Macroeconomic Review 3.1 3.1 Economia Internacional International Economy Após uma retracção da economia mundial no ano de 2009, com a maioria das economias a constatarem retracções ou desacelerações do seu crescimento económico, o ano de 2010 ficou claramente marcado pelo início da recuperação da economia mundial. Desta forma é esperado um crescimento mundial para 2010 de 5%. Following the downturn of the global economy in 2009, with the majority of the economies either falling back or experiencing a slowdown of their economic growth, 2010 was clearly marked by a start to the recovery of the global economy. Global economic growth for 2010 is set to have stood at 5%. O crescimento económico deveu-se maioritariamente ao aumento da procura mundial e do investimento privado. Nesse sentido, realça-se o papel que os países emergentes desempenharam na recuperação, atingindo, em alguns casos, taxas de crescimento de dois dígitos. This economic growth was largely due to the increase of global demand and of private investment. Here, the focus is on the role played by the emerging markets in the recovery, achieving two-digit growth in some cases. Por outro lado, notou-se um esforço claro por parte dos governos em prolongar e aumentar os pacotes de estímulos fiscais e de apoio ao sector financeiro com o intuito de acelerar a recuperação da actividade económica. On the other hand, there has been a clear effort by governments to prolong and extend the quantitative easing and financial-sector support packages aimed at accelerating the recovery of economic activity. O ambiente de reduzido perigo de uma subida da inflação foi propício à manutenção, por parte dos Bancos Centrais, nomeadamente Reserva Federal, BCE, Banco do Japão, Banco de Inglaterra, das taxas de juro de referência a níveis históricos baixos, ainda que algumas economias tenham efectuado movimentos de subida de taxas de juro (Austrália, Brasil, Canadá, Suécia, Noruega, etc.) The climate of little risk of higher inflation was propitious to the maintenance by the Central Banks, notably the Federal Reserve, the ECB, the Bank of Japan and the Bank of England, of their refi rates at historically low levels, even though some countries increased their interest rates (Austria, Brazil, Canada, Sweden, Norway, etc.). 3.2 Economia Zona Euro A divulgação dos números de crescimento económico referentes à segunda metade do ano realçou a forte dependência que a economia da zona Euro tem do sector exportador. Na zona Euro, prevê-se que o PIB cresça 1,8%, sustentado, em grande medida pelo crescimento do PIB previsto para a Alemanha de 3,6%. Nesta última, a forte expansão do produto ficou a dever-se maioritariamente ao comportamento positivo do sector das exportações em conjunto com o contributo positivo da procura interna. Desta forma, dentro da Zona Euro, a Alemanha mostrou forte robustez não obstante a maioria dos outros países se encontrar numa fase de recuperação mais atrasada. Durante o ano, o BCE prolongou o seu pacote de estímulos à economia da Zona Euro, através da cedência de liquidez ao sistema financeiro, quer através da compra de dívida soberana, nomeadamente dos países da periferia, que atingiram elevados défices no final de 2009 e viram as suas condições de financiamento serem agravadas nos mercados internacionais. 3.2 Euro Area Economy Publication of the economic growth figures for the second half of the year underscores how dependent the Euro Area economy is on the export sector. In the Euro Area the GDP is expected to grow 1.8%, largely underpinned by the predicted growth of the German GDP by 3.6%. In the latter, the sharp growth of the GDP was mainly the result of the positive performance of the export sector, allied to the positive contribution of domestic demand. In this way, within the Euro Area, Germany has displayed considerable robustness despite the fact that the other countries are at a more backward stage of recovery. During the year the ECB prolonged its package of stimuli for the Euro Area economy, involving injecting liquidity in to the financial system, and also through the purchase of sovereign debt, particularly that of the peripheral countries, where deficits rose to high levels towards the end of 2009 and whose borrowing conditions on the international markets deteriorated. A subida generalizada dos preços do petróleo e bens alimentares teve um impacto na subida da taxa de inflação, atingindo 2,2% a Dezembro de 2010, acima dos 2% de referência do BCE. Esta situação poderá potenciar uma mudança por parte do BCE na condução da política monetária. The general increase of oil and food prices impacted on inflation, which rose to 2.2% in December 2010, above the ECB’s reference rate of 2%. This could lead the ECB to change its monetary policy. Num ambiente de défices elevados por parte dos países da periferia e de taxas de desemprego igualmente elevadas, não será de esperar que o investimento público nem o consumo privado se assumam como motores da economia da Zona Euro, sendo de esperar que o maior ou menor crescimento da zona Euro volte a depender, em grande escala para 2011, do crescimento da Alemanha. In a climate of high deficits in the peripheral countries and of equally high jobless rates, it could not be expected that either public investment or private consumption would be the engines of the Euro Area economy, while it can be expected that the greater or lesser growth of the Euro Area will again be largely dependent on Germany’s growth. 3.3 3.3 Economia Portuguesa Portugal beneficiou da recuperação da economia mundial em 2010, prevendo-se um crescimento do PIB de 1,3%. Esta evolução é fortemente suportada por um elevado crescimento das exportações, em função de um aumento significativo aumento da procura externa e, por outro lado, pelo elevado dinamismo do consumo privado.
