Aos 31 dias do mês de janeiro de 2015, com início às 10H00 horas, no Bessa Hotel, no Porto, realizou-se a Reunião do
Comité Central da CERS, estando presentes os seguintes membros:

O Presidente, Fernando Claro, iniciou a reunião e deu as boas vindas e informou que, em virtude da CERS ter
convidados do Hóquei em Linha, para tenter resolver os problemas da disciplina, propôs alterar a ordem de trabalhos,
iniciando com os dois primeiros pontos e passar de imediato para o ponto 8, dando a oportunidade do 1º VicePresidente, Ignacio González, de apresentar o seu relatório sobre a Comissão Provisional do CERILH, para depois
receber os convidados, às 10H30.
O Secretário-Geral, Fernando Graça, passou de imediato ao ponto 1 da Ordem de Trabalhos: Aprovação da Ata da
última reunião do Comité Central da CERS.
Questionados os presentes sobre a mesma e em virtude de não haver nem objeções nem questões em relação à
mesma, foi colocada à votação a sua aprovação, tendo a mesma sido aprovada por unanimidade.
De imediato entrou-se no ponto 2 da Ordem de Trabalhos: Ata da última Assembleia-Geral da CERS.
Questionados os presentes sobre a mesma, todos deram a sua aprovação.

O Presidente, Fernando Claro, passou de imediato ao ponto 8 da Ordem de Trabalhos: Comissão Provisional do
CERILH.
O Presidente, Fernando Claro, relembrou que na última reunião do Comité Central foram dados poderes ao 1º VicePresidente, Ignacio González, para criar as necessárias condições para que a disciplina do Hóquei em Linha pudesse
ser desenvolvida, a quem passou a palavra.

O 1º Vice-Presidente, Ignacio González, iniciou dizendo que seria breve, pois já tinha entregado uma informação
escrita descritiva da situação, com a evolução e trabalho desenvolvido. Relembrou que tinha sido acordado ter
funções de controlo e coordenação, num plano de atuação dos Membros do Comité Provisional, que eram os
membros das várias Federações. Acrescentou que a sua primeira ação foi convocar uma reunião com todos os
Membros - seis pessoas – incluindo o próprio, à qual só compareceram os Membros de Espanha e Itália. Adiantou que
estando a maioria, foi possível deliberar e designar, por todos os Membros, uma série de tarefas. Continuou
informando que o Membro da Espanha realizou os dois regulamentos, tendo posteriormente enviado a todos os
Membros a ata da reunião, com as tarefas específicas de cada um, solicitando aos mesmos se assumiam as referidas
tarefas. Todos os Membros responderam afirmativamente às tarefas designadas mas nenhum realizou qualquer
tarefa. Adiantou que foi criado um regulamento específico para uma Taça da Europa de Clubes, ao qual foi feita uma
convocatória oficial para as Federações. No entanto, a competição não se realizou, pois apenas três clubes haviam
efetuado a sua inscrição na prova. Após a não realização da prova, solicitou aos Membros da Comissão Provisional
pelos desenvolvimentos das suas tarefas ao qual não obteve quaisquer respostas. Continuou informando que
convocou nova reunião, tendo posteriormente cancelado a mesma, porque apenas o Membro da Espanha estaria
presente, em virtude do Membro da Itália se encontrar doente e todos os restantes Membros não estarem
disponíveis para a reunião, por diversas razões. Solicitou aos Membros uma data ideal para todos estarem presentes
mas também não obteve quaisquer respostas. Resumiu que houve falta de cooperação, não apenas pela falta de
assistência em reuniões, mas também pela falta da realização das várias tarefas. Continuou dizendo que compreende
algumas razões pela falta de participação, nomeadamente a económica, logística da viagem ou mesmo a falta de
tempo para a deslocação para a reunião, no entanto, aquilo que não compreende é o facto de não terem realizado as
tarefas específicas, principalmente por todos terem aceitado realizar as mesmas. Conclui dizendo que a Comissão
Provisional foi totalmente inoperativa e que a tarefa que lhe havia sido responsabilizada não foi executada, pela falta
de cooperação. Ainda adiantou que, relativamente à parte financeira, só um clube pagou a respetiva taxa de inscrição,
que foi devolvida após o cancelamento da prova, pelo que não há relatórios financeiros a apresentar. Lamentou a sua
prestação negativa quanto ao assunto em análise, tendo informado em devido tempo o Presidente, Fernando Claro,
da situação inoperativa, tendo este decidido convidar os Membros para a reunião do Comité Central, para os
auscultar sobre os problemas do Hóquei em Linha. Adiantou ainda que tem disponível a ata da reunião para entregar
ao Comité Central.
O Presidente, Fernando Claro, agradeceu a informação e não achou relevante a entrega da referida ata, pois a
informação verbal apresentada descrevia claramente a informação escrita apresentada anteriormente. Continuou
informando que, após receber a informação do 1º Vice-Presidente, Ignacio González, decidiu convidar os Membros da
Comissão provisória do CERILH, às custas da CERS, para tentar resolver definitivamente os problemas da disciplina.
Sugeriu ao Comité Central que devia ser dada a oportunidade aos convidados a autonomia de escolha dos Membros
que irão compor a próxima Comissão Provisional do CERILH, pois são eles os conhecedores da disciplina, sendo que,
tendo os mesmos liberdade, terão também a responsabilidade de execução das diretrizes traçadas pelo Comité
Central da CERS, pelo que questionou o Comité Central sobre as suas opiniões.
O 1º Vice-Presidente, Ignacio González, acrescentou que a proposta agora feita pelo Presidente, Fernando Claro, está
de acordo com os Estatutos da CERS, segundo o Artigo 35º, ponto 4.
A Presidenta do CEC, Irmelin Otten, agradeceu o trabalho realizado pelo 1º Vice-Presidente, Ignacio González, e
mencionou duas situações de que tem conhecimento, pois ela própria está ligada a esta disciplina, mas no gelo: - A
primeira é sobre o número de Países filiados, pois tem conhecimento que na Europa de Leste existem muitos
praticantes de Hóquei em Linha que não são filiados na CERS e que participam em competições de gelo. Mencionou
igualmente que, tanto a Bélgica como a Holanda criaram uma liga profissional e estão filiados nos Estados Unidos; - A
segunda situação tem a ver com a periodicidade das competições internacionais no gelo, que, de acordo com aquilo
que ouviu dizer, irão passar a ser a cada dois anos, deixando uma folga para a cada dois anos, intervaladamente, haver
espaço para competições Continentais.

O Presidente do CERH, Fernando Graça, acrescentou que, de acordo com o estipulado nas regras, o fator chave para o
Hóquei em Linha, será realizar um Campeonato da Europa, a fim de se poder realizar uma Assembleia e,
inerentemente, uma Eleição dos Órgãos.
A Presidenta do CEPA, Margaret Brooks, questionou se havia conhecimento de quantos Países praticam a disciplina,
ao qual o Presidente do CERH, Fernando Graça, respondeu que soube que a Suíça, a Alemanha, a Itália, a França e a
Espanha concordam que o objetivo principal é realizar um evento Europeu, acrescentando que, após a efetivação da
estrutura para realizar tal evento, os restantes países eventualmente iriam começar a demonstrar interesse e
aparecer.
O 1º Vice-Presidente, Ignacio González, completou explicando que houve coisas positivas durante o passado ano,
nomeadamente a regularização da Suíça. Anteriormente eram sete os países – França, Itália, Espanha, Alemanha, GrãBretanha, Bélgica e Polónia. Atualmente, com a Suíça, existem oito. Informou, com alguma surpresa, que no Mundial,
participam outros países Europeus, como a Letónia, República Checa, Rússia e República da Eslováquia. Continuou
dizendo que tem conhecimento que alguns destes países nem sequer estão filiados na FIRS, embora não tenha a
certeza. Esta situação era idêntica à da Suíça, que participava na Europa sem ser membro da CERS. Continuou
respondendo à Presidenta do CEC, Irmelin Otten, dizendo que tem conhecimento que o Presidente do CIRILH, Gilbert
Portier, não tem vontade de verem ser realizados Campeonatos Europeus de Nações mas somente Campeonatos
Europeus de Clubes, pois assim garante um Mundial anualmente.
A Presidenta do CEC, Irmelin Otten, acrescentou que teve uma conversa com o Presidente da República Checa, que
lhe disse que estariam, eventualmente, disponíveis para trabalhar no hóquei em linha, uma vez que têm várias
equipas de gelo, e mostraram interesse em fazer parte de uma estrutura dentro da CERS, pelo que se colocou à
disposição para ajudar nesse sentido.
O Presidente, Fernando Claro, confirmou o exposto pelo Presidente do CERH, Fernando Graça, que o importante para
iniciar a atividade é realizar um Campeonato da Europa que, supostamente, abrirá as portas para a participação de
todas as equipas que pretendem participar em competições de nações. Confirmou igualmente o exposto pelo 1º VicePresidente, Ignacio González, no que ao CIRILH diz respeito, em relação à pouca vontade de se deixar de fazer
Mundiais anualmente.
Os trabalhos foram momentaneamente interrompidos para chamar os Membros da Comissão Provisional do CERILH.
O Presidente, Fernando Claro, deu as boas vindas aos membros da Comissão Provisional do CERILH, agradecendo a
disponibilidade demonstrada e afirmando a vontade de ver o Hóquei em Linha ter o seu desenvolvimento dentro da
CERS. Informou que a CERS pretende criar uma nova Comissão Provisional, oferecendo a liberdade de escolha entre os
Membros presentes e cujas tarefas são as seguintes: Dirigir o CERILH temporariamente; Concretizar o 1º Campeonato
da Europa de Seleções; Criar um Regulamento Geral; Criar um Regulamento de Provas. Posteriormente, numa
Assembleia-Geral da CERS, apresentar os Regulamentos para que sejam ratificados bem como proceder à eleição do
respetivo Presidente.
O Presidente, Fernando Claro, esclareceu que estes são os objetivos que se pretendem da Comissão Provisional do
CERILH e deu a palavra aos membros da mesma, solicitando as suas ideias para o desenvolvimento do Hóquei em
Linha.
Boris Darlet, da França, tomou a palavra, começando por agradecer o convite e a oportunidade para poderem abrir
uma nova página na história do hóquei em linha. Informou que a comissão está a trabalhar há um ano e meio para
que se consigam organizar e para conseguirem criar uma nova competição a nível Europeu. Continuou a informar que
realizaram várias reuniões, na Suíça e na França, onde discutiram o projeto de realização de competições. O projeto
consiste em três competições: - duas de clubes e uma de nações. Continuou a informar que também está a ser
considerado um evento Europeu de seniores anual, onde as equipas serão penalizadas se não participarem todos os
anos, perdendo a sua posição no ranking. Continuou informando que foi ponderada uma competição de juniores
femininos e também de seniores femininos, bem como de sub 17 masculinos, todas de âmbito Europeu e com
periodicidade anual. Explicou que os Países envolvidos nas discussões de início de competições foram a França, Itália,
Grã-Bretanha, Alemanha e Suíça. Explicou que da Espanha não teve qualquer contributo, por causa do antigo
Presidente. Concluiu que o exposto é o projeto, embora ainda se estejam a discutir as fórmulas a aplicar e neste

momento o que se torna necessário é tomar uma decisão superior, principalmente em que categoria iniciar.
Acrescentou que se torna necessário auscultar a Espanha bem como criar regulamentação específica para disciplina,
seguindo a estrutura da CERS, para que o trabalho a realizar seja num formato legal, demonstrando a necessidade de
ajuda nesse sentido.
Tomou a palavra o membro da Itália, Fábio Forte, que agradeceu a possibilidade de estar presente, tendo informado
que já discute a situação com o Boris Darlet há cerca de um ano e meio e afirmou que estão prontos a iniciar o
trabalho necessário. Esclareceu que no decorrer de uma reunião na Corunha, com o anterior presidente do hóquei em
linha da Federação Espanhola, foram preparados regulamentos, embora não se sinta muito há vontade com os
mesmos, pois está mais familiarizado com o trabalho no terreno. Exprimiu a sua opinião que o que se torna necessário
é começar e fazer um evento qualquer, para que exista competição para as equipas e está em crer que, assim que se
realizar uma competição, as equipas acabarão por participar, incluindo países novos, como a Croácia, Eslovénia, Sérvia
e República Checa. Continuou, também com a sua opinião, que as taxas à CERS são baixas, pelo que não será esse o
impeditivo da participação das equipas e referiu que nas regras está um mínimo de cinco equipas para realizar uma
competição, que poderá ser um contratempo inicial, embora exista uma forte possibilidade de pelo menos cinco
países estarem prontos a participar num evento Europeu. Concluiu que se sentem prontos para iniciarem os trabalhos
necessários, pois já trabalham para a disciplina nos seus próprios países e, se tiverem a possibilidade, conseguirão
fazer o trabalho necessário para iniciarem a atividade do Hóquei em Linha a nível Europeu.
Tomou a palavra a membro da Grã-Bretanha, Kathy Morris, que agradeceu a possibilidade de estar presente, e
mostrou o seu acordo ao já exposto pelo membro da Itália, Fábio Forte, que o necessário é dar início à realização de
uma prova e começar a trabalhar com as Federações já confirmadas. Já conversam há alguns meses e a decisão que
falta tomar é saber em que categoria começar. Na sua opinião não se deveriam concentrar apenas nos seniores e
tentar começar com uma categoria como a de juniores, para que exista a possibilidade de continuação.
Tomou a palavra o membro da Espanha, Xavier Chao, que agradeceu também a oportunidade de estar presente na
reunião, pois querem trabalhar para o Hóquei em Linha, dando continuação ao que já fazem nos seus Países.
Agradeceu ao anterior Presidente da Comissão Provisional para o Hóquei em Linha, o 1º Vice-Presidente, Ignacio
González, que deu a oportunidade para poderem contribuir para a disciplina. Adiantou que na Federação Espanhola
existem algumas dificuldades burocráticas e em conseguirem ter conversas com parte desta Comissão, pelo que foi
complicado no passado ter uma palavra a dar. Acrescentou que a situação já foi ultrapassada e já estão disponíveis
para terem reuniões com todos os presentes. Continuou informando que a Espanha quer competições fortes e que se
torna necessário criar regras de jogo viáveis, aproveitando e adaptando as já existentes, melhorando-as para esta
disciplina, sendo igualmente necessário juntar todos os Países que competem a nível Mundial, atraindo-os para boas
competições a nível Europeu, acreditando que a forma de o fazer é realizar competições com seriedade. Na sua
opinião será necessário trabalhar rapidamente, mas com ponderação e alguma calma, para que o trabalho seja bem
feito. Concluiu que, na sua opinião, as competições a realizarem-se deveram ser de seniores e juniores, em masculinos
e em femininos, mas também para categorias inferiores, pois a Espanha tem muitos atletas e a nível Europeu, poderá
ser um contributo importante. Agradeceu de novo e espera por decisões produtivas.
O Presidente, Fernando Claro, tomou a palavra e em resposta às várias intervenções dos Membros da Comissão
provisional do Hóquei em Linha, explicou que há muitas opções válidas dentro dos já existentes regulamentos,
nomeadamente os do Hóquei tradicional. Mencionou que, tal como foi dito anteriormente, não se podem deixar
esquecidos os escalões de formação e, tal como no hóquei tradicional, existem campeonatos da Europa de Sub 17
anualmente, por ser o escalão base para o desenvolvimento. Mencionou igualmente que no que se refere aos Sub 20,
existe alternação bianual com o Campeonato do Mundo, tal como os seniores femininos e os seniores masculinos.
Continuou referindo que na CERS, de facto, as taxas de filiação são baixas, expondo que a CERS não é um banco e que
o dinheiro recebido serve para investir no desporto, com equilíbrio, não inflacionando nem sobrecarregando os Países
filiados. Esclareceu que a CERS está em sintonia com os objetivos propostos pelo CERILH e também que a CERS
decidirá nas competições a realizar, em sintonia com a decisão a ser tomada pelo CERILH. Concluiu afirmando que o
método de trabalho da CERS segue uma filosofia importante: - Liberdade e Responsabilidade.
Foi colocada a palavra à disposição dos Membros da CERS, tendo a Presidenta do CEPA, Margaret Brooks, solicitado
esclarecimento sobre o número de Países com Hóquei em Linha, tendo o Presidente, Fernando Claro, respondido que
existem oito Países com a disciplina, dos quais cinco prontos para avançarem e participarem num evento de seleções
a nível Europeu.

