Nota Introdutória Introductory Note
O presente número da Coopstat News pretende
dar enfoque à cooperação com Cabo Verde,
tendo o INE de Portugal recebido, ao longo do
primeiro semestre de 2013, tanto através de uma
cooperação bilateral como multilateral, várias
delegações deste país em representação do INE
de Cabo Verde e/ou do Banco de Cabo Verde, em
várias áreas de intervenção. Destaca-se a
participação do Presidente do INE de Cabo Verde,
Dr. António Duarte, na resposta a algumas
questões sobre a cooperação que tem vindo a ser
desenvolvida entre ambos os Institutos Nacionais
de Estatística desde a década de 90.
Nesta edição da newsletter de cooperação
estatística internacional aborda-se ainda, ao nível
multilateral, a implementação do Programa de
Capacitação dos Sistemas Estatísticos Nacionais
dos PALOP e Timor-Leste, tanto na sua Fase 1
(2012) como na sua Fase 2 (2013). Ao nível
bilateral, destaca-se a cooperação desenvolvida
com o INE de Angola.
The current edition of Coopstat News focus on
Cooperation with Cape Verde, since Statistical
Portugal has received several delegations from
this country, during the first semester of 2013,
representing NSI-Cape Verde and/or the Bank of
Cape Verde, in several areas of intervention at a
bilateral or multilateral levels. We highlight the
participation of the President of NSI-Cape Verde,
Mr. António Duarte, in what concerns the
interview on some matters related with
cooperation between both NSIs since the 90s.
In this edition of the newsletter on international
statistical cooperation we continue to focus, from
a multilateral perspective, on the implementation
of the Training Programme of the National
Statistical Systems of the Portuguese-speaking
African Countries and Timor-Leste, in its Phase 1
(2012) as well as in its Phase 2 (2013). At a
bilateral level, we underline the cooperation
activities with NSI-Angola.

Cooperation with Cape Verde
No âmbito da cooperação estatística com
Cabo Verde, foram realizadas duas ações de
carácter bilateral, nomeadamente:
(1) De 27 a 31 de maio de 2013, realizou-se uma
visita de trabalho do INE de Cabo Verde sobre o
Inquérito às Receitas e Despesas Familiares que
pretendeu dar continuidade à ação que já tinha
sido desenvolvida no ano de 2012 nesta mesma
área. Esta ação contou com a participação dos
técnicos José Maria de Pina, Carlos Mendes,
Adilson Correia e Noemi Rute Ramos do INE de
Cabo Verde e teve o apoio técnico do
Departamento de Metodologia e Sistemas de
Informação e do Departamento de Estatísticas
Demográficas e Sociais do INE de Portugal. Os
propósitos desta visita foram alcançados sendo
que os técnicos conseguiram adquirir uma
perspetiva bastante transversal sobre o inquérito
em questão, tendo a possibilidade de contatar
com colegas de vários Departamentos.
Para além das ações desenvolvidas no âmbito
bilateral, o INE de Cabo Verde também teve uma
forte presença na cooperação multilateral,
nomeadamente ao nível do Programa de
Capacitação dos Sistemas Estatísticos Nacionais
dos PALOP e Timor-Leste, tendo participado em
ações nas áreas do IPC e indicadores de curto
prazo, da Geoinformação, e, de forma conjunta,
nas áreas de Estatísticas Económicas e
Nomenclaturas.
(2) No dia 31 de maio de 2013 teve lugar no INE de
Portugal uma visita de trabalho com o Banco de
Cabo Verde sobre Contas Nacionais. Nesta visita
participaram a Drª. Sara Santos, em
representação do Banco de Cabo Verde, e a Dr.ª
Maria João David em representação do
Departamento de Contas Nacionais do INE de
Portugal.

Cooperação com Cabo Verde
Cooperation with Cape Verde
In the framework of bilateral statistical
cooperation with Cape Verde, there were
two study visits, namely:
(1) From the 27th to 31st May, 2013, it took place a
study visit from NSI-Cape Verde on Household
Expenses and Income Survey which aimed at
resuming the action that had been held in 2012 in
the same area. This action had the participation
of the following experts from Cape Verde: Mr.
José Maria de Pina, Mr. Carlos Mendes, Mr.
Adilson Correia and Ms. Noemi Rute Ramos. It
also had the technical assistance of the
Methodology and Information Systems and of the
Demographic and Social Statistics Departments
of Statistics Portugal. The purpose of this visit was
accomplished and the experts have acquired a
crosscutting perspective on the matter, having
the possibility to communicate with Portuguese
experts from several units and departments.
Apart from the actions undertaken at a bilateral
level, NSI-Cape Verde also had a strong presence
on the multilateral level, specially in the Training
Programme of the National Statistical Systems of
the Portuguese-speaking African Countries and
Timor-Leste, where it participated in several
actions concerning CPI and Short-term indicators
as well as Geoinformation and, in a joint way, on
Economic Statistics and Nomenclatures.

