A ordem do dia é aprovada com as seguintes modificações:
Ponto 22. "Relatório da visita da delegação à Polónia", é retirado da ordem do dia.
2.
Comunicações do presidente
2.1. - Interpretação:
Todas as línguas estão disponíveis, à excepção do estónio, letão, maltês e eslovaco.
2. 2 - Alteração na composição da comissão (membro suplente)
A Deputada Licia Ronzulli (PPE), até agora membro suplente da ENVI, abdicou dessa
função e torna-se suplente na comissão FEMM.
2.3 Doação de sangue
A Cruz Vermelha belga e os serviços Médicos do Parlamento organizam uma
campanha de doação de sangue no Parlamento para membros e pessoal.
2.4 Votação do relatório Bas Eickhout
Após o resultado desta votação no plenário, sobretudo contra a noção de que a
comissão ENVI tinha inicialmente chegado a acordo sobre um texto de compromisso,
há uma preocupação generalizada de que o Parlamento está a perder o seu papel
como agente dinamizador para a defesa contra as alterações climáticas.

In view of the United Nations Conference on Sustainable Development (Rio+20), the
Commission published a communication on 20 June. This Communication will be the basis
for discussions with the other EU Institutions, to arrive at an agreed EU position.
The deadline to submit contributions to the UN is 1st November, and the Council will
deliberate on this topic on 10 October. Therefore, in order to have an influence, the
coordinators agreed at their last meeting to react on the Commission communication by
submitting oral questions accompanied by a motion for resolution, to be voted in plenary in
Sept II.
The draft resolution will be discussed at the next ENVI meeting on 13 July. Deadline for AM
14 July. Vote in ENVI: 8 Sept. Plenary: Sept II.

The coordinators noted strong support from several political groups to draw up owninitiative reports on the following two issues and agreed to take a final decision at their

6th EAP and the setting of priorities for the 7th EAP' should be short-listed as a
candidate for a possible own-initiative report; the coordinators repeatedly held
that the Commission communication on the final review of the 6th EAP should
serve as a basis for this own-initiative report

Decision

The papers for the meeting included:

nominated as the Executive Director-designate.

(Rule 25(3)). The final evaluation letter will be signed by the President of the EP and it
will be addressed to the Chair of the EMA Management Board, Mr Kent Woods.

Conference of Presidents to withdraw his mandate.
C.3a. COP 17 in Durban, South Africa, 28 November - 9 December 2011 - preparation of
Oral Question plus resolution
The Coordinators decided that:

ENVI as the Committee responsible for climate change shall prepare, pursuant to
Rule 115 of the Rules of Procedure, Oral Questions to the Council and the
Commission plus a Resolution in order to define Parliament's position on COP 17.

the Resolution shall be adopted in accordance with the following timetable:
1) Draft by the secretariat to be circulated by 19 July end of business.
2) Draft resolution taking account of the comments received from the political
groups to be tabled on 29 August 2011 - deadline for comments: to be
announced separately
3) Consideration of resolution in ENVI and adoption of oral question: Monday 19
September 2011
4) Deadline for amendments: 27 September 2011 at 12.00
5) Vote in ENVI: Monday 24 October (pm, Strasbourg)
6) Vote in Plenary: 14- 17 November 2011

from other interested Committees, in particular ITRE and DEVE; the application
of Rule 50 to a resolution (as requested by ITRE) would be against the terms of the
Rules of Procedure.
C.3b. Accreditation
- The Coordinators took note of the deadline of Friday 15 July 2011, at 12.00, for
indicating to the Secretariat the names of Members of the official delegation
together with the names of those additional Members who would wish to attend
COP 17.
- The Coordinators invited the Chairman to write to President Buzek, requesting
that the Conference of Presidents reconsider their decision of 1 June 2011 not to
request from the Commission accreditation for additional Members. Given the
high political importance of the Conference, the President would be asked to write
to the Commission to request accreditation for those Members who wish to attend
the Conference in addition to the Members of the official delegation.
C.4. ENVI meetings after the summer recess
The coordinators took note that

the first ENVI meetings after the summer recess will take place on

C.11. Request for oral question on the consequences of the EHEC outbreak in terms of

Decision
The coordinators decided that the matter should be discussed at a forthcoming
committee meeting. The decision on a possible Oral Question plus resolution shall be
taken in the light of the outcome of that debate.
C.12. Implementing act - Objection - amending Regulation (EU) No 297/2011 imposing
special conditions on the import of feed and food from Japan following the Fukushima
accident
Decision
The coordinors decided that

a letter should be addressed to the Commission, pointing out that the time for
effective reaction had been too short
the Commission shall be invited to the Committee (Rule 197) to present the
measure on 19 September 2011.
C.13. Presentation of two ECHA reports in ENVI committee
Decision
The coordinors decided that
i)
the first five-year reports on REACH and CLP should be presented by the

European Chemicals Agency in Committee; this presentation should be combined
with the annual visit of the Agency's Executive Director, provisionally scheduled for
3 October 2011 p.m.
ii)
appropriate representatives of ECHA should be invited to the presentation of the
2nd reading recommendation of the Klaß report on Biocides on 8 September 2011
p.m.
C.14. Resolution on antibiotic resistance
Decision
The coordinators decided that the issue of antibiotic resistance as a threat to human
health should be discussed at a forthcoming committee meeting. The exchange of views
shall be followed up by an Oral Question in plenary (Rule 115), accompanied by a
resolution.
C.15. Legal opinion on bluefin thuna fishing quotas set in the framework of the ICCAT
agreement
Decision
The coordinators invited the chairman to write to the Council and to the Commission in
order to obtain the documents which were still required for drawing up the Legal
Opinion that had been requested on 18 April 2011.
C.16. EP study on shale gase
The coordinators heard Mr Sonik who noted that the authors of the study "Impacts of
shale gas and shale oil extraction on the environment and on human health" were all of
the same nationality and that the results of the study were, according to him,
unbalanced.