A Presidenta do CEC, Irmelin Otten, informou que tem um contato com a República-Checa, pois sabe que este País
está interessado em participar em competições Europeias.
O membro da Itália, Fábio Forte, tomou a palavra e explicou não saberem como colocar nas regras a questão da
periodicidade, pois a FIRS poderá colocar objeções à não participação no Campeonato do Mundo.

O 1º Vice-Presidente, Ignacio González, esclareceu que um dos argumentos que o CIRILH poderá eventualmente ter
para realizar Mundiais todos os anos é a ausência da realização de Campeonatos da Europa. Continuou afirmando
que, no momento em que se realizem Campeonatos Europeus, teremos obrigatoriamente que forçar o CIRILH a
utilizar um formato idêntico ao do Hóquei tradicional, alternando anualmente entre o Europeu e o Mundial
O Presidente, Fernando Claro, informou que o Comité Central da CERS ausentar-se-á da reunião para uma pausa e que
nesse momento, todos os Membros da Comissão Provisional presentes reunirão para escolherem entre eles os novos
Membros da Comissão Provisional do CERILH.
O Presidente do CERH, Fernando Graça, tomou a palavra e esclareceu que para se poder competir num Campeonato
do Mundo, as respetivas Federações Europeias, terão que ter participado pelo menos uma vez, nos últimos dois anos,
num Campeonato da Europa. Continuou afirmando que se algum País participar num Campeonato da Europa e não
participar num Mundial, no mesmo ano, é possível fazê-lo, de acordo com as regras, defendendo que a melhor
situação a ser explorada será a alternância anual entre Mundiais e Europeus.
O membro da Itália, Fábio Forte, explicou que a nível Mundial existem vários níveis de equipas e, se alguma falhar um
ano o Mundial, da próxima vez que participar irá começar do nível mais baixo, tendo mais jogos para disputar e, no
que diz respeito à categoria sénior, não existe, de acordo com as regras atuais, forma de combinar um Europeu e um
Mundial.
O convidado da Espanha, Philippe Boudreault, esclareceu que, caso uma equipa não participe no Mundial em todas as
suas edições, poderá acontecer haver um grupo com quatro equipas fortes juntas e, desse grupo, apenas uma passará
aos quartos-de-final, pelo que, acabam por ser “forçadas” a participar anualmente no Mundial e, caso uma “equipa
forte” participe em todas as edições, tem a oportunidade de chegar, de uma forma mais fácil, à fase seguinte da
competição.
O Presidente, Fernando Claro, esclareceu que a sua única preocupação é para com os Países que não participam por
questões financeiras, não vendo problemas em que as mesmas participem anualmente, caso as suas Federações
tenham essa possibilidade.
O membro da França, Boris Darlet, adiantou que a única opção a seguir é dar aos Países Europeus uma alternativa,
dentro do contexto Europeu, dando a prioridade aos Europeus com a existência de uma competição e, depois,
escolher qual a competição a realizar. Continuou dizendo que o objetivo da reunião é começar, eventualmente com
sub 17 ou sub 20, neste ano ou no próximo ano e fazer as regras. Hoje será composta uma nova Comissão Provisional
e depois iremos escrever as regras gerais e as regras de competição, para aprovar posteriormente numa AssembleiaGeral. Questionou o Presidente se, relativamente às regras a serem elaboradas, as mesmas têm que ser submetidas a
uma Assembleia-Geral antes, ou depois de, eventualmente, a realização de uma competição.
O Presidente, Fernando Claro, enumerou as prioridades: em primeiro lugar, dirigir temporariamente o CERILH; em
segundo lugar, realizar Campeonatos da Europa. Só posteriormente é que serão necessárias as regras finais e só
depois é que terá lugar uma Assembleia-Geral, para ratificar todas as novas atividades do CERILH. Concluiu que, numa
fase inicial, será necessária alguma desordenação, a fim de se atingir os objetivos.
O 1º Vice-Presidente, Ignacio González, esclareceu que, obviamente, para se realizarem as competições, terão que
haver bases de atuação e de regras básicas.
O membro da Itália, Fábio Forte, também mencionou da necessidade de serem criadas regras específicas para a

utilização destes jogadores, como por exemplo a França que não tem limites e a Itália, que só permite a utilização de
dois ou três jogadores.
O 1º Vice-Presidente, Ignacio González, acrescentou que numa das reuniões realizadas, foi debatido, discutido e
aprovado uma regra específica acerca da utilização de atletas estrangeiros e, a nova Comissão Provisional, poderá
utilizar a regra, modificar ou refazer a mesma, pois a nova Comissão que será designada hoje servirá também para
resolver este tipo de situações.
O Presidente, Fernando Claro, acrescentou que a CERS não irá interferir no que diz respeito às competições de Clubes,
cabendo ao CERILH encontrar a fórmula mais adequada para os limites de utilização de atletas estrangeiros em
equipas, ao participarem em Competições Europeias de Clubes.
O membro da Espanha, Xavier Chao, acrescentou que mais importante ainda é iniciar um efetivo controlo de
jogadores que participam nos Campeonatos Nacionais dos próprios Países, pois não existe regulamentação nesse
sentido e existem vários casos de atletas que, numa única época, jogam em diferentes Países.
O Presidente do CERH, Fernando Graça, informou que no Hóquei tradicional, foi criada uma Licença Europeia de
Atleta, tendo assim o controlo efetivo do Clube onde o atleta joga durante essa temporada.
O membro da Espanha, Xavier Chao, concluiu que todos os pequenos detalhes necessitam de profunda análise, para
que haja a essencial comunicação entre o CERILH e os Países, com a finalidade de normalizar a regulamentação e
mostrar a seriedade fundamental para a existência de qualquer competição.
O Presidente, Fernando Claro, após todos terem oportunidade de exprimirem a sua opinião, solicitou ao Comité
Central da CERS a saída da sala para uma pausa e deu aos convidados a responsabilidade de se reunirem e escolherem
quais os elementos a integrarem a nova Comissão Provisional. Esclareceu que, embora apenas três Membros sejam,
efetivamente, nomeados, a Comissão Provisional poderá ser composta com os Membros que sejam considerados
adequados para o desenvolvimento da disciplina. Acrescentou que a nomeação dos três Membros terá que ser
seguida por força dos Estatutos da CERS.
Os trabalhos recomeçaram às 12H25, entrando-se imediato no ponto 3 da Ordem de Trabalhos: Discurso do
Presidente
O Presidente, Fernando Claro, iniciou a intervenção com um agradecimento aos Países que organizaram, bem como
participaram, em Campeonatos da Europa. Continuou afirmando ter sentido tanto a união como o apoio das
Federações Europeias relativamente ao trabalho executado pela CERS, o que se traduz numa superação tanto
dinâmica como eficiente da parte da CERS. Referiu que os Comités Técnicos mostraram, durante o passar dos anos,
um enorme sentido de missão ao colocarem ao serviço da Patinagem todos os esforços. Afirmou que a CERS é uma
Confederação cada vez mais dinâmica, mais forte e mais virada para o futuro, tendo agradecido a todos o trabalho
realizado. Continuou a agradecer à Federação Portuguesa e ao Governo Português, que permitem, através de um
contrato com a CERS, manter uma funcionária administrativa para tratar dos assuntos da CERS. Agradeceu também a
todos os colaboradores da CERS. Informou que está em curso o desenvolvimento de uma nova página da internet,
para aumentar a visibilidade, bem como o fácil acesso, para um percurso ainda mais moderno. Concluiu a agradecer
aos presentes.
De imediato entrou-se no ponto 4 da Ordem de Trabalhos: Discursos dos Vice-Presidentes.
Tomou a palavra o 1º Vice-Presidente, Ignacio González, acrescentando ao já transmitido como Presidente da
Comissão Provisional do CERILH, agradeceu ao Presidente da CERS a confiança, bem como a todos os Membros do
Comité Central.
Tomou a palavra o 2º Vice-Presidente, Martin van Lieshout, que agradeceu a todos os Membros do Comité Central o
apoio demonstrado, informou que no ano passado teve problemas graves de saúde, mas demonstrou-se disponível
em receber alguma tarefa específica para poder ajudar mais a CERS. O Presidente, Fernando Claro, agradeceu tanto a
nível institucional como pessoal e desejou rápidas melhoras demonstrando o seu apoio.
O 3º Vice-Presidente, Fernando Naroli, não teve nada a declarar.

De imediato entrou-se no ponto 5 da Ordem de Trabalhos: Relatório Financeiro 2013.
O Presidente, Fernando Claro, iniciou o relatório financeiro com a informação das contas estarem de harmonia com o
Regulamento Financeiro da CERS. Realçou que o exercício de 2013 foi positivo em 6.152,37 Euros, elevando o capital
próprio da CERS para 26.102,20 Euros. Agradeceu o trabalho realizado pelo Técnico Oficial de Contas e pelo Revisor
Oficial de Contas. Esclareceu que os Recibos passados às Federações são documentos oficiais. Colocou-se à disposição
para responder a quaisquer perguntas dos Membros do Comité Central. Não havendo perguntas relativas ao Relatório
Financeiro, o mesmo foi colocado à votação para aprovação, tendo o mesmo sido aprovado por unanimidade.
De imediato entrou-se no ponto 6 da Ordem de Trabalhos: Relatórios e Contas dos Comités Técnicos.
A Presidenta do CEPA, Margaret Brooks, informou que o relatório apresentado e que está anexado à agenda é final e
que não tem nada a acrescentar. Entregou o novo calendário de competições atualizado, tendo o 1º Vice-Presidente,
Ignacio González, solicitado esclarecimento sobre o significado de competições identificadas com A e B. A Presidenta
do CEPA, Margaret Brooks, respondeu que os evento classificados com A são competições de nível e participação
superior e os com B de nível e participação mais baixos.
O Presidente, Fernando Claro, solicitou esclarecimentos relativamente à organização conjunta dos Campeonatos
Europeus em 2016, sendo respondido que, neste caso a Alemanha, como tinha a seu cargo a organização dos
Europeus, solicitou a junção dos mesmos. A Presidenta do CEPA, Margaret Brooks, esclareceu que este procedimento,
embora aconteça em 2015 e em 2016, não é o procedimento a seguir no futuro, salvo se a organização for do mesmo
País e que assim o seja solicitado. Acrescentou também que em 2015 as datas dos Europeus foram antecipadas por
causa das datas do Campeonato do Mundo, que vai ser muito cedo em comparação com o habitual.
O Calendário de eventos do CEPA foi colocado à votação e aprovado por unanimidade.
A Presidente do CEC, Irmelin Otten, tomou a palavra e começou por informar que tem o mesmo problema em relação
ao Mundial, pois em 2014 foram muito tarde, em Novembro, e em 2015 será também no final de Novembro. Por esse
motivo, foram marcadas várias etapas em Geisingen, na Alemanha, numa pista coberta, embora não seja uma
situação normal. Em 2015 prevê-se uma participação menor de equipas Europeias no Mundial, por ser na China Taipé.
Continuou explicando que a participação no Mundial da Bélgica em 2013 teve cerca de 60 Países inscritos e em 2014,
na Argentina, apenas 30 compareceram, notando-se uma elevada redução, esperando-se o mesmo este ano na China.
O Presidente, Fernando Claro, comentou que as datas dos Europeus deveriam estar fixadas num determinado
momento, com alguma flexibilidade de alteração, mas com um período fixo para a realização dos mesmos. Continuou
e repetiu o já dito em muitas ocasiões que o dinheiro não é tudo e, mesmo que a FIRS faça calendários e depois os
altere, a Europa pode marcar as suas competições, mesmo que sejam posteriores ao Campeonato do Mundo da
respetiva disciplina. O Presidente, Fernando Claro, com conhecimento de causa pela sua afinidade à Federação de
Portugal, informou que para a China Taipé só irão atletas que sejam medalhados no Europeu, tendo em conta a
distância e inerentes custos elevados e, na sua opinião, se um Comité Olímpico analisar de forma sintética os
calendários dos Mundiais, não irão considerar esta disciplina como credível, mas de impulsos.
A Presidente do CEC, Irmelin Otten, respondeu que preparou o seu calendário de acordo com os Mundiais da
Argentina e depois a FIRS alterou as datas, tendo sido forçada a alterar os Europeus. Acrescentou que os Jogos da
Patinagem em 2017, por exemplo, podem vir a ser marcados em Junho, por força de também nesse ano se realizarem
os Jogos Mundiais, pelo que, obrigatoriamente, todos os Campeonatos Europeus poderão sofrer alterações profundas
nas datas de realização.
A Presidente do CEC, Irmelin Otten, informou que tem um problema com a Áustria, pois o seu responsável, Robert
Petutschnigg, quer alterar os regulamentos, de todas as disciplinas, para que todas as alterações aos regulamentos
técnicos sejam apenas alteradas dentro das Assembleias-Gerais da CERS. O Presidente, Fernando Claro, respondeu
que os Comités Técnicos da CERS são eleitos pelos Países e, por esse motivo, são mandatados e têm autonomia para
decidirem quaisquer alterações aos seus regulamentos técnicos, adiantando que, se eventualmente um País não
estiver satisfeito pelo trabalho realizado pelo Comité Técnico, poderá assim solicitar, de acordo com os Estatutos da
CERS, uma votação para destituir um Presidente de um Comité Técnico.
Os trabalhos foram interrompidos para que os convidados do CERILH voltassem para informarem o deliberado.
O Presidente, Fernando Claro, agradeceu de novo e solicitou ao novo Presidente da Comissão Provisional para o
CERILH que se pronunciasse.

