1. INTRODUÇÃO
a)
O GLOBALG.AP Integrated Farm Assurance Standard (IFA) é um referencial “pre-farm gate”, ou seja, para a unidade de produção, que abrange a certificação de todo o
processo de produção agrícola, desde antes de a planta estar no solo (pontos de controle origem e materiais de propagação) ou desde que o animal entra no processo
de produção até à obtenção de produtos não processados (não estão abrangidas as fases de processamento, fabrico ou abate, exceto o primeiro nível em Aquacultura).
b)
GLOBALG.AP proporciona o referencial e a estrutura para a certificação por 3ªparte, independente e reconhecida, dos processos de produção agrícola, baseada na
norma ISO / IEC Guia 65. (A certificação do processo de produção – cultivo, criação ou produção - dos produtos garante que apenas os que alcançam um certo nível de
conformidade com o estabelecido nas Boas Práticas Agrícolas (GAP), incluídas nos documentos normativos GLOBALG.AP, são certificados.

O referencial IFA standard oferece vários benefícios aos produtores:

(i)
Redução dos riscos de segurança alimentar na produção primária, incentivando o desenvolvimento e a adoção de esquemas de garantia agrícola nacionais e
regionais e com um referencial objetivo e testado quanto ao risco, baseado no HACCP, servindo o consumidor e a cadeia alimentar. Também serve como
plataforma de comunicação técnica para a melhoria contínua e transparência através da consulta a toda a cadeia alimentar.
(ii)
Reduzindo os custos relacionados com o cumprimento / certificação por se evitarem auditorias múltiplas em unidades de produção com vários tipos de produtos,
por proporcionar auditorias integradas (“one-stop-shop”), evitando o peso do excesso de regulamentadores, o que é possível dada a adoção pró-ativa pelo setor e
por se ter conseguido uma harmonização global que permite atuar num ambiente em que todos os envolvidos cumprem as mesmas regras e têm condições
semelhantes.
(iii)
Aumento da integridade dos esquemas de garantia da produção em todo o mundo, através da definição e aplicação de um nível comum de competência dos
auditores, de formas de comunicação das verificações efetuadas e harmonização da interpretação dos critérios de cumprimento.
O documento Pontos de Controle e Critérios de Conformidade IFA é dividido em diferentes módulos, cada um cobrindo diferentes áreas ou níveis de atividade num local
de produção. Essas seções estão agrupadas em:

“Âmbitos” – abrangendo questões de produção mais genérica, classificados em termos mais gerais. Estes são:

3. EXCEÇÕES E ADITAMENTOS AO REGULAMENTO GERAL GLOBALG.A.P. ESPECÍFICOS DO IFA
3.1 FRUTAS E LEGUMES
3.1.1 Documentos Normativos
(i)
Lista de verificação GLOBALG.AP para inspeções de acompanhamento não anunciadas – O Comité do Setor das Frutas e Legumes aprovou uma lista
abreviada para as inspeções de acompanhamento não anunciadas. O produtor deve ainda cumprir com 95% das Obrigações Menores da lista original. Os
resultados das inspeções não anunciadas, substituem os correspondentes resultados dos pontos de controle da inspeção anunciada. Não conformidades
quanto a obrigações menores que foram detectadas durante as inspeções anunciadas, que não são incluídos na Lista de verificação para inspeções não
anunciadas, devem ser verificados.
3.1.2 Processo de Registro – Pedido e Âmbito de Certificação
(i)
Colheita:
a) Deve ser incluída no âmbito da certificação, a não ser que o produto seja vendido antes da colheita e o comprador realize o acondicionamento.
b) O Organismo de Certificação é responsável por tomar uma decisão sobre a possibilidade da colheita ser excluída ou não, com base nos requisitos
estipulados na Parte III.
(ii)
Pós-colheita – Acondicionamento do Produto:
a) Se não se realizar enquanto o produto for propriedade do requerente, tal deverá ser declarado durante o registro e indicado no certificado.

