O seminário enquadra-se no projeto FIRERISK, em concurso ao programa europeu
FINODEX (Future Internet Open Data Expansion), um dos 16 aceleradores cofinanciado pela União Europeia para
apoiar as PME e os Web empreendedores para desenvolver produtos, serviços em cima de tecnologias FIWARE e
usando Open Data.
Sendo Portugal um dos países da UE mais afetados por incêndios florestais, a equipa que representa o FIRERISK
considerou que podia construir uma ferramenta que contribua para a gestão do risco de incêndio florestal,
evocando uma nova visão sobre a comunicação e prevenção dos riscos.
Neste contexto, o principal objetivo deste projeto é desenvolver e testar um aplicativo móvel para comunicação
de risco de incêndio florestal. A App vai reunir dados abertos de diferentes autoridades públicas numa única
plataforma, usando tecnologia FI-WARE. Graças a este aplicativo, os cidadãos terão acesso ao nível de risco
incêndio em tempo real para uma área específica, receber avisos e alertas de risco, adotar medidas preventivas
ou de atuação. Além disso, os cidadãos podem contribuir ativamente para a prevenção de incêndios, relatando
situações às autoridades e participando do esforço coletivo de diminuir incêndios florestais em Portugal.

Paulo Marques (PhD in Mobile Communications – Project Coordinator)
Paulo MARQUES received his Ph.D. from the University of Aveiro (Portugal) – 2007 in Mobile Communications. He is a Senior
Researcher at the Instituto de Telecomunicações and a Professor at the Polytechnic Institute of Castelo Branco ( www.ipcb.pt
). He was the scientific coordinator of the FP7 COGEU project (Cognitive radio systems for an efficient use of TV white spaces
in the European context) from Jan. 2010 to Dec. 2012, managing a budget of 3.5 m€ Euro funding. COGEU project was
evaluated by the European Commission as “Excellent”, in its final audit. In Oct. 2012, Paulo Marques has taken up
Chairmanship of the European Commission’s “Radio Access and Spectrum” cluster projects under Objective 1.1 - Future
Networks of the ICT Work Programme ( www.ict-ras.eu ). Since Nov. 2012, he is the project manager of the coordination
action FP7 CRS-i (Cognitive Radio Standardization initiative). He is a co-author of the IEEE P1900.6 radio standard published in

Teresa Fonseca (Expert in Public Safety and Risk Management)
Teresa FONSECA received her Bachelor in Geography in 2004 and her MSc in Civil Protection and Risk Analysis, both from the
University of Coimbra. She has 6 years professional experience as advisor of the Municipality of Seixal (Portugal) in areas of
emergency planning, civil protection and training. Previously, she was involved in emergency operations coordinated by the
“Comando Distrital de Operações de Socorro” of Castelo Branco. She has launched the SME “Ponto D’Observação” that
provides consultancy services on civil protection and environmental risk assessment to public authorities. Ponto

Rogério Dionísio (PhD in Electronics and Telecommunications)
Rogério DIONISIO received his Ph.D. from the University of Aveiro (Portugal) in 2014. He is a Professor at the Polytechnic
Institute of Castelo Branco (www.ipcb.pt) since 1999, and an associated researcher at the Instituto de Telecomunicações
since 2006. He has since been involved in several National and FP7 European projects on optical communications (MOTION,
THRONE, TOMAR-PON, CONTACT), wireless communications (AGILE, COGEU, CREW, CRS-i) and European networks of
excellence (BONE, EUROFOS). He is author of several journal and conference publications. He is an enthusiastic and user of

Hélio Silva (Software engineer)
Hélio SILVA received his Bachelor degree in Computer Engineering from the Polytechnic Institute of Castelo Branco. He holds
two MSc’s, one in Open Source Software and the other in Software Development and Interactive Systems. He works as a
researcher, developer and technical manager, in several National and European projects. He has been involved in several
European projects working as lead developer and software coordinator. Hélio is also a security and network consultant for