Tomou a palavra o Membro da França, Boris Darlet, que anunciou ter sido ele o escolhido como o novo Presidente da
Comissão Provisional para o CERILH, que agradeceu a oportunidade de estar presente nesta reunião, bem como
agradeceu aos seus membros do CERILH pelo apoio demonstrado. Enunciou a nova Comissão Provisional:

- Membro, Xavier Chao, Espanha
O Presidente, Fernando Claro, agradeceu e esclareceu que estes nomes serão os oficiais que responderão à CERS pelo
novo CERILH, chamando, no entanto, a atenção para o facto de não existem limitações para o apoio de mais
membros, embora seja um apoio que é da organização interna do novo CERILH. Concluiu que a CERS está à disposição
para qualquer necessidade e que servirá de apoio para uma qualquer eventualidade.
O Presidente do CERILH, Boris Darlet, acrescentou que o novo CERILH também já decidiu que a meta a alcançar será
ainda em 2015, na primeira semana de Setembro, com a eventual realização de um Campeonato da Europa de Sub 17,
com eventual combinação de um evento para atletas femininas. Continuou solicitando conselhos sobre a realização
dos eventos, uma vez que os membros do CERILH são da opinião que o ato de dar início à atividade regular Europeia
irá criar conflitos com a FIRS, principalmente por causa da periodicidade dos Mundiais, pelo que agradecem opiniões e
concelhos sobre esta situação.
O Presidente, Fernando Claro, respondeu que, em primeiro lugar, o CERILH deve tentar o diálogo com o CIRILH. No
entanto, acrescentou que nenhuma entidade, seja ela qual for, poderá ir contra qualquer decisão, seja tanto
desportiva como administrativa, da CERS ou de um seu Comité Técnico. Acrescentou ainda que a CERS é totalmente
autónoma da FIRS e que apenas tem que dar satisfações às suas Federações, na sua Assembleia-Geral. A via preferível
é a do diálogo mas, caso o outro lado não queira dialogar, a CERS, e especificamente o CERILH, toma as decisões que
achar convenientes para as suas atividades.
O Presidente do CERILH, Boris Darlet, questionou sobre quais as partes que deveriam fazer o diálogo, ao qual foi
respondido pelo Presidente, Fernando Claro, que poderá ser feito entre os dois Presidentes, o do CERILH e o do
CIRILH, mas que a CERS está à disposição caso seja necessário. Adiantou ainda que nas conversações a serem
desenvolvidas com o CIRILH, a CERS nunca poderá perder a sua identidade.
O Presidente, Fernando Claro, perguntou aos membros do Comité Central se concordavam com este método de ação,
ao qual a Presidenta do CEPA, Margaret Brooks, demonstrou não concordar com a necessidade da CERS dialogar com
a FIRS, pois os Comités Técnicos Europeus fazem o trabalho na Europa e a os Comités Técnicos Mundiais fazem o
trabalho no Mundo. O Presidente, Fernando Claro, relembrou que nas conversações a serem desenvolvidas com o
CERILH, a CERS nunca poderá perder a sua identidade, pelo que, se a FIRS não estiver de acordo com a CERS, a CERS
seguirá o seu caminho sem a FIRS.
Tomou a palavra o 1º Vice-Presidente, Ignacio González, que acredita que os argumentos do CIRILH em realizar
eventos Mundiais todos os anos deixarão de existir a partir do momento em que exista atividade regular Europeia,
levando a uma ponderação por parte da FIRS para se intercalarem os respetivos Campeonatos.
A Presidenta do CEPA, Margaret Brooks, acrescentou que na conversa a ser realizada, o CERILH deveria informar as
suas intenções e não solicitar qualquer tipo de autorização.
O membro da Itália, Fábio Forte, acrescentou que não será para pedir permissão e que a decisão de fazer um
Campeonato de Sub 17 não levantará problemas de incompatibilidade com o CIRILH e que, no mesmo evento, até por
motivos económicos, levar a efeito um evento feminino.
O membro da Espanha, Xavier Chao, esclareceu que poderá ser conflituoso fazer um evento feminino a nível Europeu,
onde um mês antes existe um evento Mundial. Continuou que esse evento poderá ser antes um torneio e assim não ir
contra o CIRILH, servindo apenas para mostrar que é possível realizar o evento e que, no futuro, poderá mesmo ser
uma alternativa viável e interessante.

O Presidente do CERH, Fernando Graça, esclareceu que havendo equipas para participarem num torneio Europeu,
esse torneio pode, e deve, ser antes chamado de Campeonato da Europa. Continuou informando que se se decidir
realizar um Europeu Feminino, a decisão recai sobre a CERS e os seus Comités Técnicos e nenhum órgão externo
poderá interferir nessa decisão.
O Presidente, Fernando Claro, informou que a preocupação da CERS é defender a Europa e que o problema do Mundo
pertence a outras pessoas. A CERS pode e deve colaborar sempre com os órgãos Mundiais mas a CERS tem que ser
sempre forte e tomar as medidas que achar melhores para a Europa, sem medo de deixar os órgãos Mundiais
molestados. Continuou afirmando que nunca se pode deixar de tomar uma decisão por ter medo de fazer alguma
coisa que vai contra alguém. Concluiu afirmando que a CERS formula um plano e segue esse plano – quem quiser
aceita-o, quem não quiser, não o aceita – pois existem limites para o diálogo e, a conversa a manter com o CIRILH será
a título informativo e de cortesia, não de solicitação.
O Presidente, Fernando Claro, após todos terem contribuído com opiniões e perguntas, deu como oficial a nomeação
da nova Comissão Provisional para o CERILH, informando que será feita uma comunicação desta decisão às
Federações filiadas, bem como será anunciada no Site da CERS.
Os trabalhos foram interrompidos para o almoço às 13H30, tendo recomeçado às 15H20.
Continuou-se no ponto 6 da Ordem de Trabalhos, tendo a palavra sido dada ao Presidente do CERH, Fernando Graça,
que informou que o relatório apresentado se encontra dentro da linha da sua candidatura, demonstrando
detalhadamente o que foi realizado durante o ano. Realçou que o relatório financeiro apurado foi histórico, com um
resultado de cerca de 65.000 Euros, após ter pago à CERS cerca de 11.000 Euros. Realçou igualmente que o relatório
segue o Regulamento Financeiro da CERS. Explicou que as contas estão agora discriminadas, ao contrário do que se
sucedia no passado, e também que foram cobradas as taxas em atraso aos clubes, que perfazem cerca de 58.000
Euros, bem como as taxas dos direitos televisivos e publicidade, adiantando que se percebe agora o motivo pelo qual
o CERH anterior apresentar resultados negativos. Acrescentou que parte do dinheiro foi aplicado em desenvolvimento
da disciplina e com a realização de ações formativas. Continuou informando que o CERH está a desenvolver o projeto
do Mini Hóquei, tendo já realizado reuniões com várias Federações Europeias, tendo como objetivo disponibilizar
materiais de iniciação específicos para os jovens praticantes. Explicou que este trabalho só será exequível com a ajuda
de técnicos dentro das Federações para poderem implementar o projeto.
De imediato entrou-se no ponto 7 da Ordem de Trabalhos: Datas dos Eventos na Europa e no Mundo.
O Presidente, Fernando Claro, tomou a palavra e informou que se elaborou um calendário geral das competições
Europeias de Nações, tendo solicitado aos presentes ideias para o melhorar, caso assim o entendessem.
A Presidenta do CEC, Irmelin Otten, solicitou se se pode fazer um calendário geral com todas as competições
internacionais, sem serem apenas as de Nações, tendo o Presidente, Fernando Claro, respondido afirmativamente.
Relativamente aos calendários apresentados pelos Comités Técnicos, os mesmos foram aprovados por unanimidade.
Tendo o ponto 8 da Agenda já sido discutido, de imediato entrou-se no ponto 9 da Ordem de Trabalhos: Informação
do Presidente do CERH sobre a Federação Alemã.
O Presidente do CERH, Fernando Graça, informou que existiu um problema com a Federação da Alemanha,
relativamente ao pagamento das taxas, explicando que, anteriormente, estava escrito que o pagamento de taxas era
anual, no princípio do ano. Continuou informando que na última Assembleia-Geral do CERH, foi decidido alterar esse
pagamento à época, de setembro a agosto. Continuou informando que, inicialmente, a proposta tinha uma cláusula
de transição para o primeiro ano mas, por lapso, essa não foi a proposta apresentada em Assembleia, embora todas
as Federações presentes tenham aprovado as alterações relativas ao pagamento de taxas ao CERH. Neste sentido,
algumas Federações reclamaram o facto de terem que pago duas vezes no mesmo ano as suas taxas de filiação e de
árbitros, uma no início do ano e outra em setembro. O problema com a Alemanha prendeu-se com o facto de a
Federação não reconhecer as deliberações, por a pessoa presente em representação da mesma não estar autorizada.
Por esse motivo, a Federação Alemã decidiu não pagar em tempo útil as suas taxas ao CERH, tanto de filiação como de
árbitros, pelo que o CERH decidiu não incluir árbitros da Alemanha nas suas nomeações. O Presidente do CERH,
Fernando Graça, concluiu que, após muitas trocas de e-mails com a Alemanha, o assunto foi resolvido, pelo que, à
data, já não existe qualquer problema.

De imediato entrou-se no ponto 10 da Ordem de Trabalhos: Relacionamento entre a CERS e as Federações filiadas
O Presidente, Fernando Claro, informou que, na sua opinião, a CERS deverá ter uma postura pró-ativa para com as
suas Federações filiadas, auscultando-as sobre os seus problemas e sugestões, relativamente às várias disciplinas, bem
como aos seus aspetos económicos e desportivos individuais. Prosseguiu questionando os Membros da CERS sobre as
suas opiniões relativamente a este assunto, esclarecendo que o seu pensamento seria na realização de um seminário,
com a possibilidade de se criarem grupos de trabalho nas várias disciplinas e, como responsáveis, cada um dos
Presidentes dos Comités Técnicos da CERS, com a finalidade de se obterem várias ideias e propostas de todas as
Federações para posteriormente a CERS poder deliberar sobre as mesmas. Explicou que a CERS poderia convidar o
Presidente de cada Federação, suportando os custos inerentes e que, caso as Federações pretendessem enviar mais
pessoas, assumiriam os custos das mesmas.
A Presidenta do CEPA, Margaret Brooks, esclareceu que os Presidentes das Federações nem sempre estão dentro dos
assuntos das várias disciplinas e a Presidenta do CEC, Irmelin Otten, questionou sobre o local para este seminário. O
Presidente, Fernando Claro, respondeu que as Federações podem sempre trazer mais pessoas, embora a CERS só
suporte o pagamento de uma, bem como, sobre o local, respondeu que poderia ser realizado durante um
Campeonato da Europa.
O Presidente, Fernando Claro, concluiu que muitas vezes não se conhecem as pessoas responsáveis das Federações e
que este tipo de ações podem levar a contactos diretos com as pessoas responsáveis, sendo uma boa oportunidade
para se discutirem várias ideias entre todos os Países Europeus.
A Presidenta do CEPA, Margaret Brooks, questionou se o seminário seria para as três disciplinas e se a pessoa que
representa a sua Federação terá conhecimentos suficientes para discutir as três disciplinas, ao qual o Presidente,
Fernando Claro, respondeu que a pessoa que representa a sua Federação deverá ter um projeto já promovido dentro
do seu País.
A Presidenta do CEPA, Margaret Brooks, também esclareceu que, se a CERS se oferece para pagar as despesas de uma
pessoa, o mais provável é que algumas pessoas venham apenas como turistas. O Presidente, Fernando Claro,
concordou com a afirmação e é nesse sentido que questiona os Membros da CERS, para tentar melhorar o projeto em
assunto e esclareceu que, caso se vejam mais contras que prós, o mesmo não será desenvolvido.
A Presidenta do CEC, Irmelin Otten, acrescentou que este tipo de ações poderão ser desenvolvidas durante os
respetivos Campeonatos Europeus de cada uma das disciplinas, potenciando assim as pessoas envolvidas, que são
normalmente conhecedoras da disciplina.
O Presidente, Fernando Claro, concluiu que, seguindo os exemplos dados pelas Presidentas do CEPA e CEC, Margaret
Brooks e Irmelin Otten, respetivamente, além de ser mais proveitosa a colaboração com as Federações, também será
uma solução mais económica. Terminou, solicitando a ajuda dos Vice-Presidentes, para escolherem a melhor
competição para se poder avançar com esta ação, mostrando-se disponível para qualquer necessidade.
De imediato entrou-se no ponto 11 da Ordem de Trabalhos: Informação da Federação Polaca
O Presidente, Fernando Claro, informou ter recebido da Federação Polaca uma comunicação de desagrado por terem
tido conhecimento que existe uma segunda Federação naquele País só com Hóquei em Linha. Continuou a informar
que, na altura do pedido de filiação da segunda Federação, foi criado e conduzido um processo de filiação, o qual foi
enviado à Federação existente o conhecimento da situação e acrescentou que a Federação Polaca existente nunca
respondeu a contestar a nova Federação. Informou também que a Polónia apenas costuma pagar a filiação da
disciplina de velocidade.
A Presidenta do CEC, Irmelin Otten, também esclareceu que na Polónia é o Comité Olímpico que trata dos assuntos da
Federação e que é extremamente difícil de ter qualquer informação sobre o que se passa naquele País.
O 1º Vice-Presidente, Ignacio González, clarificou que a primeira Federação está filiada e que paga apenas a filiação
relativa à velocidade e que já não o fazia desde 2012; a segunda Federação solicitou a inscrição na CERS para poder
filiar a disciplina de hóquei em linha; continuou esclarecendo que não havendo incompatibilidade entre as duas
Federações, o Artigo 12º dos Estatutos da CERS demonstra claramente a possibilidade de haverem duas Federações
no mesmo País, ao exemplo do que aconteceu recentemente com a Suíça. Concluiu que a reclamação não tem

