Senhores Accionistas,
No decorrer de 2008, são merecedores de destaque os seguintes aspectos:
(i) O sector diamantífero foi afectado pela crise financeira mundial originando no final de 2008 uma redução de 42% nos
preços dos diamantes. Obrigando-nos a estocagem de diamantes extraídos e a obter recursos no mercado financeiro para a
manutenção das obrigações financeiras assumidas.
(ii) A revisão orçamental no ano de 2009 em virtude da crise do sector diamantífero consistiu na redução dos custos e dos
investimentos aliada à exigência de aumento de produtividade, negociações de preço com os compradores e intermediação junto
do governo, na busca de medidas para atenuar os efeitos da crise.
(iii) Entraram em funcionamento nos meses de Abril e Setembro de 2008 os sistemas de transportação do minério e do estéril
por correia.
(iv) A Hidrochicapa, forneceu 56% da energia consumida, concluiu-se o sistema de sincronismo entre a Hidrochicapa e a central
termoeléctrica de Catoca;
(v) Foi entregue pelo Instituto Iakutniproalmaz da ALROSA, o EVTE - Estudo de Viabilidade Técnico-Económico do Kimberlito
Tchiuzo - Projecto Luemba até à profundidade de 100 m.
(vi) Desenvolvimento das actividades geológico-mineiras da concessão do Projecto Lapi.

Shareholders,
During the year 2008, the following operational aspects were worthy of note:
(i) The diamond Industry was negatively affected by the global financial crisis; as a result, by the year-end, there was a 42% drop in
world diamond prices. This occurrence forced us to stockpile the diamonds we mined, and obtain resources in the financial market to
maintain the financial obligations assumed.
(ii) By virtue of the crisis prevalent in the world diamond sector, our 2009 Budget Revision consisted mainly in reductions in costs
and investments, together with a hard effort to increase productivity, price negotiations with our current buyers and a plea to the
Government for the adoption of measures to palliate the negative effects of said crisis.
(iii) In April and September, 2008, the Belt Conveyor System for ore and waste transportation went into operation.
(iv) Hidrochicapa has supplied 56% of all the power consumed. The synchronization system between Hidrochicapa and the Catoca
Thermoelectric Plant was finished.
(v) ALROSA’s Iakutniproalmaz Institute has finally delivered its TEVS-Technical-Economic Viability Study for the Tchiuzo KimberliteLuemba Project, prospecting down to a depth of 100 meters.
(vi) The geological-mining activities of the Lapi Project concession were further developed during the year.

Em 2008 foram vendidos 6.336.737 (Plano - 6.019.100, 2007 - 6.118.475) quilates, o preço de venda apresentou uma ligeira
recuperação comparativamente a 2007, porém devido à crise mundial que se instalou no final de 2008 e suas repercussões
no mercado mundial de diamantes fez com que os preços ofertados a Catoca tivessem uma redução de 42%, paralisando as
vendas naquele momento. O preço médio dos diamantes de Catoca foi de US$ 78,01 (Plano - US$ 73,50, 2007 - US$ 73,78)
por Quilate, o que permitiu a facturação de US$ 494,3 (Plano - US$ 442,4, 2007 - US$ 451,4) milhões. O volume de vendas
representou em 2008 cerca de 71% (2007 - 76%) da quantidade de diamantes vendidos pelas empresas diamantíferas de
Angola e 47% (2007 - 50%) do referido mercado, tomando como base a facturação global.

In 2008, 6,336,737 karats were sold (Planned - 6,019,100; 2007 - 6,118,475), with the selling price showing a slight recovery
when compared to the year 2007. However, the world crisis that hit our market segment by year-end 2008 - with its negative aftermath
on the world diamond trade - resulted in that the buying prices offered to Catoca experienced a drop of no less than 42%, causing
an abrupt stoppage in sales right then. The average price of Catoca diamonds was US$ 78.01 per Karat (Planned - US$ 73.50;
2007 - US$ 73.78), which has a gross revenue of US$ 494.3 million (Planned - US$ 442.4; 2007 - US$ 451.4). The sales volume
in 2008 represented close to 71% (2007 - 76%) of the overall amount of diamonds marketed by diamond mining companies in
Angola, and 47% (2007 - 50%) of the above mentioned market in terms of global sales.