(2) On the 31 of May, 2013, there was also a study
visit from the Bank of Cape Verde on National
Accounts. This visit counted with the
participation of Ms. Sara Santos, representing
the Bank of Cape Verde and with the technical
support of Ms. Maria João David, from the
National Accounts Department of Statistics
Portugal.

1. A cooperação estatística entre o INE de Cabo Verde
e o INE de Portugal é já de longa data. Na sua
opinião, qual é a pertinência da cooperação
portuguesa na cooperação global do INE de Cabo
Verde e como perspetiva o futuro desta
cooperação?
Statistics Portugal and NSI Cape Verde have a longterm cooperation. In your opinion, which is the
importance of Portuguese Cooperation in the global
Cooperation of NSI-Cape Verde and how do you see
the future of this cooperation?
A cooperação entre o INE de Cabo Verde e o INE de
Portugal é realmente de longa data. Foi fundamental
na edificação do Sistema Estatístico Nacional (SEN) e
continua a ser no presente.
Podemos considerar que o ano de 1992 foi um marco
importante na cooperação entre os dois países. Nesse
ano, foi assinado um acordo de cooperação entre a
República de Cabo Verde e a República de Portugal, do
qual consta a cooperação na área estatística. O acordo
de cooperação abrangeu todo o domínio técnicocientífico da produção de estatísticas oficiais, no
âmbito dos SEN dos dois Estados. O objetivo da
cooperação estatística foi o aproveitamento das
respetivas capacidades na resolução dos problemas
que surgem na atividade de produção das informações
estatísticas.
Desde então os compromissos assumidos têm vindo a
dar frutos significativos. Esta cooperação proporcionou o desenvolvimento do Sistema Estatístico
Nacional e do próprio INE de Cabo Verde. Uma nota
digna de realce é que tem havido partilha de
conhecimentos e, por isso mesmo, hoje, em vários
domínios, o INE de Cabo Verde tem know-how
suficiente e autonomia técnica que podem ser
colocados à disposição de outros INEs através da
Cooperação Sul-Sul.
Com a extinção da Direção-Geral de Estatística e a
criação, em 1996, do Instituto Nacional de Estatística,
sendo mais que uma mudança no tipo de organização,
durante estes 21 anos tivemos um desenvolvimento
considerável do SEN, designadamente nas áreas de
Nomenclaturas, Ficheiros de Unidade Estatístico,
Informática, Capacitação Institucional, Índice de
Preços no Consumidor, Estatística Empresarias, Censo
2000, Recursos Humanos e Difusão. Para tal, e
especificamente nestas áreas, a parceria com o de INE
de Portugal foi crucial.
A partir de 2012, com a dinamização do processo de
implementação do Programa de Capacitação dos
Sistemas Estatísticos Nacionais dos PALOP e TimorLeste, que abrange cinco áreas de atuação - Apoio
Institucional (Planeamento e Custeio de Atividades;
Legislação; e Nomenclaturas), Geoinformação, IPC e
Indicadores de Curto-Prazo, Estatísticas Económicas e
Contas Nacionais) - o INE de Cabo Verde usufruiu de
formações e visitas de trabalho que foram
imprescindíveis para o desenvolvimento de algumas
áreas bem como para o aperfeiçoamento de outras.
É de referir que independentemente dos desafios que
Cabo Verde e Portugal têm enfrentado, inclusive a
atual crise que tem reflexos ao nível das instituições de
estatísticas, o INE de Cabo Verde sempre contou com a
disponibilidade do INE de Portugal. Apesar do INE de
Cabo Verde ter vindo a diversificar a cooperação
internacional e ter tido novas parcerias, continua a
considerar a parceria com o INE de Portugal como um
dos pilares na área de cooperação, tanto pela
semelhança entre as instituições, como pelo percurso
em comum que se pretende continuar no futuro.

