OVERVIEW OF INTERNATIONAL TRADE IN SERVICES
Introdução
A Secretaria de Comércio e Serviços (SCS), do Ministério do Desenvolvimento, Indústria e
Comércio Exterior (MDIC), com o apoio do Banco Central do Brasil, publica anualmente o
Panorama do Comércio Internacional de Serviços. O conhecimento da realidade do comércio
exterior de serviços brasileiro é fundamental para a tomada de decisões, tanto pelo governo
quanto pelo setor privado.
No ano de 2010, o setor terciário respondeu por 67,4% do PIB, uma pequena redução em
relação a 2009, ano que o setor registrou 68,5% do PIB. Em relação aos empregos formais, o
setor terciário é o que possui maior participação com mais de 75%.
A recente crise econômica internacional que reduziu os fluxos mundiais do comércio
exterior ainda produz algumas consequências, ora favoráveis ao Brasil ora contrárias,
dependendo do setor de atividade econômica. Todavia, comparando o desempenho das
exportações de serviços do Brasil com as do resto do mundo, percebe-se que por mais um ano as
exportações brasileiras ganharam espaço nas exportações mundiais. Enquanto as exportações
mundiais cresceram 8,3% de 2009 para 2010, as exportações brasileiras de serviços cresceram
15,4% no mesmo período (30º maior crescimento do mundo). Em relação às importações, a
participação do Brasil também aumentou entre 2009 e 2010. Enquanto as importações do mundo
cresceram 9,0% o Brasil avançou em 35,3% (7º maior crescimento do mundo).
Com o propósito de ampliar a visibilidade do comércio exterior de serviços brasileiro, a
SCS está empenhada na conclusão dos trabalhos de desenvolvimento e implantação do Sistema
Integrado de Comércio Exterior de Serviços, Intangíveis e Outras Operações que Produzam
Variações no Patrimônio (SISCOSERV). Esse sistema registrará as operações de comércio exterior
de serviços e de intangíveis do País, auxiliará a gestão dos mecanismos de apoio às exportações
de serviços e intangíveis, e permitirá a divulgação de estatísticas tempestivas e apuradas sobre
esse comércio.
A SCS acredita que o Panorama do Comércio Internacional de Serviços, o SISCOSERV e o
contínuo trabalho para aperfeiçoamento da produção de estatísticas do comércio exterior de
serviços do Brasil são imprescindíveis às empresas do nosso País para a superação dos desafios e
a visualização das oportunidades de comércio e investimentos em serviços no mercado
internacional.

Introduction
The Secretariat of Commerce and Services (SCS) of the Ministry of Development, Industry
and Foreign Trade, with the support of the Central Bank of Brazil, publishes annually the Outlook
of the International Trade in Services. The rationale behind it is that adequate knowledge over
the service sector is essential for decision-making for the government and the private sector.
In 2010, the tertiary sector accounted for 67.4% of the country’s GDP, a small reduction
compared to 2009, when the sector represented 68.5% of the GDP. Concerning the formal jobs
the tertiary sector has the largest participation, over than 75%.
The recent international economic crisis that reduced world trade flows still produces
some consequences, sometimes favorable to Brazil, other times against it; depending on the
economic activity sector. However, when we compare the results of the Brazilian services exports
with the rest of the world, we notice that the Brazilian services exports gain more relevance in
the worldwide service exports. While the world exports grew 8.3% from 2009 to 2010, the
Brazilian exports of services grew 15.4% in the same period (30th growth in the world). With
respect to the imports of services, the Brazilian’s share also increased from 2009 to 2010. While
the world’s imports grew 9.0%, the Brazilian imports expanded 35.3% (7th growth in the world).
Aiming to increase the visibility of Brazilian services trade, the SCS is committed to
conclude the development and implementation phases of the Integrated System of Foreign Trade
in Services, Intangibles and Other Operations that Produce Changes in the Net-Worth
(SISCOSERV). This system will register operations of Brazilian foreign trade in services and
intangibles and will allow the giving out of timely and accurate statistics on that trade.
The SCS believes the Outlook on International Trade in Services, the SISCOSERV and the
continuous work to improve the production of statistics of foreign trade in Brazil are imperative
to the country’s companies work on overcoming obstacles and discovering new opportunities for
trade and investments in services in international markets.

Federação, por Países de Aquisição das Exportações / Países de Pagamento das Importações e
por Porte de Empresa, devido aos seguintes critérios metodológicos:

A Conta de Serviços leva em consideração as receitas e despesas em Transportes,
Seguros, Viagens Internacionais e Serviços Governamentais;

Por sua vez, os dados por Unidades da Federação, por Países de Aquisição das
Exportações / Países de Pagamento das Importações e por Porte de Empresa não levam
em consideração as receitas e despesas em Transportes, Seguros, Viagens Internacionais e
Serviços Governamentais. Para esses dados, foram considerados os códigos de grupo 45 e
48, conforme o Regulamento do Mercado de Câmbio e Capitais Internacionais. Além
disso, tais dados representam exclusivamente os registros cambiais realizados por
pessoas jurídicas.

 The Services Account takes into consideration the revenues and expenditures related to
Transport, Insurance, International Travel and Governmental Services;
 However, the data on Federation Units and on Countries of Acquisition of Brazilian Exports
of Services and on Countries of Destination of Payments for Brazilian Imports of Services do
not take into account the revenues and expenditures related to Transport, Insurance,
International Travel and Governmental Services. For these data, group codes 45 and 48 were
considered, according to the Brazilian Regulation on Foreign Exchange Market and
International Capitals. Furthermore, such data represent exclusively the exchange
settlements operations registered by juridical persons.
