Participatory in the Light of Venezuelan Democracy

RESUMO
O trabalho propõe uma aproximação
aos problemas da democracia
contemporânea, para, à luz da realidade
política contemporânea da Venezuela,
entender os limites da democracia
representativa, e por sua vez, esboçar
idéias sobre a democracia participativa.
Partir-se-á do pressuposto de que a
democracia na atualidade é definida em
duas grandes tendências teóricas:
democracia
representativa
e
participativa. Tomaremos a Venezuela
como objeto de análise, tendo em vista
dois objetivos: em primeiro lugar
mostrar que a democracia
representativa, que abarca a década de
60 do século passado e se estende até
meados dos anos 90, apresentou mais
limites do que alcances, esgotados no
sistema bipartidário, delineado no Pacto
de Punto Fijo. Num segundo plano,
procuraremos descrever as possíveis
saídas políticas que a Venezuela está
buscando para a crise provinda do
sistema democrático representativo.
Conclui-se que o modelo restrito de
democracia já não é mais suficiente para
dar respostas à crise de
representatividade política que se
instaurara na Venezuela desde a década
de oitenta do século XX.
ABSTRACT
The work considers an approach to the
problems of contemporary democracy
in order to, in the light of the
contemporary political reality of
Venezuela, understand the limits of the
representative democracy, and to sketch
ideas on the participative democracy.
The starting point will be assumption
that democracy nowadays is definid in
two main theoretical trends:
re presentative and participative
democracy. We will take Venezuela as
object of analysis, bearing in mind two
objectives: in first period of the sixties
up to the mind-nineties last century
which presented more shortcomings
than achievements a democracy worn
out in the bi-partisan sistem outlined in
the Punto Fijo Pact. Then we will try to
describe the possible political solutions
Venezuela is trying to find for the crisis
that resultad from the representative
democratic sistem. We concluded that
the restrictive modelo f democracy is
no longer enough to supply answers to
the crisis of political representation that
settled in ever since the eighties in the
XX century.