Cooperation between NSI-Cape Verde and Statistics
Portugal is indeed of long-term. It was essential for the
construction of the National Statistical System (NSS)
and it still remains of great importance nowadays.
We can consider the year of 1992 of reference for
cooperation between both countries. During that year,
Portugal and Cape Verde signed a cooperation
agreement, which included statistical cooperation.
This cooperation agreement integrated the technical
and scientific domains concerning the production of
official statistics, in the framework of both countries'
NSS. The purpose of this statistical cooperation was
the ability of both NSI's to tackle issues that may arise
on statistical data.
Since then, the established commitments had
significant results. This cooperation contributed for the
NSS and NSI's development. One of the landmarks is in
fact the exchange of knowledge in several domains
which allowed for NSI-Cape Verde to have enough
know-how and technical autonomy useful for other
NSIs throughout south-south cooperation.
With the extinction of the General-Directorate of
Statistics and the creation, in 1996, of the NSI, being
more than just an organizational change, during these
21 years we had a considerable development on our
NSS, namely on Nomenclatures, Business files, IT Tools,
Institutional Building, Consumer Price Index, Business
Statistics, Census 2000, Human resources and
Dissemination. In order to achieve this aim, and
specifically on these matters, partnership with
Statistics Portugal was crucial.
After 2012, with the implementation of the Training
Programme of the National Statistical Systems of the
Portuguese-speaking African Countries and TimorLeste, which gathers five domains of intervention Institutional Support (Planning and Financing;
Legislation; and Nomenclatures), Geoinformation, CPI
and short-term indicators, Economic Statistics and
National Accounts - NSI-Cape Verde has beneficiated
from training and study visits that were essential for
the development of some areas as well as for the
improvement of others.
Apart from the challenges that both Cape Verde and
Portugal have been facing, including the current crisis
that has impact on statistical institutions, we should
emphasize that NSI-Cape Verde always counted with
the technical support of Statistics Portugal. Although
NSI-Cape Verde has diversified its international
cooperation with the establishment of new
partnerships, it still considers partnership with
Statistics Portugal as one of the main pillars of
cooperation, due to the resemblance of their
institutions as well as to the common path which we
intend to carry on in the future.
2. Que áreas de cooperação estatística poderiam ser
mais desenvolvidas entre ambas as Instituições?

more developed between both NSI's?
O INE de Cabo Verde identificou, na sua Estratégia
Nacional de Desenvolvimento da Estatística 2012 –
2016, a produção de um conjunto de indicadores de
curto prazo, bem como a realização do Inquérito às
Despesas e Receitas Familiares, a mudança do ano
base do Índice de Preços no Consumidor, o novo cabaz
e estrutura de ponderação como eixos estratégicos.
Tendo em conta a larga experiência do INE de Portugal
nessas matérias, e o facto de ter realizado estas
operações recentemente, para o INE de Cabo Verde é
fundamental continuar e reforçar a cooperação com o
INE de Portugal, estando certos de que, pelo nível de
relacionamento existente, teremos um bom acolhimento.
Aliás, é nesse contexto que, recentemente técnicos do
INE de Cabo Verde visitaram o INE de Portugal tendo
em vista conhecer a sua experiência na preparação e
realização do Inquérito às Despesas e Receitas
Familiares e que, pela avaliação feita à missão, os
resultados ultrapassaram as expetativas. O mesmo se

of the Portuguese-speaking African Countries and
Timor-Leste as a positive measure, being a programme
defined by the NSIs and based on their needs. In what
Cape Verde is concerned we have managed to take the

first steps for the future production of a tourism index,
very important for the country; to give significant steps
in the consolidation of the industrial production index,
as well as of the Index of turnover in services, amongst
other operations. Apart from this, we should enhance
the future perspectives for CPI, outlining the
development, by NSI-Cape Verde, of an IT Tool for the
collection of data using the PDA, which can also be used
by other countries included in this Programme.
I should also enhance the actions developed in the field
of Geoinformation that have allowed NSI-Cape Verde to
automate some processes, with efficiency gains. For all
these reasons we can easily understand the positive
impact of this Programme in NSI-Cape Verde.

No primeiro semestre de 2013, no âmbito do “Programa de Capacitação dos Sistemas Estatísticos
Nacionais dos PALOP e Timor-Leste – Fase 1 (2012)” realizaram-se as seguintes ações de cooperação:

Na área do IPC e indicadores de curto-prazo
realizaram-se três visitas de trabalho do INE de Cabo
Verde, com a participação de um total de seis
participantes Cabo-Verdianos e com o apoio técnico
do gabinete de Atividades de Cooperação do INE de
Portugal.
As visitas de trabalho, que se distribuíram
entre os meses de março e maio de 2013, viram os
seus objetivos cumpridos sendo que a dedicação
demonstrada pelos técnicos de Cabo Verde
contribuiu para alcançar os resultados pretendidos.

