three main destines were Netherlands, United Kingdom and
Germany, with respectively, 5.1%, 4.5% e 4.3% of the total exported.
Regarding Brazilian services imports, almost half of it was originated from
European Union (47.6%), from which 23.1% came from Netherlands, 6.6%
from United Kingdom and 4.5% from Norway. United States were the origin for
31.4% of services imports, Mercosur (3.7%), Latin America except Mercosur
(1.5%) and Other Countries (15.6%).

4.1 - Mercosul
O setor de serviços tem assumido importância crescente nos países do
Mercosul e responde pela maior parcela do PIB no bloco (63,5%). Esta
tendência se reflete no aumento das exportações e importações de serviços
pelos países membros. Entre 2008 e 2012, o Mercosul elevou em 25% suas
exportações e em 61,6% suas importações, valores superiores a média
mundial, que foi de 13%. Esse crescimento foi em grande parte explicado
pelo aumento das exportações e importações brasileiras de serviços, dado
que o Brasil responde por aproximadamente dois terços do comércio exterior
de serviços do Mercosul. Em 2012, a participação brasileira chegou a 66,1%
nas exportações e 67,8% nas importações totais do Mercosul.
Em 2012, apenas o Uruguai foi superavitário na conta de serviços, com
saldo de US$1,02 bilhão. Argentina, Brasil e Venezuela1 tiveram déficits
de, respectivamente, US$3,2, US$39,6 e US$15,3 bilhões. Em relação
ao comércio intra-bloco, em 2012 o Brasil exportou2 US$ 568 milhões em
serviços para o Mercosul (2,2% do total das exportações de serviços) e
importou US$ 1,52 bilhão (3,8% das importações de serviços).
Mercosur
The service sector has obtained growing importance in Mercosur countries
and is responsible for the major part of GDP in the block (63.5%). This
tendency is reflected on the rise of services exports and imports of the
Mercosur members. Between 2008 and 2012, this block elevated its services
exports by 25% and its services imports by 61.6%, figures higher than the
world average (13%). This advance was in large scale attributed to the growth
of Brazil exports and imports, since Brazil is responsible for almost two thirds
of the Mercosul foreign trade in services. In 2012, Brazil´s participation in the
block reached 66.1% in services exports and 67.8% on service imports.
In 2012, only Uruguay obtained surplus in the services account (US$1.02
billion). Argentina, Brazil and Venezuela1 had deficits of respectively, US$3.2,
US$39.6 and US$15.3 billion. Regarding trade inside Mercosur, in 2012 Brazil
exported2 US$ 568 million to Mercosur countries (2.2% of Brazil total services
exports) and imported US$ 1,52 billion (3.8% of Brazil total services imports).

5 - Desempenho por Porte e Setor CNAE
As exportações brasileiras de serviços mantiveram, em 2012, a concentração
em grandes empresas, responsáveis por 76,4% das receitas, enquanto as
médias, pequenas e micro, somadas às pessoas físicas, responderam por
23,6%. O conjunto das médias, pequenas, micro empresas, no entanto,
mostrou tendência superavitária, ao passo que as grandes empresas
obtiveram, no total, saldo negativo.
Quanto à atividade econômica, o setor mais exportador no ano de 2012 foi
o de Comércio por Atacado, Exceto Veículos Automotores que, responsável
por 13,3% (US$ 3.331 milhões) das exportações brasileiras em serviços,
com saldo de US$ 1.312 milhões. O setor Atividades de Apoio à Extração de
Minerais e de Atividades dos Serviços de Tecnologia da Informação também
figuraram no topo desta lista, com exportações de US$ 2.052 e US$ 1.481
milhões, respectivamente.
O setor responsável pelo maior volume de importações de serviços
foi o de Fabricação de Coque, de Produtos Derivados do Petróleo e de
Biocombustíveis que, em parte pelo efeito das operações de aluguel de
equipamentos com subsidiárias no exterior, mencionadas no capítulo 2,
registraram dispêndio de US$ 16.689 milhões, ou 42% do total registrado. O
setor de Transporte Aéreo, com US$ 2.049 milhões, respondeu por 5,2% do
total de importações.
Performance by Company Size and ISIC Sector
The gross of Brazil’s exports in services was performed by large enterprises,
which accounted for 76.4% of total revenues, while medium, small and
microenterprises, along with natural persons, accounted for 23.6%. Medium,
small and microenterprises as a whole, however, had a trade surplus in
services; conversely, the group of large enterprises had an overall negative
balance.
Based on economic activity, the leading sector in services exports was
“Wholesale Trade, Except for Motor Vehicles and Motorcycles”, with 13.3%
of total revenues (US$ 3,331 million) and a US$ 1,312 million surplus.
The “Mining support services activities” and the “Computer programming,
consultancy and related activities” sectors also ranked highly on the list, with
total exports of US$ 2,052 million and US$ 1,481 million, respectively.