No que se refere ao tratamento do minério foram tratados
10.100.100 (Plano - 9.600.000, 2007 - 9.502.500)
toneladas e recuperados 6.486.063 (Plano - 6.042.000,
2007 - 6.116.595) quilates.
During the year 2008, removal of 11,022,500 m³ of waste
(Planned - 13,000,000; 2007 - 7,780,500) and extraction
of 4,935,600 m³ of mineral ore (Planned - 4,726,000;
2007 - 4,649,600) was achieved, adding up to 15,958,100
m³ (Planned - 17,726,000; 2007 - 12,430,100) mining
mass. As far as ore treated is concerned, 10,100,100 tonnes
(Planned - 9,600,000; 2007 - 9,502,500) of ore treated
were processed and 6,486,063 karats (Planned - 6,042,000;
2007 - 6,116,595) were recovered.
As contribuições sociais de Catoca em 2008 montam
a US$ 158,0 (Plano - US$ 134.1, 2007 - US$ 149,3)
milhões, referente ao Imposto sobre o Rendimento do
Trabalho - IRT, ao Fundo de Financiamento de Segurança
Social - FFSS, ao Imposto de Produção (Royalties), ao
Imposto sobre a aplicação de Capitais e ao Imposto sobre
os Lucros (Imposto Industrial).
In 2008, the Catoca social contributions amounted to US$
158.0 million (Planned - US$ 134.1; 2007 - US$ 149.3)
relative to Tax on Earnings from Work-IRT, to the Social
Security Financing Fund-FFSS, to Tax on Production (Royalties),
to Tax on Capital Market Investment and to Tax on Profits
(Industrial Tax).

No decorrer de 2008, foram investidos US$ 69,5 (Plano US$ 70,4, 2007 - US$ 75,5) milhões em meios fixos.
During the year 2008, we have invested US$ 69.5 million
(Planned - US$ 70.4; 2007 - US$ 75.5) into Fixed Assets.
Na vertente social, é de ressaltar que a região onde está
localizada Catoca requer continuado esforço e trabalho para
minimizar as condições difíceis em que vivem as populações.
No decorrer do período findo em 31 de Dezembro de
2008, foi decidido pelos sócios a alocação anual de 2%
do lucro líquido da empresa aos programas sociais autosustentáveis. Catoca empreendeu investimentos na área
social que objectivam melhorar a qualidade de vida de seus
trabalhadores, bem como das comunidades próximas à sua
área de concessão. Nesse sentido, destacamos as seguintes
acções principais:
In the social field, we must emphasize the fact that the region
where the Catoca mine is located requires continued effort
and work to minimize the difficult conditions in which the local
population is living. During the fiscal year ended in December
31, 2008, the partners of Catoca have decided to assign 2%
of the Company’s net annual profits into self-sustained social
programs. Catoca has invested heavily in the social sector,
aiming at the betterment of the living standards of its workers as
well as those of the communities adjacent to its concession site.
Within this context, we can underscore the following initiatives:
(i) Programada, em 2008, a construção de escolas, postos
médicos, projectos auto-sustentáveis de lavras comunitárias,
PIC - Programa Infantil Comunitário, PEC - Programa de
Educação na Comunidade, jangos comunitários, extensão da
distribuição de leite e pães de soja, extensão do projecto
luz solar para 12 aldeias, das quais já se beneficia destas
obras a aldeia de Ngando, (ii) manutenção de 4 escolas
do ensino primário construídas por Catoca com capacidade
para 1.800 crianças, (iii) reabilitação do PIC - Programa
Infantil Comunitário da aldeia de Sambaia, (iv) manutenção
do projecto de luz solar na aldeia de Sambaia, (v) apoio à
Escola Superior de Ciência e Tecnologia da Lunda Sul, (vi)
treinamentos nas mais variadas áreas e especializações, no
país e no exterior, (vii) distribuição diária de pão e leite de
soja e participação no programa de merenda escolar aos
alunos do Município de Saurimo cuja capacidade diária
é de 23.700 unidades, (viii) promoção da criação da
Cooperativa Habitacional “Mwono Waha” com participação
dos trabalhadores, (ix) manutenção do programa de
água canalizada que atende mais de 10.000 utentes, (x)
coordenação de programas de massificação do lazer,
desporto e cultura no ambiente interno e externo de Catoca.

