Regulamenta o incentivo financeiro de custeio às
ações de vigilância, prevenção e controle das
DST/AIDS e Hepatites Virais
• Art. 5º O valor do incentivo financeiro de
custeio, de que trata esta Portaria, recebido
pelos entes federativos ...poderão ser
utilizados para financiar ... ações de custeio
de vigilância, prevenção e controle das
DST/AIDS e Hepatites Virais

Portaria 3.276 de 26 de dezembro de 2013
• Regulamenta o incentivo financeiro de custeio às
ações de vigilância, prevenção e controle das
DST/AIDS e HV, com a definição de critérios gerais,
regras de financiamento e monitoramento.
• O incentivo tem como objetivo garantir a
manutenção das ações de prevenção e controle das
DST/AIDS e HV, incluindo-se o apoio às
organizações da sociedade civil, a manutenção de
casa de apoio para pessoas vivendo com HIV/aids
e a aquisição de fórmula infantil para crianças
nascidas de mães soropositivas.
Portaria 3.276 de 26 de dezembro de 2013
Para fazer uso dos recursos os Estados e os
Municípios terão até 90 dias, contados a partir
da data de publicação da Portaria, para
encaminhar à SVS do MS a resolução da CIB
do estado que define a distribuição do valor dos
recursos financeiros para municípios e para
estado.
Critérios para definição de Municípios
prioritários
Considerar-se-á o porte populacional e a carga
de doença com base nos seguintes critérios:
I - número de casos de AIDS;
II - número de casos de Hepatite B;
III - número de casos de Hepatite C;
IV - número de casos de nascidos com Sífilis

II - Município de Região Metropolitana;
III - Município referência de Região de Saúde; e
IV - Município cuja população seja superior a 100.000
(cem mil) habitantes.

incentivo financeiro - Bahia
• Nenhum município anteriormente habilitado, foi
excluído, mesmo que não estivesse dentro dos
atuais critérios (Portaria 3276 /2013):
– Remanso e Canavieiras
• Foram mantidos os valores dos recursos dos
municípios já
habilitados pela política de
incentivo, na 1 ª etapa (pelo MS):
– Feira de Santana, Itabuna, Ilhéus, Vitória da Conquista,
Salvador, Juazeiro, Porto Seguro (valor dos recursos
recebido de DST/aids + Hepatites virais).

incentivo de DST/aids, cujo recurso foi descentralizado

saúde, com carga de doença superior a R$ 0,60,
receberá R$ 55.000,00
3. Município novo, referência de região de saúde, sem
critério de carga de doença ou com carga de doença
abaixo de R$ 0,60, receberá valor igual a R$75.000,00.
•O incentivo destinado à Bahia é de
R$10.305.778,00, deste serão repassados R$
7.617.416,07 para as SMS, o que corresponde a
73,9%.
