Environmental S c i e n c e s Laboratory 55 General Information The Environmental Sciences Laboratory (LIMA) is part of the Technology Center of the Federal University of Rio de Janeiro (UFRJ). It was established to strengthen the activities of the faculty and students of the Alberto Luiz Coimbra Institute for Postgraduate Studies and Research in Engineering (COPPE) in the field of Environmental Engineering, and to enable joint studies and projects as well as consolidate interdisciplinary research lines. LIMA was created in December 1997 with the assistance of the Environmental Sciences area of the Program to Support Scientific and Technological Development (PADCT/CIAMB), with resources from the World Bank and the Brazilian Ministry of Science and Technology. The Laboratory is, in fact, the result of an integrated research program carried out in 1995/97, which involved research on Environmental Auditing methodologies and the consolidation of the Master’s and Doctoral Programs in the interdisciplinary area of Environmental Engineering at COPPE/UFRJ, delivering M.Sc. and D.Sc. degrees in eight Engineering fields with minors on Environmental Planning, Environmental Geotechnics, Environmental Management of Production, Environmental Technology, Environmental Modeling, Coastal Zone and River Basin Management, Environmental Acoustics, Transport and Environment. Between October 1997 and June 2012, LIMA conducted more than 160 research projects, many of which were made in close collaboration with international organizations. Throughout this period, partnerships, cooperation agreements and contracts were signed with public entities at the federal, state and city level, and with private and non-governmental organizations. These research activities led to the publication of approximately 300 scientific papers, including 68 papers in national and international scientific journals, 68 books and book chapters, 140 communications in conference proceedings and 25 articles in magazines and newspapers. Furthermore, the activities provided material for the preparation of 49 M.Sc. dissertations and 26 D.Sc. theses for student researchers on the Energy Planning Program (PPE) at COPPE/UFRJ. Three further M.Sc. dissertations and nine D.Sc. theses are currently in progress. 55 Institutional Organization LIMA falls under the administrative responsibility of the Energy Planning Program (PPE) at COPPE/UFRJ. The coordinator of the Laboratory, Prof. Emilio Lèbre La Rovere, and supporting staff are linked to this Program. From the year of its creation, in 1963, COPPE/UFRJ has developed to the point of becoming the largest center of excellence in the field of engineering in Latin America. It currently has 325 full-time members in its teaching staff (all with doctoral degree) and 350 employees throughout its twelve programs (departments). The master’s and doctoral degree programs at COPPE/UFRJ currently have about 2800 students, with approximately 500 M.Sc. dissertations and D.Sc. theses approved each year. The Program of Activities detailing LIMA´s research lines was approved by the Director of COPPE/UFRJ. The activities are mostly being carried out by full-time researchers, faculty members and M.Sc. and D.Sc. students in COPPE/UFRJ´s interdisciplinary area of Environmental Engineering. The agreements and contracts for LIMA research projects in partnership with other institutions are handled by COPPETEC Foundation in accordance with the financial and legal management regulations adopted in the agreement by the Foundation and COPPE/UFRJ. 55 Facilities and Equipment LIMA is located in Block I-2000 of the UFRJ Technology Center, Ilha do Fundão, Rio de Janeiro, and has recently undergone a major renovation of its facilities. LIMA has the following: • Offices and meeting rooms for researchers and students; • A documentation center connected to the UFRJ libraries with recent publications in the field of environmental sciences; • Equipment and software for Geographical Information System (GIS) use, workstations, and notebooks connected to the Internet and to COPPE’s Cray supercomputer through the UFRJ optic fiber network. 55 Research Lines LIMA’s main research lines include Energy and Environment (Environmental Impact Assessment of Energy Systems, Electric Energy, Alternative Energy Sources and Energy Efficiency, Oil and Natural Gas), Private and Public Environmental Management and Planning Instruments for Environmental Management (Strategic Environmental Assessment, Environmental Auditing, Environmental Indicators), Social and Environmental Responsibility and Climate Change. The list also mentions the involved parties and the implementation period for each project or study. 