CONFÉDÉRATION EUROPÉENNE DE ROLLER SKATING
O Presidente, Fernando Claro, informou ter recebido da Itália um pedido para realizar o Campeonato da Europa de
Free Style, pelo que, antes de se iniciarem quaisquer debates sobre o tema, solicitou aos Membros da CERS o devido
reconhecimento prévio da disciplina dentro da CERS, para posteriormente se atribuir a organização do Campeonato à
Federação Italiana.
A Presidenta do CEPA, Margaret Brooks, informou que apenas tem conhecimento do Free Style pelo Chinês Eddie
Chua, dentro da FIRS. Acrescentou que existe um Russo e um Francês que também trabalham para o Free Style dentro
da FIRS e que estão a desenvolver a possibilidade de organizarem um Campeonato da Europa. O Presidente do CERH,
Fernando Graça, esclareceu que a disciplina não está ainda reconhecida pela CERS, pelo que não poderá ser
organizado um Campeonato da Europa, dando duas hipóteses para se ultrapassar o problema: - delegar a organização
na FIRS ou criar um Comité Técnico na CERS.
O 1º Vice-Presidente, Ignacio González, informou que na Federação Espanhola tiveram uma situação semelhante e foi
decidido, temporariamente, atribuir a um Comité já existente, neste caso o de velocidade, a responsabilidade de
desenvolverem a disciplina. Explicou que, para oficializar a disciplina, foi necessário começar a elaborarem-se
regulamentos específicos para a mesma.
O 3º Vice-Presidente, Fernando Naroli, explicou que os regulamentos do Free Style já estão aprovados pelo Conselho
Federal, podendo remeter o mesmo à CERS, para adaptação. Acrescentou que, eventualmente, a CERS poderá planear
a sua ação no sentido descrito pelo 1º Vice-Presidente, Ignacio González, e que, também em Itália, o Free Style foi
agregado à Velocidade.
O Presidente, Fernando Claro, depois de ouvir todas as opiniões sobre o tema, questionou a Presidenta do CEC,
Irmelin Otten, se poderia, temporariamente, fazer contatos no sentido de encontrar as pessoas indicadas para o
desenvolvimento do Free Style a nível Europeu, ao qual aceitou.
O Presidente, Fernando Claro, propôs o reconhecimento do Free Style na Europa bem como a Presidenta do CEC,
Irmelin Otten, como responsável perante a CERS para o Free Style, a nível provisório, ao qual todos os Membros da
CERS deram o seu acordo. Acrescentou que será respondido à Itália a esclarecer que serão desenvolvidas todas as
necessárias diligências para a criação de um Subcomité de Free Style a fim de se realizar o respetivo Campeonato da
Europa.
O Presidente, Fernando Claro, informou ter recebido uma comunicação da Grã-Bretanha a solicitar esclarecimentos
do plano de ação da CERS em relação ao Roller Derby, em virtude de terem algumas equipas que praticam esta
disciplina.
A Presidenta do CEC, Irmelin Otten, informou que tem conhecimento de existirem bastantes equipas na Europa e,
inclusive, da existência de uma Liga Europeia.
O 2º Vice-Presidente, Martin van Lieshout, informou que também na Holanda existem várias equipas, mas numa
Federação diferente.
O Presidente, Fernando Claro, questionou se o 2º Vice-Presidente, Martin van Lieshout, estaria disponível para tentar
recolher contatos no sentido de se saber mais sobre a disciplina, o qual aceitou.
O Presidente, Fernando Claro, questionou se os Membros da CERS queriam acrescentar algum tema aos Diversos, não
havendo ninguém a querer o uso da palavra, pelo que deu por encerrados os trabalhos às 16H40.

European Cup
We starts the season 2015 in October 2014 with a meeting in Hamburg. We disscued a lot of
issues of the European Cup 2015. Furthermore we announced the meeting of 2015 in Ostende
during the European Cup final.
Stages 2015:
Belgium: Mechelen, Ostende
Austria: Wörgl
Italy: Belusco
France: Troi Piste
Germany: Geisingen, Groß Gerau, Gera
Netherlands: Heerde
Furthermore weh ad the first time an East European Cup in the following stages:
Hungary: Szeged, Tatabanya
Czeck Reupublic: Benatky
In 2015 we will have again both series and the East European Cup will grow up.
European Championships
In 2015 Austria organised the Europeans of Senior, Junior A and B including the marathon.
Thanks to Wörgl and Inssbruck and the federation organising this Europeans. It was a hard job,
because we had some problems with the weather conditions, but at the end it worked. So we
could race all races and we have all European Champions.
CEC General Assembly:
During the Europeans in Wörgl, Austria we had an general assembly. We discussed the financial
problem and the problem to find organisers of Europeans.
European Masters and Cadet Challenge:
Salerno, Italy organised this year the European Masters and Cadet Challenge was organised by
Gera, Germany. Thanks both organisers for the high level of organisation.
Finance
CEC paid all fees to CERS for 2015.
For 2015 we paid the first part of the quota (10% of all income/earnings) and the rest will be paid
at the end of 2015.
The CEC will invest the remaining money in the promotion/support of our sport.
CEC paid the quota to CERS for all European Cup stages and the fees of the organisers are
distributed as prize money to the athletes.

C.E.C. 2015 Annual Report
CEC will pay a stage in Geisingen in preparation of the Worlds 2015. We asked for two weeks.
We will have a look maybe we can buy some slots in Taipeh too. We want to give the money back
to our athlets and we will give them the support to have a very good condition at the Worlds.
Jury/Judges
CEC will organise in August a stage and examine of judges according with CIC. We hope we will
have after this seminar a lot of new CIC judges in Europe.
CEC Stage/Camp
CEC organised an examination in Ostennde, because we need more international judges in
Europe.
CEC Rulebook
We changed the CEC rulebook according to the rules of CIC. The last changes will be done in
the next weeks.
Media:
We changed the CEC Website. During the Europeans we had the first time facebook, whats app
and website. So all federations got a lot of information without paper.
Inline Freestyle
During the CERS congress in January the decision was made, Freestyle will be submitted by
Inline Speedskating. The new discipline starts their work and organised Europeans in Italy in
September 2015. The new chief of the commission is Vladimir Tscherkov. They started to prepare
a new rulebook.

CEC in the last year. They find smart solution, if there are problems.

& GENERAL ASSEMBLY OF CERS 11/12.9.2015
First l have to report that Carsten Steins, the CEPA Member from Germany, had a very serious operation in
June, and will not be with us until the end of the Season. I am sure that you will all want to wish him well,
and we look forward to having him with us again in the new season.
The Artistic Committee have, as usual, been very busy with many events this season. The European
Championships for Show/Precision, held in Bremen, Germany, was larger than ever before. It was a great
event which was very well organised and with a high standard of Competition.
It was good to have Fernando Claro, President of CERS and Ricardo Araujo the General Secretary of CERS
with us at the event. Mr. Claro is always available throughout the season, for advice, support and assistance
when necessary, and l thank both him and Ricardo who works hard for all our disciplines, in the CERS office.
I want to thank the countries and their Clubs, who organise events whether CEPA Artistic or Open
Competitions. We have seen many countries from outside Europe entering the Open Competition events,
which is very good for all the athletes. It gave particular pleasure to see Russia competing in Artistic this year
for the first time
This year for the first time Cadet/Youth/Junior/Senior Europeans are being held in the same location, and at
the same time and l thank Italy for doing this. This will also take place in Germany next year, 2016, as you
will see from the Calendar, Freiburg has already been confirmed for these Championships.
Also for the first time, the FIRS Artistic Technical Committee held a World Seminar for Judges, which was
very successful. CEPA members were, of course, all present at this very important Seminar and we hope this
will lead to more compatible judging in the future.
The members of the CEPA Committee all work tirelessly on our behalf and l thank them for their work and
support during the season. We are always willing to listen to suggestions from you all on how we can improve
our sport – whether it be from Federations, Trainers or Judges The skaters have a great ambassador in Lucija
Mlinaric who represents them very effectively. Anyone can talk to her so that she can put forward suggestions
to CEPA.
Thank you Skaters, Federations, Judges, Trainers and parents and all who have supported European Artistic
Roller Skating throughout the season.

Tout d’abord je veux vous signaler que Carsten Steins, membre allemand du CEPA, a subi une opération très
grave au mois de juin et il ne sera pas avec nous jusqu’à la fin de la saison. Je suis sûre que vous voudrez
tous lui donner vos meilleurs voeux et nous nous réjouissons de l’avoir à nouveau avec nous dans la
prochaine saison.
Le Comité Artistique a, comme d'habitude, été très occupé avec de nombreux événements cette saison. Les
Championnats d'Europe de Show et Précision, tenue à Brême en Allemagne, a été plus importante que
jamais. Ce fut un grand événement qui a été très bien organisé avec un haut niveau de compétition.
Nous avons pu apprécier la présence de Fernando Claro, président de la CERS et Ricardo Araujo le
Secrétaire Général de la CERS avec nous à ce championnat. M. Claro est toujours disponible pendant toute
la saison, pour obtenir des conseils, du soutien et de l'assistance en cas de besoin, et je le remercie de tout
cœur ainsi que Ricardo qui travaille dur pour toutes nos disciplines, au bureau de la CERS.
Je tiens à remercier les pays et leurs clubs, qui organisent des compétitions pour le CEPA ou des concours
artistiques ouvertes. Nous avons vu de nombreux pays de l'extérieur de l'Europe participer aux compétitions
ouvertes, ce qui est très bien pour tous les athlètes. Il nous a donné un plaisir particulier de voir la Russie
participant pour la première fois en artistique.
Cette année, pour la première fois les Championnats d’Europe pour les catégories des Cadets, Jeunesse,
juniors et seniors auront lieu dans le même endroit et au même moment. Je remercie la Fédération Italienne
pour cette organisation. Ceci sera également fait l'année prochaine en Allemagne, comme vous le constaterez
dans le calendrier. La ville de Fribourg a déjà été confirmée pour ces Championnats.
Aussi pour la première fois, le Comité technique artistique de la FIRS a tenu un séminaire mondial pour les
juges, ce qui était très réussi. Les membres de la CEPA étaient, bien sûr, tous présents à ce séminaire très
important et nous espérons que cela conduira à un jugement plus compatible dans le futur.
Les membres du Comité CEPA travaillent tous sans relâche en notre nom et je veux les remercier pour leur
travail et leur soutien au cours de la saison. Nous sommes toujours prêts à écouter les suggestions de vous
tous sur la façon dont nous pouvons améliorer notre sport - que ce soit venant des fédérations, des
entraîneurs ou des juges. Les patineurs ont un grand ambassadeur dans la personne de Lucija Mlinaric qui
les représente de manière très efficace. Tout le monde peut l’interpeller pour qu'elle puisse introduire des
suggestions au CEPA.
Un grand merci aux patineurs, fédérations, juges, entraîneurs et parents et tous ceux qui ont soutenu le Roller
artistique européenne tout au long de la saison.

RELATÓRIO & CONTAS
CERH - Comité Européen de Rink-Hockey
ANO: 2014
Relativamente ao ano de 2014 atual Executivo do CERH deu continuidade execução do seu plano de ação e
desenvolvido do hóquei em patins, assegurando a realização de vários investimentos significativos,
designadamente:
a) No apoio efectuado à formação e apoio técnico das Federações Europeias, reforçamos as iniciativas e ações de
promoção e de divulgação do “mini-HP”. Para além disso, importa realçar o importante apoio financeiro prestado
pelo CERH para assegurar a participação - em diversos estágios formativos de jovens jogadores - de 14 jovens
jogadores, indicados e selecionados (entre as 18 candidaturas apresentadas) por 5 Federações Nacionais;
b) No apoio à atividade desenvolvida pelos Árbitros Europeus, ampliando as ações de observação e avaliação do seu
rendimento em pista, sem descurar as ações de formação e também a valorização da sua imagem institucional, o que
naturalmente implicou a realização de um importante investimento com a aquisição de novos equipamentos para utilização
em todos os jogos das competições europeias.
c) No reforço das ações de comunicação, designadamente no que respeita às transmissões televisivas - em direto e através
da CERH TV - dum maior e significativo número de jogos dos principais eventos do hóquei em patins
A realização de tais investimentos só pode ser viabilizada pelos excelentes resultados obtidos no exercício anterior,
que nos assegurou as condições financeiras necessárias para assegurar, como entendemos ser nosso dever, o
reinvestimento desses benefícios no desenvolvimento do hóquei em patins europeu.
Assim, passamos a destacar os aspectos mais marcantes da atividade desenvolvida pelo CERH durante o ano de 2014.
1. ACTIVIDADE DESPORTIVA - COMPETIÇÕES EUROPEIAS
Prosseguimos com procedimentos e formas proactivas de trabalho, preservando a garantindo o cumprimento das
normas regulamentares em vigor no que respeita a todos os eventos (de clubes e de nações) do hóquei em patins
europeu, assegurando atempada e cuidadosamente a sua organização e mantendo um controlo rigoroso quer
em termos financeiros, quer em termos administrativos e desportivos, designadamente no que respeita ao
comportamento disciplinar e à defesa do “fair-play”.
Para a história, fica o registo dos resultados desportivo mais relevantes obtidos durante o ano de 2014.

1.3 ACÇÃO DISCIPLINAR
No decorrer do ano 2014 foram apresentadas pelo CERH 11 participações disciplinares ao CERS CJD, de
que resultou:
• A instauração de 3 processos disciplinares
• A abertura de 8 processos de sanções disciplinares simples
2. COMUNICAÇÃO, MARKETING E PUBLICIDADE – CERH PRESS & CERH TV
Em decorrência do programa e objectivos evidenciados no nosso anterior Relatório, o CERH realizou
investimentos significativos na produção e transmissão em direto – através da CERH TV - de todos os jogos relativos
aos Campeonatos Europeus, bem como de todas as finais e outros jogos das competições Europeias de clubes.
De facto, é nosso entendimento que devíamos continuar a apostar fortemente na transmissão televisiva do maior
número possível dos eventos europeus de hóquei em patins, opção que a nossa ver é essencial para a promoção
e desenvolvimento do nosso desporto. Importa, aliás, sublinhar que no Campeonato Europeu de Seniores
Masculinos - e também em grande parte dos jogos das competições de clubes - o CERH conseguiu estabelecer acordos
específicos para as transmissões televisivas realizadas pra Espanha, Itália e Portugal, permitindo assim minimizar
os custos de produção inerentes a tal opção.
Paralelamente, temos procurado que a organização e promoção - e também a segurança - de todos estes eventos
seja efectuada com outro rigor e profissionalismo, sendo justo destacar o apoio recebido das Federações
nacionais e dos clubes que tem colaborado na realização dos diversos eventos.
3. COMISSÃO EUROPEIA DE ARBITRAGEM (CEA)
De acordo com o plano de ação reportado no nosso anterior relatório, procuramos ampliar as ações de
observação e avaliação do rendimento dos Árbitros em pista, sem descurar o apoio a ações de formação e –
aspecto fundamental – a aquisição de material e de vestuário desportivo a utilizar nos jogos e eventos das CERS,
para os cerca de 70 Árbitros europeus no ativo.

No que respeita ao apoio técnico dos Árbitros Europeus, mantivemos a realização de reuniões diárias
com os Árbitros designados para os jogos disputados concentradamente num único Pavilhão – Final 4 das
competições europeias e Campeonatos Europeus de Nações – analisando e avaliando o seu desempenho nos jogos
disputados no dia anterior, com o objectivo de unificar procedimentos e critérios na aplicação rigorosa das Regras
de Jogo e investindo no desenvolvimento das suas competências e capacidades.
Relativamente à avaliação efectuada ao desempenho dos Árbitros Europeus, e tendo em conta a
escassez de relatórios de avaliação apresentados na época desportiva de 2013/2014, decidimos ampliar a
base de análise com a inclusão dos relatórios relativos à época desportiva de 2014/2015,
permitindo dessa forma:
•
uma maior representatividade das observações efectuadas
•
uma redução do número de Árbitros com “observações insuficientes” - e como tal consideradas como
“não válidas” - tendo em conta a regulamentação aprovada nesta matéria.
Relativamente à colaboração recebida por parte dos treinadores e/ou Delegados das equipas que
participam nos jogos das competições europeias de nações e de clubes, constatamos que - como se
comprova pelo quadro apresentado de seguida - houve uma evolução positiva quanto à sua participação no processo de
avaliação do desempenho dos Árbitros (64% de relatórios entregues contra os 39% verificados ano anterior).
No entanto, consideramos que tal melhoria se revela ainda notoriamente insuficiente, uma vez se constata que
191 relatórios de avaliação de Árbitros (cerca de 40% do total solicitado) não foram apresentados ao
CERH pelos treinadores/delegados das equipas.
Consequentemente, no início da época desportiva de 2015/2016 iremos implementar a deliberação aprovada
pelas Federações Nacionais filiadas, aquando da Assembleia Geral do CERH realizada em 10 de Outubro de 2014,
determinando a aplicação de penalidades (multas pecuniárias) às Federações ou aos clubes Europeus que não
cumprirem os procedimentos em vigor sobre esta matéria, já divulgados pelo CERH no Comunicado oficial de 5 de
Janeiro de 2015.