b) Não se aplica para um determinado produto quando o embalamento ou acondicionamento final e o último contato humano com o produto ocorrem no
campo durante a colheita. Nesse caso, são aplicáveis os pontos de controle mencionados em FV 4.2 e, consequentemente, os pontos em FV 5.0 não
são aplicáveis. No entanto, quando esses produtos são armazenados numa instalação onde se possa entrar e sob propriedade do produtor, os pontos
relevantes em FV 5.0 são aplicáveis e o acondicionamento deve ser incluído no certificado.
c) Não pode ser incluído se a colheita for excluída (ver (i) mais acima.
d) Deve sempre ser incluído quando o produto é propriedade do produtor durante o acondicionamento (feito pelo produtor ou por um subcontratado) a
não ser que exista evidência escrita (contrato, acordo, etc.) de que o produtor não tem controle sobre o embalamento/acondicionamento/
armazenamento e o produto não retorna ao produtor.
e) O produtor deve registrar-se para “Produção Paralela/Posse Paralela” se produtos certificados e não certificados (o mesmo produto) forem embalados
na unidade de acondicionamento dos produtos (PHU).
f) Se a unidade de acondicionamento dos produtos (PHU) já tiver uma certificação de segurança alimentar reconhecida pela Iniciativa Global para a
Segurança Alimentar, GFSI (www.mygfsi.com), o inspetor GLOBALG.A.P. deve inspecionar segregação e rastreabilidade (ou seja, AF.10, CB.1.1 e,
se aplicável, AF.12), bem como os tratamentos pós-colheita (FV.5.8.1-14), se aplicável, a menos que exista um acordo bilateral entre o

GLOBALG.A.P. e o dono do referencial de segurança alimentar reconhecido pela GFSI em como estes pontos estão incluídos no âmbito do
certificado de segurança alimentar.
Quando um produtor não faz acondicionamento do produto na unidade de produção, mas nas instalações de outro produtor que tenha certificação
GLOBALG.A.P. (incluindo acondicionamento), o OC pode aceitar o certificado de outro OC ou pode decidir realizar a sua própria inspeção à unidade de
acondicionamento.
3.1.3 Processo de Avaliação
(i)
O Comité do Setor das Frutas e Legumes aprovou o uso de uma lista reduzida também para inspeções subsequentes regulares anunciadas como uma
recompensa para os produtores que tenham sido certificadas por vários para a Opção 1 (possível para a Opção 3).
(ii)
Regras:
1. A lista reduzida só pode ser utilizada desde que o produtor tenha sido certificado por, pelo menos, 2 anos.
2. O resultado das duas últimas inspeções foi de 100% de conformidade com os pontos de controle obrigações maiores e 95% com as obrigações
menores e não houve suspensões pendentes nos últimos dois anos.
3. As regras para inspeção são as mesmas das inspeções não anunciadas descritas acima.

4. Sempre que as regras para uma inspeção inicial, como explicado no Regulamento Geral GLOBALG.AP Parte I, forem válidas (ex. mudar de um OC
para outro, inclusão de um novo produto) ou quando uma nova versão for lançada, o OC deve realizar uma inspeção com a lista de verificação
original (completa).
Exemplo 1: Para um novo produtor de Frutas e Legumes, que requer a certificação pela primeira vez (sempre cumprindo com as regras de
certificação):

3.2 INFORMAÇÃO SOBRE O CERTIFICADO
O certificado em papel emitido por um OC tem que estar conforme com o modelo disponibilizado pelo GLOBALG.A.P. Ver Modelo após 5. DIREITOS DE AUTOR.
4. RESPONSABILIDADE
Os organismos de certificação aprovados pela FoodPLUS GmbH e pelo GLOBALG.A.P. não são legalmente responsáveis pela segurança dos produtos certificados por este
referencial e não são responsáveis pela correção e completude dos dados constantes na base de dados do GLOBALG.A.P. carregados pelo organismo de certificação
aprovado. Em nenhuma circunstância devem a FoodPLUS GmbH, os seus empregados ou agentes ser responsabilizados por quaisquer perdas, danos, encargos, custos ou
despesas de qualquer natureza (incluindo danos colaterais) que qualquer produtor possa sofrer ou incorrer por motivo ou provocadas direta ou indiretamente pela administração
da FoodPLUS GmbH, seus empregados ou agentes, ou pela execução das respectivas obrigações relativas ao esquema, exceto se tais perdas, danos, encargos, custos e/ou
despesas surjam em consequência de negligência judicialmente determinada ou falha intencional de tal pessoa.

The certificate shall be in English. A second language may be added in the certificate.

Accreditation Body (AB) symbol/accreditation mark is placed on all accredited certificates
in conformity with AB's rules.
Exception: When the CB is approved, but not yet accredited the following text must
appear instead of the AB symbol: “Certificate issued by a GLOBALG.A.P. approved
Certification Body [Company name], but not accredited to the GLOBALG.A.P Scope
according to ISO 65/EN45011 rules’’ or only ‘’Non-accredited certificate”. The AB logo

The GLOBALG.A.P Product Certificate Number shall be printed on the paper certificate.
It is a reference code to the certificate in the GLOBALG.A.P. Database per product and
certificate cycle. The GLOBALG.A.P. product certificate number is generated
automatically in the system and consists of 5 digits, 5 letters and a suffix (#####-ABCDE####). All changes to the certificate in a given certificate cycle are reflected in the suffix.

other cases entry is optional.
