DIAGNOSIS :
Sustainable Development Goal 11 (ODS/GOAL 11):
“Building cities and human settlements
inclusive, safe and sustainable “
Reality:
With the worsening crisis: on finally of July, 2015, at five nights of work at
Promotoria de Justiça de Plantão de Porto Alegre, was representing three
Teens by the practice of attempted robbery.
Besides these three, on night of day 06, August, 2015, two offenders
statements have drawn attention:
Declaration 1: sex female, 17 years old, pregnant of 7 month:
"... Put the knife in his face to get the money .... He reacted ... I was feeling
nervous because I wanted money for something (rent) ..."
Declaration 2: sex male, 15 years old:
“It Did because 'wanted to get a car to give a bands' ... when they grabbed the
weapon just pulling the trigger, but did not shoot because he did not (bullets) ...
he thought he could do well. "
Yet, what they do the "greater" than 18 years ...

Deepening and broadening the topic:
•Deep down, what are the reasons for this increase in crime?
•Where we get (consequences)?
•And if they are missing or ineffective the Health public policy, what are
people going to do? What would you do ? Or done?
•Deepening …What are the causes?
•What is usually done to solve the problems and crises?
• What can/should be done?
•What were / are the results?
DIAGNOSIS /MAP: In search of answers …
What are the true causes of growing
disrespect for nature and human dignity,
own and other?

What are values?
It are forms to perceive the world,

O que normalmente é feito para resolver os problemas e as crises
The Thinking Lineary (dualista/cartesiano - Power) in action:
Complex Problems - Linear solutions (in isolation) =
=
INEFFECTIVINESS
Ex1: Public Security/criminality
Thinking Lineary: guilt→ responsability
ex crime→penalty= more crimes → more chains and/or growing up of
penaltys
(in isolation);
Consequences(between others):
Ex crowded chains → recovery more difficult → out
of prisional system and returns to you origem
system → relapse → returns tp prisonal system
(growing cycle of ineffectiveness)
Parallel :
# Increased of judicialization and/or of self
protection (the people take justice into their own
hands).

pág.69 - Bookman
That is normaly do tp resolve the problems and the crises
The Thinking Linear (dualista/cartesiano - Poder) em ação:
Problemas complexos – soluções lineares (de forma isolada) = INEFETIVIDADE
Ex2 Health:
Thinking Lineary: cause→ consequence
Ex. less→ more= less money→ mais cortes nos orçamentos e/ou mais
impostos, mais privatização; etc.
If in isolation (ex . without optimize resources ; without cooperation in
the planning and management of operating systems and / or intervenes ;
without governance ; etc.)
= Brings in reducing the personal and institutional improvement (
"less " ) and generates absence, reduction and / or ineffectiveness of
public policies ( "less " public policy ) → more taxes; ... Crisis / chaos
Parallel :
People seek the System of Justice , in a race for rights
What happen?

Consequences: fewer resources = aggravates the crisis
+ manly toghether with municipalities
(because predominantly the race for rights starts on areas more next to
population)
+ all of the areas
(because there is a interconection between publics policy
Ex: poor health = absent employee + increased production costs + reduction
in taxes + less money...)
Generating a growing cycle of ineffectiveness and unsustainable
public policies / quality of life
To avoid this unworkable cycle .

How to do:
Systemic Planning and Management of Actions (PGS)
With focus on Goal of Developing Sustainable (ODS) and
at HABITAT III
HOW implement
the ODS at local reality and at context of HABITAT III
Example (ODS/GOAL 3):
Goal of Sustainable Development 3: To achieve Health
For all ages (2015)
Magazine Época, May, 18th, 2009: “The law guarantees, the reality negates
STF is facing a crucial debate : the State must ensure expensive medicines for all " ?
HOW perfect this guideline to reality / the local context ?
Implement ACTION OF PGS
(Through the Convergence Criteria and Matrix PGS Action)
•
OBS: In addition, PGS action puts into practice :
•
the ODS 16: " achieving peaceful and inclusive societies , the rule of law and effective and capable institutions "
•
and the ODS 17: " Strengthen and improve the means of implementation ( of these objectives) and the global
partnership for development"
Thus, in the area of health, for example (note : PGS action serves to any focus /
area):
You can COOPERATE to the effectiveness and sustainability
of
activities related to health and ,
consequently , reduce and / or qualify the Legalization

