relevant to describe the Project
To gradually mobilise and articulate all the capacity and
competence of professional education available in the
region so as to:
• Qualify and requalify preferably the unemployed,
the principle target group of the programme,
developing basic and specific competences which
lead to their insertion or reinsertion into the labour
market;
• Improve the quality and productivity in the
production of goods and the provision of services;
• To address situations of restructuring in
production which may generate unemployment.

Region of the Azores: more than half are women, about
35% have low levels of schooling and the large majority
are in the 18-45 years age group i.e. age of maximum
productivity
Project Target Group
Three different kinds of Target Group and distinct
programme contents:
• Basic preparation for work – unemployed with low
level of schooling, from those who have never
attended school to those who have not completed
the 4th class; generally workers who find low paid
work with a high turnover of the work force;
• Occupational qualification – unemployed who
have completed the 4th class or who have
equivalent knowledge, without a defined
professional profile or who want to learn a new
job as a result of changes in the job supply;
• Professional improvement – unemployed with
defined professional training or experience, who
need to update or specialise in the scope of the
same occupational area.
Description of the articulation between the private
sector and the public sector
Regional Direction of Youth, Employment and
Occupational Training is responsible for the selection of
the courses, writing of the programmes, selection of the
training entities, recruitment and selection of trainees,
monitoring and evaluation of the courses; training
entities: responsible for the development of the training
actions.
Source of financing/Amount of (community and
national) financing
Of the 12 actions where the financing was closed, the
total expenses were in the range of €580.922,00 which
was distributed as follows:
• European Social Fund – €493.316,00
• National Contribution - €87.056,00
• Private Contribution - €550,00

Implementation period
The first actions took place in September 2000, each
lasting 1200 hours which is the equivalent of one
calendar year. Of the 27 actions, which covered 385
trainees, 3 began in September 2003.
Expected results
The aim of the courses was to guarantee basic
competences (general knowledge essential for
integration in society and to prepare for dignified
employment, addressing the need to prepare the worker
to follow changes in technology and employment) and
specific competences (knowledge and skills which
enable a specific job to be done).
Results
Actions already completed or underway have had the
following results: Escola Professional de Capelas – 128
trainees, EP da Ribeira Grande – 35 trainees, EP de
Nordeste 71 trainees, EP da Povoação 31 trainees,
Centro Social e Par. De S. Roque – 40 trainees, Sta
Casa da Mis. De Ang. Do Her. – 16 trainees and EP de
São Jorge – 64 trainees.