4. COMISSÃO DO DESENVOLVIMENTO DO HÓQUEI EM PATINS (CDHP)
Em cumprimento do plano estratégico aprovado no início do nosso mandato, destacamos os pontos essenciais da
atividade desenvolvida no ano de 2014 pela CDHP - Comissão de Desenvolvimento do Hóquei em Patins:
4.1
FORMAÇÃO TÉCNICA DE JOVENS JOGADORES
Em colaboração com as entidades organizadoras – adiante indicadas e cuja importante colaboração agradecemos – o
CERH assegurou a inscrição dum total de 14 jovens atletas – assumindo integralmente os custos das viagens para a frequência de diversos estágios técnicos realizados no Verão de 2014, designadamente:
• “CLÍNICAS DE VERÃO”
Sob a organização de LUÍS DUARTE e CARLOS PIRES - Treinadores de Hóquei em Patins que integram a estrutura da
Direção Técnica da Federação de Portugal - este “Campus” foi realizado na Parede (Lisboa), Portugal tendo como
participantes inscritos pelo CERH os seguintes 8 atletas:

Finalmente importa sublinhar que a CDHP manteve a colaboração já prestada em anos anteriores ao clube austríaco,
RHC Villach, assegurando a presença do treinador português, LUÍS DUARTE, na direção do Curso de
Formação de jovens jogadores, realizado de 5 a 11 de Agosto de 2014.

4.2
MINI-OK COMO ESTRATÉGIA PARA O DESENVOLVIMENTO DO HÓQUEI EM PATINS
Durante o ano de 2014 conseguimos concretizar algumas reuniões com Federações Europeias, visando utilizar o
Mini-OK como um “utensílio” ou “ferramenta” estratégica para a consolidação e desenvolvimento do hóquei em
patins Europeu. Assim:
•
No dia 29 de Agosto de 2014 - aquando d realização do CE Sub-17 Masculino - realizou-se em Gujan-Mestras uma
reunião em que participaram:
a) FERNANDO GRAÇA, Presidente do CERH e KEITH ALLEN, membro do CERH
b) PETER LAMPERT, Delegado da equipa da Áustria, e STEFAN REICHEN, Treinador da mesma equipa
Foi apresentado por Fernando Graça o projeto do CERH para o Mini OK, explicitando que o CERH poderia colaborar na
sua implementação na Áustria, oferecendo o material e o apoio técnico que fossem necessários para o “arranque” do
projeto , designadamente por parte dos clubes, designadamente o RHC DORNBIRN, RHC WOLFURT e RHC VILLACH.
PETER LAMPERT, Delegado austríaco, mostrou-se muito interessado nesta ideia, tendo assumido o compromisso de
reportar esta reunião à Federação do seu país, diligenciando para que esta assegurasse a marcação duma reunião para
analisar com mais detalhe as possibilidades de colaboração e de apoio técnico a prestar pelo CERH.
•
No dia 14 de Setembro de 2014 - durante a realização de um torneio de preparação para o Mundial B a realizar no Uruguai realizou-se nas instalações do VALKENSWAARDSE ROLLER CLUB, na HOLANDA, uma reunião em que
participaram:
a) KEITH ALLEN, membro do CERH + LUÍS SÉNICA, VP do CDHP + RICARDO ARAÚJO, Vice-Secretário do CERH;
b) MARTIN VAN LIESHOUT, Presidente da Federação da Holanda; e
c) SERGE VAN DOREN, representante da Bélgica, mas que não exerce funções na respectiva Federação
Numa breve análise da realidade atual do hóquei em Patins na Holanda e na Bélgica, por parte dos seus representantes,
foi referido o seguinte:
⇒ Na Holanda há 5 clubes, 4 pistas fechadas e 1 pista aberta, quase todas em regime de aluguer. Têm cerca de 150 praticantes,
incluindo alguns jovens. A Federação não tem apoios governamentais
⇒ Na Bélgica há 3 clubes e 3 pistas, 2 em regime de aluguer e 1 que é pertença de um clube, o MODENA.. Têm cerca de 25
praticantes, veteranos na sua maioria. Não há formação de jovens nem recursos. A Federação não tem apoios governamentais
Luís Sénica fez a apresentação do projeto do CERH para o Mini OK, que “surpreendeu” e acolheu enorme expectativa nos
representantes belga e, principalmente, no Presidente da Federação da Holanda, que quer acolher o mini-OK e
desenvolver um “centro de formação” para atletas Sub-15 e seus treinadores, com o apoio do CERH.
4.3 FORMAÇÃO DE ÁRBITROS, TÉCNICOS E JOGADORES
A convite de diversas Federações Nacionais, o CERH colaborou ativamente em diversas ações de formação
dirigidas a Árbitros, Treinadores e Jogadores, designadamente:
•
De 14 a 17 de Maio de 2014, em Haifa, Israel: realização de diversas ações de formação do CERH, versando as
seguintes áreas técnicas específicas:
a) Regras de Jogo, dirigidas a Árbitros, Treinadores, Jogadores e dirigentes (preletor: Fernando Graça)
b) A formação de Treinadores, incluindo sessões de treino com jovens jogadores israelitas (preletor: Luís Sénica)
•
Em 30 de Agosto de 2014, em Gujan-Mestras, França: sessão de formação e esclarecimento do CERH dirigida aos
Árbitros internacionais franceses, sobre as Regras de Jogo (tendo como preletores Fernando Graça e Luís Rei)
•
Em 19 de Outubro de 2014, em Bolonha, Itália: ação de formação do CERH sobre Regras de Jogo dirigida aos
Árbitros internacionais italianos (preletor: Luís Rei)
De sublinhar ainda o convite efectuado pelo Presidente da Associação de Patinagem de Macau, Dr. António Aguiar,
dirigido aos membros do CERH, Fernando Graça e Luís Rei, para assegurarem a realização em Macau de um curso
de formação e de avaliação dos árbitros internacionais da Confederação Asiática da FIRS.

SEMINÁRIOS, CONFERÊNCIAS E DEBATES
Prosseguimos em 2014 com o nosso programa de realização de seminários e debates sobre vários temas do
hóquei em patins, aproveitando a realização dos eventos Europeus de maior relevância. Assim, promovemos a
realização dos seguintes Seminários/debates:
(1) No dia 7 de Julho de 2014 - aquando da realização em Viana do Castelo, Portugal, da TAÇA LATINA DE SUB-23 – o CERH
organizou um “Seminário” em que - sob a moderação de LUÍS SÉNICA, Vice-Presidente do CDHP - foram abordados os
seguintes temas:
•
Eu Jogador, Eu Treinador de Formação (Luís Viana - jogador e treinador de sub-20 do clube “ Juventude Viana”)
•
A formação do jovem hoquista (Prof. Nuno Ferrão – Fed. Portugal, Dir. Técnico Adjunto)
•
Observação do jogo através do “Videobserver” (André Rocha – Gestor “Videobserver”)
(2) No dia 19 de Julho de 2014 - aquando da realização em Alcobendas, Espanha, do Campeonato Europeu de Seniores
Masculinos - o CERH organizou um “Clinic” para Treinadores, em que - sob a moderação de CARLOS FERICHE, Presidente do
CDHP - foram oradores:
•
GUILLEN CABESTANY, que fez uma apresentação da sua experiência quando foi Treinador do CE VENDRELL
•
RICARD MUÑOZ, que fez uma apresentação da sua experiência atual como Treinador do FC BARCELONA
•
LUÍS SÉNICA, que fez a apresentação do projeto - que é de sua autoria - do CERH para o Mini OK
(3) No dia 28 de Agosto de 2014 - aquando da realização em Gujan-Mestras, França, do Campeonato Europeu de Sub-17
Masculinos - o CERH organizou um “Seminário”, em que foram abordados os seguintes temas:
•
O Mini OK - uma oportunidade enorme para fazer algumas mudanças positivas(Prof. Luís Sénica – Fed. Portugal, Dir.
Técnico Nacional + CERH, VP da CDHP)
•
Fundamentos da Técnica Grupal no Hóquei em Patins (Prof. Nuno Ferrão – Fed. Portugal, Dir. Técnico Adjunto)
•
Hóquei em patins uma escola (Catia Ferretti – Fed. Itália, responsável pela organização do Departamento Técnico)
(4) No dia 11 de Outubro de 2014 - aquando da realização em Valongo, Portugal, do Campeonato Europeu de Sub-20 Masculinos
- o CERH organizou um “Seminário” sobre as Regras de Jogo e em que foram abordados os seguintes temas:
•
Power-Play (under-play): Interpretação e aplicação (Luís Rei, membro do CERH/CEA)
•
Análise de novas alterações em vigor em 2014/2015 (Fernando Graça, Presidente do CERH e do CEA)
5. RESULTADOS FINANCEIROS DA ACTIVIDADE - RESUMO
Ao contrário do ocorrido no exercício anterior, o resultado obtido no exercício de 2014 saldou-se com um
prejuízo que ascende à quantia de € 7 341,24, conforme detalhado nas contas oficiais do CERH, que
são apresentadas nos Anexos 1, 2 e 3 deste relatório.
Em primeiro lugar, importa discriminar os cálculos efectuados para determinar qual a taxa a pagar à CERS:

Por outro lado, importa clarificar que –como se demonstra no quadro apresentado seguidamente – que o “resultado
operacional” ascendeu em 2014 a € 11 907,78, valor este que, embora positivo, é no entanto muito inferior ao
que havia sido apurado no ano de 2013.
Finalmente importa evidenciar também que o resultado agora apurado surge influenciado por alguns custos
adicionais relacionados com custos efectuados e que são de carácter excepcional, designadamente:
a) Aquisição dos equipamentos de jogo e de passeio para os Árbitros .............
b) Custos suportados com formação de 14 de jovens nas Clínicas de Verão ......

CERILH EURO - Competitions Regulations
Article 1.
Scope of application
1.1. The present Regulation for Roller in line Hockey European Competitions (CERILH Euro
Competitions Regulations) govern the rights, duties and responsibilities of all parties
participating and involved in the preparation and organisation of national teams’
competitions organised by the Comité Européen de Roller In Line Hockey and shall apply
in connection with all other pertinent regulations.
1.2. The competitions concerned by this regulation are:
Senior Men European Championship
Senior Women European Championship
U20 Men European Championship
U20 Women European Championship
Youth Men European Championship
Youth Women European Championship
Masters European Championship
Article 2.
Applicable rules and regulations
2.1. All CERILH regulations, manuals and guidelines applicable to the CERILH EURO
Competitions shall form an integral part of the present CERILH EURO Competitions
Regulations including (without limitation):

Article 3.
Fair play
3.1. The principles of fair-play must be observed by the CERS Member Federations, their
delegations and their teams in all matches. Every member of the CERS Member
Federation delegations participating in a CERILH EURO shall:
Observe the Rules of the Game and the Regulations governing the competition
Respect all participants (players, officials, spectators, media representatives
etc.)
Promote the spirit of sportsmanship and pursue the cultural mission
Article 4.
Competitions Definition and rhythm
4.1. CERILH EURO Competitions (the “Competition(s)”) cover all European nations
competitions organized by the CERILH:
a. CERILH SENIOR EURO
The Men and Women European Championship(s) consist(s) of 3 to 7 days
tournament (the “CERILH SENIOR EURO”).
The Men’s and Women’s CERILH SENIOR EUROs take place in a two-year
rhythm
b. CERILH « U20 » EURO
The U20 Men and Women European Championship(s) consist(s) of 3 to 7 days
tournament (the “CERILH U20 EURO”).
The U20 Men’s and Women’s CERILH EUROs take place in a two-year rhythm
c.
CERILH « YOUTH » EURO
The youth Men and Women European Championship(s) consist(s) of 3 to 7 days
tournament (the “CERILH YOUTH EURO”).
The Youth Men’s and Women’s CERILH EUROs can be organised every year
Youth categories can be from U12 to U18
d.
CERILH MASTERS EURO
The Masters Men and Women European Championship(s) consist(s) of 3 to 5
days tournament (the “CERILH MASTERS EURO”).
The Masters Men’s and Women’s CERILH EUROs can be organised every year
Masters can be 2 categories : starting 38 years old and starting 45 years

Announcement
4.2. Each CERILH EURO, « U20 » EURO or « YOUTH » EURO is staged and organised by one or
two CERS Member Federation(s) (the Host Federation(s)).
4.3. The official announcement of a European Championship (Men/Women) is made by the
CERILH / CERS to the CERS Member Federations.
Allocation of the competitions
4.4. The allocation of a CERILH EURO, « U20 » EURO, « YOUTH » EURO or MASTERS EURO to
(a) Member Federation(s) is decided by the CERILH, after ratification by CERS Executive
Committee, pursuant to article 5 of the CERS ROLLER SKATING EUROPEAN EVENTS
REGULATION.
4.5. The CERS Member Federation(s) nominated as Host Federation(s) of the CERILH SENIOR
EURO, « U20 » EURO, « YOUTH » EURO or MASTERS EURO, is entrusted by the CERS
Congress with the organisation and staging of the event(s) in cooperation with the
CERILH.
4.6. Pursuant the Bid and Event manual, (a) Host Federation(s) can cover one to several
European Competition(s) as defined in this document. Each EURO Competition is
managed under the present CERILH Euro Competitions Regulations document.

Article 5.
Right of registration
5.1. Any CERS Member Federation which has satisfied its obligations towards the CERS and
the FIRS is entitled to register in order to participate in a European Championship
(CERILH EURO, « U20 » EURO, « YOUTH » EURO and MASTERS EURO).
5.2. Under exceptional circumstances, permission may be granted by the CERILH Executive
Committee to an Associated Federation or temporarily admitted Federation to register
in order to participate in a European Championship (CERILH EURO, « U20 » EURO,
« YOUTH » EURO or MASTER EURO).
Registration criteria and fees
Registration documents
5.3. For its team to be eligible to participate in the Competition, a Member Federation must
fulfil the following criteria:
a. It must confirm in writing that the Member Federation itself, its team players and
officials and each and every delegation member agree to respect the statutes,
regulations, decisions of the CERS and CERILH and also agree to recognise the
jurisdiction of the CERILH Court of Arbitration.
b. It must confirm that every player is in possession of a sports license to practice
Roller In Line Hockey in a high level of competition, in the country of the Member
Federation
c. It must fill in the official registration documents, which must be received by the
CERILH within the deadline, set by the latter and communicated in due course to
all Member Federations.
5.4. In principle, registrations submitted after the set deadline cannot be accepted as they
adversely affect the technical preparations and the carrying out of the Competition by
the CERILH and the Host Federation(s).
Entry fee
5.5. For its team to be eligible to participate in the Competition, a Member Federation must
pay to the CERILH an entry fee per competition, which is detailed in Enclosure 1 of this
document.
5.6. The fee payment must be received on the CERILH account within the deadline set by the
CERILH and communicated in due course to all Member Federations.
5.7. If the payment is not received by the CERILH on the due date, the entry fee is
automatically doubled.

