The Municipality of Sorocaba, discloses through this publication the INTERNATIONAL COMPETITION No.
01/2015 – Process No. 020/2015 – referent to the Contract for Public Service Concession for the Execution
of public works for the Implementation and Operation of the BRT (Bus Rapid Transit) system in Sorocaba.
The opening and therefore the deadline for submission of proposals is the 24th of March 2015 at 10am
(BRT). Necessary documentation and other conditions for participation, including for foreign companies
that are not operating in Brazil, are available at the online tender documentation. To access these

The object of this public notice is the selection of the best proposal for procurement of public service
concession preceding the Execution of Public Works in the Implementation and Operation of the BRT system
in Sorocaba.
The following constitute the detailed terms of the legal object:
(i)
Preparation of all engineering and architecture projects that are necessary for the
implementation of the BRT system, always aligned with the guidelines of engineering
designers of the Grantor (the Municipality of Sorocaba);
(ii)
Completion of the work required for deployment and maintenance of the BRT system, as
well as its operation;
(iii)
Supply of vehicles, in accordance with Volume IV of Annex II (see text of Public Offering);
(iv)
Obtaining environmental licenses that are necessary for the Implementation and Operation
of the BRT system; and
(v)
Procurement, implementation and management of all financial resources necessary for the
implementation of the legal object of this tender.
The contractual concession will last for a period of 20 (twenty) years starting with the conclusion of the
Initial Transfer Agreement, according to contractual ruling.
The estimated value of the Concession Contract is R$ 2,386,900,000.00 (two billion, three hundred eighty-six
million, nine hundred thousand reais), equivalent to approximately $ 825,806,530.001 (eight hundred and
twenty five million, eight hundred and six thousand, and five hundred and thirty dollars). The value based on
the sum of the projected remuneration for the contractual period, as well as the subsidy for investments to
be transferred by the Granting Authority.

O Município de Sorocaba, torna público através a CONCORRÊNCIA INTERNACIONAL Nº. 01/2015 - CPL Nº.
020/2015 – Contratação de Concessão de Serviço Público precedida da Execução de Obra Pública para a
Implantação e Operação do Sistema BRT em Sorocaba, ABERTURA e prazo para entrega de propostas da
mesma no dia 24 de Março de 2015, às 10:00 horas. Documentação necessária e demais condições de
participação, inclusive para empresas ou sociedades estrangeiras que não estejam em funcionamento no

O objeto da presente Licitação é a seleção da melhor proposta para a contratação de concessão de serviço
público, precedida da Execução de Obra Pública, da Implantação e Operação do Sistema BRT Sorocaba.
Inclui-se no objeto contratual, o seguinte:
(i) Elaboração de todos os projetos de engenharia e arquitetura necessários à implantação do Sistema
BRT, objeto do Contrato de Concessão, sempre em consonância com as diretrizes do projeto de
engenharia de referência disponibilizadas pelo Poder Concedente;
(ii) Realização das obras necessárias à Implantação e manutenção do Sistema BRT, assim como sua
Operação;
(iii) Fornecimento do material rodante, nos termos do Volume IV do Anexo II (vide Edital);
(iv) Obtenção das licenças ambientais necessárias à Implantação e Operação do Sistema BRT; e
(v) Obtenção, aplicação e gestão de todos os recursos financeiros necessários à execução do objeto
deste Edital.
A contratação da Concessão se dará pela pelo prazo de 20 (vinte) anos contados da celebração do Termo de
Transferência Inicial, conforme regramento contratual.
O Valor Estimado do Contrato de Concessão é de R$ 2.386.900.000,00 (dois bilhões, trezentos e oitenta e
seis milhões e novecentos mil reais), o equivalente a $ $ 825,806,530.002 (oitocentos e vinte cinco milhões,
oitocentos e seis mil, e quinhentos e trinta dólares). O Valor Estimado do Contrato de Concessão foi
calculado com fundamento no somatório da Remuneração estimada para o Prazo Contratual, bem como
pela Subvenção aos Investimentos a ser transferida pelo Poder Concedente.
