Millennium Challenge Corporation
In December 2009, Cape Verde was selected as eligible for a second compact with the Millennium
Challenge Corporation (MCC). In response, the Government of the Republic of Cape Verde (GoCV)
assembled a task force (Task Force), chaired by the Minister of Finance, to manage the
development of a proposal for the second compact in consultation with MCC. .The Task Force
completed a Constraints Analysis to determine core constraints to economic growth and poverty
reduction in Cape Verde. As a result, the GoCV put forward a proposal consisting of two projects: a
Land Management for Investment Project and a Water Sanitation and Hygiene Project.
The Government of the Republic of Cape Verde has received grant funding of approximately United
States Dollars one million three hundred fifty five thousand (USD 1,355,000) from the Millennium
Challenge Corporation (MCC) of the United States Government to facilitate the development and
implementation of the proposed Millennium Challenge Compact, and it intends to apply most of the
proceeds of the funds to payments for contracts for Services to further project design for both the
Land Management for Investment Project and Water Sanitation and Hygiene Project.
The procurement program for the November 1, 2012 to July 2013 time period will include the
following:

Procurement of Consulting Services include:
Water Sanitation and Hygiene Project : Technical Assistance (TA) to support MCA-CV II to
develop Infrastructure Grant Facility final documentation
Water Sanitation and Hygiene Project: Implementation of Phase I - Communication Plan
Water Sanitation and Hygiene Project: TA Community level study on Social and Gender issues in
WASH
Land Management for Investment: ICCP Analysis – Phase I
Land Management for Investment: TA to develop Survey Standards
Land Management for Investment: TA Foundational Spatial Database
Contracts for services financed under the program will be implemented according to the principles,
rules and procedures set out in the Millennium Challenge Corporation Program Procurement
Guidelines, dated October 23, 2009 as amended by Material Interim Amendment Notice 2010-001
dated September 27, 2010, and Material Interim Amendment Notice 2011-001 dated May 2, 2011.