5.8. If the entry fee is not received within six (6) weeks after the announced deadline, the
Member Federation must be fined of an additionnal €2,000 and must be excluded from
the respective Competition.
Member Federations Duties
5.9. On entering the Competition, Member Federations and each and every delegation
member agrees:
a.
To comply with the FIRS Rules of the Game
b.
To respect the principles of fair-play
c.
To participate in all matches of the competition in accordance with the present
CERILH EURO Competitions Regulations and any other applicable regulations and
guidelines
d. To comply with all decisions regarding the Competition taken by the CERILH, the
CERS or any other competent body and communicated appropriately (by official
letter, fax or email)
e. To indemnify, defend and hold the CERILH free and harmless against any and all
liabilities, obligations, losses, damages, penalties, claims, actions, fines and
expenses of whatsoever kind or nature resulting from, arising out of, or
attributable to any non-compliance by the participating Member Federation or
any of its players, officials, employees, representatives or agents with these
CERILH EURO Regulations
5.10. Delegation members (including players and team officials) shall participate in the
preparatory and accompanying activities (e.g. CERILH meeting before the competition,
conferences, media conference, etc.) organised by the CERILH within the frame of the
European Championships

Article 6.
Number of participating teams
6.1. The CERILH EURO competitions are played by a minimum of 5 teams and a maximum of
sixteen (16) teams.
Article 7.
Qualifications Round
7.1. In case of more than 16 teams are about to register to a CERILH EURO, CERILH will
organise a qualification round
7.2. Modalities of the qualification round will be defined in an additionnal document,
communicated to all federations with the official communications during the call of
participation, in due time
Article 8.
Main Tournament
8.1. The CERILH EURO are played in the format of a tournament with five (5) to the sixteen
(16) teams that qualified directly or via the qualification rounds
8.2. From 5 to 6 teams engaged into a competition, CERILH EURO consists on a single group
round tour + finals
8.3. From 7 to 16 teams, engaged into a competition, the CERILH EURO consists of a round
group competition, placement matches, semi-finals and final

8.4. Groups are named by a letter from A to D.
8.5. Groups are numerically composed as followed:

8.6. The match framework of the competition is proposed by the Host Federation(s). In this
framework, matches are listed with virtual teams, named by the group and the position
of a team inside the group (eg. A1, A2, …, B4…).
8.7. The seeding for the draw is based on the ranking of the teams on an international level,
taking in account the last participation to a CERILH EURO and the last participation to a
FIRS InLine Hockey WORLD CHAMPIONSHIP.

8.8. The seeding consists in taking the ranking list of teams in a numerical order and place
alternativaly one team to a group following the alphabetical order of the groups.
8.9. The Host Federation(s), if not ranked in the list, is the first team to be placed in a group
after processing the list
8.10. A draw will then determine the remaining team associations to groups
8.11. The spectators’ interest should always be taken into consideration when assigning the
teams and setting the match framework
Match system
8.12. The matches are played in groups with each team playing all opponents of its group
8.13. All matches are played in two times twenty (2x20) minutes with a half-time break
according to the FIRS Rules of the Game, except for CERILH YOUTH EURO where time is
defined by CERILH.
8.14. In case of match ending in a draw after the regular play time, a five (5) minutes over
time is played. The first team that scores a goal wins the match
8.15. In case of match ending in a draw after the over time period, a four (4) shoots on goal
session is set, each team proposing a different player alternatively. The team that score
more shoots on goals than its opponent wins the match.
8.16. In case of a match ending in draw after the regular shoot on goal session, a one (1)
shoot on goal session is repeted until one team defeat its opponent. The team are free
to choose any player for this repeted session.
Attribution of points
8.17. In case of a team winning at the end of the regular play time, three (3) points are
awarded for a win and no point for a defeat.
8.18. In case of a draw after the regular period, each team get one (1) point and the team
winning the game after the over time or shoot on goal session(s) gets one (1) extra
point.
Group classification
8.19. Teams’ ranking in a group is obtained by adding up the number of points won by each
team in each group match.
Equality of points
8.20. If two or more teams are equal on points, their ranking is determined as follows:

a. Higher number of points obtained in the group matches played among the teams
in question
b. Lowest total number of goals-allowed from the group matches played during the
tied phase
c. Lowest total of goals-allowed from the group matches played among the teams in
question
d. The highest total of goals scored in common losses from the group matches
played among the teams in question
8.21. If this procedure does not lead to a decision after completion of all matches, a draw
must decide the ranking. The draw must be carried out by the CERILH, if possible in the
presence of at least one (1) representative of each Federation concerned.
Playing schedule
8.22. The matches must be played according to the playing schedule defined in enclosure 2.
8.23. Notwithstanding the foregoing, if requested, the playing schedule may be modified
after the draw of the groups upon express approval of the CERILH. CERILH decision in
this matter is final.

Article 9.
Trophy
9.1. The winner of the CERILH EURO receives from the CERILH a trophy in the shape of a
plate. The trophy remains in the winner Member Federation’s keeping and ownership at
all times.
9.2. The other finalist of a the CERILH EURO receives from the CERILH a trophy in different
shape than the winner’s trophy. The trophy remains in the respective Member
Federation’s keeping and ownership at all times.
Gold, silver, bronze medals
9.3. Each delegation member (up to twenty two (22) persons including players and team
officials) of the team that wins a CERILH EURO receives a gold medal.
9.4. Each delegation member (up to twenty two (22) persons including players and team
officials) of the team ranked second (2nd) in a CERILH EURO receives a silver medal.
9.5. Each delegation member (up to twenty two (22) persons including players and team
officials) of the team ranked third (3rd) in a CERILH EURO receives a bronze medal.
Commemorative medals
9.6. Each CERILH Official who participates in a CERILH EURO organisation receives a
commemorative medal.
9.7. A complete set of medals (gold, silver, bronze, and commemorative) of a CERILH EURO
must be provided by the Host Federation(s) to the CERILH Office after the end of a
CERILH EURO.

Article 10.
Playing periods
10.1. The playing dates/period of each CERILH EURO are fixed by the CERILH. They are
notified to the Member Federations in the announcement of the Competition. CERILH
EURO tournaments must be played during the respective pre-defined playing
dates/periods. CERILH decision in this matter is final.
Match dates / Throw-off times
10.2. The Host Federation(s) must make a proposal of date and throw-off time for each
match of the tournament to the CERILH at least two (2) months before the respective
playing period. The proposal must take into consideration the pre- defined playing
schedule and playing dates/period
10.3. The exact dates and throw-off times of each CERILH EURO match are subject to
coordination between the CERILH, the Host Federation(s) and eventually the TV stations
involved. The final decision regarding dates and throw-off times matches lies with the
CERILH.
10.4. Once fixed, the exact dates and throw-off times matches are communicated to the
participating Member Federations by the CERILH in due time before the start of the
respective playing dates/period. Any later change of the matches dates or throw-off
times must be subject to CERILH approval. The CERILH may condition its approval to the
payment of the various costs arising from the change of the match date or throw-off
time.
Training times
10.5. The Federation hosting a CERILH EURO must give the guest teams the possibility to
hold at least one (1) training session in the playing hall at a reasonable time before the
start of the competition day.
10.6. The training session calendar is based on the order of the matches of the first day. Due
to arrival time arrangements and with CERILH final approval, planning can be changed.
10.7. The training schedule must be communicated in due time to all participating teams. If
the participating teams do not intend to use any of the planned training sessions, the
respective Member Federation must inform the Host Federation(s) accordingly on the
evening prior to the scheduled date of the respective training session at the latest.
10.8. The training facilities must be offered free of charge by the Host Federation(s) to the
guest teams.

Teams arrival dates
10.9. The delegation of the guest teams shall arrive at a CERILH EURO tournament venue at
least one (1) hour prior to the beginning of the technical meeting.
Article 11.
Nationality and Age
11.1. CERILH EURO matches are carried out as international matches. Players of a team
participating in a CERILH EURO must be in possession of the citizenship of the respective
country.
11.2. Proof of nationality (valid passport or national identity card) is required to take part to
a CERILH EURO.
11.3. A player who cannot present either a valid passport or national identity card from the
country concerned is not eligible to participate in any match of a CERILH EURO.
11.4. During the year of the competition, the age limitation is defined as followed:
a. U12: Minimum age of nine (9) years of age and not yet twelve (12) in the year of
the competition (concerns players that will be nine (9), ten (10) and eleven (11)
years old in the year of the competition)
b. U14: Minimum age of ten (10) years of age and not yet fourteen (14) in the year
of the competition (concerns players that will be ten (10), eleven (11), twelve (12)
and thirteen (13) years old in the year of the competition)
c. U16: Minimum age of twelve (12) years of age and not yet sixteen (16) in the year
of the competition (concerns players that will be twelve (12), thirteen (13),
fourteen (14) and fifteen (15) years old in the year of the competition)
d. U18: Minimum age of fourteen (14) years of age and not yet eighteen (18) in the
year of the competition (concerns players that will be fourteen (14), fifteen (15),
sixteen (16) and seventeen (17) years old in the year of the competition)
e. U20: Minimum age of fourteen (14) years of age and not yet twenty (20) in the
year of the competition (concerns players that will be fourteen (14), fifteen (15),
sixteen (16), seventeen (17), eighteen (18) and nineteen (19) years old in the year
of the competition)
f. Senior: Minimum age of fifteen (15) years of age in the year of the competition
(concerns players that will be fifteen (15) years old and more in the year of the
competition)

g. Master 38: Minimum age of thirty-eight (38) years of age and no maximum age
limitation in the year of the competition
h. Master 45: Minimum age of thirty-eight (45) years of age and no maximum age
limitation in the year of the competition
11.5. For each CERILH EURO competition, in the call for registration document sent to
federations, the elligible years dates can be provided, based on the limitation system
defined above
11.6. A player who has already played for a team of a Member Federation in a CERILH EURO
is not allowed to play in the same Competition for the team of another Member
Federation.
Article 12.
Registration / Official Squad
Official Squad
12.1. The Member Federations must submit the list of the players and team officials
(“Official Squad List”), who will form the basic group of their team during a CERILH
EURO, in writing to the Host Federation(s) and the CERILH Office, within the deadline set
by the latter and communicated in due course to the participating Member Federations.
12.2. The Official Squad List must contain a maximum of twenty eight (28) players (“Official
Squad”). The players listed in the Official Squad List are the only players eligible to
participate in the respective CERILH EURO. Changes/insertions of players in the Official
Squad List at a later stage are not permitted.
12.3. The number of team officials in the Official Squad List is not restricted and is not final;
changes/insertions of team officials until the first technical meeting of a CERILH EURO
are still possible.
12.4. The following information must be submitted with the Official Squad List:
a.
Number of each of the players appearing on the List (from 1 to 99)
b. Players’ first names, surnames, dates of birth, clubs/nations, body heights,
weights, number of international matches in competitions under FIRS/CERS
support, playing position, passport/national identity card numbers
c.
Colours and photo of the first and second full team kit (dark colours kit/light
colours kit), clearly stating colours of shirts, pants, helmet and gloves
d. Team officials’ names, surnames, function, assigned letter (from A to F)
Official Delegation
12.5. At the first technical meeting, before the start of a CERILH EURO, a maximum of
heighteen (18) players (sixteen (16) court players and two (2) goalies) from the twenty
eight (28) listed players of the Official Squad List as well as a maximum of four (4) team
officials must be nominated as Official Delegation by each delegation.

12.6. The valid passports or national identity cards of each of the heighteen (18) players of
the Official Delegation must be presented to the CERILH delegates at the technical
meeting for verification.
12.7. Only the heighteen (18) players of the Official Delegation are allowed to play in
matches of the corresponding CERILH EURO.
Eligibility to participate
12.8. Players not meeting the eligibility criteria defined in article 11, not registered in
accordance with the present article 12 and/or by the announced date are not eligible to
participate in the CERILH EURO.
Article 13.
Definition
13.1. CERILH Officials are CERILH representatives, CERILH/CERS delegates, CERILH referees,
CERILH staff members as well as any other persons nominated by the CERILH in relation
with a CERILH EURO.
Code of Conduct
13.2. Any CERILH Official nominated to participate in a CERILH EURO must sign the CERILH
Code of Conduct. During their assignment, the CERILH Officials are bound by the
obligations of the CERILH Code of Conduct and the applicable CERILH Regulations and
FIRS Rules of the Game.
Article 14.
CERILH referees
Nomination
14.1. The CERILH referees of a CERILH EURO are appointed by CERILH on proposition of the
Member Federation where the referee is affiliated. The referee, to be eligible, must be
in possession of its international degree.
14.2. In case a Member Federation makes a proposition on referees’ nomination to a CERILH
EURO, travel expenses of the referee from its country of residence to the hosting
country will be at the charge of the Member Federation.
14.3. The appointed CERILH referees must acknowledge the CERILH nomination and inform
CERILH accordingly without delay. The nomination of the CERILH referees for a CERILH
EURO can be withdrawn at the CERILH’s sole discretion.
14.4. The CERILH referees nomination is communicated by the CERILH to all parties
concerned in due time prior to the beginning of a CERILH EURO.

14.5. For each CERILH EURO match, in due course before the match, the CERILH assigns two
(2) referee out of those nominated. The second two (2) referees are “reserve” referees.
The CERILH decision is final.
Arrival of referees for a CERILH EURO
14.6. The CERILH referees nominated for the CERILH EURO must arrive at the relevant venue
on the date and time communicated by the CERILH, as planned and organised by CERILH
in cooperation with the Host Federation(s).
14.7. If any of the referees does not arrive at the match venue as planned and organised,
the CERILH will take the appropriate decisions. If it decides to replace the referees, such
a decision is final and no protest against the person or nationality of the referee is
allowed.
Referees Refusal
14.8. If the appointed CERILH referees are unable to fulfil a nomination, they shall inform
the CERILH without delay by phone and subsequently in writing. In this case, the CERILH
appoints alternative referees.
Article 15.
CERILH delegates
Nomination
15.1. The CERILH delegates of a CERILH EURO are appointed by the CERILH. The appointed
CERILH delegates must acknowledge the CERILH nomination and inform the CERILH
accordingly without delay.
15.2. The nomination of the CERILH delegates for a CERILH EURO can be withdrawn at
CERILH’s sole discretion. The CERILH decisions in matter of delegate nomination for the
CERILH EURO are final.
15.3. The CERILH delegates nomination is communicated by the CERILH to all parties
concerned in due time prior to the beginning of the CERILH EURO.
15.4. For each CERILH EURO match, in due course prior to the match, the CERILH assigns one
to two (1 to 2) delegate(s): one (1) supervisor, one (1) optionnal observer. The CERILH
decision is final.
CERILH Delegate Refusal
15.5. If the appointed CERILH delegates are unable to fulfil a nomination, they shall inform
the CERILH without delay by phone and subsequently in writing.
15.6. In this case, the CERILH appoints alternative delegates.
CERILH Delegates General responsibility
15.7. The CERILH delegates act on behalf of the CERILH.