Concerning CPI and short term indicators, Statistics
Portugal received three study visits from NSI Cape
Verde, with a total of six participants and with the
technical support of the Cooperation Activities Unit of
Statistics Portugal. The study visits which occurred
between march and may 2013, have reached their
goals and the strong commitment of the involved
experts has contributed for the attained results;

e 17 de maio de 2013. Esta ação contou com a
participação da Dr.ª Fátima Neves e da Dr.ª Ana

Na área das Estatísticas Económicas efetuaram-se
duas visitas de trabalho comuns aos PALOP e TimorLeste. Uma das visitas incidiu sobre as Estatísticas das
Empresas e teve lugar nos dias 28 e 29 de maio de
2013, com o apoio técnico do Serviço de Estatísticas
das Empresas do Departamento de Estatísticas
Económicas do INE de Portugal. A segunda visita
realizou-se na área de Comércio Externo e realizou-se
nos dias 30 e 31 de maio de 2013, com o apoio do
Serviço de Estatísticas do Comércio Internacional,
Indústria e Construção também do Departamento de
Estatísticas Económicas do INE de Portugal.
On Economic Statistics, it took place two study visits
from the Portuguese-speaking African Countries and
Timor-Leste. One of the visits concerned Business
Statistics and it was held on the 28th and 29th of May,
2013, with the technical support of the Business
Statistics Unit of the Economic Statistics Department of
Statistics Portugal. The second visit was on
International Trade and it took place on the 30th and

Na área do IPC e indicadores de curto-prazo teve lugar
uma visita de trabalho do INE de Cabo Verde entre os
dias 1 e 5 de julho de 2013. Esta visita teve a
participação do Dr. José Maria Pina e Dr. Nataniel
Barros do INE de Cabo Verde, e contou com a
assistência técnica do Gabinete de Atividades de
Cooperação do INE de Portugal.
Concerning CPI and short-term indicators, there was a
study visit from NSI-Cape Verde between the 1st and the
5 t h July, 2013. This action counted with the
participation of Mr. José Maria Pina and Mr. Nataniel
Barros from NSI Cape Verde and with the technical
support of the Cooperation Activities Unit of Statistics
Portugal.

No âmbito da cooperação estatística com o INE de Angola, foram realizadas quatro ações, nomeadamente:
In the framework of statistical cooperation with NSI-Angola, it took place four actions, namely:
De 15 a 26 de abril de 2013, realizou-se uma visita de
trabalho ao INE de Portugal na área da Legislação. Esta
ação contou com a participação dos colegas Ramos
Barros e Melquesedeke Cahungo do INE de Angola e
com o apoio técnico do Serviço Jurídico e Contencioso
do INE de Portugal;
From the 15th to 26th April, 2013, it took place a study
visit in Statistics Portugal concerning Legislation. This
action counted with the participation of Mr. Ramos
Barros and Mr. Melquesedeke Cahungo from NSIAngola and with the technical support of the Legal
Support Unit of Statistics Portugal;
De 15 a 19 de abril de 2013, realizou-se uma visita de
trabalho ao INE de Portugal na área das Relações
Externas e Cooperação. Esta ação contou com a
participação dos colegas Alcides Capoti e Nair de
Almeida do INE de Angola e com o apoio técnico do
Serviço de Relações Externas e Cooperação do INE de
Portugal;
From the 15th to 19th April, 2013, there was a study visit
in Statistics Portugal concerning External Relations
and Cooperation. This action had the participation of
Mr. Alcides Capoti and Ms. Nair de Almeida from NSIAngola and with the technical support of the External
Relations and Cooperation Unit of Statistics Portugal;
Statistics Portugal welcomed a study visit from the 22nd
to 24th April, 2013 on Planning, Control and Quality,
with the participation of Mr. Alcides Capoti, Ms. Nair
Almeida, Mr. Paulo Adão and Ms. Sandra
Nine from NSI-Angola. This action counted with the
technical support of the Planning, Control and Quality
Unit of Statistics Portugal;
De 26 a 29 de abril de 2013, realizou-se ainda uma
visita de trabalho sobre Custeio de Atividades com a
participação de quatro técnicos do INE de Angola,
nomeadamente Alcides Capoti, Nair Almeida, Paulo
Adão e Sandra Nine do INE de Angola. Esta ação contou
com o apoio técnico do Departamento de
Administração Financeira e Patrimonial do INE de
Portugal.
Statistics Portugal also welcomed a study visit
concerning Financing from the 26th to 29th April, 2013,
with the participation of four experts from NSIAngola, namely Mr. Alcides Capoti, Ms. Nair Almeida,
Mr. Paulo Adão and Ms. Sandra Nine. This action
counted with the technical support of the Financial and
Patrimonial Management Department of Statistics
Portugal.
De 22 a 24 de abril de 2013, realizou-se uma visita de
trabalho ao INE de Portugal sobre Planeamento,
Controlo e Qualidade, com a participação dos técnicos
Alcides Capoti, Nair Almeida, Paulo Adão e Sandra
Nine do INE de Angola. Esta ação contou com o apoio
técnico do Serviço de Planeamento, Controlo e
Qualidade do INE de Portugal;