6 - Desempenho por Estado
Em 2012, a região sudeste foi responsável por quase a totalidade das
exportações brasileiras de serviços (93%). O estado de São Paulo foi o maior
estado exportador, respondendo por 55,9% do total. O Rio de Janeiro ficou na
segunda posição com 31,3% do total. Paraná, Minas Gerais e Rio Grande do
Sul ficaram com, respectivamente, 3,5%, 2,3% e 1,5% do total.
As importações brasileiras de serviços também se concentraram na região
sudeste. Rio de Janeiro foi o principal estado importador, com 56% do total.
São Paulo veio logo atrás, com 31,9%. Em terceiro, quarto e quinto lugar
vieram Paraná, Minas gerais e Amazonas, com respectivamente, 3,8%, 2,0%
e 1,8% do total importado em serviços.
Performance by State
In 2012, Southeast region accounted for almost the totality of Brazilian
services exports (93%). The state of São Paulo was the main exporting state,
with 55.9% of total exports. Rio de Janeiro came at second place with 31.3%.
Paraná, Minas Gerais and Rio Grande do Sul came right behind, with 3.5%,
2.3% and 1.5% of Brazil´s total exports.
Brazilian services imports were also concentrated on the southeast region.
Rio de Janeiro was the main importing state, with 56% of total imported. São
Paulo came in second place with 31.9%. In third, fourth and fifth place came
Paraná, Minas Gerais and Amazonas, with respectively 3.8%, 2.0% and 1.8%
of total imported.

7- O Setor de Serviços na Economia Brasileira
No ano de 2012, o setor terciário respondeu por 68,5% do PIB, um pequeno
acréscimo em relação a 2011, quando o setor contribuiu com 67% no valor
adicionado ao PIB (conforme dados revisados do IBGE). O setor terciário,
incluindo empregos do setor público, participa com 78,4% dos empregos formais
do país, segundo dados da RAIS 2010, do Ministério do Trabalho e Emprego.
Estes dados refletem a tendência de crescente participação do setor
de serviços no valor agregado ao Produto Interno Bruto nas economias
modernas. Intensivos em trabalho e capital humano, serviços são cada vez
mais demandados como insumo nos demais setores da economia, tornandose ponto chave no aumento da produtividade das empresas.
The Service Sector in Brazilian Economy
In 2012, the tertiary sector reached 68.5% of Brazilian GDP, a slight increase
compared to 2011, when the sector’s share accounted for 67% of value added
(according to revised data from IBGE). The tertiary sector, including public
sector jobs, is responsible for 78.4% of formal employment in the country,
according to the 2010 RAIS data, from the Ministry of Labor and Employment.
These data highlight the trend of progressive participation of the services
sector in value added to domestic product among modern economies.
Labor and human capital intensive by nature, nearly all economic activities
increasingly rely on the services sector as an input, making it a key factor in
improving overall productivity.

Siscoserv e NBS
Em 1º de agosto de 2012, o Governo Federal implantou o Sistema Integrado de Comércio Exterior de
Serviços, Intangíveis e Outras Operações que Produzam Variações no Patrimônio - Siscoserv, uma
ferramenta utilizada para o aprimoramento das ações de estímulo, formulação, acompanhamento
e aferição das políticas públicas relacionadas a serviços e intangíveis bem como para a orientação
de estratégias empresariais de comércio exterior de serviços e intangíveis. Maiores informações:

Esse Sistema guarda conformidade com as diretrizes do Acordo Geral sobre Comércio de Serviços
(GATS) da Organização Mundial do Comércio (OMC), aprovado pelo Decreto Legislativo nº 30, de 15
de dezembro de 1994, e promulgado pelo Decreto no 1.355, de 30 de dezembro de 1994.
O público alvo do Siscoserv são os residentes e domiciliados no Brasil que realizam operações
de comercialização de serviços, intangíveis e outras operações que produzem variações no
patrimônio das entidades, com residentes ou domiciliados no exterior, dentre as quais as
operações de exportação e importação de serviços.
O Siscoserv conta com dois Módulos: Venda e Aquisição.
• Módulo Venda: são registradas as operações de venda de serviços, intangíveis e outras
operações que produzam variações no patrimônio, por residentes ou domiciliados no País
a residentes ou domiciliados no exterior. Este módulo abrange também o registro das
operações realizadas por meio de presença comercial no exterior.
• Módulo Aquisição: são registrados os serviços, intangíveis e outras operações que produzam
variações no patrimônio, adquiridos por residentes ou domiciliados no País de residentes ou
domiciliados no exterior.
A legislação relativa ao Siscoserv e os manuais informatizados dos Módulos Venda e Aquisição, contendo

Para fins de registro no Siscoserv e para possibilitar um melhor direcionamento das políticas
públicas neste setor, os serviços, os intangíveis e as demais operações são classificados com
base na Nomenclatura Brasileira de Serviços, Intangíveis e outras Operações que Produzam
Variações no Patrimônio (NBS), possuindo como elemento subsidiário para a sua interpretação
as Notas Explicativas da Nomenclatura Brasileira de Serviços, Intangíveis e Outras Operações

A NBS e as Notas Explicativas tiveram sua instituição autorizada pelo artigo 24 da Lei nº 12.546/2011
e foram instituídas pelo Decreto nº 7.708, de 02 de abril de 2012. Sua elaboração teve por base
a Central Product Classification (CPC 2.0), classificador utilizado em todos os acordos comerciais
firmados e em negociação pelo Brasil e também pelos Países Membros da OMC.
Reconhecendo a dinâmica do setor de serviços e o papel da NBS como classificador único das
transações com serviços e intangíveis, foi publicada a Portaria Interministerial nº 385, de 29 de
novembro de 2012, que instituiu a Comissão da NBS, composta por servidores do MDIC e da
Receita Federal do Brasil, para fins de revisão e aprimoramento permanente da Nomenclatura e
de suas Notas Explicativas
Siscoserv and NBS
On August 1st, 2012, the Federal Government of Brazil putted into production the Integrated
System of Foreign Trade in Services and Intangibles (Siscoserv), a tool used for the
improvement of the actions related to the stimulus, formulation, supervision and measurement
of public politics related to services and intangibles, as well as to the orientation of business
strategies of foreign trade in services and intangibles. More information is available at:

This system complies with the guidelines of the General Agreement on Trade in Services (GATS)
of the World Trade Organization (WTO), incorporated to Brazillian Law by the Legislative Decree nº.
30 dated December 15 th, 1994 and promulgated by Decree No. 1355, dated December 30 th, 1994.
The target audience of the SISCOSERV are natural and juridical persons resident and domiciled
in Brazil that perform operations involving services and intangibles with natural and juridical
persons resident or domiciled abroad, among which the operations of services and intangibles
exports and imports.
The Siscoserv have two modules: Sale and Purchase.
• Sale Module: register operations of services sales, intagibles, by residents or domiciled in
the country to residents or domiciled abroad. This module also covers the registration of
transactions through commercial presence abroad.
• Purchase Module: register services and intangibles, acquired by residents or domiciled in
the country from resident or domiciled abroad.

For registration purposes in the Siscoserv and to enable better targeting of public policies
in this sector, all services and intangibles will be classified using the Brazilian Nomenclature
of Services and Intangibles (NBS) (Nomenclatura Brasileira de Serviços, Intangíveis e
outras Operações que Produzam Variações no Patrimônio), having as subsidiary element
for its interpretation the Explanatory Notes of the Brazilian Nomenclature of Services and
Intangibles (NEBS) (Notas Explicativas da Nomenclatura Brasileira de Serviços, Intangíveis
e Outras Operações que Produzam Variações no Patrimônio). For more information:

The NBS and the Explanatory Notes had their institution authorized by Article 24 of Law nr.
12.546/2011 and were regulated by Decree nr. 7708 of April 2nd, 2012. Its preparation was based
on the Central Products Classification (CPC 2.0), the classifier used in all commercial agreements
signed and negotiated by Brazil as well as other WTO Members.
Recognizing the dynamism of the service sector and the role of the NBS as the unique
classifier of transactions involving services and intangibles, it was published the Joint Act nº 385
of November 29, 2012, that instituted the NBS Commission, composed with members of the
MDIC and the RFB, with the purpose of promoting a permanent review and improvement of the
Nomenclature and its Explanatory Notes.