15.8. When on duty, the delegates must always carry a copy of the relevant CERILH / CERS
Regulations as well as the FIRS Rules of the Game.
15.9. The CERILH supervisor, with the optionnal support of an observer, supervises the
conduct of the match and prevents any occurrences that may lead to a protest or a
match replay following CERILH requirements. If necessary, the supervisor acts as
mediator.
15.10. The CERILH observer may be charge by the supervisor to guides and supports the
referees and observes and assesses their performance. However, the CERILH observer is
not a chief referee. Responsibility on the playing area rests solely with the CERILH
referees.
Article 16.
Other Officials
16.1. In addition to the CERILH delegates, CERILH may appoint further officials for
supervising different fields related to the event (e.g. marketing, security...).
16.2. The duties and competence of those officials are to be defined with each individual
appointment.
CERILH representatives
16.3. The CERILH representatives act on behalf of the CERILH. They represent CERILH in
official activities.
Article 17.
Special report
17.1. The CERILH delegates must supervise the respect by all participating entities and
persons of CERILH / CERS rules and regulations applicable to a CERILH EURO, including
without limitation of the present CERILH EURO Competitions Regulation.
17.2. If any violation of CERILH / CERS rules and regulations or a major incident is observed,
the CERILH delegates must:
a.
Write a specific remark on the match report about a « report to follow »
b. Report such violation and/or incident in writing to the CERILH immediately after
the match that can complement any Referee report
17.3. In their reports, the delegates report in as much detail as possible on any
violation/incidents before, during and after the match, such as:

a.
Delay in the match throw-offs
b.
Unsportsmanlike behaviour by officials, members, supporters or anyone carrying
out a function at a match on behalf of a Member Federation
c.
Incorrect player clothing (number, name, equipment, advertising...)
d. Any other incidents
17.4. Notwithstanding the foregoing, the absence of remark on the match report or of
report on an incident does not prevent the initiation of legal proceedings by the CERILH.
Match report / Start List
17.5. Before the beginning of a CERILH match, CERILH delegate (supervisor) must take care
that the Start List is controlled by all teams, confirmed and signed by an official of each
playing team.
17.6. During the half-time break and after the match, the CERILH delegate (supervisor) must
liaise with the scorekeeper and the timekeeper to control the content of the match
report. Once controlled, the match report must be signed by the CERILH delegate
(human or electronic signature).

Article 18.
Withdrawal, failure to play and similar cases
18.1. A team intentionnal withdrawing or intend to fail to play a game from a CERILH EURO
is immediately excluded from the Competition.
18.2. In case of withdrawal before or during the competition, the entry fee and the lumpsum advance payment must be forfeited to the credit of the CERILH.
18.3. The respective Member Federation shall be liable to pay compensation to the Host
Federation, the participants, the CERILH and/or their contractual partners for extra
expenses and damages resulting from the withdrawal and from any nomination of a
substitute team.
18.4. The Member Federation must moreover be fined:
a. Withdrawal up to 3 weeks before the draw: fine from €4.000
b. Withdrawal at any later date: fine from €6,000
18.5. If a team withdraws, refuses to play or is disqualified during a CERILH EURO, the
results of all of its matches are declared null and void and the points awarded are
forfeited.
18.6. If a team that has qualified for the CERILH EURO withdraws or is disqualified, the
CERILH may replace it and if so, decides which team is to take its place according to the
results achieved by the team previously eliminated. No draw has to take place.
Article 19.
Team kits requirements
19.1. Each team is required to have at least one full team kit in light colours and one full
team kit in dark colours for the matches of a CERILH EURO.
19.2. The full team kits are presented by each delegation at the first technical meeting prior
to the beginning of a CERILH EURO for final approval by the CERILH.
19.3. The full team kits approved at the first technical meeting are the only ones allowed
during the entire CERILH EURO.

19.4. The CERILH delegate (supervisor) of each match is allowed to request any of the team
to play with another approved full team kit if he considers that the colours of the team’s
are likely to cause confusion.
Players’ names / numbers – Officials’ letters
19.5. Each player’s number announced during the first technical meeting must be affixed on
the back of the shirt of the respective player. The number must be clearly legible, must
range from 1 to 99 and be at least 20 cm high. The colour of the number must contrast
clearly with the colour of the shirt.
19.6. During the entire duration of a CERILH EURO each player must wear the same number
regardless of her/his position (goalkeeper or court player).
19.7. The players’ surnames announced in the Official Squad List must be displayed in clearly
legible Latin letters of a minimum height of 10 cm on the backs of the shirts above the
players’ numbers, respectively in the area being reserved for printing.
19.8. In case two players of the same team have identical surnames, the respective Member
Federation must inform the CERILH and come to an agreement about the surnames to
be displayed on the back of their shirts in due time prior to the deadline to submit the
Official Squad List.

Article 20.
Laws of the game
20.1. CERILH EURO matches are played in conformity with FIRS / CIRILH Rules of the Game
promulgated by the technical committee of Federation International of Roller Sports
(FIRS), for Roller Ine Line Hockey (RILH)
Article 21.
Technical meeting
21.1. A technical meeting is organized ideally one (1) day before the beginning of each
CERILH EURO and always before the start of the competition.
21.2. Technical meetings must be attended by at least one (1) team official of each
delegation participating in the respective round.
21.3. In the first technical meeting of a CERILH EURO each delegation must:
a. Nominate its Official Delegation composed of a maximum of heighteen (18)
players from the twenty eight (28) players of the Official Squad List and four (4)
team officials. The team official in charge must complete all fields of the Official
Delegation form, must sign it and must hand it over.
b. Present a valid passport or national identity card for each of the players
nominated as part of the Official Delegation.
c. Show the full team kits. One piece of each full team kit (dark colour option and
light colour option) must be brought along. The full team kits colours of each
participating team must be the ones announced at an earlier stage to the CERILH
(with the required modifications implemented, if any).
d. Confirm the music of the national anthem of the respective country.
21.4. The Official Delegation forms presenting the lists of players and team officials
nominated as Official Delegation must be checked with the players’ passports or
national identity cards, and be approved and signed by CERILH delegates during the first
technical meeting of a CERILH EURO.
Article 22.
Pre-match procedure
Start List
22.1. One (1) hour before the start of CERILH EURO match, the pre-prepared Start List
containing the names of the Official Delegation of the playing teams must be checked
and confirmed by the team officials in charge. The list shall contain the players,
goalkeepers and Captain/Alternate Captains who shall be eligible to play in the game.

22.2. Each team official is responsible to check and validate the Team Compsition of its
opponent. The Start List has to be signed by each team official in charge and handed
over to the CERILH delegate (supervisor) fifteen (15) minutes prior to the face-off of the
match. Validated Start List by team officials shall not be opposable against third parties
in case of any protest, twenty four (24) hours after the end of the game.
22.3. The Host Federation(s) is/are responsible to distribute the completed and finalised
Start List to the press, press agents and to the CERILH Office before the match.
22.4. The CERILH delegate (supervisor) coordinates and is responsible for the Start List
procedure. CERILH can decide to delegate this procedure to the Official Scorer if no
CERILH delegates is available for this.
Warm-Up
22.5. Approximately fifteen (15) minutes before the start of a CERILH EURO match, the
playing court is made available to the players of the two playing teams for warm-up.
22.6. All players must be in full uniform including protective equipment to take the floor for
warm-ups. During the pre-game warm-up and before the commencement of play in any
period, each team shall confine its activity to its own half of the rink.
Starting Line-Up
22.7. Prior to the start of the game, the manager or coach of each team is required to name
the starting line-up to the Referee or the Official Scorer.
22.8. To start a game a team must have a goalie and four skaters on the floor at the
Referee’s whistle to start the game.
Post-match procedures
Handshake and line up
22.9. Immediately after the end of a CERILH EURO match, the players must carry out a
handshake in line with the opposing team players and the team officials shall carry out
an informal handshake with the team officials of the opposing team.
22.10. Then, the playing teams must carry out a line up in the centre of the playing court
facing the spectators and make a salutation
Best player’s award
22.11. In case of a Best player’s award ceremony organized in a specific CERILH EURO
competition and only with CERILH final decision, an Electoral Commission composed of
one (1) expert nominated by the CERILH, one (1) expert nominated by the Host
Federation(s) and chaired by one (1) CERILH representative present at the venue elects
the best player of each playing team after each CERILH EURO match.
22.12. The names of the best players of the match are announced by the public announcer
immediately after the end of the match and the teams’ line-up; the named players must
step out of the line.

22.13. A best player’s award is handed over to the players by the CERILH representative or a
person nominated by the CERILH representative in cooperation with a Host
Federation(s) representative.
Transmission of results and tables
22.14. The Host Federation(s) is/are responsible to distribute the half-time results, the final
match results, the match reports as well as information on the number of spectators and
any other relevant match information of each CERILH EURO match to the press, press
agents and to the CERILH, during the match and immediately after the match.
22.15. Person(s) in charge must be nominated by the Host Member Federation(s)
accordingly.
22.16. Match reports and tables showing results after completion of the matches may be
published only after being officially approved by the CERILH.
Post-match specific ceremonies
All Star Team
22.17. In case of an « All Star Team » awarding ceremony organized in a specific CERILH
EURO competition and only with CERILH final decision, the team is composed of the
Most Valuable Player, the Best Goal Keeper and the Top Scorer and completed to obtain
two (2) lines of players (four (4) forward and four (4) backward court players) and two
(2) goalkeepers.
22.18. The All Star Team is elected by a group of experts present during the CERILH EURO,
media representatives as well as the public and nominated by the CERILH during the
group round of the CERILH EURO.
22.19. The All Star Team is announced by the public announcer after the second semi-final.
Medals and closing ceremony
22.20. After the final match of a CERILH EURO a medals and closing ceremony takes place
on the playing court. The Official Delegation of the teams ranked first to third must be
present for the medals and closing ceremony.
22.21. The first, second and third ranked teams receive the following medals (for up to
twenty two (22) persons):

22.22. Beside the medals, the first ranked team receives the CERILH EURO trophy and the

Media and promotion
22.24. After the final match, the winner of a CERILH EURO must be available for media and
promotion purposes upon CERILH request.
Banquet
22.25. On the day of the final matches a banquet or similar event can be organised by the
Host Federation(s) to close a CERILH EURO. The players and officials of the teams still
present, as well as the CERILH officials should attend such a banquet as a gesture of
friendship and courtesy.

Article 23.
Responsibilities of the Member Federations
23.1. The Member Federations are legally and financially accountable towards the CERILH in
respect of their delegation and team participating in a CERILH EURO. In particular, the
Member Federations are accountable for the conduct of their players, officials, other
delegation members, supporters and of any person having a function in the Member
Federation, and/or carrying out a function at a match on behalf of the Member
Federation, respectively on behalf of the delegation. They may be sanctioned
accordingly.
23.2. The Host Federation(s) is/are responsible for security and order before, during and
after the match. The Host Federation(s) may be called to account for incidents of any
kind.
Additional responsibilities
23.3. The CERILH informs the Member Federations, respectively the delegations
participating in a CERILH EURO about any further guidelines, directives or decisions
related to a CERILH EURO to be respected and provides them with all relevant
documents in due time.

Article 24.
General principles
24.1. Everyone involved in the CERILH EURO is responsible for his/her own insurance cover.
24.2. The participating Member Federations are responsible for and undertake to conclude
all necessary and adequate insurance cover, including accident and health insurance, for
their delegation members, including players, technical staff and officials, at their own
expense for the whole duration of a CERILH EURO.
Host Federation(s)
24.3. The Host Federation(s) is/are responsible for the insurance cover of all sites used for a
CERILH EURO including hall, facilities and official zones. Host Federation(s) is/are also
responsible for ensuring that the hall owner and/or tenant in question provide insurance
cover, including third-party liability and property damage.
24.4. In addition, the Host Federation(s) staging a CERILH EURO must conclude at their own
expense adequate insurance cover (including cancellation) for all risks arising from
organising and staging CERILH EURO, in accordance with their responsibilities.
24.5. Host Federation(s) must provide a copy of all insurance contracts concluded for a
CERILH EURO to CERILH.
Further requirements
24.6. All insurances must cover the full period of a CERILH EURO, including the preparation
and post- competition phase.
24.7. Claims for damages against CERILH and the CERS are expressly excluded. Anyone
involved must hold CERILH harmless from any and all claims for liability arising in
relation to a CERILH EURO.

