The big challenge: illegal trade
•A specialized enforcement body, the Operative
Environment Unit within the Carabinieri (NOE), got
increasingly involved;
• a working group composed by the Custom Authority, the
NOE and the Ministry of Environment has been established;
• an agreement between NOE and the custom has been
reached which has enabled a flexible use of NOE's
capacities in order to investigate suspicious imports.

•There is no a specific unique instrument which allows an effective ODS
phase out;
• regulatory framework it’s important;
• a common target between istitutions, private sectors, academmia and
civil society is a win win approach;
• the full cooperation among all istitutional authorities involved in the
enforcement is the first step;
• uses of complementary measures such as Voluntary agreement
cooperation with industries “touched” by the environment policy you
want to implement has been particularly successful.

Halon is the most harmul substances that deplete the ozone layer due it’s high destruction
•potential
of the ozone layer;
In 5 years Italy has phased out up to 80 % of halon. The remaining 20% is available for
•critical
uses;
• Italy has phase out the halon 15 months in advance with respect the EU deadline;
Further discussion are ongoing to phase out halon even in the sectors which have the
•status
of “critical uses”;
Italy has won 2 US E.P.A. award (2008 and 2009) for its activity in protecting the ozone
•layer
both at international and national level;
• The same approach will be use for the other Ozone depleting substances