(i) Programs that were carried out in 2008: Building of schools,
medical center, self-sustained community agricultural projects,
PIC - Children Community Program, PEC - Community Education
Program, community recreational centers, expansion of the
milk’s and bread’s soy distribution programs, extension of solarcell power distribution to 12 villages - the village of Ngando
being already a beneficiary of this program; (ii) Continued
maintenance of 4 primary schools (1800 children capacity) built
by Catoca; (iii) Revitalization of the PIC - Community Children
Program in Sambaia village; (iv) Maintenance of the Solar-Cell
power project at Sambaia village; (v) Support for the Faculty
of Science and Technology at Lunda Sul; (vi) Training programs
in the most varied fields of specialization both in Angola and
abroad; (vii) Daily distribution of milk’s and bread’s soya in
schools within the concession area and outside, including local
NGO and Provincial Hospital in Saurimo district, totalizing
23,700 meals/day; (viii) Establishment of the “Mwono Waha”
Housing Cooperative with participation of Catoca workers;
(ix) Maintenance of the main water supply program, attending
more than 10,000 users; (x) Workers entertainment programs
(sports and cultural) both within and outside Catoca’s.

pela consultoria Accenture. Em Fevereiro de 2009 avançamos
para aprovação do blueprint e arranque funcional até
Agosto de 2009 da Fase 1 que contempla os módulos de
recursos humanos, financeiro, logística e manutenção. A fase
2 contempla os módulos de produção e recursos humanos
(continuação), os serviços contratados encerram-se em 2010.
Com a crise no mercado diamantífero foram adiadas:
1. Investimentos em novos projectos mineiros, bem como o início
da exploração em pequena escala do Lapi e de Luemba.
2. As obras para construção do 3º Moinho na Central de
Tratamento Nº 2, aguardando uma recuperação dos preços
de comercialização dos diamantes que permitam o retorno
dos investimentos.
5. Implementation of SAP ERP management system by Accenture
Consultants. In February 2009, we have proceeded with the
blueprint approval phase, having set for August 2009 the
functional start-up of Phase 1 comprising the Human Resources,
Financial, Logistics and the factories I and II. Phase 2 comprises
the Production and Human Resources (second part) modules.
Outsourced services will terminate in 2010.
Owing to the crisis affecting the diamond market, the following
were put on hold:
1. Investing into new mining projects, as well as the start of the
small-scale exploitation of Lapi and Luemba.
2. The works for the construction of the 3rd Mill for Processing
Plant No 2, as we are awaiting a recovery in world diamond prices
that will allow us to take up again our investment program.

4. As terceirizações dos serviços de refeitório e cozinha na

CONCLUSÃO E AGRADECIMENTOS
Os dados e indicadores de 2008, refletem o papel de
destaque de Catoca no universo das empresas mineiras
em Angola e no mercado internacional. Além de ser um
investimento rentável aos Accionistas e um contribuinte
relevante para o desenvolvimento do País, as operações de
Catoca têm-se traduzido em melhor qualidade de vida dos
seus trabalhadores e das comunidades próximas à sua área
de concessão, porém mediante os factos actuais de retração
no preço dos diamantes comercializados por Catoca irá
requerer para a sua continuidade novas estratégias de
reinvenção e reestruturação, para as quais a solidariedade
dos accionistas é fundamental.
Assim sendo, agradecemos a confiança dos Accionistas
e a dedicação incondicional que os trabalhadores têm
demonstrado em prol do crescimento e prosperidade
de Catoca e compartilhamos o orgulho de sermos parte

Conclusions and Complimentary
message
The data and indices for the year 2008 underscore Catoca’s
relevant role in the universe of Angolan mining companies
as well as in the international diamond market. In addition
to constituting a profitable investment to Shareholders and
a substantial taxpayer making a relevant contribution to the
Country’s overall development, the operations of the Catoca
have achieved the betterment of the living standards of its
workers and of the neighboring communities. However, in
view of the harsh drop in the prices of diamonds marketed
by Catoca, our recovery will require the adoption of new and
inventive restructuring strategies. To this goal, the solidarity of
our Shareholders is of fundamental importance.
Therefore, we want to express our gratitude for the trust our
Shareholders have deposited on us, as well as for the unconditional
dedication of our workers in the pursuit of the success and
growth of the Catoca. We all feel very proud to be a part of
this company. Once again, we pledge our full commitment to the
development, expansion and safe operation of the Company,

