CONSULTANT SERVICES
The Government of the State of Rio de Janeiro has requested financing from the World
Bank toward the cost of the Programa Rio Metrópole / PróGestão II, and it intends to
apply part of the proceeds to payments for consulting services with the following
details:
MAPPING OF AREAS FLOODING SUSCEPTIBLE AND ABILITY TO URBANIZATION IN
RIVERS BASINS MACAÉ, RIO DAS OSTRAS, IMBOACICA AND JUNDIÁ
Contracting Consulting firm expert to prepare a Strategic Plan for Flood Prevention for
the watershed of Macaé rivers, das Ostras, Imboacica and Jundiá in the state of Rio de
Janeiro, whose main objective is to promote the integration of various sectoral public
policies and define a set of studies and projects for the prevention and mitigation of
floods at the local, municipal and regional, adopting as a planning and management
unit watershed.
For the development of the Strategic Plan, susceptibility maps should be prepared to
flooding and suitability to urbanization, how the map of land use and vegetation cover
and constructing studies and projects to prevent and mitigate the risk of flooding.
It should also analyze and propose revisions to the Municipal Master Plans and other
territorial planning instruments in order to incorporate the susceptibility mappings to
flooding and indicating suitable areas for urbanization.
The State Secretary for Planning and Management of Rio de Janeiro invites eligible
consultants to express their interest in the providing of the requested service until
October 09, 2015.
Interested consultants should send digital document duly signed by the head of
Consulting / Consortium, expressing interest in performing the service in question to

The document should contain the following information:
- Name, official name of company, address and CNPJ consultant or each part of the
consortium;
- Indication of the responsible from consultant / consortium, phone and e-mail
contacts;
- Consultant’s/Consortium´s company presentation prospectus;
- Description of similar work developed and completed (even though only phases
were completed) by the company in the last FIVE years;
The submission form for the description of similar assignments is found in the site
http://www.rj.gov.br/web/seplag/exibeConteudo?article-id=375024. The similar work
should submit as many details as possible, including, among others: project scope,
activities, duration, products, number of function points, values and team involved. If
you can not provide such data, the fact should be reported on the form to be filled.
The shortlisting criteria are: 1 - Experience in projects associated with the management
of risk of natural disasters; 2 - Experience in territorial planning projects; 3 - Experience
in designing mappings associated with the risk of flooding (susceptibility map,
vulnerability, hazard and risk); 4 - Experience in designing in suitability urbanization
maps in function to the risk of disasters and / or preparation of geotechnical letters to
suitability urbanization; 5 - Experience in geoprocessing and advanced spatial analysis;
6 - Experience in preparation of land use and land cover maps; 7 - Experience in
creating georeferenced database; 8 - Experience in surveying topographical for
projects in hydrology area; 9 - Experience in similar projects, developed in the sphere
of state government, municipal and / or federal.
The consultants will be selected in accordance with the rules laid down in the World
Bank’s Guidelines: Selection and Employment of Consultants by World Bank
