Presidential Decree no. 97/13:
Appoints Amarildo da Gama Dias de Elvas to the post of Head of Surveillance, Observation

Presidential Decree no. 98/13:
Approves the staffing of the Technical Unit of the Multimedia Library Network of Angola
and amends Paragraph no. 2 of Article no. 3 of Presidential Decree no. 192/12 of the 27th of
August. Repealing all legislation contrary to the provisions of this Decree, and in particular
Paragraph no. 2 of Article no. 3 and Article no. 18 and the respective Annex of Presidential
Decree No. 192/12 of 27 August.
Presidential Decree no. 99/13:
Assigns the Higher Institute of Police & Criminal Sciences of the National Police to
<General Osvaldo de Jesus Serra Van-Dúnem>. - Repeals all legislation contrary to the
provisions of this Decree.
Presidential Order no. 52/13:
Approves the Regulation of Multistakeholder Group for the reintegration of ex-combatants.
Repealing all laws contrary to the provisions of this Presidential Order, namely the
Presidential Order no. 80/12, of the 7th of June and the Presidential Order No. 106/12, of
the 24th of August.
Presidential Order no. 53/13:
Upgrade the Interministerial Commission for the Reform and Modernization of Public
Administration, coordinated by the Minister of Public Service, Labour and Social Security. Repeals all legislation contrary to the provisions of this Decree, including the Resolution of
the Council of Ministers no. 2/94, on the 3rd of February.
Presidential Order no. 54/13:
Approves all contracts for acquisition of three Boeing 777-300 ER, the scope of the contract
between TAAG – Angolan Airlines - EP and the Boeing Company and authorizes the
conclusion of the financing agreement between TAAG – Angolan Airlines - EP, HSBC
Bank Plc and the International Business Bank, and empowers the Minister of Finance to
issue on behalf of the Republic of Angola the necessary guarantees and other necessary
legislation, to cover this operation.

The President of the Republic decrees under the following terms i) of Article 122 and
paragraph 3 of Article 125, both the Constitution of the Republic of Angola, in conjunction
with the following c) of Article 9 of Law no. 2/93, of the 26th of March – of the National
Defense and the Armed Forces and with paragraph 6 of Article 41 of Decree - Law No.
1/08, of the 6th of June, the following:

--------Presidential Decree no. 98/13
of the 21st of June
Taking into consideration the staff of the Technical Unit of the Multimedia Libraries
Management Network of Angola REMA, approved by Decree no. 192/12, of the 27 th of
August, it includes only the employees of the unit responsible for central planning and
operation of multimedia libraries, not covering the needs of the workforce needed to achieve
the social purpose of multimedia libraries at the level of the entire national territory;
Considering the need to provide the Network of Angolan Multimedia Libraries the necessary
human resources, in quantity and quality satisfactory to supply the needs of the multimedia
media libraries in terms of human resources, as well as adjust the wording of paragraph 2 of
Article 3 of this Decree;
The President of the Republic decrees, in the following terms d) of Article 120 and
paragraph 1 of Article 125, both the Constitution of the Republic of Angola, the following:

The personnel attached to this Decree and that he is a integral part is approved.
ARTICLE No. 2
(Amendment)
Paragraph no. 2 of Article no. 3 of Presidential Decree no. 192/12 of the 27th of August, is

Information Technology. "

of the 21st of June
The training of the police officer’s career is essential to the enhancement of the National
Police in human resources, according to the exigencies entrusted to the Corporation
pursuant to the Constitution of the Republic of Angola and other legislation;
In order to address the needs in terms of personnel with higher technical level training in the
sphere of the National Police, the following was created by Presidential Decree no. 9/12, of
the 20th of January, the Institute of Police and Criminal Science, establishing superior
polytechnics, the public and police that integrates the system of training, education and
preparation of forces and services of the National Police;
It being necessary to assign a name to the official Institute of Police and Criminal Sciences
of the National Police;
The President of the Republic decrees under the following term d) of Article no. 120 and
paragraph 3 of Article no. 125, both the Constitution of the Republic of Angola, the

--------Presidential Order no. 52/13
of the 21st of June
With respect to the Presidential Order No 80/ 12 of 7 June, the structure of the National
Commission for Social and Productive Reintegration of demobilized and displaced soldiers
for the multi-stakeholder group for reintegration of ex-combatants was changed, whose
main purpose is to coordinate programs and policies related to the social reintegration of excombatants of the Republic of Angola;
With respect to the Presidential Legislative Decree no. 5/12, of the 15th of October, the
composition, organization and function of the auxiliary ministerial departments of the
President of the Republic changed, as Holder of Executive Power;
Being necessary to redefine the composition, organization and function of the multistakeholder group for reintegration of ex-combatants at the new structure of the Executive
and in order to streamline their work, as well as to facilitate the intervention process and the
relationship of other journals that compose;
The President of the Republic decrees, in terms of the following d) of Article 120 and
paragraph 5 of Article 125, both the Constitution of the Republic of Angola, the following:

The Regulation of the multi-stakeholder group for the reintegration of ex-combatants is
approved, attached to this Decree and that it is an integral part.