Energia Eléctrica
A geração global de energia (Central termoeléctrica de
Catoca e a Hidroeléctrica de Chicapa), foi de 111.446.320
(Plano - 112.322.909, 2007 - 95.211.206) KW/h sendo
a termoeléctrica de Catoca responsável pela geração
de 44%. O aumento da geração resulta do aumento da
demanda como consequência da entrada em funcionamento
dos tapetes rolantes e do britador.
Electric Power
The overall electric power generated jointly by the Catoca
Central Thermoelectric and the Chicapa Hydroelectric was
111,446,320 KW/h (Planned - 112,322,909; 2007 95,211,206), the Catoca Central Thermoelectric being
responsible for generating 44% of this total. The increase in
power generation was occasioned by an increase in demand
as a consequence of the start-up of operations of the Belt
Conveyors and the Crusher.

SOCIAL PROGRAMS COMMUNITY
PROGRAMAS ESPECIAIS DE RESPONSABILIDADE SOCIAL:
Programada, em 2008, a construção de escolas, postos médicos,
lavras comunitárias, PIC-Programa Infantil Comunitário, PECPrograma de Educação na Comunidade, jangos comunitários,
extensão da distribuição de leite e pães de soja, extensão do projecto
de luz solar para 12 aldeias, das quais já se beneficia destas obras a
aldeia de Ngando.
SPECIAL SOCIAL COMMITMENT PROGRAMS:
Our Social Programs carried out in 2008 were: Building of schools, medical
center, self-sustained community agricultural projects, PIC- Children Community
Program, PEC- Community Education Program, community recreational centers,
expansion of the milk’s and bread’s soya distribution programs, extension
of solar-cell power distribution to 12 villages - the village of Ngando being
already a beneficiary of this program.
ACTIVIDADES SOCIAIS
Educação
Manutenção de 4 escolas do ensino primário construídas
por Catoca nas aldeias de Sambaia, Luenda, Sacaxima e
Muandonge com capacidade para 1.800 crianças.
Em curso a construção de uma escola de ensino primário
na aldeia de Ngando.
Reabilitação do PIC - Programa Infantil Comunitário da
aldeia de Sambaia, com melhorias substanciais e aumento
de sua capacidade.
Manutenção do projecto de luz solar na aldeia
de Sambaia.
Apoio à Escola Superior de Ciência e Tecnologia da
Lunda Sul em parceria com Governo da Provincia e a
Universidade Agostinho Neto.
636 treinamentos nas mais variadas áreas e especializações, no país e no exterior.
Merenda Escolar
Manutenção da distribuição diária de pão e leite de soja a
5.000 alunos das escolas próximas à área de concessão.
Participação no programa de merenda escolar aos alunos
do Município de Saurimo numa parceria com o Governo
da Lunda Sul, Fundação Brilhante e Diocese. A capacidade diária é de 23.700 unidades.
Habitação
A empresa promoveu a criação da Cooperativa Habitacional
“Mwono Waha” com vista a delegar para esta entidade a
gestão da futura vila cuja criação da infra-estrutura básica
tem contado com o apoio de Catoca. Os trabalhadores
organizados em cooperativa vão suportar os custos de
construção através de financiamentos bancários.

