Licenciado em Direito e Mestre em Ciências Jurídicas pela Faculdade de Direito da Universidade de Lisboa.
PERCURSO PROFISSIONAL E CIENTÍFICO
Exerceu funções docentes, na Faculdade Direito da Universidade de Lisboa, entre 1981 e 1997, tendo regido as disciplinas de Direito
Penal e Direito Processual Penal, tendo sido membro do Conselho Pedagógico.
Exerceu a actividade de Advogado entre 1983 e 1990, tendo dirigido o Departamento de Contencioso do Sindicato dos Professores da
Grande Lisboa.
Foi Assessor do Gabinete dos Juízes do Tribunal Constitucional entre 1990 e 1994.
Foi membro dos corpos sociais da Sociedade Portuguesa de Filosofia entre 1992 e 1994.
Foi membro do Conselho de Redacção da Revista da Faculdade de Direito da Universidade de Lisboa e colaborador permanente da
Revista Portuguesa de Ciência Criminal.
Participou, desde 1995, em reformas legislativas que envolveram, nomeadamente, o Código Penal, o Código de Processo Penal e o
Código da Estrada.
Foi Director-Geral do Serviço de Informações de Segurança entre 1997 e 2000. Nessa qualidade, promoveu a criação do “Forum de
Informações Lusófono”.
Foi Secretário de Estado da Administração Interna entre 2000 e 2002.
Foi Professor Convidado na Faculdade de Direito da Universidade Nova, na Universidade Lusíada e no Instituto Superior de Ciências
Policias e Segurança Interna, até à sua posse como juiz do Tribunal Constitucional, em 2007.
Foi membro do Conselho Superior do Ministério Público, eleito pela Assembleia da República, entre 2003 e 2007.
Foi fundador do Observatório de Segurança Criminalidade Organizada e Terrorismo e Presidente da sua Direcção entre 2003 e 2007.
Foi Presidente do Conselho de Redacção da Revista Segurança e Defesa em 2006 e 2007.
Foi Coordenador da Unidade de Missão para a Reforma Penal, entre 2005 e 2007.
PUBLICAÇÕES
Proferiu conferências e publicou monografias e artigos sobre temas de Direito Penal, Direito Processual Penal, Filosofia do Direito e
Segurança Interna. Publicou regularmente artigos de opinião sobre esses temas nos órgãos de comunicação social.

Lecturer at the Law Faculty of the University of Lisbon between 1981 and 1997, including position of Chair of the Criminal Law and
Criminal Procedure Law disciplines, and also member of the Pedagogical Board.
Practiced as a Lawyer between 1983 and 1990, also directing the Legal Department of the Greater Lisbon Union of Teachers.
Advisor to the Judges Office of the Constitutional Court between 1990 and 1994.
Member of the Steering Committee of the Portuguese Philosophy Society between 1992 and 1994.
Member of the Editorial Board of the Journal of the Law Faculty of the University of Lisbon and permanent contributor to Revista
Portuguesa de Ciência Criminal (Portuguese Criminal Science Review).
Participation, from 1995 onwards, in legislative reforms involving, in particular, the Criminal Code, the Code of Criminal Procedure and
the Highway Code.
General Director of the Security Information Service between 1997 and 2000. Within the scope of this position, promoted the creation of
the “Forum de Informações Lusófono” (Lusophone Information Forum).
Secretary of State for Internal Affairs between 2000 and 2002.

Lectured at conferences and published monographs and articles in the area of Criminal Law, Criminal Procedure Law, Philosophy of Law
and Internal Security. Has regularly published opinion articles on these areas in the media.