All legislation contrary to the provisions of this Presidential Order, namely, the Presidential

August.

REGULATIONS FOR THE MULTI-STAKEHOLDER GROUP REGARDING
THE REINTEGRATION OF EX-COMBATANTS
CHAPTER I
General Provisions
ARTICLE No. 1
(Definition and Purpose)
The multi-stakeholder group for the reintegration of ex -combatants, abbreviated as GMRE
or multi-stakeholder group, is an inter-ministerial group, of a multidisciplinary structure,
which has as its aim to coordinate the development of programs and policies for the social
reintegration of ex-soldiers of the Republic of Angola .
ARTICLE No. 2
(Juridical Nature)
The multi-stakeholder group is a collective public entity, endowed with administrative,
financial and patrimonial autonomy.
ARTICLE No. 3
(Assignments)
The multi-stakeholder group has the following duties:
a) Ensure the necessary coordination between the various bodies intervening in the
sector and mobilize synergies for implementing projects for ex-combatants;
b) Monitor the implementation of the reintegration program for ex-combatants,
establishing priorities and instruments for its implementation;
c) Take actions relating to functional and operational coordination of the
implementation of the program of social and economic reintegration of former
soldiers;
d) Develop and manage the budget of the multi-stakeholder group.
CHAPTER II
Composition

(Composition)
1. The multi-stakeholder group is constituted by the following members of the

2. The multi-stakeholder group and headed by a coordinator who holds a ministerial
department, appointed by Order of the President of the Republic.
3. The Coordinator of the multi-stakeholder group may convene, whenever necessary,
other ministerial departments that will develop programs and projects relevant to the
social reintegration of ex-combatants.
CHAPTER III
Group Structure
ARTICLE No. 5
(Groups)
The multi-stakeholder group consists of:

SECTION I
Coordinator
ARTICLE No. 6
(Coordinator)
1. The Coordinator of the multi-stakeholder group is responsible for developing the
work of the Group and the normal functioning of its services.
2. The Multi-stakeholder Group Coordinator is responsible for:
a) Guiding the multi-stakeholder group and representing it publicly;
b) Calling the members of the multi-stakeholder group, when the situation requires, to
address issues relating to their participation in the Group;
c) Coordinating and monitoring the development of the work of the multi-stakeholder
group;
d) Ensuring the preparation of periodic reports on the development of multistakeholder group activities and presents them quarterly to the appropriate person;
e) Monitoring the financial execution of programs and projects;
f) Performing other actions necessary to the development of multi-stakeholder group
assignments.
3. The Coordinator of the multi-stakeholder group, is represented, in his absence or
impediment, by the Coordinator of the Executive Technical Group.
SECTION II
Executive Technical Group
ARTICLE No. 7
(Executive Technical Group)
The Executive Technical Group is a technical support group that consults and assists the
multi-stakeholder group.
ARTICLE No. 8
(Assignments)
The Executive Technical Group has the following duties:
a) Examine and issue an opinion on the proposed projects under the implementation
of the social and economic reintegration program of ex-combatants;
b) Study and propose, in the implementation of the proposals and projects, the
measures necessary for its implementation;
c) Advise sectors technically on the experiences of programs and projects for the
reintegration of former soldiers;
d) Undertake monitoring and evaluation visits of the implementation of reintegration
projects;
e) Assess the impact of planned social and economic reintegration of ex-combatants;
f) Ensure administrative support for the Multistakeholder Technical Group;
g) Prepare periodic reports;
h) Monitor, direct and control the activities of the State technical groups;
i) Request information on the application of available resources for social and
economic reintegration of ex-combatants to sectors;
j) Control the pattern of benefits employed in sector projects for the reintegration of
ex-combatants.
ARTICLE No. 9
(Composition)
1. The Executive Technical Group is comprised of representatives of the member
organizations of the multi-stakeholder group, nominated by their respective holders,
and is coordinated by the Secretary of State for Social Reintegration.
2. The Coordinator of the multi-stakeholder group can request to be, whenever
necessary, the integration of representatives of other groups in the Executive
Technical Group.
ARTICLE 10
(Composition)
1. The functionality of the Executive Technical Group must be provided by technicians
and staff assigned to the multi-stakeholder group, as follows:
a) In representation, the technicians indicated by the holders of the member bodies of
the multi-stakeholder group;
b) Any staff or employee who ensures permanent administrative support service, set
out in Annex I of this Regulation.
2. The local level consists of Executive State Groups and Executive Municipal Groups.
ARTICLE 11
(Duties of members of the Executive Technical Group)
The members of the Executive Technical Group have the following responsibilities:
a) Participate in the activities of that group;
b) Study the possibilities and opportunities available to the industry that is for use by
the Executive Technical Group on behalf of the beneficiaries;
c) Serve as liaison between the Executive Technical Group and the structures of the
organizations they represent.
CHAPTER IV
Provincial Executive Group
ARTICLE No. 12
(Definition and Nature)
1. The Executive State Group represents the multi-stakeholder group for the
reintegration of ex-combatants, which implement the measures concerning the
implementation of approved project.
2. The Executive State Group has an executive nature and its members operate under
its representation.
ARTICLE No. 13
(Assignments)
1. To ensure the implementation of technical actions that enable the successful
implementation of the program of reintegrating ex-soldiers, the Executive State
Group has the following duties:
a) Conduct studies and analysis to provide opinions and proposals for the
implementation of projects;
b) Propose measures and actions necessary for the implementation of the programs for
reintegration of former soldiers into projects;
c) Monitor the implementation of approved projects to be implemented in their state;
d) Work with the local administration groups of the State in the selection of projects to
be implemented in their locality;
e) Select local projects viable;
f) Participate in the selection, control and registration of beneficiaries;
g) Prepare monthly reports of the activities to be presented to the State Governor;
h) Disseminate the acts performed at the state level, in the framework of the general
program of reintegration;
i) Evaluate proposed terms of reference for public requests of projects to be submitted
by the sectors;
j) Analyze project proposals submitted by potential implementing partners;
k) Propose the adoption of the proposals in accordance with the general program of
reintegration;
l) Evaluate the implementation of ongoing projects based on progress reports and
monitoring visits;
m) Evaluate the impact of projects in terms of the effectiveness of social and economic
reintegration of ex-soldiers who participate in them.
ARTICLE No. 14
(Composition)
1. The Executive State Group has a multistakeholder composition at the state level and
is coordinated by the respective state governor.
2. The Executive State Group integrates in its structure a title holder from the technical
directorates and state delegations mentioned below:

3. In carrying out its duties, the Executive State Group is reinforced with military
officers deployed on commission.
4. If necessary, and depending on the characteristics of each state, technical staff of
other groups of the State Government could be integrated into the Executive State
Group.
5. In carrying out its responsibilities, the Coordinator of the Executive State Group
may invite, to participate in meetings, representatives of ministries, technical partners
or strategic partners relevant for the consideration of proposals concerning them,
depending on the nature of services to be hired, under representation.
CHAPTER V
Group Executive Council
ARTICLE 15
(Nature)
The Group Executive Council and the representative body at the municipal level who is
responsible for increasing the dynamism, the functionality in the operation of programs and
projects to support the reintegration of ex-combatants, as well as providing reduction in
tariffs.
ARTICLE 16
(Assignments)
1. The Executive Municipal Group has the following responsibilities:
a) To participate in the survey data from the beneficiaries conducted by IRSEM and
Executive State Group;
b) Evaluate and approve proposals for projects designed to support the reintegration of
the beneficiaries identified;
c) Monitor the implementation of projects implemented at the local level in favor of
ex-soldiers;
d) Report developments to the Provincial Coordinator of the Executive State Group on
municipality activities and punctually all relevant information, on a monthly basis.
2. The Executive Municipal Group meets once a month with the Municipal
Administration to analyze project proposals and the current status of the
development of actions.
3. The Executive Municipal Group functions under the Executive State Group
Coordinator, who must give an account of their monthly activities.
ARTICLE No. 17
(Composition)
1. The Executive Municipal Group is coordinated by a Municipal Deputy
Administrator and includes the following elements:

A technical employee of the State IRSEM;
Representatives of the beneficiaries.
2. The members of the Executive Council are appointed by Order of the State
Governor, upon proposal of the Municipal Administrator.
CHAPTER VI
Final Provisions
ARTICLE No. 18
(Checks and Balances)
1. The Coordinator of the Executive State Group provides monthly information on its
activities to the Coordinator of the Multi-Stakeholder Group and conducts joint
operations with the Coordinator of the Executive Technical Group.
2. The State Technical Group should always meet whenever necessary.
ARTICLE No. 19
(Budget allocation)
The Multi-Stakeholder Group has a budget provision to be included in the State Budget for
the reintegration of ex-combatants.
ARTICLE No. 20
(Attendance)
The sector representatives of the Multi-Stakeholder Group are entitled to an attendance,
under the legislation.

of the 21st of June
It is considered that the Government Program instills objectives and targets in the field of
public administration, whose crosscutting nature recommends permanent articulation of the
measures and activities to ensure strategic and institutional alignment;
Given that the current composition of the Interministerial Commission for Reform and
Modernization of Public Administration, created through the Resolution of the Council of
Ministers no. 2/94 of the 3rd of February, is inadequate to carry out the materialization of the
current challenges of the program Executive;
The implementation of coordinated and consistent measures of reform and modernization
of public administration is considered imperative;
The President of the Republic shall, in terms of the following d) of Article no. 120 and
paragraph 5 of Article no. 125, both of the Constitution of the Republic, the following:
1. The Interministerial Commission for the Reform and Modernization of Public
Administration is updated, coordinated by the Minister of Public Service, Labor and
Social Security, and that includes the following entities :

2. The Interministerial Commission for the Reform and Modernization of Public
Administration has, as a main objective, to promote the institutional articulation of
public policies and the coordination of the activities of government departments, in
the fields of application of the measures of reform and administrative modernization.
3. The Commission is hereby created with the following duties:
a) Appreciate the fundamental instruments on measures of public administration
reform;
b) Analyze the main tasks to be undertaken in the area of organization and functioning
of public administration;
c) Ensure permanent consultation mechanisms and consultation between public
administration bodies on matters relating to reform and modernization of public
administration;
d) Encourage the dissemination of administrative reform and modernization, as well as
best practices in public administration;
e) Coordinate the non-focused actions of the State Administration and the
decentralization of the Administration, of institutional type, with regard to
administrative reform and modernization;
f) Pay particular attention to issues concerning human resources within public
administration (including the components of recruiting, attracting, training, retention,
motivation, career development and retraining), information technology and
communications applied to public services and structural adjustment of public
organizations.
4. The Interministerial Commission for the Reform and Modernization of Public
Administration is supported by a technical group coordinated by the Secretary of
State for Public Administration and composed of Secretaries of State, from the
ministerial departments belonging to the commission, which is responsible for
preparing and streamlining the implementation of the recommendations of the
commission.
5. All laws contrary to the provisions of this Degree are revoked, including the
resolution of the Council of Ministers no. 2/94, of the 3rd of February.
6. The doubts and omissions resulting from the application and interpretation of this
Decree are resolved by the Holder of the Executive Power.
7. This Decree shall enter into force on the date of its publication.

--------Presidential Order no. 54/13
of the 21st of June
There is a need to approve the terms and provisions of financing agreements for acquisition
of three Boeing 777-300 ER, the scope of the contract between TAAG - Angola Airlines EP and the Boeing Company, of the 27th of March 2012;
The President of the Republic shall, in terms of the following d) of Article no. 120 and
paragraph no. 5 of Article 125, both the Constitution of the Republic of Angola, in
conjunction with paragraph no. 1 of Article 4 of the following a) of Article no. 5 of Law no.
2/13, of the 7th of March, approving the State Budget for 2013, as follows:
1. The contracts for the purchase of three Boeing 777-300 ER have been approved,
with respect to the scope of the contract between TAAG – Angolan Airlines - E. P.
and the Boeing Company.
2. The conclusion of the financing agreement has been authorized between TAAG –
Angolan Airlines – E.P., HSBC Bank Plc and International Business Bank, in the
amount of USD 88,681,285.00 (eighty-eight million, six hundred and eighty-one
thousand two hundred eighty-five U.S. dollars), related to the prepayment of the
acquisition of Boeing 777-300 ER with the manufacturer's serial number 43252 to be
delivered in May 2014.
3. The Minister of Finance has the delegated powers to issue, on behalf of the Republic
of Angola, the relevant Warranty and other necessary legislation to cover this
operation.
4. The National Bank of Angola should undertake the licensing of financial
transactions, which is the subject of the financing agreement referred to in paragraph
2 of this Order.
5. The doubts and omissions arising from the interpretation and application of this
Decree are settled by the President of the Republic.
6. This Decree shall enter into force on the date of its publication.