Água Canalizada
Manutenção do programa de água canalizada para as
aldeias de Sambaia, Muandonge, Sacaxima, Luenda e
Sacaita atendendo mais de 10.000 utentes.
Desporto, Cultura e Lazer
Coordenação dos programas de massificação do lazer,
desporto e cultura no ambiente interno e externo de Catoca. O
programa abrangeu cerca de 900 crianças com idades entre
9 e 17 anos nas modalidades de atletismo, tênis de campo,
andebol, futebol, basquetebol, dança, teatro e música:
As equipas preparadas por Catoca participaram de
campeonatos nacionais de juvenis e juniores, com a
conquista do 1º lugar no andebol e 4º lugar no campeonato
de basquetebol masculino.
O Cine Móvel, com 46 assentos, leva entretenimento às
comunidades circunvizinhas com filmes infantis e educativos.
Jango Comunitário equipado com assentos e sinal de TV
é um espaço para entretenimento e abriga 50 pessoas. O
primeiro foi implantado no Sambaia e está em construção
outro na aldeia de Ngando.
Agricultura Auto-sustentável
Com o apoio e assistência técnica de Catoca foram
desenvolvidos, para além da lavra interna, os programas
agrícolas auto-sustentáveis para moradores das aldeias
circunvizinhas de Saipupo e Ngando.
SOCIAL ACTIONS
EDUCATION
Continued maintenance of 4 primary schools built by
Catoca in the villages of Sambaia, Luenda, Sacaxima and
Muandonge with an 1.800 children capacity.
The construction of a primary school in the village of Ngando
is currently under way.
Revitalization of the PIC - Children Community Program in
Sambaia village, including substantial improvements and the
expansion of its capacity.
Maintenance of the Solar-Cell power project at
Sambaia village.
Support for the Faculty of Science and Technology at Lunda
Sul in partnership with the Province Government and the
Agostinho Neto University.
636 Training courses in the most varied fields of specialization,
both in Angola and abroad.
PROGRAM OF SCHOOL MEALS
Continuation of the daily distributions of bread’s and milk’s
soya to the 5,000 children who attend the Schools within and
outside of the Catoca concession area.
Extension of the school meals distribution program to
the school children in Saurimo Municipal District in a
joint initiative with the Provincial Government of Lunda
Sul, Brilhante Foundation and the Archdiocese. The daily
production capacity of 23,700 units.
HOUSING PROGRAM
WATER SUPPLY
Continuation of the ducted water supply programs to the
villages of Sambaia, Muandonge, Sacaxima, Luenda and
Sacaita serving more than 10,000 users.
SPORTS AND CULTURE
Coordination of entertainment programs (sports and cultural)
within and outside Catoca’s . These programs attends close to
900 children with ages between 9 and 17 years in the domains
of track & field, tennis, handball, football, basketball, dance,
theater and music.
The sports teams sponsored by the Catoca have
participated in the National Juvenile and Junior
Championships, having won 1st Place in Handball and
4th in the Men’s Basketball Championship.
The 46 seats in Mobile Cinema trail bring entertainment
to neighboring communities, featuring children and
educational movies.
The Community Recreational Center - with seating capacity
for 50 people and includes a TV signal. The first such
center was implemented at Sambaia, with a second under
construction at the Ngando village
DEVELOPMENT OF SELF-SUSTAINABLE
AGRICULTURE
With the support and technical assistance of Catoca, selfsustaining agricultural programs have been developed beyond the
initial internal agricultural project, so as to include the inhabitants
of the neighboring villages of Saipupo and Ngando.
Our Company has encouraged the establishment of the “Mwono
Waha” Housing Cooperative in view of transferring to this
organization the management of the future housing project
whose essential infrastructure implementation has the support
of the Catoca. The workers, organized into a cooperative, will
foot the building costs bill by means of bank loans.

sendo 89 (2007 - 67) atendimentos referentes a acidentes
de trabalho.

consultations were carried out (2007 - 49,144) what with
workers and their family members, 89 of which (2007 - 67)
were due do work accidents.
Outros indicadores: (i) realização de 35.896 (2007 48.433) análises clínicas, (ii) de 1.982 (2007 - 1.884)
atendimentos de casos de malária, (iii) de 796 (2007 1.036) atendimentos em estomatologia, (iv) de 652 (2007
- 1.937) atendimentos ginecológicos, (v) de 46 (2007 - 600)
atendimentos oftalmológicos, (vi) de zero (2007 - 924)
atendimentos de pneumologia, (vii) de 5.219 (2007 - 6.357)
exames radiológicos, sendo 863 (2007 - 864) para o
Hospital Provincial de Saurimo, (viii) de 557 (2007 - 557)
exames de electrocardiograma e, (ix) de 198 (2007 - 190)
atendimentos de diagnóstico ecográfico.

