SELECTION OF CONSULTANTS BY THE WORLD BANK’S BORROWERS Notice for the Expression of Interest BRAZIL Second Minas Gerais Development Partnership Project CONSULTING SERVICES IBRD Loan Agreement No …………….. 1. The State Government of Minas Gerais has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Second Minas Gerais Development Partnership Project, and intends to apply part of it to the proceeds for consultant services for the development of three Master plans for the areas of influence (a) around the Tancredo Neves International Airport and Administrative City of the State of Minas Gerais, (b) the area around the Northern Beltway and (c) the area around the Southern Beltway. The studies will cover the northern and southern areas of the Metropolitan Region of Belo Horizonte (State Capital). 2. The object of this work is the development of three master plans to support the Government of Minas Gerais in the establishment of the following guidelines: a) The Region of influence around the Tancredo Neves International Airport and the Administrative City of MG, comprising an area of approximately 70,000 hectares (173,000 acres) and 14 municipalities adjacent to the northern vector of the metropolitan region of Belo Horizonte, as follows: Confins; Jaboticatubas (approximately 10% of the city); Lagoa Santa, Pedro Leopoldo (approximately 10% of the city), Santa Luzia (approximately 10% of the city), São José da Lapa, Vespasiano, Ribeirão das Neves; Matozinhos; Contagem; Betim; Capim Branco; Sabará and Belo Horizonte. b) The Region of influence surrounding the Northern Beltway in the Metropolitan Region of Belo Horizonte, connecting the interstate highway BR381, from the city of Betim to the city of Sabará. This study will include an area of approximately 67,000 hectares (165,560 acres) and 11 municipalities as follows: Betim; Contagem; Confins; Ribeirão das Neves; Vespasiano; Belo Horizonte; Santa Luzia; São José da Lapa; Pedro Leopoldo; Lagoa Santa and Sabará. c) The Region of influence surrounding the Southern Beltway in the Metropolitan Region of Belo Horizonte, connecting the interstate highway BR 381 from the city of Betim to the interstate highway BR040, near the area of Barreiro, in the city of Belo Horizonte. This study will include an area of approximately 35,000 hectares (86,487 acres) and 4 municipalities as follow: Betim; Ibirité; Nova Lima and Belo Horizonte. For each Master Plan, the following steps and its products must be taken into consideration: PHASE I - Survey of existing projects and currently in execution that could impact the planning of the area being studied; PHASE II - Diagnosis of existing conditions and local demands for urban mobility, land use, environmental assessment, infrastructure and services for each region; PHASE III - Urban Planning and study of urban mobility (roads) with focus on land use and occupation. Proposition for recreational areas, residential areas, industrial areas, service areas and logistic platforms. The allocation of the fields should be presented in an integrated manner appropriate to the specific potential of each region and respecting environmental governance; PHASE IV- Action Plan, with guidelines for the implementation of master plans for the municipalities covered and by the Government of Minas Gerais. 3. The State Secretariat for Economic Development of Minas Gerais – SEDE – invites eligible consulting institutions and/or companies to indicate their interest in providing the services mentioned. The eligible consulting companies should provide information indicating that they are qualified to perform the services (description of similar services performed, technical qualification, etc.) together with the Curriculum Vitae of the team (including professional background, experience in similar projects, skills etc.). A consortium will be acceptable and a leader company must be appointed. 4. The company and/or institution will be selected in accordance with the procedures in the World Bank Guidelines for the Selection and Employment of Consultants by World Bank’s Borrowers, published in May 2004 (revised in October 2010), according to the method of Quality and Cost Based Selection (QCBS). 5.