RESULTS OF SYSTEM PLANNING AND MANAGMENT ACTION:
RIO GRANDE DO SUL - System Planning and Management of Action (PGS)
With Focus on Health
"The role of the State Committee of the Court of Justice of the Rio Grande do Sul State
Health (Id) in the last five years resulted in reducing the stock of approximately 30,000
lawsuits related to claims for medicines and health care."
Regarding Porto Alegre, according to Judge Martin Schulze: "Currently 80% of health
demands that reach the defender can be resolved by forwarding the request to the health
system itself."

•
3- SECOND GENERAL LINE PERFORMANCE : FOSTERING PERFORMANCE
institutionally- with actions, for example :
• #. forwarding of booklets for members of the institution;
# Conducting host events ( eg the Health Secretaries ) ; of distance education courses ( EAD) ;
and internal workshops ( . ex workshop for advisors and Magistrates secretaries ) (note :
although performed internally of each institution , normally participate representes the

IN PRACTICE - How to comply with the recommendation in item 6
Convergence Matrix Planning Action and Systemic Management
:
"Always from the priority focus and taking into account
CRITERIA PGS Action"
EXAMPLE:
Promote inter-institutional
and institutional performance ( items 2 and
3 of Convergence Matrix ) to promote
integration of the three sectors ( public,
private and civil society organizations ) and
the community at large (Criterion 5 of PGS
Action)
5- integration of 3 sectors

in general
2- FOSTERING
PERFORMANCE

3- FOSTERING
PERFORMANCE
INSTITUTIONAL
From the main focus Health , it appears that people and
institutions are (or can take on ) Roles in Cooperation Network Examples :
(obs: papéis que podem alterar, pois para sociedade “não importa quem faça, desde que faça”, no caso
efeitos públicos – vide Critérios da Ação de PGS)
1-PUBLIC SECTOR:
1.1 - THE EXECUTIVE POWER: :
1.1.1- Federal: national guidelines, resources, international strategic positioning;
1.1.2- State: regional convergence, distribution of resources, criteria;
1.1.3- Municipal: direct care, Committees / Groups - ex. Committee / group
Systemic Planning and Management, Social Management
Committee
(Vide Decreto 10.461/09 da Cidade do Rio Grande/RS);
1.2- LEGISLATIVE POWER (federal, state and municipal):
# Convergence, creation and approval of Laws aligned to PGS action, etc.
1.3- JUSTICE SYSTEM (state and federal):
3.1- Judicial power : Coordenação dos Comitês Executivos de Saúde do CNJ,
projectos of fostering in Action of PGS (vide: Projeto-piloto constante na Cartilha da Ação
de PGS com foco na Saúde – disponível em pgsistemicos.blogspot.com.br);
3.2 – Public Defenders and other institutions: criteria, flows;
3.3 – Public ministry: fostering in Action of PGS, investigate irregularities;
2- PRIVATE SECTOR :
•
# Compliance with PGS action criteria , which is a synthesis of various
criteria and guidelines , national and international , among which the constants:
$ - do Dow Jones Sustainability Index (DJSI);
$ - do Índice de Sustentabilidade Empresarial (ISE);
$- da metodologia Balanced Scorecard – (BSC), entre outros;
•
To generate indicators , adding value to the activities and thus attract investment
and / or provide access to resources responsibly.
3- SECTOR: ORGANISED CIVIL SOCIETY
3.1- Ex participatory democracy. Committees, volunteering;
3.2 - Representative democracy : choice of Representatives aligned with
the criteria
4- IN GENERAL COMMUNITY
4.1 - Those who already provide relevant services to the family, community
and so on , it is up persevere ( never give up ) in the face of a crisis / chaos ;
4.2 - - Those who guide their lives by linear thinking , externalizing
behaviors individualistic and autophagic needed is a change to
the Thinking Systemic, otherwise unviable , even existential
It should be noted that PGS action is a way to implement the
provisions on the first paragraph of Agenda Habitat
for counties:
“ ... There is a sense of great opportunity and
hope that can be built a new world in which
economic
and
environmental
components
mutually
solidarity
of
social
protection,
as
sustainable
reinforcing
and
development
,
interdependent
development
can
cooperation
and
be
within
and
made
through
and
between
countries through effective partnerships at all
levels.”
(Fonte: Agenda Habitat para Municípios/Marlene Fernandes. Rio de Janeiro: IBAM, 2003)
But not only the guidance of the Habitat Agenda, Action /
methodology of Planning and Systemic Management
synthesizes a series of indicators / criteria, among which:
Fonte: Guia Exame Boa Cidadania Corporativa 2006
Fonte: URBACT
Thus, it is possible to generate indicators, adding value to
the activities, as well as attract investment for local and / or
provide access to the resources needed to implement the
proposed.
On the other hand, it optimizes scarce resources by the crisis
and reduce and / or qualify Judicialization.