OCCUPATIONAL MEDICINE
O Programa Controlo Médico de Saúde Ocupacional
(PCMSO) realizou 842 exames ocupacionais a destacar: 209
admissionais; 70 periódicos, 12 para mudança de função e,
505 demissionais.
The Occupational Health Medical Control program - PCMSO has
carried out 842 occupational exams, of which: 209 admission
exams; 70 periodic exams; 12 exams for post switching; and
505 exams for workers who were dismissed.
Foram mantidos os seguintes programas associados: (i)
prevenção das Doenças Sexualmente Transmissíveis, (ii)
Planeamento Familiar, (iii) Prevenção da VIH/SIDA e
realizados 63 (2007 - 336) testes voluntários, (iv) Prevenção
do Cancro Uterino e, (v) Prevenção da Surdez Ocupacional.
The following associated health care programs were continued:
(i) Prevention of Sexually Transmitted Diseases; (ii) Family
Planning; (iii) AIDS/HIV Prevention; 63 voluntary blood tests
(2007 - 336) were carried out; (iv) Prevention of Uterine

As peculiaridades de Catoca impõem um grande esforço na
alimentação do seu efectivo. Existem 8 refeitórios onde são
servidos o pequeno-almoço, almoço, jantar, lanche e ceia
diariamente para todos os trabalhadores. Em 2008 foram
servidas cerca de 3,3 (2007 - 3,6) milhões de refeições e 5,0
(2007 - 5,1) milhões de pães.
The peculiarities of Catoca require a huge effort in the daily
task of feeding the entire workforce. There are 8 restaurants
where the entire worker population is served daily breakfast,
lunch, dinner, afternoon meals and supper. In 2008, close to 3.3
million meals (2007 - 3.6) were served, and 5.0 (2007 - 5.1)
million loaves.

Com a crise financeira, foram revistos e suspensos treinamentos
realizados fora de Angola e passou-se a priorizar os
programas na Mina de Catoca e no CINFOTEC em Luanda.
Owing to the global financial crisis, training courses outside of Angola
were reconsidered and deferred, priority being given to training
programs at Catoca’s Mine and at the CINFOTEC in Luanda.

Segurança do Trabalho e Protecção Ambiental
Destacam-se as seguintes acções: (i) Ministrados 22.068
(2007 - 31.411) Diálogos Diários de Segurança (ferramenta
de uso frequente que tem por finalidade aumentar o nível
de conhecimento e de consciencialização dos riscos), (ii) 157
palestras de indução a 374 recém-admitidos, (iii) 1.283
actividades de prevenção de incêndios e, 64 (2007 - 17)
focos de incêndio extintos.
Em relação ao ambiente, foram levadas a cabo as seguintes
acções para atender a legislação angolana e internacional:
(i) o tratamento de efluentes e resíduos (industriais, urbanos,
de construção civil e de serviços de saúdev), (ii) monitoramento
da qualidade da água no rio Luite e bacia de contenção
de rejeitados, (iii) manutenção do viveiro de mudas de
espécies nativas, com vista a minimizar o impacto causado
ao ambiente pela actividade da empresa e, (iv) educação
ambiental através de palestras para todos os trabalhadores
e para as comunidades circunvizinhas.

WORKSITE SAFETY AND ENVIRONMENTAL PROTECTION
In 2008, the following actions were carried out: (i) 220,068
Daily Safety Dialogues (2007 - 31,411) were administered
- a frequent-use tool destined to increase the workers risk
awareness and understanding; (ii) 157 motivational lectures
were administered to 374 freshly-hired workers; (iii) 1,283
fire prevention exercises were carried out and 64 blaze points
(2007 - 17) were extinguished.
In what environmental protection is concerned, the main activities
carried out in obedience to Angolan and International legislation
were: (i) Treatment of industrial, urban, constructions and
hospital wastes, effluents and residue; (ii) Constant monitoring
of the quality of the Luite river water and of the waste waters
& effluents in the containment pond; (iii) Maintenance of a
native species seedlings nursery aimed at minimizing the impact
produced on environment by the company’s activities; and (iv)
Environmental education by means of lectures ministered to all
the workers and the neighboring communities.
