Novadata scandal.
The company Novadata Sistema e Computadores S/A is a private undertaking
belonging to Mauro Dutra, and participates in public biddings since its founding in 1979. In
the investigation previous to CPI of Correios, was already been established that, in 2004, the
company had struck deals equivalent to more than R$ 200,000,000.00 with the PT
government. Much of this business corresponded to supply computers for Petrobras and the
program Computador para Todos.
During investigations of the CPI of Correios, the favoritism for Novadata was
discovered. So, the former secretary general of the PT, Silvio Pereira, was subpoenaed by
Federal Prosecutors in the Federal District to testify in investigations of Federal Public
Attorney (Ministério Público Federal – MPF).
These investigations were designed to
ascertain the irregularities in bids and contracts of Correios involving certain companies,
including the Novadata.
In the video that shows Maurício Marinho (former employee of Correios) negotiating
bribes - video that led to the media the scandal of Correios – Novadata is also mentioned by
him. Marino said the company had achieved several benefits at the Correios after making an
"agreement" with the management of technology.
Surveys, conducted by the Office of the Comptroller General (Controladoria Geral da
União - CGU) and attached to the survey, showed that Novadata had achieved an unexplained
increase in the value of one of its contracts, and moreover had won another bid, which the
criteria of choice were absolutely irregular. The company was also spared from penalties for
delay in performing services.

Mauro Dutra is a friend of President Lula and, in the PT government, prospered. His
computer company earned R$ 337 million in 2004, more than twice of the previous year.