HABITAT III
https://www.habitat3.org/urbandialogues
Using the Matrix Convergence (and Criteria - Graphical ) of PGS action to
implement the ODS in the local community and in the context of the HABITAT
II
NOTE INICIAL:
•
# ??? Items 1-4 Matrix Convergence (as well as the criteria of PGS Action) lay down
general guidelines to follow during the implementation itself: that occurs in steps
set out in item 5 of the Matrix Convergence ( choose focus priority and map integrate )
•
# in practice the choice of priority focus for action may occur with or before the
environmental choice for action (item 1) . So immediately , we suggest choosing
the ODS that reflects the greater need of the environment / habitat being
implemented action. If , by being given importance to the cooperation of the justice
system , so should also be prioritized those who are more outbreaks being
Judicialization object.
•
# Among the ODS and guidelines HABITAT III , are:
•
ODS 3: Health - it is recommended to seek the Court to articulate the TJ replication
of the pilot project in the United (see Primer on PGS Action)
• ODS ... 11: ods and within that prioritize public safety
priority
•
Between the ODS: Health; 11- public safety; x manly legislatin urban... Community poor– water
agriculture .... op put ods + education vide
Usando a Matriz de Convergência (e os Critérios)
•
•
1- Choose ENVIRONMENT / HABITAT
1.1 - Define a geographical area : choose a neighborhood / community / settlement ; a
municipality , a state and so on to establish the territorial scope of action;
•
1.2- Within this area , choose a setting to form a cooperation network :
a) f the primary focus for Health ( ODS 3): suggests the formation of Committees Municipal
Executives ( in districts ) Health CNJ ;
b) If the focus is more linked to the Social axis ( ODS ???: it suggests the formation of the
Social Management Committees in the Decree of molds ....;
c)For a more comprehensive ( with the possibility to expand the focus to the economic, social
and environmental axes - all ODS ) the best choice is the formation of committees and
planning groups and Systemic Management;
OBS:
1) always use the matrix paying attention to the criteria of PGS action . Then meet
members of the public, private and civil society organizations and the community at large ;
2 – Foster PERFORMANCE INTERINSTITUCIOANAL –
workshops will be needed Eg See Workshop ... link ... 3 - promote ... .
-Training will be required, distance learning , virtual community etc. See Ex pilot project TJ
-(see booklets )

4- THROUGH TWO APPROACHES :
4.1- Awareness ( Know the system that operates and / or intervenes Note: there is
no need to know the background all issues / areas covered by PGS action . The important
thing is to promote the network , which will add the expertise to to achieve the common
mission ;
4.2 – Provide Means / tools to put into practice the agreed (note : they are
jointly constructed and distributed in steps - item 5
:
5 –TWO STEPS:
5.1 - Choose the Priority Focus: ( Note: see initial observation ) Note : the spot size
will depend on the capacity of the network meet needs + with impacts in all three axes of
sustainability + through the cooperation of ... ( criteria)
5.2 - Mapping and Integration :
5.2.1 - Map
( needs - not only material - see criteria of action, possibilities and activities)
5.2.2 - Integrate : can be adapted step by step Health , prioritizing the development
of a primer and paying attention to item 6 - ... Graphic Criteria Action Thus , it can create