55 Energy and Environment Environmental Impact Assessment of Energy Systems • Definition of Scenarios for Mitigation of Impacts on the Health of Populations Affected by Hydropower Projects in Brazil. The structural changes in the environment that promote or enhance the spread of diseases in the area of influence of hydroelectric projects were identified and described in accordance with the planning (pre-installation), construction and operation stages. Maps of epidemiological risk were prepared considering the environmental and socioeconomic impacts, the environment receptivity, and the vulnerability of the affected population. For Furnas Power Plants; 2009-2011. • Valuation of Environmental Impacts Caused by Production, Storage and Disposal of Oil and Gas Field of Pinaúna-BA. Development and application of a methodology to assign monetary value to the potentially significant residual environmental impacts generated by the production, storage and disposal of oil and gas of Pinaúna plant, Camamu-Almada/BA basin, to calculate the environmental compensation. For El Paso; 2009-2010. • CASES – Cost Assessment for Sustainable Energy Systems. Estimated costs related to the negative environmental externalities of different sources of electricity generation. Held in conjunction with European research institutions and funded by the European Commission; 2006-2008. Electric Energy • R&D Project to Develop a Methodology to Prepare a Baseline to Calculate GHG Emissions for the Electricity Sector. Development of a methodology to prepare a baseline to calculate the greenhouse gases emissions of the Electricity Sector, using the operating margin method and the SDDP model to estimate baseline scenarios. For Brazilian Olympic Committee (COB); 2008. 55 Environment Planning and Management Strategic Environmental Assessment (SEA) • Strategic Environmental Assessment of the Industrial Complex of Açu Port. This SEA proposed the integration of private investments in transport logistics and a metallic-mineral productive chain, through an Industrial Ecology approach to environmental management to ensure positive social and environmental outcomes for the region where the Complex is to be located. Study carried out by Arcadis Tetraplan in partnership with LIMA for MMX and the Secretary of State for the Environment of Rio de Janeiro (SEA/RJ); 2009-2010. • Strategic Environmental Assessment of Expansion Plans of Eucalyptus Forestry and Biofuel in Southern Bahia. This SEA analyzed, from the sustainable development perspective, the conflicts and social and environmental implications related to the expansion of forestry and sugarcane in Southern Bahia, aiming to avoid, reduce or offset impacts and enhance the positive opportunities, assisting the decision makers in formulating strategic options. For the Secretary of State for the Environment and Water Resources, State of Bahia (INEMA/BA); 2008-2012. • Strategic Environmental Assessment of the Multimodal Transport and the Development of the Mining-Industrial Program of the Cocoa Region. This SEA identified and assessed the interactions among critical factors, strategic processes and the environment, due to investments planned in the Cocoa Region for transportation logistics and steel, especially the South Port, in the city of Ilhéus/BA. For the Secretary of State for the Environment and Water Resources, State of Bahia (INEMA/BA); 2008-2010. • Strategic Environmental Assessment of the Anchieta Industrial Complex. The Government of Espírito Santo State used this SEA to determine the strategic sustainability processes in the Anchieta region due to its high environmental sensitivity. LIMA provided technical supervision and training assistance to this study. Elaboration of the terms of reference and technical supervision of the execution of this SEA, to support the formulation and implementation of the transport and energy state policies. Strategic Environmental Assessment of the Master Plan for Water Resources of the Tocantins-Araguaia Basin. The National Water Agency (ANA) has required a SEA to support the elaboration of this Plan in order to analyze, from the sustainable development perspective, conflicts and social and environmental implications associated with the alternative use and/or conservation of water resources of the Tocantins-Araguaia river basin. Analysis of trends and proposals for tourism development in the coastal strip encompassing the cities of Jijoca de Jericoacoara (CE), Paranaíba (PI) and Barreirinhas (MA), to promote environmentally sustainable development. Created in 2000 through an agreement between the Department of Environmental Quality in Human Settlements (SQA) of the Brazilian Ministry of Environment (MMA) and COPPE/UFRJ, CentroClima has been actively participating in the development of public policies and strengthening the capacity of national and international stakeholders on climate change mitigation and adaptation, with a focus on city and state GHG inventories, building and analysis of mitigation scenarios, innovative Clean Development Mechanism (CDM) projects, and adaptation of small farmers to increased droughts due to climate change. 55 Recent and/or Current Projects of Centroclima • Support to the Government of the Rio de Janeiro State to Monitor Greenhouse Gases Emissions.