Article 25.
Member Federations
Costs
25.1. Member federation assumes all the expenses of any and all delegation members
during the tournament. This includes, with no limitation, travel to and from the playing
venue, hotels, catering, transfer from hotel to the venue if not garantee by the Host
Federation, all expenses inherent to the life of a sport’s group during a competition,
insurances.
Visa costs
25.2. All expenses arising from the procurement of visas for the members of the entire
delegation must be borne by the respective Member Federation.
Referees Costs
25.3. Transportation costs for referees proposed by Members Federations and validated by
CERILH are paid by the Member Federation.
Entry fee / Lump-sum advance payment
25.4. The entry fee and advance payment must be paid by the respective Member
Federation within the announced deadline to enter a CERILH EURO competition.
Host Federation(s)
Staging and organisational costs
25.5. All expenses incurred in the host country(ies) to stage and organise a CERILH EURO
must be borne by the Host Federation(s). Those expenses are detailed in the Bid and
Event Manual.
25.6. The financial compensation to be paid to CERILH by the Organizer, is set in the Bid and
Event Manual for the competion(s) to be organized.
25.7. Especially, charges listed below will be payable by the Host Federation(s):
a. Payment of the trophy to be awarded to the winning team of the competition and
visual materials for the ceremonies 30

b. Ensure the transport means necessary for the transfer of the official delegations
(participating teams + CERILH/CERS members) and the 6 designated Referees,
between:
The nearest international airport or train station and the hotel
accommodation and vice versa;
The Hotel accommodation (or the local of the meals) and the site of
the competition and vice versa.
CERILH Officials Costs
25.8. With the financial compensation paid to CERILH, CERILH is in charge to bear the
following costs and expenses of the nominated CERILH Officials that are not proposed by
their Member Federation and are directly nominated by the CERILH
a.
Travel expenses to and from the host city (refunded on production of
receipts/proof of ticket purchase) based on those criteria:
Travel by train/bus/boat:
Reimbursement of second class return tickets for train/bus/boat;
Travel by plane:
Reimbursement of return tickets in Economy Class
Travel by car (allowed up to a maximum distance of 600 km one way):
Reimbursement of second class return tickets for train/bus/boat;
Taxi journeys in the home town or during a trip: (e.g.: transfer
between airports) may be refunded upon the presentation of the
respective receipts;
Travel by car in the home town (to and from airport or train station):
may be charged with € 0,33 per driven kilometre.
b. Any expenses for visas;
c. Daily allowances amounting to € 20 per day for the duration of the stay;
d. Additional daily allowances amounting to € 60 per match day to the CERILH
referees;

Article 26.
Power and Delegation
26.1. As established on « CERS Statutes » - Article 32, point 7, the Justice and Disciplinary
Commission deliberates upon:
a. The reports submitted by the team of Referees/Chief Referees/Judges.
b. The report presented by the European Technical Committees delegates, who may
be compared – if the case arises – with the DVD or video footage of the
game/competition, should it exist.
c. All available documentation and information.
26.2. As established on « CERS Statutes » - Article 32, point 8, concerning the European
championships, the justice and disciplinary competences shall be delegated to only one
of the voting members of the Justice and Disciplinary Commission or – in the case of
her/his absence – to the President of the discipline’s Technical Committee concerned or,
when she/he is not present, by one of her/his Vice-Presidents
a. The above referred competences delegation will finish with the end of the
European Championship or the sporting event concerned.
b. If a serious or very serious infraction occurs and additional sanctions should be
considered, the person in charge of exercising the disciplinary powers of the
competition should provide:
The immediate exclusion from the competition of the person or
persons responsible for the infraction.
The elaboration of a “confidential report”, with a detailed information
about all the facts, that – together with the relevant documents
mentioned in point 7 of CERS Statutes Article 32 – should be
addressed to the Justice and Disciplinary Comission, in order to
decide, to instruct and/or to conduct any additional procedures that
could be needed

Article 27.
Infringements Regulations
27.1. To ensure the proper running of a CERILH EURO, the respect of the applicable
regulations during a CERILH EURO, the violations of any CERS / FIRS / CERILH regulations
applicable to a CERILH EURO by any team, delegation, individual and/or CERILH Official,
CERILH examine, decide upon and take action by the Justice and Disciplinary
Commission or its Delegate, following an express procedure.
27.2. The Member Federations of the respective delegations or teams, individuals and/or
the CERILH Officials against whom the proceedings are initiated have the possibility to
provide a statement of defence.
27.3. CERS « Justice and Disciplinary Regulation », provisions and catalogue of
administrative sanctions as well as FIRS « Rules of the Game » list of penalties and
sanctions listed in this document apply for all disciplinary Infringements
27.4. The carrying out of legal/disciplinary proceedings as defined herein is independent of
any reporting obligations.
27.5. Delegation members (including players and team officials) and CERILH Officials agree
to comply with the FIRS Rules of the Game, CERS Statutes, CERS Justice and Disciplinary
Regulation, CERS Medical Regulations as well as the present Regulations. They must
notably:
a.
Respect the spirit of fair-play and non-violence and behave accordingly
b.
Refrain from any activity that endanger the integrity of a CERILH EURO and bring
Roller In Line Hockey sport into disrepute
c. Refrain from medical and anti-doping rules violations
Legal Regulations
27.6. The Justice and Disciplinary Commission or its Delegate decide on sanctions and
penalties in accordance with the CERS Justice and Disciplinary Regulations, FIRS Rules of
the Game and the present Regulation.
27.7. All legal matters including procedural aspects related to a CERILH EURO not expressly
regulated by the present chapter shall be handled according to the applicable CERS
Justice and Disciplinary Regulation.

Article 28.
Protests
28.1. As established on CERS Justice and Disciplinary Regulations, all the protests are :
a. Subjected to the guidelines formulated by the technical rules and/or regulations
of the European Technical Committee concerned
b. Subjected to the payment of the required fees, according to the provisions
established in the Article 10 of the CERS Finance Regulation
c. Regulated by the procedures and other provisions established in this CERS Justice
and Disciplinary Regulation
Protest Procedure
28.2. Justice and Disciplinary Commission or its Delegate settles any protest related to
CERILH EURO matches in first instance
28.3. Pursuant CERS Justice and Discipline Regulations, article 59, Protests can be an
“administrative” or a “technical” protest
28.4. Protests shall be handed over in writing to the CERILH delegate of the match within
three (3) hours after the end of the relevant match. Any relevant statement shall be
submitted in writing to the CERILH Technical Committee and detailed:
a. The occurrence which lies at the origin of the protest and the elements used to
confirm this
b. The regulatory provisions on which the protest is founded
c. The precise intentions of the contestant party which has lodged the protest
28.5. The contestant shall pay a protest fee, pursant CERS Finance Regulation, article 10
point 3.1. The amount shall be paid directly to the CERILH delegate or shall be
transferred to the CERILH bank account at the same time as the claim is handed over.
28.6. If the protest is fully granted, the protest fee is refunded to the contestant; otherwise
it is forfeited to the credit of the CERILH.
28.7. The protests decisions rendered by a delegation are not susceptible of being subjected
to a complaint or to an appeal.
28.8. Safeguarding the provisions settled by point 3.3.4 of CERS Justice and Disciplinary
Regulation, all the other protests will be decided – in its first body of instance – by the
Justice and Disciplinary Commission of CERS, whose decisions can be appealed – in its
second body instance – before the CERS Central Committee.

Article 29.
CERILH sponsors / partners exclusivity
29.1. The exclusivity of the CERILH partners and sponsors during a CERILH EURO must be
complied with by all delegations, individuals, CERILH Officials participating in the CERILH
EURO.
29.2. The names and the respective categories of products/services and the necessary
measures and restrictions of the CERILH partners and sponsors to be taken are
communicated by CERILH in due course prior the beginning of a CERILH EURO.
29.3. Non-compliance with the required measures and restrictions of product/service and
any other kind of violation of the CERILH partners and sponsors exclusivity during a
CERILH EURO must be sanctioned. In addition the respective individual/entity may be
required to reimburse all damages occurred.

Article 30.
Involvement of the participating CERILH Member Federations
30.1. CERILH Member Federations participating in a CERILH EURO shall actively organise and
support promotional activities of any kind taking place prior, during and after the final
tournament.
30.2. In this respect, all CERILH Member Federations shall contribute and implement the
following measures, for a specific CERILH EURO if stipulated in the call for participation
for this competition:
a.
Hold open training sessions for at least fifteen (15) minutes for the fans and
media upon request of the CERILH
b.
Make available one (1) official playing shirts signed by the entire team;
c.
Participate in media calls;
d.
Ensure the presence of the official web banner and Corporate Identity of the
respective CERILH EURO on the CERILH Member Federation’s website and social
media platforms;
e.
Further distribution as well as distribution in the language of the respective
country of news published by the CERILH on the respective CERILH EURO;
f.
Promote the event and the activities around the competition, e.g. by producing
and distributing promotional material and tickets sales.

Article 31.
Marketing and media rights
31.1. The CERILH owns and has the sole right to exploit and to award the marketing and
media rights including the television, radio, film, DVD, Internet, multimedia, 3G,
advertising rights of CERILH EURO and all related activities. The CERILH may exercise its
right to exploit those rights at its sole discretion and on a universal basis.
31.2. In this regard, no Member Federation may use or exploit, directly or indirectly, any
marketing or media rights of a CERILH EURO.
31.3. Each Member Federation must ensure that its partners, commercial or otherwise, do
not use or otherwise exploit directly or indirectly any marketing or media rights of a
CERILH EURO without the CERILH express prior agreement, which may be granted or
withheld at its sole discretion.
31.4. A participating Member Federation may not display any third party commercial
identification or branding in the playing halls of a CERILH EURO and their related areas
or at any official press conference other than on teams kits
Video recordings
31.5. All delegations are permitted to make video recordings of CERILH EURO matches for
teaching and training purposes. The use of the video recordings for any other purpose
whatsoever, including (without limitation) a commercial exploitation and publication on
open online video platforms (YouTube, Facebook, Dailymotion etc.), is forbidden.
31.6. Video recordings, however, may only be made by one (1) member of the respective
delegation, using one (1) camera.
31.7. The person of the delegation wishing to record a match on video must have a permit
issued by the CERILH and an official bib. Persons who do not present a CERILH permit
and an official bib may be asked to leave the hall.
31.8. All intellectual property rights for any material recorded for such purposes must be
assigned to the CERILH in writing and if so requested by the CERILH, a copy of all
relevant materials filmed must be provided to CERILH within the deadline set forth by
the CERILH.
31.9. In case of TV broadcasting of a CERILH EURO, after the competition, the Host
Federation(s) must take care that the TV host broadcaster provides the CERILH, free of
charge, with DVD’s of matches specified by the CERILH

Personality rights
31.10. All participating Member Federations grant CERILH the right (royalty-free) to use
photos and graphic materials of players and officials as well as Member Federations
names, emblems and players uniforms within the framework of the Competition for
non-commercial purposes.
31.11. All participating Member Federations grant the CERILH the right (royalty-free) to use
any photo, any material (print material, ads, internet, product presentation, video etc.)
produced at CERILH EURO matches, for the Roller In Line Hockey sport’s promotions,
CERILH competitions promotions and sport development (training, teaching, etc.)
purposes.
31.12. The CERILH has the right to transfer these aforementioned rights of use to a
marketing partner for the same purposes.
31.13. Each participating Member Federation must obtain the consent of the respective
players and officials participating to a CERILH EURO to the use of their image as defined
here above. Each participating Member Federation must hold the CERILH and its
partners harmless from any legal action from a player concerning the player’s image
rights.

1. Seguindo o exemplo da alteração aprovada recentemente nos Estatutos da “FIRS”, propõe-se a alteração da
designação dos Comités Técnicos da CERS, de acordo com a proposta seguidamente apresentada.

2.4 Os COMITÉS TÉCNICOS das disciplinas da patinagem:
a) CERS ARTISTIC – European Artistic Skating Committee
b) CERS RINK-HOCKEY – European Rink–Hockey Committee
c) CERS IN-LINE HOCKEY – European Roller In–Line Hockey Committee
d) CERS SPEED – European Speed Skating Committee
Os Comités Técnicos das disciplinas da patinagem sobre rodas – cuja composição e atividade é regulada pelo
disposto nos Artigos 35, 36 e 37 do Capítulo VI destes Estatutos – asseguram, sob a direção e controlo do seu
Presidente, a gestão dos eventos desportivos realizados na Europa na respectiva disciplina.

2. Sendo esta proposta for aprovada pelo Comité Central e depois pela Assembleia Geral da CERS, deverá ser
assegurada que a atualização das novas designações em todas as referências efectuadas aos mesmos, quer nos
demais Artigos destes Estatutos, quer em todos os Regulamentos da CERS.

Changes to the

No sentido de explicitar, sem ambiguidades, que as Federações nacionais respondem solidariamente pelas dívidas
dos clubes seus filiados perante a CERS e/ou qualquer um dos seus Comités Técnicos, submetemos à análise e
deliberação da Assembleia Geral da CERS as seguintes propostas de alteração:

ARTIGO 14 – INCUMPRIMENTO DOS PRAZOS DE PAGAMENTO
1. Para efeitos de controlo das datas de quaisquer pagamentos que sejam efectuados à CERS e/ou aos seus Comités Técnicos das disciplinas
da Patinagem será sempre considerada a data em que o dinheiro seja recebido pela CERS ou depositado na sua conta bancária.
2. A Federação de filiação do Clube é solidária pelo pagamento das dívidas dos clubes perante a CERS e/ou perante
qualquer Comité Técnico duma disciplina da Patinagem, devendo apara tal efeito ser observados os procedimentos
estabelecidos no ponto 3.4 deste Artigo.
3. O incumprimento dos prazos de pagamento fixados pela CERS e/ou por qualquer Comité Técnico duma disciplina da Patinagem implicará
as seguintes consequências para a entidade incumpridora, seja esta uma Federação Nacional ou um Clube Europeu:
3.1 Pagamento adicional de 10% (dez por cento) de 5% (cinco por cento) relativamente ao valor total dos pagamentos em atraso
há mais de 30 (trinta) dias.
3.2 Pagamento adicional de 25% (vinte e cinco por cento) de 10% (dez por cento) relativamente ao valor total dos pagamentos em
atraso há mais de 60 (sessenta) dias
3.3 Se a entidade incumpridora do pagamento se encontrar em falta há mais de 90 (noventa) dias, poderão ser tomadas as seguintes
decisões adicionais:
3.3.1 Se a entidade incumpridora é um Clube Europeu, o Comité Técnico da disciplina em questão poderá deliberar a sua suspensão
de todas as competições europeias da referida disciplina, até que toda a dívida existente – incluindo os pagamentos adicionais
das sobrecargas referidas no ponto 2 deste Artigo – seja integralmente regularizada.
3.3.2 Se a entidade incumpridora é uma Federação Nacional, o Comité Executivo da CERS poderá deliberar as seguintes sanções
adicionais:
a) A perda do direito de participar e de votar nos Congressos da CERS ou nas Assembleias Gerais dos Comités Técnicos das
disciplinas da Patinagem sobre rodas;
b) A recusa da inscrição ou participação dos seus representantes (Seleção Nacional, Clubes ou Patinadores) em qualquer
Campeonato ou evento Europeu.
3.4 Sem prejuízo do disposto nos pontos anteriores deste Artigo, sempre que um Clube se encontrar com atraso de
pagamentos há mais de 180 (cento e oitenta dias, competirá à sua Federação de filiação assumir o integral da dívida
em questão, tendo em atenção o estabelecido nos pontos seguintes.
3.4.1 Competirá à CERS o envio – através de correio electrónico e/ou por outra forma de correio certificado – de
notificação específica à Federação de filiação do clube incumpridor, onde será referido o montante total da
dívida por regularizar, incluindo - se for esse o caso - os pagamentos adicionais que sejam devidos nos
termos do disposto nos pontos 3.1 e 3.2 deste Artigo.
3.4.2 O pagamento por parte da Federação assim notificada deverá ser efectuado no prazo de 10 (dez) dias úteis,
contados a partir do dia seguinte ao do recebimento da referida notificação.
3.4.3 No caso de se manter a situação de incumprimento do pagamento da dívida por parte da Federação notificada,
poderá ser deliberado pelo Comité Executivo da CERS a aplicação das sanções adicionais previstas no ponto
3.3.2 deste Artigo
4. A suspensão temporária duma Federação Nacional faltosa ser–lhe–á formalmente comunicada – assim como ao Presidente da FIRS – pelo
Presidente da CERS, através de carta registada.
4.1 A suspensão da Federação Nacional faltosa permanecerá efetiva até que todas as suas dívidas para com a CERS – incluindo os
pagamentos adicionais das sobrecargas referidas no ponto 3 deste Artigo – tenham sido totalmente regularizadas.
4.2 Sem prejuízo do disposto nos pontos anteriores deste Artigo, o Congresso da CERS pode decidir a expulsão definitiva da Federação
Nacional incumpridora.
