INAÇÃO DO FISIOTERAPEUTA NA ATENÇÃO BÁSICA EM SAÚDE NOS MUNICÍPIOS DE
ABRANGÊNCIA DA 13ª COORDENADORIA REGIONAL DE SAÚDE

DISTRICT MUNICIPALITIES’

RESUMO
Há necessidade de uma reorientação do modelo assistencial em saúde, onde ocorre uma nova
percepçãode valores, pois desde o princípio a fisioterapia teve seu trabalho voltado para a
atenção secundária e terciária em saúde,o que de certa forma potencializa a doença e o
atendimento individual. Na atualidade,busca-se atuar de forma que a atenção a saúde seja
integral, mesmo antes da instalação das patologias criando ações de prevenção, promoção,
proteção e reabilitação da saúde tanto em nível individual quanto
coletivo.Objetivo:Reconhecer a inserção do fisioterapeuta naAtenção Básica nos treze
municípios de abrangência da 13ª Coordenadoria Regional de Saúde. Métodos:Estudo
observacional descritivo transversal, através da identificação dos fisioterapeutas, via telefone,
nas Secretarias de Saúde dos municípios. Diante do aceite foi entregue o questionário semiestruturado para preenchimento das ações na Atenção Básica. Resultados: Participaram 20
fisioterapeutas, idade entre 23 e 50 anos, 70% sexo feminino, 10% ingressos por concurso
público, 5% processo seletivo e 85% contratados. Formação: 70% concluíram a graduação na
última década, 60% possuem formação continuada. Atuação:45% na APS, porém fazem
complementação em turnoinverso na atenção secundária (95%) e atenção terciária
(25%).Demanda/hora: 65% dos profissionais de 2/h, 20% agendam 3/h, 10% atendem 4/h, e
5% registram 6/h. Dificuldades: 5% falta de emprego, 25% carência de concursos públicos,
10% remuneração inadequada e 60% desvalorização da profissão. Conclusão:É evidente a
complexidade do entendimento pelos fisioterapeutas acerca das ações desenvolvidas na
Atenção Básica, percebendo-se a necessidade de políticas de formação e capacitação
profissional.

ABSTRACT
There is a need for a reorientation of the health care model, with a new sense of values,
because from the beginning the physical therapy has focused in the field of secondary and
tertiaryhealth care, which somehow enhances thedisease and the individualcare. Nowadays, it
is sought to act turningthe health care in an integral system, even before the pathologies, by
creating prevention, promotion,protectionand rehabilitation of health in both individual and
collective level. Objective:Recognize theinclusion of the physicaltherapistin Basic Health Care
of thirteen municipalities of the 13th Regional Health District. Methods:Descriptive crosssectional observational study, by identifying the physical therapists via telephone, in the Health
Departments of the municipalities. After acceptance, the semi-structured questionnaire was
handed to fulfilment of the actions in Basic Health Care. Results:Twenty physical therapists
participated, aged from 23 to 50 years, 70%female, 10% admitted through public contest, 5%
through selective process and 85% were contracted. Education:70% have completed
graduation in the last decade, 60% have continuing education. Performance:45% in PHC, but
dosupplementation in reverse shift in secondary health care (95%) and tertiary health care
(25%). Demand/time:65% of professionals are of 2/h, 20% schedule 3/h, 10% attending 4/h,
and 5 % record 6/h. Difficulty:5% unemployment, 25% lack of public contests, 10% inadequate
salary and 60% profession underestimation. Conclusion:It is clear the complexity of the
understanding of the physical therapists about the actions undertaken in Basic Health Care,
realizing the need of education and professional training policies.
